A Study on the Algorithm Transparency Act and Right to Explanation - Focus on the Review of Algorithm Transparency Act -

  • Recently, the Justice Party is pushing for legislation of a bill called the Algorithm Transparency Act. The bill is a revision to the Information and Communication Network Act proposed by Rep. Ryu Ho-jung on June 25, 2021, and aims to form a separate committee under the Korea Communications Commission to ask organizations operated for profit to search algorithms and explain the principles of arrangement. Currently, Korea treats algorithms as corporate secrets and does not disclose them, while the European Union (EU) implements the Personal Information Protection Regulations (GDPR) in relation to algorithm regulations. Therefore, this study summarizes the main contents of the Algorithm Transparency Act currently proposed to the National Assembly and reviews the current status of algorithm-related laws and systems in the European Union (EU) and the improvement of algorithm transparency.

  • Countries around the world are calling for stronger law enforcement to combat the production and distribution of child sexual exploitation images, such as child grooming. Given the scale and importance of this social problem, it requires extensive cooperation between law enforcement, government, industry, and government organizations. In the wake of the Nth Room Case, there have been some amendments to the Enforcement Decree of the Telecommunications Business Act regarding additional telecommunications services provided by precautionary operators in Korea. While Naver and others in Korea use Electronics and Telecommunications Research Institute's own technology to filter illegal images, Microsoft uses its own PhotoDNA technology. Microsoft's PhotoDNA is so good at comparing and identifying illegal images that major global operators such as Twitter are using it to detect and filter images. In order to meet the Korean government's testing standards, Microsoft has conducted more than 16 performance tests on "PhotoDNA for Video 2.0A," which is being applied to the Bing service, in cooperation with the Korea Communications Commission and Telecommunications Technology Association. In this paper, we analyze the cases that did not pass the standards and derive improvement measures related to adding logos. In addition, we propose to use three video datasets for the performance test of filtering against illegal videos.

A Study of the Strategy on Smart Work (스마트워크 전략에 관한 연구)

  • The purpose of this paper is to propose a smart work implementation strategy of Korean companies. Recently in Korea, the interest in smart work is growing and actively promoting but the introduction of private enterprise strategy is absent. However the smart work has been highlighted several issues. In this paper, among the issues, we studied the strategy for introducing smart work system with respect to the related research and literature on strategies and guidelines that may be introduced to the system. With reference to the actual introduction of the basic directions for the procedure proposed by the Korea Communications Commission, we try to review the operating guides and to propose smart work 2.0 implementation strategy, framework and some procedure.

  • Personal Information Article2 defines personal authentication information, secret information, bio information for personal information and it is stipulated under article29 that the one who have duties must take adequate technological, administrative, physical measures to prevent from illegal reading and sneaking. Also it is stipulated under information communication network law28(1), enforcement regulation9, Korea Communications Commitee notice. To satisfy this, the one who have to take security actions of personal information are required to take technological measures and establish positive measures to continuously manage it.The insurance of technological security is possible by encryption of personal information, secure management and operation of encryption key,taking personal information security level of providin access control of personal information reading and audit.In this paper, we will analyze various technologies of personal information encryption which are essencial component in technological security measuresof personal information. This paper will help choose which technological measures you should take in personal information security.

Politics through Academic Career or Academic Career for Politics Focused on the current status and conditions of Media scholars' political participation (지식을 통한 정치 혹은 정치를 위한 지식 언론학자의 정치 참여 현황과 특징 연구)

  • Journalism and Mass Communication as an academic field is believed more politicized one than pure literature and natural science. With the growth of the media, there follows additional opportunities for media scholars to take a part in politics as well. Few attention was given to understand the status and mechanism of political intervention either as advisers or decision makers though. This study attempts thus to fill this vacuum. For this, first of all, it examines a various types of laws related to media politics. Total number of 164 scholars who participated in 12 councils and commissions were analyzed on the following step. Research shows that there are patterns which favor Seoul National University, U.S. trained Ph. D and geographic preference to the capital. Neither academic excellence nor commitment to public interest appear to have impact on taking those positions. Taking into account media's expansion into politics, it is inevitable for media scholars to take responsibility not only in policy making but in taking leadership. Accordingly, the question of necessity is not who but how as much as manner. The authors hope this study will be a valuable opportunity to establish a kind of ethical standards in media politics.

A Study on Application Method of Ontologies for Efficient Semantic-based Search of Copyrighted Works (저작물의 의미 기반 검색을 위한 온톨로지 적용 방안 연구)

  • Korea Digital Copyright Exchange of Korea Copyright Commission runs and manages copyrighted works and copyright license agreement, as well as assigns Integrated Copyright Number(ICN) to copyrighted works, also offers copyrighted works searching service. Keyword-based searching method based on ICN metadata provides results depending on the inclusion of metadata keyword. However, keyword-based searching method has limitations that cannot provide exact results that users need. Therefore, the essential method of offering exact result is needed. In this paper, we propose the semantic-based searching method about copyrighted works to increase the accuracy of searching results by extending ICN matadata to ontology, and implement the ontology of copyrighted works by defining relation and semantics about metadata elements. In order to compare semantic-based searching based on the ontology of copyrighted works with keyword-based searching method, the search results of each method according to 5 scenarios are presented and the accuracy of each method is compared.

  • In order to solve the problems that fingerprinting technologies and image identification technologies for digital music and videos identification scanned have not yet been enough to identify scanned cartoon books, the copyright project granted from the Korea Copyright Commission(Project title: Identification and Copy Protection Technology of Scanned Text/Comic Books) secured basic solutions for scanned cartoon books. The first result of the research project in 2013 was focused on the identification technology applied to abnormally scanned cartoon books. As subsequent research for the project, studies in the year of 2014 has been to provide solutions to identify cartoon books which abnormally scanned and occurred with transformations and distortions and solutions to protect the system from trials to devitalize functions of the identification system through various attacks. This paper is to propose a model for a system for identifying abnormally scanned cartoon books as a way of enhancing the identification rates for identifying abnormal bookscans and transformation attacks.

Reorganizing ICT Governance: A Perspective on Regulation and Promotion (규제와 진흥 관점에서 바라본 ICT 거버넌스 개편방향 연구)

  • Park, Keun-Hye government has just established a new ministry for integrating and managing the policies for science & technology and ICT. From the ICT governance perspective, the new ministry implies separating promotion policies from regulation polices. The current paper aims to present ICT policy implications by providing a perspective on regulation and promotion. A delphi survey was conducted for 32 experts in ICT sector. According to the experts, a clear distinction between regulation and promotion policies is difficult, and thus, integrating regulation and promotion policies looks more preferable. In general, an independent ministry that integrates regulation and promotion policies is mostly preferred. Some suggested an independent committee inside the ministry might be desirable, especially for the broadcasting regulation policy to be independent from the ministry control. The current study proposes tight collaboration between the newly established ICT ministry and the Korea Communications Commission, and in the long term, integrated administration of promotion and regulation policies. In particular, this study emphasizes the importance of the integrated policy management to enhance government policy capacity.

  • Social Network Service(SNS), which are an emerging form of political architecture, have been a political means to promote civic engagement and shape pubic opinions on social issues. Along with the influence of SNSs, the governmental control on the dissemination of information over SNSs has increased more and more. It would be ideal if the autonomous governance regulates SNSs which facilitate the networks of the dispersed people. It is the fact, though, that compulsory regulations under which the government controls impose policy and legal restrictions on political expressions. The current study addresses expressive and participatory nature embedded in technological characteristics of SNSs and discusses the problems of content regulations of political expression over SNSs. First of all, it is analyzed that light touch regulation or light touch monitoring should be applied to regulating content on SNSs, particularly political expressions. Constitutional Court proclaimed that legal restrictions on the Internet could infringe basic rights of the people and thus under unambiguous standards, the Doctrine of Clear and Present Danger should be applied to its content. Second, it is found that clarifying the definition of illegality in the application of legal restrictions is necessary to minimize the excessive misleading. Third, it is required that Korea Communications Standards Commission under the government control needs to change in determining the scope of illegal information. In a domestic level, there needs to be safeguards for the protection of the self-regulatory organization such as KISO to guarantee voluntary and autonomous regulatory practices.

A Desirable Corporate Culture under Smart Work Environment (스마트워크 환경 하에서의 바람직한 기업문화)

  • The purpose of this research is to create a preferable corporate culture under the SmartWork environment. There is growing interests in SmartWork, which can satisfy the compatible conditions of government's carbon emission restriction policy, corporate efficient expense reduction, productivity maximization, and each individual's work and a family. Due to the interests and the rapid development of IT technology, a realistic condition for SmartWork is established but the promotion without a sufficient preparation, such as legal examination and relevant systems, created much confusion and very few companies are introducing it. This paper discusses that a social agreement should be reached through adjustments among parties interested, such as government, companies, and employees, studies the WIN-WIN plan that individuals and organization can grow together, and proposes a new corporate culture under the SmartWork environment. SmartWork has more than the simple meaning of 'remote working'. SmartWork, a method of smart working, means a transition to a new paradigm that minimizes moving for work and work & human move together, and a change from a work-oriented culture to a human-oriented culture. This paper summarized the role of government and companies for the successful introduction of SmartWork, and proposed that a government level 'SmartWork Activation Executive Committee (tentative name)' with a strong promotional power would create a new culture of SmartWork and form a civilian consultative body to support SmartWork corporate culture creation & expansion in the private corporate area, in a tuning with Ministry of Public Administration & Security, Ministry of Labor, Ministry of Gender, and Communications Commission.
