Cultural Industrial Districts as a Tool of Boosting Regional Economy in Korea (지역경제 활성화의 수단으로서 문화산업단지 정책: 평가와 과제)

  • It is not so long that the cultural industrial sector has been noted as one of the major engines of regional economy in Korea. In parallel with balanced development strategies recently emphasized in the Korean regional policy, there has been a wide range of investment to formulate cultural industrial districts in major cities. This trend of investment focus has changed the development strategies of each city. There are criticisms, however, to this public sector-dominated nurturing of cultural economy. This paper overviews the recent policy of cultural industrial districts in Korea, in terms of its background, institutional basis, performances, and some evaluations. Some suggestions are provided in order to make the policy successful; emphasize developing the culture industry itself, develop clusters specifically focused on the characteristics of the culture industry, deliberate substantial measures for nurturing companies and human resources in the local regions, and formulate a system in which the local dominates and the center supports.

Innovation Milieu and Cluster Formation of Cultural Industries in Gyeongbuk (경북 문화산업의 혁신환경과 클러스터 구축방향)

  • Strategies for regional development has been implemented by facilitating the cultural industry since the mid 1990s. The government of Gyeongbuk attempted to establish the cluster of cultural industries and to enhance the capability of cultural industries. However, infrastructure of the industries is still weak. The most cultural industries are small-sized enterprises and are in low value-added production link in the value chain. This research examines the situation of cultural industries and then to recommend the direction of cluster of cultural industries in Gyeongbuk. The cluster of cultural industries in Gyeongbuk needs to be decentralized integration. Cultural industries in Gyeongbuk are found in dispersed regions with own cultural and industrial characteristics. The hub of cluster of cultural industries should be formulated to promote network among cultural industrial complexes in dispersed regions; thus, the hub is able to provide knowledge and information for the cultural industrial firms in Gyeongbuk. The supporting center as the hub of cluster has to input more energy to establish the on-line and off-line network among firms, and between firms and innovation agencies such as universities, cultural industrial organizations, and local governments. The cultural industrial cluster should be linked with IT cluster in Gumi and cluster of Daegu cultural industries to upgrade the value chain of cultural industries.

The Inter Industrial Competency Analysis of Game Industry and Character Industry (국내 문화콘텐츠산업의 연관산업 역량분석 -게임산업과 캐릭터산업을 중심으로-)

  • The purpose of this study is to analyze the industry infra competence status between game and character industry and to investigate relational industry cluster by LQ index. Applying to relative LQ index was no. of company, the no. of employee and the amount of revenue of 2012 years between game industry and character industry. The regional cluster block composed of metropolitan block (Seoul, incheon & Kyunggi area) and regional blocks(kangwon, chungchung, daekung, honam, dongnam and jeju region). The results of this research are as follows. First, the competency level of the quantity estimation of game industry and character industry highly concentrated to Seoul, Incheon & Kyunggi block. In case of the inter industrial competency analysis including metropolitan block, the high competency level indicated among metropolitan block, kangwon, dongnam and jeju region. In case of except metropolitan, dongnam and jeju region indicated high OSMU possibility between two industry. The contribution of this research was assessment of regional game and character culture contents' industry competences. And this research suggested fact based quantitative analysis of OSMU accessibility and validity of game and character industry's competence.

  • The purpose of this study is to verify the impact of government subsidies and technological innovation on the business performance of Chinese cultural industry enterprises. Therefore, this study takes 238 listed cultural industry enterprises in China from 2015 to 2020 as the object, collects 1175 samples, and uses Stata16 software for empirical analysis. The analysis results are as follows. First, government subsidies have a positive impact on the business performance of Chinese cultural industry enterprises. Second, government subsidies have a positive impact on the scientific and technological innovation of Chinese cultural industry enterprises. Third, scientific and technological innovation has a positive impact on the business performance of Chinese cultural industry enterprises. Fourth, scientific and technological innovation plays a partially mediating role in the relationship between government subsidies and business performance of Chinese cultural industry enterprises. Based on the research results, measures to improve the business performance of cultural industry companies are as follows. First, establish a modern cultural industry market system. Second, the government should expand financial and tax support for cultural industry companies. Third, promote the integration of cultural industries with scientific and technological innovation.

  • The domestic cultural contents industry has been growing rapidly since the 2000s. The government has designated the cultural content industry as the next generation domestic growth industry. In order to cultivate this, various regulations are made and the budget is supported. Local governments are preparing various policies of cultural contents industry. This study presents the economic ripple effect by analyzing the status level and competence of the cultural contents industry in region based on LQ(location quotient) analysis and GAP analysis. Through this, this study will examine the competitiveness of the cultural content industry with high added value in Busan and draw out the plan for activation of cultural contents. Also, this study will compare competitiveness of Busan with other regions and show the economic contribution of Busan City.

Empirical Analysis on Cultural Industry Demand in Chung-Buk Province (충북 문화산업 수요의 실증적 분석)

  • It is expected that demand for cultural industry will be increased rapidly with economic growth. But it is doubtful how much desire of demander to be fulfilled. Because cultural products have public goods characteristics and they are supplied by government. Therefore this paper analysed deterministic factors of cultural demands in Chung-buk province, and suggested criteria of cultural products, which is supplied by regional government. For these purposes, we analysed three topics, first, deterministic factors of demander's satisfaction, second deterministic factors of cultural demand type, which are classified by type of participants and spectators, third deterministic factors of leisure type, which are classified by goods intensive leisure and time intensive leisure, and we analysed these through econometric methods. And we tried to suggest optimal criteria for cultural products supply by regional government, which needs of demanders are fully fulfilled.

  • 문화콘텐츠는 지역 관광산업을 발전시키는데 핵심적인 요인으로 인식이 되어 전 세계 많은 국가들이 자신들만의 문화콘텐츠를 개발하기 위하여 노력을 기울이고 있다. 특히 우리나라뿐만 아니라 전 세계적으로 도시재생을 통한 문화콘텐츠 개발에 많은 관심을 가지고 있는데 그 이유로 도시에서 상대적으로 경제적·문화적으로 낙후되거나 사용하지 않는 유휴공간을 새로이 리모델링함으로써 도시 내 유휴공간을 지역의 특화된 문화예술 공간으로 구축함으로써 하나의 지역 특화 관광산업으로 발전을 하고 있기 때문이다. 따라서 본 연구는 SERVQUAL을 통해 유휴공간을 통해 제공되는 문화콘텐츠가 관광산업에 어떠한 영향을 주는지를 살펴 보고자 한다.
