According to precedent research of disaster economics, most of the studies are either based on belated macroeconomic indicators or are limited to specific industries. It is certain that preventing disaster is important, but immediate analysis and reconstruction policy are crucial as well. This research analyzed the ripple effect of consumer spending followed by April 16 ferry disaster and MERS outbreak; it was done by applying credit card company's real-time big data with Marketing Mix Modeling. The main focus of this research is to see if it is possible to predict the scale of damage during ongoing disasters. It is found that setting up weekly MMM and moving the timeline draws significance conclusion. When disasters or events occur in future, this research may be the basis of building quick and intuitive indicator to monitor possible effects.
In May, 2015, a 68 years old man, who has been Middle East Saudi Arabia and the United Arab Emirates, had high fever, muscle aches, cough and shortness of breath. he went two local hospital near his house and the S Medical Center emergency center. He was diagnosed MERS(Middle East respiratory syndrome) and the diseases had put South Korea the fear of epidemics for three months. Especially, this disease has firstly reported in Middle East Asia in September 2012 and spreaded to twenty-six countries. In 21, July, 2015, European Center for disease prevention and control reported 533 people were died and in South Korea, 186 people were infected, 36 people were died and 16,693 people were isolated from MERS. South Korea government were faced into epidemic control and blamed from public. Especially, hospital acquired infection, disease control chain, opening of information, ventilation, lack of isolation bed, the problem of function of local health center, the issue of reparation for hospital and insurance cover rate, the classification of disease, the role of Korea Centers for disease control and prevention, the culture of visiting hospital to see sick people, the issue of hospital multiple room and other related social support policy. it is time to study and discuss to solve these problems. South Korea citizens felt fear and fright from MERS. What is wore, they thought the dieses were out of their government control. It was unusual case for word except Middle East Asia. numerous tourists canceled visiting korea. South korea economic were severly damaged especially, tourism industry. South korea government should admit that they had failed initial action against MERS and take full reasonability from any damages. The government have to open information to public in terms of epidemic diseases and try to prevent any other epidemic diseases and try to work with local governments.
The first case of Middle East Respiratory Syndrome (MERS) was reported in Korea in 2015, after a Korean man from Bahrain tested positive for the infection. After first eruption, there were numbers of secondary infectees and whole country were frightened. At the time, isolated ambulances were available but few, and there was no specific way to prevent contamination during transfer. Therefore, Seoul National University Hospital and the University of Seoul developed isolation units and air filters. Four years after the MERS outbreak, this study measured the differential pressure inside and outside the small isolation units based on the differential pressure and air flow derived from simulation and testing, and proposed minimum values for virus leakage and internal sealing. A performance evaluation and testing method for the transfer equipment is proposed. The critical function of the small isolated transport equipment was defined and selected as an evaluation item; performance evaluation was carried out by simulating a real-world case. The results provide the proper pressure configuration of positive and negative pressure inside the segregation feeder; the clear criteria for the HEPA filter; and the performance criteria for the segregation feeder and air purifier.
Objectives : The purpose of this study is to investigate the effects of stress on psychosocial wellbeing at the time of an outbreak of Middle East respiratory syndrome(MERS) and to investigate the effect of resilience as a mediator on the relationship between stress and psychosocial wellbeing. Methods : Perceived Stress Scale, Psychosocial Wellbeing Index Short Form, and the Conner-Davidson Resilience Scale was implemented for 156 medical persons who worked at the hospital in which exposure to MERS cases had been confirmed and 127 ordinary people. We conducted a Pearson correlation coefficient and a hierarchical multiple regression to confirm the effect of stress on psychosocial wellbeing and the mediating effect of resilience between stress and psychosocial wellbeing. Results : The higher the perceived stress, the lower the psychosocial wellbeing in both healthcare workers and the public. The higher the perceived stress, the lower the resilience and the research results showed that there was a partially mediating effect of resilience in the relationship between stress and psychosocial wellbeing. Conclusions : This study demonstrated that the degree of individual resilience can indirectly give a positive effect on the psychosocial wellbeing when people under the stress by MERS shows adverse effects on psychosocial wellbeing. This suggests that clinical intervention and psychosocial approach aiming at strengthening resilience is important to maintain mental health during crisis development.
Purpose: This study aimed to investigate the degree of role conflict and its ambiguity, and fatigue in clinical nurses and to analyze the effect of these on their self-resilience in order to provide fundamental data for improving their working environment after the Middle East Respiratory Syndrome outbreak. Methods: After the collection of data from 258 clinical nurses in five general hospitals, t-test, ANOVA, Pearson's correlation coefficient, and multiple regression were performed using IBM SPSS Statistics 20.0. Results: A significant positive correlation was found between nurses' role conflict and ambiguity and fatigue; while a negative correlation was found between nurses' role conflict and ambiguity and self-resilience. A significant negative correlation was found between fatigue and self-resilience. According to the study results, the factor that affected clinical nurses' self-resilience the most was role conflict and its ambiguity, followed by marital status, fatigue, educational level, religion, and related tasks, which together accounted for 38% of self-resilience in clinical nurses. Conclusion: To improve weaknesses in nursing care after the Middle East Respiratory Syndrome outbreak, the scope of nursing care was changed upon the expansion of integrated nursing and care-giving services. Therefore, in the rapidly changing environment of nursing, policies to improve nursing performance, as well as successful reaction capability, are suggested.
The presentation of this paper was triggered by the spread of MERS in Korea in the year 2015. The analysis of the present acts related with MERS is necessary in order to cope efficiently with any probable spread of such infectious diseases as MERS in future. The acts that should be analyzed in this paper include 'Medical Service Act' and 'Infectious Disease Control And Prevention Act' (hereafter, IDCAPA). At first the classification of the infectious diseases in IDCAPA should be referred to. The Act does not properly classify them because the scope of concept of each group of the infectious diseases overlaps each other. This overlap should be removed. The present system in IDCAPA is not proper for the efficient notification and reporting of the infectious disease patients. This is so in some viewpoints including the persons obligated to make the notification and reporting, the persons to whom they should notify and report such patients, and the process of notification and reporting. The efficient approach to the information related with the infectious disease is necessary for the rapid prevention of its spread. Cohort isolation and quarantine of the infectious patients and exposed contacts are the strongest and most efficient steps for the prevention of spread of the infectious diseases. One of the great problems related with such steps would be the conflict of powers or attributions, the likelihood of which is inevitable under the present system of IDCAPA. The IDCAPA distributed the power or attribution to take the steps to the three governments including the central government, the metropolitan government and the primary local government. The power should be concentrated in the central government, which could afford financially to compensate for the huge amount of damages caused likely by the steps. The power to take the steps would be actually just a useless thing for its holder without such financial capacity. The remedy for the victims by the fault of spreader should be approached to in the sense of national wealth. The general principle of tort law could not supply the victims with the sufficient remedy because the damages would be likely too huge for the wealth of such spreader to cope with. In future another parliamentary inspection could reveal another problems in the administration by the government of the MERS event in the year 2015. Any problem caused by defect in the legal system of the control and prevention of the infectious diseases should be taken into consideration when the legal system would be reformed in future.
This paper analyzed the influence of government-owned social media's environmental characteristics on the level of users' active participation and types of message diffusion during government's crisis. The social media environment was categorized based on human interactivity and media interactivity. Users' active participation was measured based on amount of like/dislike and number of comments. User's comments were categorized through network analysis. This study found that the level of user's active participation was high on the information-provider participation type and the relationship-oriented participation type. The level of user's active participation was low on the information-provider type and the limited platform. The analysis of message diffusion type showed that a restrictive rational opinion type was found for the limited platform and diffusive or restrictive emotional opinion types were found for other types of social media environment. This study found that during MERS crisis, the government did not provide messages suitable for the social media environment, and the media environment influenced users' participation and comments. The government should provide user friendly social media environment by increasing interaction with users and should make efforts to communicate with users in crisis situation.
Since Patient Zero of MERS was diagnosed in May 20, 2015, cases of MERS continued to grow. The current situation, which people have been confirmed to be infected, suggested that contaminated indoor air could be the potential cause of hospital-acquired infections. It is important to address the indoor air quality in hospitals because pathogens can spread through air. While the heating, ventilating and air conditioning(HVAC) system is useful managing indoor air quality in hospitals, it can transmit the pathogens if operated improperly. Therefore, it is necessary to remove contaminants in hospitals and operate the HVAC system according to the guidelines, in order to maintain clean indoor air.

Purpose: This study is to address the spacial composition of a standard ward and bedroom size for sake of infection control and efficient medical service. Methods: Spacial composition of a standard ward has been proposed by comparative analysis of 5 big hospitals' wards. Bedroom sizes have been explored on the ground of Health care facility regulations from Korea, USA, Australia and Canada. Of course, Literature and field survey have been conducted in order to draw out various bedroom sizes. Results: 16 basic and some other additional spaces have been proposed for the composition of hospital standard ward. Area of Single bedroom is $11.6m^2$, and that of multi-beded room is $7.4m^2$. Bed to bed Clearance is 1.5m, spacing between bedsize and hard wall is 0.9m in 1~2 beded room, 0.75m in 4-beded room. Space clearance between Foot side of bed and curtain is proposed as 0.3m and additional 0.9m is necessary for the circulation. Implications: The result of this study can be applied to the new cons.
As new disasters such as COVID-19, MERS, and earthquakes appear in modern society, the nation's ability to manage uncertain risks is becoming more important. The government is promoting a disaster safety management policy closely related to daily life by reinforcing on-site response capabilities. Therefore, in order to respond more effectively to disasters that have recently been enlarged, complicated, and delocalized, there is a limit to only disaster-related organizations in the public sector. It is necessary to check it and find ways to develop it. In the event of an unpredictable national disaster or infection, the government needs disaster safety management measures closely related to daily life. Accordingly, as an efficient response and strategy such as procedures and methods for funeral support at the scene of a national disaster were needed, a designated funeral home was introduced. In the event of a major disaster, a large number of casualties that exceed the daily work level of the relevant department occur and rapid changes in relief, medical care, funeral and administrative procedures occur accordingly. The purpose of this study is to derive basic operating directions and prompt funeral support plans for funeral homes designated for national disaster preparedness.
