With the increasing number of health consumers aiming for a happy quality of life, the O2O medical marketing market is activated by choosing reliable health care facilities and receiving high quality medical services based on the medical information distributed on web's blog. Because unstructured text data used on the Internet, mobile, and social networks directly or indirectly reflects authors' interests, preferences, and expectations in addition to their expertise, it is difficult to guarantee credibility of medical information. In this study, we propose a blog reading system that provides users with a higher quality medical information service by classifying medical information blogs (medical blog, ad blog) using bigdata and MLP processing. We collect and analyze many domestic medical information blogs on the Internet based on the proposed big data and machine learning technology, and develop a personalized health information recommendation system for each disease. It is expected that the user will be able to maintain his / her health condition by continuously checking his / her health problems and taking the most appropriate measures.

The media is a tool for communication. Social media, which was created by the modern science and technology, was considered to be the best communication tool. However, despite the current wide spread of social media, social communication is a serious problem in Korea enough to be called a crisis of communication. What is the reason and measures of communication problems? This paper was planned from the awareness of these problems. First, a number of features and possibilities of social media in journalism are discussed in chapter 2. In chapter 3, the role of social media having regard to the social communication was considered in comparison to traditional media. Finally, the value which the newly emerging social media should pursue was discussed in connection with the value which was pursued by the traditional journalism, then the new value to be added to journalism at the level of ethics presented in chapter 4.

This paper addressed the analysis of the trend and direction of the US defense strategy based on their third offset strategy and presented the practical policy implication of ensuring the security of South Korea appropriately in the future national defense environment. The countermeasures for the development ability of advanced weapon systems and secure core technologies for Korea were presented in consideration of the US third offset strategy for the future national defense environment. First, to carry out the innovation of national defense in Korea based on artificial intelligence(AI), the long-term basis strategy for the operation of the unmanned robot and autonomous weapon system should be suggested. Second, the platform for AI has to be developed to obtain the development of algorithms and computing abilities for securing the collection/storage/management of national defense data. Lastly, advanced components and core technologies are identified, which the Korean government can join to develop with the US on a basis of the Korea-US alliance, and the technical cooperation with the US should be stronger.

부산 에코델타시티는 세종 5-1 생활권과 더불어 스마트시티 국가시범도시이며, 사업대상지역은 평강천이 관류하여 맥도강, 서낙동강 본류로 흐르는 세물머리지역이 그 중심에 위치하고 있다. 하천을 중심으로 스마트시티가 조성되고 있으나 하천관리는 유역내 홍수관리, 수질관리 등등에 관한 정부주체 상위계획에 종속성이 강한 공공분야로서 단위사업에서 스마트시티에 걸맞는 하천관리계획을 수립하고 시행하는 것은 많은 어려움이 존재한다. 하천관리의 주 관심 대상은 이수를 제외하면 치수, 하천환경, 친수, 하천시설물로 대별할 수 있으며, 스마트 하천관리란 이들에 대한 현황 정보구축 및 지속적인 현행화, 그리고 이들 실제 정보를 토대로 한 합리적 운영과 실시간 연계운영 실현으로 공공서비스를 제공하는 것이라 할 수 있을 것이다. 본 연구는 국가연구개발사업에서 연구한 각 분야별 하천관리기법을 에코델타시티에 시범적용하여 스마트하천관리를 구현할 수 있는 방법을 제시하고자 하였다. 에코델타시티 조성사업의 진행수준으로 인해 취득하기 어려운 정보들은 수립된 계획을 참조하여 적용하였다. 유역내 주 대상 하천들은 델타지역에서 수문으로 통제되므로 일반적인 하천과 달리 정수역에 가까운 특이한 수리특성을 보이고 있지만, 우선 스마트 하천관리를 위한 일반적인 과정들을 시범적용 해보고 필요에 따라 특성 고려 방안을 찾고자 하였다. 유역내 정량적 홍수위험도 평가, 하천환경 평가 적용방안, 하천시설물 관리방안, 주요 지점의 실시간 모니터링 방안 등이 에코델타시티 조성사업 진행단계를 고려하여 수행되고 있다. 사용편의성과 지속가능성을 담보하기 위한 하천연계플랫폼을 구축하여, 개발된 기법들을 각각 내부 모듈로 장착하거나 완성도에 따라 외부모듈로 연계할 수 있도록 하였다. 현재 개발된 기법들의 시스템화 완성 및 관련 정보들의 데이터베이스 확대를 위한 노력이 진행되고 있으며, 향후 하천관리연계플랫폼의 실제 운영을 통하여 완성도를 높여갈 계획이다.

In light of the fact that the effect of intellectual property rights like patent on enterprise competitiveness is growing, rational valuation of patent rights, which are own by enterprises, is required because accurate patent valuation can bring about the activation of the technology exchange market and enhancing the values of enterprises as well as the security of funds through technology security. However, in reality, interest in the value of patent rights is not great due to many variables, affecting patent rights, and diverse attributes, and non-generalized methods of valuation. Therefore, studies on patent valuation for patent management of Small and Medium Enterprises is required. This thesis examined patent valuation for the patent management of Small and Medium Enterprises based on literature studies, and attempted to find factors, affecting patent valuation by finding patent valuation factors through experts, organizing, and analyzing these factors. 10 essential factors, which are demonstrated in this research, are the commercialization possibilities of technology, market competitiveness, the possibility of technology commercialization, market size, the originality of acquired technology, the stability of the right(the possibility of invalidating), the level of technology, technology competitiveness, the ripple effect of technology, and the characteristics of technology(original technology/application technology).

Apartment housing has rapidly increased since the housing supply policy implemented in the late 1980s. However, various defects have occurred because the policy focused only on quantity supply, while neglected quality control. In addition, disputes related to various defects are increasing. ; accordingly, studies defects of apartment houses have been continuously conducted to solve various problems. In this study, I analyzed the research trends regarding long-term accumulated defects of apartment buildings by keyword network analysis, and suggest implications. As ananalysis method, I collected journal articles using the portal of the Korea Educational and Scientific Information Agency and constructed data analysis by filtering collected academic papers and keyword refinement. Ialso performed visualization modeling for keyword network relationships, connection degree centrality analysis, and mediation centrality analysis. The results revealed that Mortgage, Dispute, Repair, Case, Response, Condensation, Cost, Institution, Standard, and Valuation are the main keywords that characterize apartment housing defects.

Online education is a new domain of learning that combines distance learning with the practice of face-to-face instruction utilizing computer-mediated communication. As technology continues to develop and the needs of teachers require better access to higher learning, online graduate degree programs can be a valid alternative. Some institutions in the United States have already offered graduate degrees in music education through the online distance learning. In this study, 8 accredited online graduate degree programs in music education were identified in terms of curriculum requirement, program requirement, and admission requirement. Online programs offer considerable benefits of convenience, while their drawbacks relates to the quality of learning, feelings of weaker interpersonal interaction. More researches need in order for online music programmers to achieve higher standards of instruction and to inform other disciplines in the fields of arts education and the performing arts.

The purpose of this report is to suggest a new set of evaluation criteria which emphasizes the aspects of outputs and outcomes, and, therefore, reflects a portion of unique features of the KFDA's R&D programmes. Using the criteria, we demonstrate that the overall performance of KFDA's R&D programmes should be re-evaluated, and underscore that the characteristics and mission of a specific institute is also important in evaluating its performance. The results reveal that the overall performance of KFDA's R&D effort is more positive than what has been known. This difference essentially stems from the difference between the present that are universal but stiw and the suggested criteria that are based on missions of and results possibly achieved by the institute. In this regard the approach used in this case study could be taken into account in improving the evaluation system of government R&D programmes.

While information and communication develop, the Electronic commerce payment system is progressing. Recently, a government established the electronic commerce activation policy which simplified a payment Through this policy, the information which the financial company monopolizes can be fused with the other industry and create the popularization use of the electronic payment service and value added services. But on the other hand, the concern for the security is very high, Accordingly, the finnancial institute take a restriction of the requirements for the participation company according to the financial scale, this policy is led by the private institue, rather making a participation of fin tech venture difficulty. This paper tries to deal with the technical and legal problems for the activation of electronic payment system and fin tech. So I will examine the security matter that follows in grifting the innovation technology onto the existing payment service and propose a desirable way to improve the current legislation.

The scale of national research and development work is expanded gradually and grows bigger, so necessity of building system rises to guarantee more objective and fairer selection of business and clarity of budget administration according to active progress of convergence between study territories. In the study, standard frame work is suggested for information connection between dissimilarities, and based on this work; the study considers the system for information connection of digital budget accounting system handling budget and accounting of national finance and national science technology knowledge information system that is in charge of result administration and result evaluation of national research and development work, so suggests application plan of standard frame work connected with information solving current state and problems for connection.
