Technological Innovation and Broadcasting Industry - The Introduction of UHDTV and Its Policy Implications (기술혁신과 방송 산업: UHDTV 도입의 정책적 함의)

  • The purpose of this paper is to examine how technological innovation and increasing competition affect the relationship among market players and what policy issues are emerging through the case of UHDTV. There emerges sharp conflicts among consumer-electronics companies, telcos, terrestrial broadcasting companies and pay-TV companies since they all have different perspectives and interests regarding the way UHDTV services are introduced in the competitive broadcasting market. Dualized governance structure leads to aggravating conflicts. While the case of UHDTV demonstrates clearly that technological innovation and more competition into the market create conflicts among these market players, it is well expected that we will see very often similar conflicts and policy chaos in this innovative and competitive broadcasting industry.

  • The memory effect in maneuvering motion is very small and usually neglected. But, considering the maneuvering motion in waves, we need to calculate the memory effect strictly. Meanwhile. it is popular to treat the wave exciting forces as the steady sinusoidal forces and simply add to the right-hand side of the equation of the motion. This paper treats the memory effect in maneuvering motion when we take the wave exciting forces as the simple external forces and discuss the validity of such treatments.

  • Existing sports simulators on the market focus on the motion of platform or reality expression using basic visual contents, and are limited to entertainment products. Therefore, the stimulus on 5 senses is not good enough to be applied on high virtual reality. Moreover, there are not enough professional contents to be applied to an educational sports simulator. In this paper, we developed a sport platform by separating the multi axis based common platform module and the sports application module. We designed the common platform which has 4 degrees of freedom such as surge, sway, heave and yaw motion. This platform has the purpose of stabilizing motion and minimizing interference. The changeable sport module which is attached to the common module has 2 degrees of freedom such as roll and pitch, so that it can be applied to the various fields of 2 degrees of freedom virtual reality sports such as horse riding and yacht.

  • The purposes of this paper are to review the shifts and changes in urban planning environment, and to grasp how the new 'National and Urban Planning Law' accommodates these changes. In order to accomplish proposed schemes, I suggest that the following three details should be considered for the proper way of Urban Planning Information System(UPIS) from the beginning stage. First, new techniques are required to realize the new concepts in 'National and Urban Planning Law' with GIS and constructed DB by NGIS, as planning support systems. Second, the status of UPIS rises to the highest status among land-related information systems. Third, to adapt the UPIS to the decision support system, the restructuring of urban planning itself should be proceeded under considering the changes of concepts, paradigms and techniques.

A Study on the Process of Tube Spinning for the Titanium Alloy (티타늄 합금재의 튜브 스피닝 공정해석)

  • Studies for tube spin forming have been implemented restrictively compared to spinning process, because of the complex of deformation mechanism. Especially there were not many studies by using FEM(Finite Element Method) for overcoming restriction of upper bound method. In this paper, the tube spinning process is analyzed to produce cylindrical body made by titanium alloy. In analysis, processing parameters was obtained by using upper bound method to consider material properties of titanium alloy and finite element analysis was implemented to investigate the flatness and the elongation of the titanium alloy workpiece by using ABAQUS code. The independent variables are ; material properties of workpiece, angles of roller, reduction of diameter. Three variables, two angles of roller and reduction of diameter are optimized by using the upper bound method. In this method, we can estimate the workable power, working force and reduction of diameter, and also the flatness and the elongation of workpiece by the finite elements analysis using ABAQUS/standard. The results indicates that these variables play a critical factors of spinning process for the titanium alloy and the optimum values of these variables.

  • Majority of knowledge management(KM) studies in e-government have been confined to facilitate KM within an organization. But due to citizen-centric(citizen-driven) paradigm shift and advance of web 2.0 communication in recent years, KM between governments and citizen in e-government portals is becoming an important consideration. So a series of studies on knowledge enhanced e-government portal get under way by considering that it is necessary to enhance knowledge of e-government portal and assuming it improves the usability of portal. While the topics of knowledge enhancement and e-government(portal) are widely discussed in their own domains there is a paucity of studies that address these constructs in a joint context. This paper aims to propose conceptual framework of knowledge enhanced e-government portal through structuralization of theoretical discussion with holistic approach. This framework presents an evolutional path of knowledge enhanced e-government portal that consists of three phases and it will be used for realizing the knowledge enhanced portal project as a basic reference model.

Experimental Study on Thermal Conductivity of Concrete (콘크리트의 열전도율에 관한 실험적 연구)

  • Conductivity is an important thermal property which governs heat transfer in a solid medium. Generally, the determination of conductivity in concrete is very difficult, because concrete is a heterogeneous material composed of cement, water, aggregate, et cetera and time dependent material of which properties change with curing age. In this study, influencing factors on thermal conductivity of concrete are quantitatively investigated by QTM-D3, a conductivity tester developed in Japan. Then, a prediction equation of thermal conductivity of concrete is suggested from the regression analysis of test results. To consider the factors influencing thermal conductivity of concrete, mortar, and cement paste, seven testing variables (age, amount of cement, types of admixtures, amount of coarse aggregate, fine aggregate ratio, temperature, and humidity condition) of the specimens are used. According to the experimental results, the amount of coarse aggregate and humidity condition of specimen are the main factors affecting the conductivity of concrete. Meanwhile, the conductivity of mortar and cement paste is strongly affected by the amount of cement and types of admixtures. However, the curing age has minor effect on the conductivity variation. Finally, the prediction formula of concrete conductivity as a function of aggregate amount, fine aggregate ratio, specimen temperature, and humidity condition is developed.

  • Recently, in the korean construction industry, the importance of cost management in the building design process has been grown up institutional systems and policies for the cost management of design stages are however weakness. Traditionally, the range of cost management has been limited to the construction stages, and due to inefficiency of the infrastructure such as standards and building cost data for cost management. It has trouble to perform the cost management in building design process. This study intends to derive key influence factors for raising efficiency of cost management. With questionnaire surveys to professionals, we analyze a current situations and the influence of obstacle factors on cost management. Finally, the key influence factors are induced, based on the result of the analysis on influence the obstacle factors.

융합시대의 IT R&D 방향

  • 사회변혁 과정에서 경쟁우위 확보는 그 시대를 대표하는 기술의 습득과 활용의 정도에 따라 좌우된다. 우리나라의 경우 정보혁명 과정에서 IT기술의 습득과 활용을 위하여 적극적인 노력을 기울인 결과 IT강국이라는 현재의 위치를 확보할 수 있게 되었다. 그러나, 최근들어 IT산업이 국가의 경제발전을 지속적으로 선도하여 나가기 위해서는 IT 산업내의 구조적 취약점을 해결해야 한다는 지적과 함께 참여정부에서 시작된 IT39 중심의 산업정책에 대한 비판도 제기되고 있다. 이에 따라 사회변화의 방향을 가늠해 보고 우리 IT산업이 직면한 문제 분석과 이를 토대로 한 새로운 IT R&D 방향을 모색할 필요가 있다. 미래사회 변화의 큰 특징은 융합으로 대변된다. 정보처리 기술과 통신기술의 융합으로 시작된 이 흐름은 최근 통방융합이라는 차원을 넘어 이종기술간 및 이종산업간 융합이라는 개념으로 확장 진화되고 있다. 또한, 사회변혁의 패러다임도 지식기반사회에서 융합시대로 급격히 전환되고 있다. 융합이라는 패러다임 변혁의 물결에 편승하기 위해서는 IT기술이 융합시대에서 어떠한 역할을 하고, 어떻게 진화해 갈 것인지를 규명하는 작업이 필요하다. IT기술은 그동안의 혁신적 발전을 기반으로 여타 기술 및 산업 발전을 견인하는 원천기술로 작용할 것이 확실시 된다. 따라서, 융합시대에서 IT기술은 기존의 독자적 산업영역에 국한되지 않고 새로운 기술과 산업으로 그 응용범위가 대폭 확장됨으로써 기존에 IT가 지녔던 기술적, 산업적 중요 성과는 비교할 수 없을 정도의 의미를 지니게 될 것이다. 융합시대에 대응하여 IT R&D 방향을 검토하는 전략적 의미도 여기에서 찾을 수 있게 된다. 융합시대에서 IT R&D는 IT가 여타 기술 및 산업발전을 위한 원천기술화를 비롯하여 (1) 유비쿼터스 인프라, (2) 디지털 인텔리전스, (3) 융합부품, (4) 메가 컨버전스 등과 같은 4대 동력에 집중할 필요가 있다. IT의 원천기술화 및 4대 동력에의 집중이야말로 융합시대를 슬기롭게 열어가는 '전략적 창(strategic window)‘이 될 것이다.

Development and Application of Mathematical Modeling Task for the Lower Grade Elementary School Students (초등학교 저학년을 위한 수학적 모델링 과제 개발 및 적용 가능성 탐색)

  • Considering precedent studies in which research subjects are mainly confined to secondary school students or higher grade students of elementary schools, we can notice that there has been implicit agreement that instruction of mathematical modeling is quite difficult to lower grade students of elementary schools. Compared to this tendency, this study aims to examine the possibility of instruction of mathematical modeling for all of school ages, and more specifically, the applicability of mathematical modeling tasks to lower graders. To do this, we developed a mathematical modeling task proper to cognitive characteristics of lower graders and applied this task to the second graders. Based on the research results by lesson observation and the teacher's reflection, some didactical suggestions were induced for teaching the lower grade elementary school students mathematical modeling.
