(A) Case Study on the Financial Solvency of Local Public Enterprises - Focused on Evaluation of Debt management of The GwangJu Metropolitan City Corporation - (지방공기업 재무건전성 사례분석 - 광주광역시도시공사 개발사업 채무관리 평가를 중심으로 -)

  • Recently public institutions' debt is growing therefore it became an important issue to the level that the government concerns about the possibility of financial burden to reduce the debt. Especially debt of public enterprises in metropolitan areas was in a serious state where debt in late 2013 was 43.2 trillion, which takes approx. 58.4% of 73.9 trillion of debt of all local public enterprises. Sound financial state of local public enterprises is important to public enterprises in metropolitan areas and it may affect seriously financial stability of local governments when public enterprises have financial problems. However, land supply business to form local industrial complexes or local demand for development of public rental housing business always exist; and vitalizing local economy and creating jobs through these businesses are very necessary to develop the areas. However, for local economic development, industirial land business and public rental housing business are needed. In this study, Gwangju Metropolitan City Corporation Ltd is used as a case study to evaluate the local public financial soundness via debt management assessment i.e.(using) the feasibility analysis in the urban development and housing development. As an improvement measure following the result of analysis, for the enhancement of financial soundness of urban innovation corporation, the government and local government shall evaluate and differentiate market demand, price competitiveness, and infrastructure of new town land development project to improve accuracy of project feasibility analysis. Another important insight is that there should be local government-centered management of liabilities of the local government and local public enterprises with the integrated liability management system to reduce the liability of the corporation and solve the issue of debts for local government. This study is significant in that it has analyzed cases from the theoretical aspect to secure financial soundness of national and local public enterprises.

A Study on the Optimal Location Selection for Hydrogen Refueling Stations on a Highway using Machine Learning (머신러닝 기반 고속도로 내 수소충전소 최적입지 선정 연구)

  • Interests in clean fuels have been soaring because of environmental problems such as air pollution and global warming. Unlike fossil fuels, hydrogen obtains public attention as a eco-friendly energy source because it releases only water when burned. Various policy efforts have been made to establish a hydrogen based transportation network. The station that supplies hydrogen to hydrogen-powered trucks is essential for building the hydrogen based logistics system. Thus, determining the optimal location of refueling stations is an important topic in the network. Although previous studies have mostly applied optimization based methodologies, this paper adopts machine learning to review spatial attributes of candidate locations in selecting the optimal position of the refueling stations. Machine learning shows outstanding performance in various fields. However, it has not yet applied to an optimal location selection problem of hydrogen refueling stations. Therefore, several machine learning models are applied and compared in performance by setting variables relevant to the location of highway rest areas and random points on a highway. The results show that Random Forest model is superior in terms of F1-score. We believe that this work can be a starting point to utilize machine learning based methods as the preliminary review for the optimal sites of the stations before the optimization applies.

  • With rapid advancements taking place in the Fourth Industrial Revolution, human-robot interactions have been garnering increasing attention. Robots are being actively adopted in building systems and facilities. In this study, we developed robot-friendly building certification indicators. Because these indicators were being developed for the first time, we focused only on commercial buildings. We conducted exploratory research using methodologies such as focus group interviews and the analytic hierarchy process. First, the concept of the robot-friendly building was defined through focus group interviews, and the requirements were categorized by the appropriateness of operating facilities and systems and the appropriateness of architectural and robot operating systems and networks. Next, the relative importance of the evaluation items (23 items in total) was calculated using the analytic hierarchy process. Their average score of the marks was 4.4, and the minimum and maximum were 2.0 and 11.3, respectively. This study is significant because we collected the basic data necessary to develop a one-of-its-kind evaluation system for certifying the robot-friendliness of buildings using scientific methods.

  • This study proposes a legal limit from the administrative and management standpoint of the city hall/county office/gu office, which is the cadastral authority, in relation to the discrepancy between the actual land use status and the cadastral study that has been continuously raised. And also, from the point of view of civil complaints such as landowners, this study tried to evaluate the practical problems of the current land category system from the point of view of civil complaints such as landowners and to derive a solution to these problems. Therefore, this study indicates how the category of land use is classified, and how land use is restricted by the laws of Registration & Management of public cadastre. Also, it shows the reasons why discrepancy between the land use fixed by the law and the current state of actual use of land occurs. Addtionally, This study suggests a plan to reorganize the Land Category system and it includes consolidation and subdivision of land. The study also describes a way to minimize the targets for conversion of land under control of Land Category System as well as to improve the law that protects the people's property rights.

A Study on Reliability Improvement of Traffic Information by Integrating Security and Traffic AVI Data (방범-교통 AVI의 통합 DB를 활용한 교통정보 신뢰성 개선방안 연구)

  • AVIs on the road are installed for (1) security (2) and for traffic, and they are various managed by (1) police department, (2) local government, (3) national highway management, (4) Korean highway corporation. But although the collected data of the plate number, the travel time, the picture of the car are same, they are used in purposes of its installation because the managements are different and the data are difficult to be connected with each other. For this reason, this study is to appraise the application for creating traffic information by integrating these data, and to suggest the introduction of spatial detection system which integrated security-traffic AVI DB for the purpose of reliability improvement of center's velocity. The estimating sections of link travel information seems to be expanded, and the error rate between the center's velocity and the experimental value will be reduced if integrated DB of traffic and security AVIs is used for creating traffic information. Also, the crime prevention and arrest rate is expected to rise in the future.

  • 최근 들어 소득과 교육 수준의 향상으로 인하여 생활환경과 여가시간 그리고 건강에 대한 관심이 높아지면서 U-City와 지속 가능한 생태 도시에 대한 사람들의 관심이 증가되고 있다. 이러한 삶의 질 향상에 따라 최근 국토 해양부에서는 U-City에 더불어 지속 가능한 생태계 순환기능과 첨단 IT기술이 결합된 U-Eco City에 대한 연구가 진행되고 있다. U-Eco City는 첨단의 IT기술을 집대성한 유비쿼터스 기술과 생태계 순환기능 등의 생태 기술이 인간, 자연 그리고 공간으로 연결되는 혁신적이고 창의적인 도시환경과 무한한 도시가치를 창출하는 지속가능한 미래형 첨단 친환경 생태도시를 말한다. U-Eco City는 보다나은 생활환경을 추구하고자 하는 인간의 욕구를 충족시킬 수 있는 미래형 지속가능한 생태환경 도시로서 많은 연구가 이루어지고 있다. 특히 미국과 영국에서는 활발한 연구가 이루어지고 있다. U-Eco City는 더 나은 삶을 향한 인간의 끝임 없는 욕구 충족을 위해서 지속적인 연구가 필요하다. 하지만 아직은 U-Eco City를 도시 브랜드화 하기 위한 체계적인 연구가 미비한 상황이며, 특히 U-Eco City를 도시 브랜드화 하기위한 필수적인 단계인 인증과 관련된 부문에 연구가 많이 이루어지지 않고 있다. 따라서 현재 통용되는 인증 제도를 통한 체계적인 제도의 정립, 인증 기준의 마련뿐만 아니라 인증을 위한 세부 지침의 마련 등이 필요하다. 따라서, 본 연구에서는 U-Eco City 개발 기발 요소 기술들을 기존의 인증기관을 통해 인정을 받을 수 방법들을 제시하고, 그 외의 요소기술들은 인증 기준을 제시하고, 인증기관을 인정하기 위하여 세부기준을 마련하도록 하였다, 다음은 신기술, 신제품 등, 인증을 받을 수 있는 제도적, 법적, 절차를 제시하였다. 본 연구는 인증제도를 통하여 U-Eco City를 도시 브랜드화를 하여 국내외 시장에 공급하고, 향후 개발될 U-Eco 기술인증업무를 지속적으로 수행하도록 하는데 그 목적이 있다.

  • 물 수요 및 공급 체계를 바탕으로 수급 상황에 대한 판단을 위해 일반적으로 물수지 분석을 이용하고 있다. 물 수급 체계를 기반으로 하는 물수지 분석은 분석 대상유역의 물 수요를 고려하여 공급 가능량을 판단한 후 두 가지 인자 간 상호 비교를 통해 물 부족 여부를 판단하는 과정이라 할 수 있으며, 가장 대표적인 사례는 수자원장기종합계획에서의 물 수급 전망 분석 과정이라 할 수 있다. 수자원장기종합계획의 물 수급 전망에서는 미래 우리나라에서 예상되는 물 수요를 예측하고 수문조건에 따른 공급 상황과의 비교 검토를 통해 시공간적 물 부족 현황을 제시하고 있다. 수자원장기종합계획에서는 공급량 조건을 검토하기 위한 방법으로 기상청, 국토해양부, 한국수자원공사 등 다양한 기관에서 관측된 강우자료를 강우-유출모형에 적용한 후 산정된 자연유출량을 기반으로 물수지 분석을 수행하고 있다. 수자원장기종합계획과 같이 미래 우리나라의 물 수급 상황을 분석하고 이를 바탕으로 제시된 시공간적 물 부족 정보의 신뢰성을 높이기 위해서는 기본적으로 지역 또는 유역별 강우 발생 특성에 대한 정확한 고려가 기반이 되어야 한다. 그러나 현재 수자원장기종합계획 수립 과정에서 이용하고 있는 강우 관측지점의 공간적 분포를 살펴보면, 도서 및 해안지역의 경우 관측소의 밀도가 상대적으로 매우 빈약한 한계를 포함하고 있으며, 대부분 내륙 지역에 관측소가 집중된 현상을 보이고 있다. 이와 같은 상황에서 강우 관측자료를 이용한 분석을 수행할 경우 도서 및 해안지역에 대한 강우 발생 특성의 정확한 반영이 어려울 수 있으며, 이는 물 부족 분석 결과의 정확도 측면에서도 문제점으로 지적될 수 있다. 이러한 한계를 극복하기 위한 방안으로 기상청에서 운영 중인 자동기상관측지점(Automated Weather Station, AWS)의 관측자료를 이용하는 방안을 검토해볼 수 있다. AWS 지점은 내륙 및 도서 해안지역에 관계없이 고른 관측소 분포를 보이고 있으므로 이를 고려할 경우 기존 관측지점에서 한계로 지적된 부분을 충분히 극복할 수 있을 것으로 판단된다. 따라서 본 연구에서는 기상청에서 생산되고 있는 AWS 관측자료를 수집한 후 이를 수자원장기종합계획의 물수지 분석과 동일한 분석 과정에 적용하였으며, 그 결과에 대한 검토를 통해 국가 수자원계획의 신뢰도를 높일 수 있는 방안을 제시하였다.

Marine Pollution Prevention Law of North Korea -Legislational and Economic Perspectives (북한의 「바다오염방지법」에 관한 법적, 경제적 고찰)

  • In this article, legislational and economic meaning of Marine Pollution Prevention Law (MPPL) of North Korea was studied with review and comparison of North Korea's environmental legislation system. North Korea's MPPL is the basic legislation system against pollution activities. This law has the purpose of gaining of marine environmental protection and resources and declares mainly the marine environmental protection with little definition of action plan and means. To analyze economic achievements of MPPL, more macro- and microeconomic data of North Korea should be accumulated. However, environmental issues are relatively effective to discuss common goal of environmental protection and economical cooperation between Korea and North Korea. To prepare reunification, understanding of North Korea's MPPL is the first step for collaboration of marine environmental conservation.

  • Climate change has emerged as a social issue, and efforts have been made to overcome it in various ways. However, climate change due to global warming is likely to accelerate further than we expected, and the associated damage is also likely to increase. This tendency is expected to continue in the future, leading to difficulties for the existing water resource management system based on historical data. The precipitation in 2020 caused property damage and loss of life due to the extreme rainfall exceeding the design rainfall with the very unusual prolonged rainy days. With this 2020 flood, we should no longer be passive in managing flood risk due to uncertainties in climate change.

A Study on the Implications and Trends of Logistics Security Assurance Programs for International Trade Facilitation (국제물류보안 인증제도 동향 및 시사점에 관한 연구)

  • After the terrorist attack of 9/11 on the USA, the security concern to global trade has been raised. In particular, the USA has actively promoted a series of initiatives and rules such as CSI, 24 hour rule, C-TPAT, and so on in the area of logistics activities, which aimed to better protect the country against the potential terrorist threats. While implementing such schemes called as a multi-layed logistics security strategy, a large number of countries trading with USA are facing with the issues of additional time and costs for inspecting cargos in their logistics facilities. As a result, most countries all over the world have sought a way to minimize the impacts from such strategy. The Korea also is preparing the several security programs operated by various ministries, which are aiming to not only improve the efficiency of trade flows but also to ensure supply chain security. However, many companies are expressing the inefficiency of operating such programs. Thus, this paper analyzed several global supply chain security programs currently adopted by international organizations(ISO, WCO, and IMO) and major countries(USA, EU, and Singapore) and suggested a guideline for developing the national logistics security system.
