Review on the Japanese Super-Core Port Policy - An Assessment and New Politic Demands - (일본 슈퍼중추항만정책의 성과와 한계에 관한 고찰)

  • Japanese government has instituted and carried out Super-core Ports Policy to improve their operating efficiencies of international container ports from 2004. Despite of diverse institutional and administrative supports within this policy, this paper has assessed that they couldn't accomplished goals at the end of 2009 when the policy ended. In short, Japanese Super-core ports have explicitly lost the competitiveness for functioning as a hub-port in the East Asia region. We could find some defaults in the policy i.e. some limits of the private terminal operating units, inefficiencies in teaming between ports within Super-core port, lacking with system for collecting cargoes. In 2010, Japan is going to reinforce International Strategic Container Port Policy following Super-core Ports Policy. With this policy, they ought to prepare for the last leap on the basis of selection and concentration rules in international port. This new policy is particularly focused on recapturing their T/S cargo via Busan port. Regarding these changes, Busan port needs to prepare counter measurements for preserving Japanese T/S cargo firmly.

A Study on the Competitiveness of ASEAN and Korea′s Container Ports In International Logistics Strategies (국제물류전략에 있어서 ASEAN과 한국의 컨테이너항만 경쟁력에 관한 연구)

  • The purpose of this study is to identify and evaluate the competitiveness of container ports in ASEAN(Association of Southeast Asian Nations) and Korea, which plays a leading role in basing the hub of international logistics strategies at the onset of the 21st century. Its ultimate purpose is to consider the relevant policy-making by comparing the competitiveness of ASEAN and Korea's container ports. This paper adopted the HFP method, which is an empirical analysis that evaluated the port competitiveness by quantifying it a, a qualitative attribute in the aforementioned area, where both ASEAN and Korea vie with each other for increasing container throughput. The results of this study showed that Singapore ranked the first in the subject of study in view of the competitiveness, followed by Busan(2) and Manila(2) as a leading group of the relevant ports in international logistics strategies. This analytic evaluation contributes to the empirical approach applied to policy-making by the HFP method, which is the newest research technique in social science through the comparative study of port competitiveness between ASEAN and Korea.

The Origin/Destination Analysis of Container Cargo in International Passenger Terminals - Focused on Incheon Port - (국제여객터미널의 컨테이너화물 기종점 분석 - 인천항을 중심으로 -)

  • The purpose of this article is to provide data to be utilized for marketing to attract future container cargo to the Korea-China Car Ferry Service and to estimate container traffic for the development of the International Passenger Terminal to be newly built in the Incheon Southern Port. An analysis of container traffic through the Passenger Terminal of Incheon Port showed that the container throughput of Incheon Port comprised 20% of traffic. The export cargo traffic in the International Passenger Terminal, 71.4%, or 111,698 TEU of 156,284 TEU in total, was brought from metropolitan areas. To increase the container traffic of the car ferry service currently concentrated on the metropolitan areas, more endeavor is required to strengthen marketing competence to attract container traffic to other regions apart from the metropolitan areas as well as provide general services.

  • 본 논문은 국제물류 거점항만인 광양항을 사례로 하여 항만친수공간의 개발정책을 다루고 있다. 연구의 목적은 항만친수공간의 기본이론과 개발실태의 실질적 분석을 토대로 광양항에 항만친수공간을 개발하기 위한 종합적인 정책방향을 계획 ${\cdot}$ 제도적인 시각에서 제시하는 것이다. 본 논문의 주요내용은 항만친수공간의 개념과 유형/외국 항만친수공간의 개발사례/항만친수공간 개발의 문제점/광양항의 항만친수공간화 정책방향 및 결론 등으로 구성되고 있다. 광양항 친수공간의 실제 대상지는 컨테이너항 지구와 묘도지구이다. 컨테이너 항만의 부지에는 이용자 및 시민에게 쾌적한 공간을 제공하는 녹지공간의 조성과 함께 친수성 항만공간의 확보가 중요하다. 묘도지구는 해안매립과정에서 소실된 자연생태계를 복원하여 자연친화적인 지속가능한 자연의 이용방안을 마련하며, 이의 일환으로 해양생태공원을 조성한다. 이와 더불어 광양항 친수공간의 개발전략들에는 항만시설의 개방과 홍보활동의 강화, 선항만 개발과 항만재개발시 친수공간확보 의무화, 항만친수공간 확충목적의 관련제도 정비, 항만친수공간 기본계획의 수립, 항만친수공간 지구의 지정, 항만친수공간 관련제도의 정비, 항만친수 행적기관조직의 정비 등으로 제시할 수 있다.

Dynamics of Global Liner Shipping Network and Strategy of Korean Ports (국제 컨테이너 선대 운항네트워크 변화와 우리항만의 전략)

  • The role and ratio of national vessels in the global container shipping market have reduced significantly due to the bankruptcy of Hanjin Shipping in early 2017. All import-export companies, as well as container ports in Korea, are facing a crisis. The Trump's tariff and trade battles have had a negative impact on the increase in the North American cargo. However, Chinese and Japanese container shipping companies, which merged with domestic container shipping companies, and mega carriers such as Maersk and CMA CGM have benefited from the decline in shipping supplies due to the collapse of Hanjin Shipping, the world's 10th largest container carrier in Korea. The import/export freight trade in Korea is witnessing the increasing stronghold of foreign carriers. This scenario is expected to weaken Korea's negotiation powers with overseas shipping companies in domestic ports, such as Busan and Kwangyang, thereby making it more challenging to attract shipping carriers. This study compares the global container-shipping network in 2007 and 2017 by combining the network topology of the social network analysis and the economics of the liner shipping connectivity index (LSCI) and the container port connectivity index (CPCI) analysis. The findings of this study are that the role of the ports across the world can be identified, and CPCI has a high correlation with the centrality index and freight volume data. These findings can contribute toward the utilization of the meaning of the necessary centrality index without an additional centrality analysis. This study can be applied not only to the call strategy of container carriers but also to the alliance and development strategy of Korean ports.

Comparison of Efficiencies of Container Ports in the East Asia, Europe, and North America (동아시아 유럽 북미 컨테이너항만의 상대적 효율성 비교 분석)

  • Countries around the world are propelling policies and strategies to strengthen the competitiveness of their own ports as they recognize the roles and importance of the ports in the international trade and logistics. The main objective of this study is to compare efficiencies of major container ports and analyze the factors that affect the efficiencies in the three regions of East Asia, Europe, and North America, which cover most of world container shipping. We employ DEA models in analyzing the efficiencies of 45 container ports using 5 input and 2 output variables. We also carry out regression analyses to estimate the impacts of each factor on the throughput (TEU), overall technical efficiency (OTE), pure technical efficiency (PTE), and scale efficiency (SE). The analysis results show that East Asian ports, despite being smaller in average size, make greater output and achieve higher technical and scale efficiencies than European or North American ports.

  • This paper deals with the waterfront development in Gwangyang Port (GP), Korea. This study aims to identify the waterfront development type and suggest its policy direction of international GP, Korea. It consists of three main sections: basic theory of port waterfront development, analysis of the experiences in port waterfront development, and the type and its policy directions of waterfront development in GP. This research is mainly based on a review of current reports / papers, an analysis of secondary data and a consultation with related experts. Port waterfront is an important area for increasing Gwangyang's attractiveness and strengthening its competitiveness. Considering port function in urban area, Gwangyang should thus implement the comprehensive plan for the port waterfront.

  • 물류환경의 급격한 변화와 함께 항만을 둘러싼 환경도 빠르게 변화하고 있다. 이와 같은 항만환경의 급격한 변화는 동북아지역을 중심으로 한 전 세계 컨테이너 물동량의 급속한 증가, 정기선사의 경영전략 변화, 부두운영업의 글로벌화, 물류중심화 선점을 위한 경쟁 격화, 선박기술의 혁신 등으로 나타나고 있다. 항만의 운영 관리 책임자들이 이러한 변화를 예측하고 이에 신속히 대응하지 못하면 그 항만은 경쟁에서 뒤지게 된다. 국내외를 연결하는 항만 간 경쟁은 국제적인 것이 일반적이어서 우리나라 항만뿐만 아니라 이웃나라 항만과의 경쟁에서도 살아남아야 한다. 특히 우리나라 항만은 전 세계적으로 항만 간 경쟁이 가장 치열한 동북아 지역에 위치하고 있어 더욱 강력한 경쟁력을 확보하지 않으면 항만 간 경쟁에 뒤져 국제무대에서 사라질 수밖에 없다. 이에 본 논문에서는 대형항만을 중심으로 이루어진 항만선택결정요인에 대한 기존 연구들을 살펴보고 이를 재고찰하여 중소형항만에 적용시키고 향후 방안을 제시하고자 한다.

A Study on Selecting Factors of Container Shuttle Carrier by Logistics Companies in the Port Hinterland (항만배후단지 셔틀 운송사 선정요인의 중요도에 관한 연구)

  • This study investigates the strategies that are important for selecting shuttle carriers and logistics warehouses. In container transportation, competitive pricing has become an order qualifier due to the establishment of the standard freight rate system. As a result of this study, it can be seen that both logistics warehouses and shuttle carriers place greater importance on the partnerships with companies and employee education. Besides those two factors, the punctuality of delivery is found to be important for the quality of transportation. Therefore, companies must continue to increase their competitiveness. As customer service of the shuttle carrier, resolving the loss or damage and claim handling part is evaluated more importantly in the logistics warehouse than the ablity to resolve unexpected event. The future strategy should focus on resolving the loss/damage and claim handling factors so that companies can be competitve in the future. Based on research results, logistics warehouses and shuttle carriers can establish different marketing strategies to maintain a firm position on the market by securing competitive advantage within port hinterland.

Green Port Strategies for Reducing Air Pollution in Port of Incheon (대기오염 저감을 통한 인천항의 Green Port 전략)

  • In the energy-climate era, pollution emissions from port activities have a significant issue in international shipping and port community. Thus international organization such as IMO and developed countries are seeking to develop various reduction strategies against air pollution. However Korea has recently conducted several studies concerning air pollution in port industry. The main purpose of the paper is to suggest emission reduction strategies for bulk terminal in Port of Incheon, which handles large amount bulk cargoes as a gateway for the metropolitan area. For this aim, the clean air strategies of the world major ports were considered and air pollution reduction strategies were suggested. The main findings of this paper are as follows. First, the emission reduction strategies for container terminal are should be integrated based on technologies changes, operational changes and market-based measures. Second, the emission reduction strategies for bulk terminal can be effective when use innovative measures during loading, unloading and storage process such as telescopic cascade trimming chute, snake sandwich equipment, dry fog system and dome structure. Finally, investigation on actual conditions of air pollution in Korean ports and development of environmental evaluation scheme for persisting monitoring should be conducted.
