Estimation of Proper Infrastructure Scale for Transportation Investment (교통 SOC 적정투자규모 산정방안)

  • Since 1970 transportation investment has been made rapidly, however the doubt on duplication and overinvestment of transportation facility also has been brought up. Thus the necessity for reasonable estimation of investment scale increases. In this paper various researches related to this subject are reviewed and categorized according to their methodologies, namely, the methodology using international comparison, trend of investment policy and endogenous economy development model. Based on these methodologies, AHP is applied to calculate proper investment scale. The result shows that the budget for satisfying the investment scale is estimated about 19.51~24.49 trillion won. This value is 4.28~9.26 trillion won higher than the proper investment budget established in National Fiscal Management Plan. In the future, it is necessary to establish systematic and efficient transportation investment plan by developing transportation policy model which can assess the economic feasibility, social equity and environmental soundness etc. at the same time.

CASH FLOW FORECASTING IN CONSTRUCTION PROJECT (건설공사에서의 현금흐름 예측)

  • This research introduces the development of a project-level cash flow forecasting model in construction stage based on the planned earned value and the cost from a general contractors view on a jobsite. Most previous models have been developed to assist contractors in their pre-tendering or planning stage cash flow forecasts. The critical key to cash flow forecasting at the project level is how to build a cash-out model. The basic concept is to use moving weights of cost categories in a budget over project duration. The cost categories are classified to compile resources with almost the same time lags that are based on contracting payment conditions and credit times given by suppliers or venders. For cash-in, net planned monthly-earned values are simply transferred to the cash-in forecast, to be applied there with billing time and retention money. Validation of the model involves applying data from on-going 4 projects in progress for 12 months. Based on the results of the comparative analyses through the simulation of the proposed model and the existing models, the proposed model is more accurate, flexible and simpler than traditional models to the employee of construction jobsite who is not oriented financial knowledge.

  • For a library to be run more efficiently, its internal strengths and weaknesses, external opportunities and threats must be determined for forecasting on the basis of the diagnosis of the internal and external environment and situations, and optimum strategies and measures responsively deducted and utilized. Therefore, I had analyzed the strategic competition of university A's library using SWOT analysis, which has recently been spotlighted as an effective strategic competition analysis method. The conclusions thus obtained are as explained below. Firstly. the strengths of university A's library are the professional qualifications of the employees. work efficiency based on systematic operative plans and division of work load, and provision of high quality service following the establishment of the digital library. Secondly, its weaknesses are the insufficiency and limits of the usable resources, the lack of progressive future operation plans and systems, and the deficiency of a positive service mind. Thirdly, the opportunities are the possibility for new developments in accordance with the digital information environment. reinforcement of the operative efficiency throughout expanding its cooperation with external organizations and other libraries, and its transformation as the local library hub by opening up to the public. Fourthly, the threats are the lack of the school authorities' acknowledgement. and the degradation of the library's status in accordance, the users' various requests for information and advanced professional service according to the rapidly changing information environment. and the restriction of the library service based on the copyright law. Fifthly, as a result of analyzing the strategic competition of university A's library, measures such as the reinforcement of digital service by acquiring digital specialists. provision of extended service through active cooperation with external institutes and libraries. development and provision of differentiated service in accordance with the reinforced copyright law were proposed to improve the library's future competitiveness.

A Study on Project Information Integrated Management Measures Using Life Cycle Information in Road Construction Projects (도로건설사업의 생애주기별 정보를 이용한 건설사업정보 통합관리방안 연구)

  • Construction projects generate a massive amount of diverse information. It takes at least five years to more than 10 years to complete, so it is important to manage the information on a project's history, including processes and costs. Furthermore, it is necessary to determine if construction projects have been carried out according to the planned goals, and to convert a construction information management system (CALS) into a virtuous cycle. It is easy to ensure integrated information management in private construction projects because constructors can take care of the whole process (from planning to completion), whereas it is difficult for public construction projects because various agencies are involved in the projects. A CALS manages the project information of public road construction, but that information is managed according to CALS subsystems, resulting in disconnected information among the subsystems, and making it impossible to monitor integrated information. Thus, this study proposes integrated information management measures to ensure comprehensive management of the information generated during the construction life cycle. To that end, a CALS is improved by standardizing and integrating the system database, integrating the individually managed user information, and connecting the system with the Dbrain tool, which collectively builds artificial intelligence, to ensure information management based on the project budget.

  • A stream serve the functions of different water utilization, flood control, and the environment, and contributes to the development of national life and culture. On the other hand, it is difficult to efficiently evaluate various projects, such as effectiveness verification and comparison between projects, because the evaluation procedures and evaluation techniques of projects are not uniform and different for each institution. Therefore, a standardization technology was developed for a post-assessment of stream projects that can recognize stream problems and comprehensively evaluate stream-related projects. To this end, various projects, such as project evaluation techniques, national R&D projects, and social welfare projects, were compared and analyzed, and the standardization stages of the project were first suggested. In addition, based on the standardization stage, the evaluation indices for each stage were derived to develop an evaluation table that can evaluate stream-related projects comprehensively. Finally, it is possible to prevent the repeated use of failure factors in the planned projects.

  • The Korean Army has to construct a system that will enable it to cope immediately with the flexible military relationships in Northeast Asia by systematizing and improving the efficiency of operations. These improvements include building a smart and strong army, concentrating on cost-effective combat skills, maximizing the utilization of private resources, and establishing a military structure based on information and technology. Accordingly, this study proposes solutions to solve the problems affecting the success of outsourcing in the defense industry. Unlike outsourcing in other government ministries, outsourcing in the national defense sector may be unrealistic because this strategy is related to the renovation project of the Ministry of the National Defense. In general, the objective of outsourcing in the defense industry, similar to other businesses, is to improve efficiency and not to reduce troops and national defense budget. Several factors, such as identification and security guarantee, risk reduction, cost saving, quality improvement, the reliability of enterprise, and professional technology, are necessary to ensure outsourcing success in the national defense sector. In terms of effectiveness, the improvement in service quality significantly influences outsourcing success in the national defense sector. Eventually, the national defense forces must be strengthened to prevent the provocative actions of North Korea and other threats by improving identification, sense of national security, and quality unlike the current outsourcing of the government, as well as emulating German GEBB or PMC, which utilizes social capital.

An Analysis of Typological Developing Process of Urban Information Systems (도시정보시스템(UIS)의 유형별 발전과정 분석)

  • The Purpose of this study is to provide an effective way of developing GIS to UIS at the local level. For this purpose, the study typologically reviews the developing processes of UIS and utilizes a case study as research method. As the case, the study selects three types of UIS such as FM based UIS(Kwacheon), Urban Planning based UIS(Cheungju), and LIS based UIS(Taegu Nam-Gu). Based on these three UISs, the study concludes as follows. First, the developing process of GIS to UIS began with isolated approach through integrated model and finally to internet UIS. Second, UISs follows similar processes to that of GIS construction. Third, local governments focus on the development of FM based UIS of which construction budget is financed by the central government. Based on these findings, the study provides policy alternatives for the successful construction of UIS.

Factors of Success of the Clearance Policy for Slash-and-Burn Fields in the 1970s (1970년대 화전정리사업의 성공 요인)

  • Illegal slash-and-bum fields and slash-and-bum farmers in Korea had increased in spite of Japanese Joseon Government's strong regulations and clearance measures, and land reform after the 1945 Liberation of Korea until 1970s. This study is to inquire into the necessary and sufficient conditions to disappear entirely the matters from 1974 to 1979 that illegal slash-and-bum fields and slash-and-burn farmers continued long in existence until the early 1970s. The findings are as follows; Firstly, the population pressure to agricultural lands that main factor of generation of illegal slash-and-bum fields had decreased rapidly because the rural populations and less income farmers have decreased after 1967. Especially, the decrease of the rural populations had never seen to the 1970s. It is recognised that the social condition for the success in 1970s. Secondly, the continuous economic growth from the early 1960s enabled the Korean government to solve the matter through the sufficient financial investment from the Government. For example, the gross national product (GNP) and the government budget in 1974 increased around 25 times after 1960. It is recognised that the economic condition for the success in 1970s. Finally, it was enabled to remove the concealment from the slash-and-bum farmers and to monitor illegal re-cultivation thoroughly because the development of forest inventory technique using an aerial photograph and the expansion of road facilities. It is recognised that the technical condition for the success in the 1970s.

A Study on Estimation of Levee Safety Map for Determining the Priority of River Maintenance (하천 유지관리 우선순위 결정을 위한 제방안전도맵 산정방법 연구)

  • Owing to recent climate change, the scale of rainfall tends to increase gradually and the risk of flooding has increased. Therefore, the importance of improving the levee management and disaster response is increasing. Levee management in Korea is carried out at the level of damage recovery after the occurrence of damage. Therefore, it is necessary to develop a technology for predicting and managing the levee safety with proactive river management. In this study, a method to estimate the safety against erosion and overflow was suggested. A map of levee safety that can be used as basic data is presented by displaying the levee safety on the map. The levee erosion safety was calculated as the ratio of the internal and external force for each shore type. The levee overflow safety was calculated as the ratio of the maximum conveyance and design flood. The maximum conveyance was a discharge when the level of the river was equal to the level of the levee crown. The levee safety was classified into 5 grades: very safe, safe, normal, dangerous, and very dangerous. As a research area from downstream of Nam River Dam to Nakdong River Junction, the levee safety against erosion and overflow was estimated for all levees and all cross-sections of the river. The levee safety was displayed on a map using GIS. Through the levee safety map as a result of this study, the levee safety can be observed intuitively. Using the levee safety map, a maintenance plan for a river can be easy to build. This levee safety map can be used to help determine the priority of investment for efficient budget used.

A Estimation of Soil Conversion Factor Using Digital Photogrammetry and 3D Laser Scanner (디지털사진측량 및 3D 레이저스캐너를 이용한 토랑환산계수의 산정)

  • Ministry of construction & transportation is operating for the soil and rock information system and is considered to accurate application of soil conversion factor that is essentially necessary for accurate calculation of earth volume. Since the balance of cutting earth in public work, the plan of spoil bank or borrow pit are directly related to construction costs, accurate calculation of earth volume and efficient scheme of haul are important. As such, this study has provided methods that can acquire information that is more rapid, applicable to job sites, and trustworthy by comparing resultant values of photogrammetry, laser scanning, or inside job site experimentations, and calculated soil conversion factor by applying photogrammetry and laser scanning methods for hard rock that has difficulty in calculating soil conversion factor. The study can provide alternatives that can resolve the problems of unbalanced earth volume that may arise in applying to plans the earth conversion factor that relies on planning books and experience without considering the characteristics of job site earth, and can establish its relevancy by calculating soil conversion factor for hard rock that has relative difficulties in doing inside or job site testing.
