  • It is very difficult problem to estimate and evaluate the performance of e-government system which scope and size are large and its effectiveness can not be seen shortly but reveals after several years. It is because the previous offline processes can not be transformed to online ones fully and shortly. For such e-transformation cases, the performance evaluation model should be adjusted and modified gradually as time passes. This paper propose new EEM(E-transformation Evaluation Model) model and methodology to evaluate G2B system that is one of large e-government project. EEM model can derive monetary value of e-transformatized business process areas(online areas). It also estimate the expected effect of offline area that is not yet transformed to online. EEM model consists of standard model, verification model and estimation model with some variables such as evaluation year, evaluation area and data type. By using survey data and database data together it can validate the correctness of the model and derive the effect of the system introduction. This paper also propose EEM evaluation methodology consisting of 5 stages and 10 sub processes to evaluate online and offline effect efficiently. To show the usefulness of this study, we evaluate the performance of Korea G2B system named KONEPS which is famous as a successful e-government case in the world by using the proposed model and methodology. The proposed model and methodology can be applied to different similar areas including e-government projects and large scale information system introduction in private sectors. This study can be also used for establishing appropriate policies about e-government project and informatization issues.

  • This study was performed to detect enterococci strain as an indicator of faecal contamination, to identify of 16S rDNA sequence and vancomycin resistance by MIC (Minimum Inhibitory Concentration) test from drinking spring-water samples in Seoul. The detection frequency of enterococci was 42 (19.8%) among 212 samples, and its concentration was ranged from 0 to 110 CFU/100 mL. These results were confirmed the possibility as an indicator microorganisms that similar to the frequency of E. coli detection (t test p-value 0.268, significant level 0.05). Isolated 56 enterococci samples were identified by 16S rDNA sequence data and their NCBI BLAST searching. They were identified to Enterococcus faecalis of 24 samples, E. faecium (10), E. casseliflavus (10), E. gallinarum (3), E. hirae (2), E. durans (2), E. sanguinicola (1). E. faecalis was dominant species that clinical case report of a domestic was similar. Vancomycin resistant enterococci (VRE) of 53 samples showed that vanB and vanC1/C2 type with 2 and 12 case, respectively. These results indicated that the drinking spring-water quarantined to fecal pollution for block out outbreak of gastrointestinal symptom with using such as disinfection process.

  • E-trade is important that SMEs can do international business with activity. However, SMEs are facing psychological and economic barriers to e-trade. Therefore, SMEs depend on intermediaries for e-trading. In this context, APEC carried out the APEC Global B2B Interoperability Project to promote e-trade and increase benefits for member countries from 2002 to 2004. Especially this project emphasizes a collaboration with e-marketplaces. It has significance in that it is a new model to help SMEs do international trade. This study analyzes the APEC project in terms of technology and business and evaluates the project as a collaborative business model.

Let L be the subspace lattice generated by the subspaces $\{[e_1],[e_1,e_2],[e_1,e_2,e_3],{\cdots}\}$ and let $Alg{\mathcal{L}}$ be the algebra of bounded operators which leave invariant all projections in ${\mathcal{L}}$. • Angelica keiskei has exhibited numerous pharmacological effects including antitumor, antimetastatic, and antidiabetic effects. However, the anti-inflammatory effects and mechanisms employed by xanthoangelol E isolated from Angelica keiskei are incompletely understood. In this study, we attempted to determine the effects of Xanthoangelol E on the lipopolysaccharide (LPS)-stimulated mouse peritoneal macrophage. The findings of this study demonstrated that xanthoangelol E inhibited the production of tumor necrosis factor (TNF)-${\alpha}$, interleukin (IL)-6, and prostaglandin $E_2$ ($PGE_2$). Xanthoangelol E inhibited the enhanced levels of cyclooxygenase (COX)-2 and inducible nitric oxide synthase (iNOS) caused by LPS. Additionally, we showed that the anti-inflammatory effect of xanthoangelol E is through the regulation of the activation of nuclear factor (NF)-${\kappa}B$ and caspase-1. These results provide novel insights into the pharmacological actions of xanthoangelol E as a potential candidate for the development of new drugs to treat inflammatory diseases.

  • Because XML is a W3C standard and has characteristics like platform-independent, it has a critical role in e-commerce. Business rules and procedures should be standardized for efficient B2B integration. But a lot of companies has its own XML documents instead of standard documents. Therefore many organizations try to make standards for e-commerce based on framework. In this paper, n messaging system is designed and implemented. Client request service in a XML and server return response in XML in this system. So we can more easily and efficiently build e-Procurement system based on this XML messaging system.

  • The reaction of (E)- or (Z)-1-alkenylmercuric chlorides with acrylic acid derivatives in the presence of 10 mol% of lithium trichloropalladate ($LiPdCl_3$) and an equimolar amount of cupric chloride, as a reoxidant for the palladium, in acetonitrile at room temperature gave the corresponding (E,E)- or (E,Z)-2,4-dienoic acid derivatives stereospecifically in moderate to good yields. The reaction of (E)- or (Z)-3-chloromercuripropenoic acid with olefins under the reaction condintion described above similarly gave good yields of (E,E)- or (Z,E)-2,4-dienoic acids stereospecifically. A side reaction, the homocoupling of alkenylmercuric chlorides, could be minimized by employing the condition described above. However, in the reaction of 3-chloromercuripropenoic acid with olefins under the present condition, the homocoupled side reaction product was not produced.

  • The purpose of this study was to investigate the etiological distribution, therapeutic outcome, and survival time in canine epilepsy. The medical records of 57 epileptic dogs were reviewed for the evaluation of etiological distribution. Among them, 27 dogs (47%) and 30 dogs (52%) had idiopathic epilepsy (IdE) and structural epilepsy (StE), respectively. Twenty-nine dogs (IdE: 16 dogs, StE: 13 dogs) were evaluated for therapeutic outcome and survival time. The incidence of generalized epileptic seizure (IdE, 56% vs. StE, 44%; P = 0.043) and the median seizure frequency at the time of first presentation (IdE, 2.0/month vs. StE, 13.3/month; P < 0.01) were significantly different between the two groups. Although pre-treatment seizure frequency and duration were not different, the median duration of seizure in the IdE group (0.5 min) was significantly shorter than that in the StE group (3 min) after treatment (P < 0.01). In addition, the median frequency of seizure was relatively lower in the IdE group (0.25/month) compared to the StE group (2.00/month) following antiepileptic therapy (P = 0.053). The median survival time of the IdE group (1.5 years [95% CI, 1.0-2.3 years]) was significantly longer than that of the StE group (0.4 year [95% CI, 0.2-1.3 years]) (P < 0.01). The information on etiological data and intracranial lesions may be useful for predicting treatment response and prognosis in epileptic dogs.
