In this study, Analysis of DRT model and contribustion based on the case of local governments adopting the Demand Responsive Transit(DRT) in order to provide transportation in public transportation service weak area. Based on the case of Yeoju Area, the contribution of the DRT was analyzed. The DRT model was established as a fixed and call type model with taxi and bus transportation. Based on the results of the happy taxi service in Yeoju Area in 2016, the contribution of DRT was analyzed. According to the happy taxi performance of Yeoju city, it was introduced to 27 villages, and operated 4,188 times. And 9,111 people used it and Yeoju Area supported about 53 million Won. The contribution of local governments was analyzed in terms of local government, users, and social aspects. On local government aspects, we analyzed the budget cuts and complaints resolution. On the user aspects, we analyzed waiting time reduction, walking time reduction, travel time reduction, comfort, punctuality, and stability. On social aspects, we analyzed taxi and regional economy activation, and convenience of mobility.

Local governments in South Korea are making efforts to promote highly effective policies through activating communication with citizens as a major innovation strategy. The performance evaluation system includes new performance indicators related to communication with citizens. This is a change to build a consumer-centered performance management system. The purpose of this study is to present guidelines when developing and applying the communication indicators promoted by local governments with interest. For this purpose, the development scope and management methods of the communication performance indicators are presented. For communication performance management, this study emphasized building a strategy planning based performance management system, presenting information that can be understood by citizens, complying with the development procedures of performance indicators, and improving qualitative indicators. In addition, for effective performance management, this study presented the decision-makers' strong willingness, gradual expansion of communication evaluation, establishment in organizational performance culture, and so on.

With the increase of the skyscraper center, the development of large-diameter and high-strength reinforcing bars is being carried out to solve the dense reinforcement. In case of the steel reinforced concrete with a small cross section such as beam-column joints, the development length becomes short when straight bars are used. Therefore, it is possible to solve the problem that the development length becomes short by using the bearing strength of the hooked bar and headed bar. In this study, the exterior beam-column joint test of SD700 hooked bar and headed bar with anchorage length of 20db was conducted to extend the development length limitation of hooked bar and headed bar. As a result of the evaluation of the anchorage strength using the design equation by KCI, the average of the [measured value]/[predicted value] ratio was 1.31 for the hooked reinforcing bars. In the case of headed bars, the average of the [measured value]/[predicted value] ratio was 1.12. In addition, in order to compare the anchorage performance of the hooked bar and the headed bar, the measured values were divided by the square root of the compressive strength of the concrete to compare the anchorage strength. Under the same conditions, the anchorage strength of headed bars was 8.5% higher than the hooked bars.

The demand for reinforcement in accordance with remodeling, seismic retrofit, and change of use of the existing structure is increasing. Originally, shear wall new and extension method has been adopted a lot as seismic retrofit methods. Recently, dry seismic retrofit method that uses structural steel is mostly adopted in order to minimize spatiotemporal aspect and underpinning that occurs when a construct shear wall. We redesigned the form of old and new concrete joint high-shear ring anchor that was developed according to recent reinforcement method and determined construction method. Shear tests were performed on High-Shear Ring Anchor for steel-concrete connection. Comparison with 4 tests shows that the average of test-to-prediction ratios is 1.01.

However, these plans have become simple plans for each district and therefore find it difficult to collect from the perspective of the using system of the residents who are directly used. First, the construction of the urban park and green space network requires the construction of a service using system that can be felt by the users. Second, the basic idea of each district planned as the detailed strategy of the master plan should be planned through consultation with nearby the district. Third, specific targets and directions for the urban park and green space plan through the urban development project are needed.

Digital Twin is a technology that creates a photocopy of real-world objects on a computer and analyzes the past and present operational status by fusing the structure, context, and operation of various physical systems with property information, and predicts the future society's countermeasures. In particular, 3D rendering technology (UAS, LiDAR, GNSS, etc.) is a core technology in digital twin. so, the research and application are actively performed in the industry in recent years. However, UAS (Unmanned Aerial System) and LiDAR (Light Detection And Ranging) have to be solved by compensating blind spot which is not reconstructed according to the object shape. In addition, the terrestrial LiDAR can acquire the point cloud of the object more precisely and quickly at a short distance, but a blind spot is generated at the upper part of the object, thereby imposing restrictions on the forward digital twin modeling. The UAS is capable of modeling a specific range of objects with high accuracy by using high resolution images at low altitudes, and has the advantage of generating a high density point group based on SfM (Structure-from-Motion) image analysis technology. However, It is relatively far from the target LiDAR than the terrestrial LiDAR, and it takes time to analyze the image. In particular, it is necessary to reduce the accuracy of the side part and compensate the blind spot. By re-optimizing it after fusion with UAS and Terrestrial LiDAR, the residual error of each modeling method was compensated and the mutual correction result was obtained. The accuracy of fusion-based 3D model is less than 1cm and it is expected to be useful for digital twin construction.

Incheon, South Korea, is a rapidly growing port city that has long held an important role in the country. While for most of its history it has been considered more of a coastal extension of Seoul, it is now trying to grow from that role and become a global city. National and local initiatives and acts have led to the Incheon Free Economic Zone (IFEZ). This large zone connects three smaller districts into one large project. The goal of the project is to assert Incheon as its own city and go beyond its role as merely a gateway to Seoul. However, as most large-scale projects go, there are multiple issues and constraints faced by the IFEZ. This paper analyzes the project and gives critique on how the project could possibly achieve its goal more quickly.
