This paper is intended as an investigation of introduction of Maritime Security System. In the last few years, several articles have been devoted to the study of ISPS Code(International Code for the Security of Ships and of Port Facilities). The Diplomatic Conference on Maritime Security held in London in December 2002 adopted new provisions in the International Convention for the Safety of Life at Sea, 1974 and this ISPS Code to enhance maritime security. These new requirements form the international framework through which ships and port facilities can co-operate to detect and deter acts which threaten security in the maritime transport sector. Accordingly, the purpose of this paper is to suggest an introduction of Maritime Security System and understanding of ISPS Code.

With the terrorist attacks on 11 September 2001, the ships and their crews' safety and security have become a major issue in the maritime industries. In high-risk terrorism. not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. In this paper, the vulnerability and essential elements in overall security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security management. Author proposes ship's security model to reduce security risk and to minimize damage as a basic study for designing security system for merchant ship.

There are winds and waves in the sea, and they are changed frequently in accordance with the weather. By analyzing them which have the closest relation to the ship's safe voyage. evaluating the seakeeping performance and then taking a proper action, navigators should carry out safe navigation on the sea. A ship in seaways suffers continuous disturbances by irregular waves, and ship motions with irregular waves cannot be easily described as a system model which is adequate to a control system. But, in general, for seakeeping analysis, ship motions in irregular seas can be estimated by the superposition of the motion responses in regular wave components of the sea spectrum. After comparing and analyzing the winds and waves in major sea areas, this paper evaluates the navigational safety of ships on the Korean coast with potential dangerous seakeeping performance using the weather information provided by land. The conclusion is as follows : (1) It is possible that the safety of ships could be secured more accurately by evaluating the seakeeping performance of ships. (2) When the weather is bad, the departure of ships could be controlled by evaluating the navigational safety of ships. (3) When a ship is placed in commission in any area, this evaluation could be used to decide the type and size of ship in use.

A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

오늘날 해운산업분야에서 해상의 인명 ㆍ재산, 해양환경보호에 가장 큰 관심을 기울이고 있다. 국제해사기구 (IMO)에서는 해상에서 선박운항으로 인하여 발생하는 충돌, 좌초, 침몰 등 해양사고에 대한 위험성을 정량적으로 평가하여, 그에 대한 제어방안을 마련하고 합리적인 안전규정을 제ㆍ개정하기 위한 절차적 수단으로 FSA(Formal Safety Assessment)를 도입하여 과학적이고 체계적인 대응방안을 마련하고자 노력하고 있다. 따라서 본 연구에서는 FSA평가시스템을 이용하여 사고발생빈도와 사고로 인한 인적, 물적, 환경오염 피해가 막대한 선박충돌사고의 발생위험성을 분석하였다. 또한 선박충돌사고 발생에 가장 큰 영향을 미치는 위해요소(Hazard)인 인적요소(Human Factor)에 대해서 전문가집단의 의견을 수렴하여 FSM법을 이용하여 각 위해요소를 계층화하고, 요소 상호간의 관련성을 분석하여 선박충돌사고를 예방하기 위한 적절한 제어방안을 제시하였다.

해상에서 인명과 재산을 보호하고 해양오염으로부터 환경을 보호하기 위하여 해양사고를 예방하고 사고발생 시에 신속하게 대처하는 능력이 중요시된다. SOLAS 협약 제5장에 따라 2002년 7월 1일부터 시행되기 시작한 AIS는 항해하는 선박에 대한 정보를 자동적으로 송수신함으로써 안전항해를 도모하기 위한 통신장비다. 본 논문에서는 AIS를 도입함으로써 기대되는 결과들을 조사하였다. 이를 위하여 선박충돌사고 중 인적요인에 의한 통계치를 분석하고 AIS도입의 긍정적인 효과를 강조하였다. 또 다른 한편으로 AIS도입에 따른 몇 가지 문제점들을 지적하고 그 해결방안을 제시하였다.

This paper describes recently developed PC based Aids to Navigation Training Simulator (AtoN-TS) using Virtual Reality Modeling language (VRML). The purpose of AtoN-TS is to train entry-level cadets to reduce the amount of sea-time training. The practical application procedure of VR technology to implement AtoN-TS is represented. The construction method of virtual waterway world, according to the guidelines of International Association of Lighthouse Authorities (IALA) is proposed. Design concepts and simulation experiments are also discussed. Results from trial tests and evaluations by subject assessment, provide practical insight on the importance of AtoN-TS.

To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of USCG and JCG. As a result, it is suggested that KMPA find the diverse route to recruit good-quality officers, develop the future-oriented system, coordinate the course and curricula to meet the role and mission of KMPA. Besides, KMPA build the own training facility and train special instructors.

Vessel collision accidents have been investigated by means of questioning the persons involved and plotting manually the stated situation. But the repetitive plotting by hand can cause the investigator to make some errors, and it can be connected to a wrong judgement. In this paper, we proposed a simulator for reconstructing and analyzing vessel collision accidents at sea, where the given situation is plotted automatically on it. We verified validity of the system by applying it to some collision accidents.

현대의 선박운항에 있어서 선내 노동의 경감과 운항의 안정성 및 경제성 확보를 위하여 선박 자동차 및 원격 조종화가 이루어지고 있다. 또한, 선박조종 및 작업제어를 위하여 컴퓨터를 이용한 통합제어 시스템에 관한 연구도 활발하게 진행되고 있다. 그러나 소형선박 및 어선과 같은 환경에서의 지능형 시스템에 관한 연구는 많이 부족한 실정이다. 본 논문에서는 지능형 선박을 구현하기 위한 기반 연구로서 선박 운항자의 원격지시로 선박의 조타기를 제어하는 지능형 조타제어시스템을 구축하여 실용화를 위한 방안을 모색하였다. 구체적인 연구결과로는 지능형 학습 기법을 바탕으로 하는 퍼지 조타수 조작 모델을 구축하여 조타제어 시스템을 구현하였고. 모형선박(Miniature Ship)의 조타 시스템을 PC 상에서 원격으로 제어하기 위한 시뮬레이션 시스템을 구축하여 그 유효성을 확인하였다.

최근에는 전문가의 지식과 경험정보가 데이터베이스로 구축된 전문가 시스템의 정보를 이용하여 처리된 결과를 판단하여 안전하고 효율적인 선박운항이 가능하도록 한 지능형 선박에 관한 연구가 활발하게 진행되고 있다. 본 논문에서는 지능형 선박을 구현하기 위한 연구의 일환으로써, 선박의 조타기를 제어하기 위한 지능형 조타 조작 모델을 구현한다. 지능형 시스템을 구현하기 위해서 자연언어를 사용하는 인간의 학습 방법에 기초한 언어지시기반학습(LIBL)기법을 적용하고. 퍼지이론을 이용하여 승선경력이 풍부한 조타수의 경험을 조사 및 분석하여 그 결과를 바탕으로 퍼지 추론에 의해 타각을 제어하기 위한 퍼지 조타 조작 모델을 구현하여 그 효용성을 살펴보았다.

It is impossible to apply present standards and test methods because the radiation principle and mechanism of a new marine lantern using light emitting diodes is different from those of the existing marine lantern which uses an incandescent electric lamp. Thus. in this study, we discuss the research and development on the light emitting diodes marine lantern and specifications.

이 논문에서는 새로 개정된 2000 SOLAS 규정에 근거하여 소형선박용 수동식 레이더 리프렉터(PRR-S) 설계에 관해서 기술했다. 이 연구의 설계개념은 PRR-S이 선박요동에 의해서 레이더 반사면적(RCS)이 변동하는 것을 방지하기 위하여 ‘catch rain’ 위치를 유지하도록 한 것이다. PRR-S은 원형판으로 구성한 옥타헤더럴 레이더 리프렉터와 요동방지를 위한 짐발장치로 구성하였다. 설계한 PRR-S는 전파흡수실에서 성능실험을 하였다. 실험결과, 기준으로 정한 Davis Echomaster사의 리프렉터 보다 설계한 PRR-S이 높은 RCS를 나타냈다.

이 논문에서는 새로 개정된 2000 SOLAS 규정에 근거한 어업용 수동식 레이더 리프렉터(PRR-F) 개발에 관해서 기술했다. PRR-F의 목적은 어망이나 어장의 보호 장치로 사용하는 것이다. PRR-F는 가벼운 양철 재질의 코너 크로스터 묶음을 부유 스티로폼 안에 내장한 형태로 구성하였다. PRR-F를 전파흡수실에서 성능 실험한 결과, 레이더 반사된 신호의 크기가 개발 목적에 충분하였다.

In this study the writer would like to study the art of navigation in the Era of Silla. For the purpose of this study, the writer studied ship's log book of Ennin's Diary, the ancient ship's structures of Korean, Chinese, Japanese, winds and ocean currents around Korean Peninsular which effect the navigation of sailing ship, and ancient reference books and materials. The result of this study. in the ship's structure in the Era of Silla. bottom structure is considered flat and V-Shaped type, and sailing ship had anchor, sail, considerable deckhouse, transverse bulkhead. And the ship's main materials of sailing ship was wood. partially used irons in the panting structures. In the art of navigation, navigators used winds, ocean current, anchor, sail, depth and color of sea water, lights, ballast. Especially navigators used astrologers and geomancers for astronomical observation, weather forecast, natural phenomena.

Design of general steel structure had applied and achieve elastic design concept mainly so far. Because elastic design supposes that whole structure complies with elasticity formula as that achieve via allowable stress of material is concept that calculate stress distribution of construction about action external load and estimate load of when the maximum stress reaches equally with allowable stress that is established beforehand by maximum safety load of the structure. But, absence that compose actuality structure by deal with external load increase small success surrender and structure hardness falls and tell structure in limit state finally on the whole as showing complicated conduct by interference between these breakdown at buckling by compression. Examined closely about conduct of place since initial buckling through carbon vocal cords transformation finite element analysis series (ANSYS) that place mending condition supposes case that is boundary condition in this investigation.

To Recently, the buckling is easy to happen a thin plate and High Tensile Steel is used at the structure so that it is wide. Especially, the buckling is becoming important design criteria in the ship structure to use especially the High Tensile Steel. Consequently, it is important that we grasp the conduct after the buckling behaviour accurately at the stability of the body of ship structure. In this study, examined closely about conduct and secondary buckling after initial buckling of thin plate structure which receive compressive load according to various kinds aspect ratio under simply supported condition that make by buckling formula in each payment in advance nile to place which is representative construction of hull. Analysis method is F.E.M by ANSYS and complicated nonlinear behaviour to analyze such as secondary buckling.

Place that have cutout inner bottom and girder and floor etc. in hull construction absence is used much, and this is strength in case must be situated, but establish in region that high stress interacts sometimes fatally in region that there is no big problem usually by purpose of weight reduction, a person and change of freight piping etc.. Because cutout's existence gnaws in this place, and, elastic buckling strength by load causes large effect in ultimate strength. Therefore, perforated plate elastic buckling strength and ultimate strength is one of important design criteria which must examine when decide structural elements size at early structure design step of ship. Therefore, and, reasonable elastic buckling strength about perforated plate need design ultimate strength. Calculated ultimate strength change several aspect ratioes and cutout's dimension. and thickness in this investigation. Used program applied ANSYS F.E.M code transformation finite element law that is mediocrity finite element analysis code.

Spatio-temporal distributions of nighttime fishing fleets were described with the aid of geographic information system (GIS) technology in the East Sea, using daily mean composite images of the Defense Meteorological Satellite Program (DMSP) /Operational Linescan System (OLS) in 1993 and 1994. We selected a study area from 30
$^{\circ}$ N to 44$^{\circ}$ N in latitude and from 124$^{\circ}$ E to 142$^{\circ}$ E in longitude in order to describe the monthly and seasonal changes of nighttime fishing fleets. The OLS images of nighttime visible band provide useful information about the spatio-temporal distribution of the fishing fleets. Density areas of nighttime fishing fleets were around Tsushima/Korea Strait. the east coast of the Korea Peninsula, the coast of Honshu, and around Yamato Bank. -
Gunsan coastal area is one of region increasing pollution problems. One of the most important factors that cause eutrophication is nutrient materials containing nitrogen and phosphorus which stem from excreation of terrestial sources. At this study, the three-dimensional numerical hydrodynamic and ecosystem model, which was developed by Institute for Resources and Environment of Japan, were applied to analyze the processes affecting the eutrophication. The residual currents, which were obtained by integrating the simulated tidal currents over 1 tidal cycle, showed the presence of a typical. Density driven currents were generated westward at surface and eastward at the bottom in Geum estuary area where the fresh waters are flowing into. The ecosystem model was calibrated with the data surveyed in the field of the study area in annual average. The simulated results of DIN were fairly good coincided with the observed values within relative error of 32.39%. correlation coefficient(r) of 0.99. In the case of DIP, the simulated results were fairly good coincided with the observed values within relative error of 24.26%, correlation coefficient (r) of 0.82. The simulations of DIN and DIP concentrations were performed using ecosystem model under the conditions of 20 ∼ 80% pollution load reductions from pollution sources. In study area, concentration of DIN and DIP were reduced to 20∼80% and under 10% in case of the 80% reduction of the input loads from fresh water respectively. But pollution loads from sediment had hardly affected DIN and DIP concentration. For the environment management of coastal areas, in case of Kunsan area, the most important pollution sources affecting eutrophication phenomenon were found to be the input loads from fresh water.

The various pretreatment processes were evaluated for removal of oil pollutants with weathered oil contaminated seawater in a reverse osmosis desalination process. Weathered oil contaminated seawater was made by biodegradation and photooxidation with oil containing seawater. Coagulation, ultrafiltration, advanced oxidation processes and granular activated carbon filtration was used with pretreatment for dissolved organic carbon. Crude oil was removed but. weathered oil contaminated seawater was not removed by biodegradation and coagulation. DOC and E260 was removed with about 20 % and 40 % by membrane filter of cut off molecular weight 500. So, the most of dissolved organic carbon in weathered oil contaminated seawater was revealed that molecular weight was lower than 500. It is difficult to remove DOC in weathered oil contaminated seawater by advanced oxidation processes treatment, but, E260 was removed more high. However, DOC in weathered oil contaminated seawater was easily adsorbed to GAC. It is revealed that DOC was removed by adsorption.
