외국인근로자 직업능력개발을 위한 교육훈련 및 e-Learning 요구분석 (Needs Analysis of Vocational Education and e-Learning for Foreign Workers in Korea)

  • 본 연구는 외국인근로자 직업능력개발을 위하여, 외국인근로자를 대상으로 사전교육, 사후 지원에 대한 요구를 분석하고, 효과적인 외국인근로자 교육훈련 방법론으로 e-Learning의 도입 및 활용에 대한 가능성을 탐색하고자 하였다. 총 1,872명의 외국인 근로자가 본 조사에 참여하였다. 조사 내용은 첫째, 사전교육의 운영 실태, 문제점, 개선사항, 둘째, 사후지원 측면에서 직장 배치 후 교육 참여 의사와 애로사항, 셋째, e-Learning에 대한 선호도, 요구 등이었다. 연구결과, 사전교육에서 다양한 문제점이 제시되었으며, 사후지원에서 외국인근로자들은 직장생활을 하면서 교육을 받고자 하는 높은 의지를 가지고 있으나, 시간 부족, 이동 등의 문제를 애로사항으로 꼽았다. 이들은 e-Learning에 대한 높은 선호도와 요구를 보였다. 이에 작업장 이탈의 어려움을 해소시키고 상이한 교육 조건 및 수준에 따른 맞춤식의 개별화된 서비스를 제공할 수 있는 e-Learning의 가능성과 필요성이 제안되었다.

Promoting the Quarry Workers' Hazard Identification Through Formal and Informal Safety Training

  • Background: The surface mining industry has one of the highest fatality rates among private industries in the United States. Despite recent decreases in the fatality rates of comparable industries, the fatality rate in the surface mining industry has increased. Meanwhile, a lack of safety research in surface mining has hindered efforts to improve safety strategies in the surface mining workplace. Method: This study examined quarry workers' hazard identification skills by conducting a case study of a surface mining facility in the Mid-Atlantic region of the United States. Semistructured interviews were conducted with eight quarry workers who were employed at the mine facility. In addition to the interviews, data were collected through field notes, notes from an expert meeting with safety managers, and site photographs to explore quarry workers' safety behaviors in the workplace. Results: The results showed that quarry workers identified hazards and improved their safety performance by translating safety knowledge learned from training into practice, acquiring hands-on work experience, learning from coworkers, and sharing responsibilities among team members. Conclusion: This study contributes to understanding quarry workers' safe performance beyond what they have learned in safety training to include their interaction with other workers and hand-on experience in the workplace. This study informs practitioners in the surface mining industry to build a safe work environment as they design effective safety programs for employees.

충남 서부지역 근로자의 현장훈련 교육이 생산성 향상에 미치는 영향에 관한 연구 (A Study on the Influence of Workers' Training on the Improvement of Productivity in Workers in Western Chungcheongnam-do)

  • 본 연구는 충남 서부지역 근로자의 현장훈련교육이 생산성 향상에 미치는 영향을 분석하였다. 한국폴리텍대학 교육 및 노동부 지원 현장교육과정을 수료한 충남 서부지역 근로자를 대상으로 설문지 총 76부를 분석하였다. 연구결과 첫째, 근로자의 현장훈련교육이 생산성 향상에는 현장훈련교육을 받게 된 동기가 높을수록 교육만족도가 향상되는 것으로 나타났으나 직무생산성에는 유의한 영향이 미치지 못했다. 둘째, 훈련경험이 직무생산성과의 상관관계는 통계적으로 유의한 영향을 미치지 못한 것으로 나타났다. 셋째, 직급에 따른 생산성 향상에 미치는 영향으로는 임시직이 평사원(대리급)보다 교육만족도가 높은 것으로 나타났고, 직무생산성은 중간관리자(과.차장급)보다 관리자(부장급)이상이 가장 높게 분석되었다. ANOVA 분석 결과에서는 근무년수, 경력, 직급에 따라 교육만족도, 직무만족도에 유의한 영향을 미치는 것으로 분석되었다. 본 연구는 충남 서부지역 근로자의 현장교육훈련이 생산성 향상에 미치는 영향을 분석함으로써 교육만족도, 직무생산성 향상에 대한 근로자 개인의 훈련경험 및 훈련동기에 대한 특성 요인의 중요도를 파악하고 근로자의 개인적 요인의 효과성을 검증한 데 연구의 의의가 있다.

Study on the Improvement of MSDS Awareness among University Laboratory Workers

  • Purpose: This study is to improve awareness of MSDS in order to prevent university accidents and protect university laboratory workers. In order to improve awareness, measures to increase accessibility through auxiliary means (warning signs, One Page Sheet MSDS, etc) and ways to strengthen safety training (improvement and strengthen MSDS training). Research design, data and methodology: A questionnaire survey was adopted as a research method for this study. Question items were selected, modified, and supplemented by referring to the previous paper. Results: As a result of the survey, MSDS found that it was difficult to find the information they wanted and that there were many technical terms and limitations in using it. In addition, MSDS training is underway, but few university laboratory workers felt that training was helping. This shows that the effectiveness of training is virtually insignificant. Therefore, it seems that improvement measures are needed to solve this. Conclusions: One Sheet MSDS, an effective way for university laboratory workers to communicate information, and MSDS information should be provided with warning signs with large phrases and good visibility. In addition, this study proposes a One Sheet MSDS that prioritizes important MSDS items over all items in the MSDS, and in the field of education, several improvements are proposed, such as "To prevent problems and answers from being shared on the Internet" and "To improve the difficulty of checking the online curriculum".

일학습병행 학습근로자의 성격유형이 훈련성취도에 미치는영향 (The Effect of Personality Types of Work-Learning Dual Program Workers on Training Achievement)

  • With the advent of the 4th Industrial Revolution, changes in the market environment and employment environment are accelerating due to smart technological innovation, and securing professional manpower and developing human resources for domestic small and medium-sized enterprises is becoming very important. Recently, most of the domestic small and medium-sized enterprises are experiencing hiring difficulties, and the development and training of human resources to overcome this is still lacking in systemization, despite much support from the government. This reflects the reality that it is not easy to invest training costs and time to adapt new employees to small and medium-sized businesses. Based on these problems, the work-study parallel project was introduced to cultivate practical talent in small and medium-sized businesses. Work-study parallel training is carried out in the form of mentoring between corporate field teachers and learning workers in actual workplaces, and even if the training is the same, there are differences depending on the learner's attitude, learning motivation, and training achievement. Ego state is a theory that can identify personality types and has the advantage of being able to understand and acknowledge oneself and others and intentionally improve positive factors to induce optimized interpersonal relationships. Accordingly, the purpose of this study is to analyze the attitudes of learning workers, who are the actual subjects for improving the performance of work-study parallel projects and establishing a stable settlement within the company, based on their ego status. Through this study, we aim to understand the impact of the personality type of learning workers on training performance and to suggest ways to improve training performance through work-study parallelism.

건설업 기초안전보건교육의 운용적 문제점과 실태에 관한 연구 (A Study on operational issues and status of Certificate of Basic OSH Training in Construction)

  • Full embroidery industrial accidents in recent years has shown a declining trend. But disaster embroidery of domestic construction industry were more than 20,000 deaths per year is about 500 people. The government has introduced a construction site often changing the recruitment of new construction based on health and safety as an alternative to road safety education training yisuje of construction workers, daily work periods short. Certificate of Basic OSH Training in Constructions had also been evaluated as successful by reducing the accident rate problem. It is conducted in private educational institutions has occurred on the friction between workers and employers and training costs are difficult to approach workers in the education standards for such facilities due to the superintendent. Educational institutions are institutions that have been caused by excessive competition lowered levels of education. There is also a lack of evaluation that the training is limited to the basic safety knowledge. These details are brought formal safety education purposes only and is introducing the results of other self jyeotgi difficult to reap the proceeds to good effect. In this study, we propose a plan for improving operational problems and enemy status based on research data presented after the Certificate of Basic OSH Training in Construction.

Development and Implementation of a Skill Transfer System for a Self-Tapping Screw-Tightening Operation

  • Self-tapping screws have some operational peculiarities. In spite of their economical advantage that requires no prior tapping operation, a weakness of self-tapping screw-tightening operations is that screws can easily be tightened at a non-right angle, thus resulting in an improper tightening strength. Increases in outsourced workers have reduced labor costs, but the accompanying high worker fluidity means that new workers are more frequently introduced into factories. It is necessary to train new workers for self-tapping screw-tightening operations, which occupies a considerable portion of ordinary assembly works. The purpose of this study is to develop and implement a skill transfer system for the operation. This study (1) proposes a set of characteristic values for evaluating the quality of the operation and develops a device that can measure these values; (2) proposes criteria for evaluating the resultant quality of the tightening; and (3) develops a skill training system for better work performance. Firstly, sets of characteristic values for evaluating the quality of the operation, namely, torque, vertical pressure forces and horizontal vibration forces, are proposed. A device that can measure these values is developed. Secondly, criteria for evaluating the resultant quality of the tightening are identified, involving tightening torque, maximum vertical pressure and timing, vibration area during the processing and tightening period, and work angle. By using such parameters, workers with the proper aptitude can be identified. Thirdly, a skill training system for the operation is developed. It consists of screwdriver operation training and screw-tightening training with feedback information about the results of the operation. Finally, the validity of the training system is experimentally verified using new operators and actual workers.

노동이동과 인력개발 (Labor Mobility and Skill Development)

  • 노동이동의 증대가 인적자원의 효율적인 재배분으로 이어지기 위해서는 근로자의 능력개발이 요구된다. 우선 노동이동의 효율성을 경력변동 측면에서 살펴보았다. 외환위기 이후 실업을 경험하는 노동이동이 증가하고 있으며, 실업을 경유하지 않는 직장이동 시에도 산업과 직업의 변화를 동반한 경력간 이동을 경험하는 비중이 높게 나타난다. 또한 경력변동을 동반한 직장이동은 동일 산업이나 직업 내에서 이동하는 경우에 비하여 유의하게 임금이 낮은 것으로 나타난다. 이는 경력변동을 동반한 노동이동은 근로자가 보유한 숙련의 손실을 초래할 수 있음을 시사한다. 노동이동의 증대에 따른 인력개발정책 방향을 모색하기 위하여 훈련을 통해 획득하는 숙련의 성격을 살펴보았다. 과거 직장에서 받은 훈련에 대해서도 기업이 보상한다는 분석 결과는 기업이 실시하는 훈련이 다른 기업에도 통용가능한 숙련을 형성한다는 것을 시사한다. 이러한 숙련의 통용가능성은 기업훈련의 과소 투자 문제를 야기할 수 있다. 훈련이 산업간 이동에 미치는 분석 결과를 통해 훈련의 산업특수성을 발견할 수 있었다. 이러한 발견은 기업간에 훈련투자 비용과 수익을 공유할 수 있는 산업별 인력개발 체제의 수립이 바람직함을 시사한다.

안전관리자의 건설현장 외국인 근로자에 대한 의식조사 (Consciousness of Safety Engineer for Foreign Workers at a construction site)

  • Safety training for foreign workers should be thoroughly done. But it has not been done well even if field safety manager understand that the training has not been well provided. 72% of responders (Safety Managers) at field thinks that safety training has not been well provided at a site. It is shown that there are not any additional measures to correct this problem. Eventually, the reasons of that the training is not well provided, and foreign workers do not understand safe condition at site, well lead to an accident at construction site.

성과배분의 교육훈련 효과: 개인 패널자료를 이용한 분석 (The Effects of Profit-Sharing on Employer-Provided Training: Evidence from an Individual Panel Survey)

  • 본 연구는 한국노동패널조사(KLIPS) 3~21차 자료를 이용하여 성과배분제가 교육훈련에 미치는 영향을 분석한다. 성과배분제와 관련한 내생성(endogeneity)을 통제한 고정효과 모형(fixed effects model)에 의하면, 성과배분제의 적용을 받는 근로자는 성과배분제의 적용을 받지 않는 근로자보다 회사가 시행하는 업무능력향상을 위한 교육훈련을 받을 확률이 6.8%포인트 높으며, OJT를 받을 확률은 3.3%포인트 높은 것으로 추정된다. 이러한 관계는 추정 모형에 관계없이 일관적으로 나타나며, 하위표본에서도 강건하게 확인된다. 본 연구의 추정결과는 성과배분이 교육훈련을 촉진한다는 가설을 지지하는 증거로 해석될 수 있다.
