Analysis and Improvement of Educational Environment for Flight Education in Korea (국내 비행교육을 위한 교육 환경 분석 및 개선방안)

  • Flight education is an essential element in ensuring the development and safety of the aviation industry. Korea's aviation industry has grown rapidly, and the need for professional flight training is increasing accordingly. The purpose of this paper is to analyze the current status of Korea's flight education environment and seek ways to improve it. In addition, we examined whether the operation method and educational environment of Korea's professional pilot training institutes were structured appropriately for student education, and conducted a survey on the flight education infrastructure targeting trainees, instructors, and aviation workers receiving training at Korea's pilot training institutes. Through the survey, we investigated the necessity and urgency of improving the infrastructure for domestic flight education and drew meaningful conclusions.

A Improved Case Report of Postmenopausal Woman with Overactive Bladder by Korean Medicine Treatment including Palmi-whan-gagam (팔미환 가감방을 포함한 한의 복합 치료로 호전된 폐경 후 과민성 방광 1례 : 증례 보고)

  • Objectives: The purpose of this study is to report the clinical effectiveness of Korean medicine treatment on postmenopausal woman with overactive bladder. Methods: The patient with overactive bladder was treated with Korean medicine treatment including herbal medicine, acupuncture and moxibustion during 5 days of hospitalization. The effect of treatment on overactive bladder was evaluated through the Numeric Rating Scale (NRS) and questionnaires. Results: After the treatment, the overactive bladder symptoms of urinary frequency, urinary urgency and nocturia were improved. This was proven through subjective symptoms complained of by patients and objective measures such as questionnaires. Conclusions: This case report proved that the Korean medicine treatment may be effective for improving overactive bladder. However, further clinical studies with large number of subjects are needed to prove the effectiveness of Korean medicine treatment for overactive bladder.

Analytic Hierarchy Process-Based Prioritization in Expanding Health Insurance Benefit Package: in Case of Four Major Serious Diseases (Analytic Hierarchy Process를 이용한 건강보험 급여 우선순위 결정: 4대 중증질환 비급여항목을 중심으로)

  • Background: Demands are recently rising for the securement of procedural justification of policy decision-making. This study aims to improve the procedure of making a decision to expand health insurance benefit package from the perspective of building a social consensus. Methods: Major priority principles were firstly derived through literature search. Weights for such principles were calculated through an analytic hierarchy process, based upon the survey conducted for the health policy experts. Priority for 11 non-covered services was assessed by applying the weights as above to the results of the questionnaire survey targeted at people including members of related committees or societies. Results: Weights for priority principles were in the order of 'severity/urgency (0.428)', 'cost-effectiveness (0.318)', 'substitutability (0.164),' and 'accountability (0.090)'. What was obtained by applying these weights to the results of the questionnaire survey was considerably in line with what health experts classified those items into 3 groups depending on their own judgement of service necessity (consistent with 9 services out of 11). Conclusion: Results of the study are suggestive as to how far a brief assessment by experts could be utilized in case there are constraints on time and expenses in implementing all the process to secure procedural justification. Various attempts and endeavors need to be made to secure procedural justification that will not mar efficiency of decision-making in the days to come.

A Study of Ways to Expand Use of ADR (대체적 분쟁해결제도(ADR)의 활성화 방안에 관한 고찰)

  • ADR (Alternative Dispute Resolution) is a system to settle disputes without having to pursue a judgment through the courts; it provides an alternative to conventional judicial proceedings. As such, ADR is available to resolve a wide range of disputes, ranging from minor disagreements between neighbors to contracts involving millions of dollars. One can say there has been “efficient resolution of a dispute” only when it has been settled rapidly and finally to the satisfaction of all parties concerned, inexpensively and in a transparent manner. In this respect, ADR may well be regarded as the most efficient method to resolve disputes. In order to establish and disseminate ADR as a practical dispute-settlement procedure, first, governmental financial support is necessary, rather than having to depend upon fees collected from the disputing parties. At the same time, various inducement policies also are required. The most important factor is to make people aware of the fact that ADR is a low-cost, speedy system and more practical compared with other procedures. Second, cooperation from legal circles, lawyers in particular, is absolutely necessary. If disputes become serious, the general public normally seeks out lawyers for advice. Third, disputing parties have to be convinced of the benefits of ADR, secure in the knowledge that ADR will provide them not only with economic benefit but also a satisfactory result. Diverse ADR procedures should be developed and implemented to facilitate participation in a comfortable atmosphere with a mutually friendly relationship. The most important factor in achieving the wider use of ADR, which is attracting more attention of late, is the expectation that it will bring a satisfactory resolution to the related parties in dispute. The trend of seeking a new dispute-settlement method also reflects the changing sense of values in society today. Therefore, one specific method is not suitable for all kinds of disputes. A proper system should offer different approaches according to the pattern and type of dispute and the parties concerned. In selecting a dispute-resolution system, several factors have to be considered - the relationship between the parties, their financial situations, the necessity of maintaining confidentiality, urgency for settlement, etc. In the light of all these, it is desirable for the disputing parties to select the most appropriate of the available systems, not blindly turning to the courts, if and when a dispute arises.

An Emergency Message Propagation Method with Stem and Branch Structure for Vehicle Safety Communication (차량안전통신을 위한 줄기와 가지 구조를 이용한 긴급 메시지 전파 방법)

  • An advanced vehicle safety system can be constructed by exchanging danger-related information ,such as urgency stop, traffic accident, obstacle, and car trouble, among the vehicles. However, because network topology changes rapidly and frequently due to the mobility of vehicles, it is impossible to configure the network for information forwarding in this environment. In the most of vehicle safety communication applications, an emergency message is propagated in a form of broadcasting. The simple broadcasting causes a lot of problems in terms of efficiency due to multi-hop area and radio collision problem. This paper proposes a method of selective message forwarding with stem and branch structure for propagating the emergency messages. However, the proposed method raise the efficiency of message transmission with the selective forwarding based on the priority assignment as its location. We analyze and evaluate the performance by comparing the proposed scheme with other schemes that are presented in the paper.

A Study on the Classification and Application Element of Outdoor Biotop for Environment-friendly Community (친환경 주거를 위한 외부공간의 비오톱 유형 분류 및 적용 항목에 관한 연구)

  • While a concept on biotop or the urgency of its classification systems have been under discussion recently, this study aims to examine outdoor biotop classification systems for environment-friendly community. To this end, the feasibility of creating a biotop in the community and application elements were generated and biotops were classified and categorized. Then, elements that can be applied in consideration of traditional Korean techniques were generated and biotop classification systems and specific components in residential areas were reviewed. As for the result of this study, based on a preliminary draft prepared through literature review, considerations for biotop classification systems were taken into account. Then, based on classification criteria for biotop formats, biotop functions and biotop types, a second-tier classification system was developed. Criteria for biotop formats included surfaces, lines and points while criteria for biotop functions were large cores, small bases, corridors, stepping stones and ecological islands. Criteria for habitat types were divided to include natural forest, developed green areas, lacustrine wetland, palustrine wetland, shrubs, grasslands, linear habitats, vacant plots and practical green areas, which were sub-categorized. As for the biotop classification system, macro-classification divided biotops into three types-space, line and point-based on biotop formats. Meso-classification had five groups and micro-classification had 21 groups based on habitat types. Future studies should focus on the ecological features of each biotop categories generated in this study and their creation and management techniques to find many practical methods to create, protect and manage outdoor biotop for environment-friendly community.

A Fairness and QoS Supporting MAC(FQSM) Protocol for Wireless Sensor Networks (무선 센서 네트워크에서 공평성과 QoS를 지원하는 MAC 프로토콜)

  • In this paper we propose the FQSM(Fairness and QoS Supporting MAC) protocol that supports fairness and Quality of Service(QoS). The received or measured data traffics will be assigned a priority level according to its transmission urgency in the FQSM. And the load prediction algorithm is used to support the fairness between different priority traffics. For this, the buffer length values of the nodes are continuously monitored for a some period. Based on the buffer length variations for this period, the order of transmission is determined. FQSM also adapts cross-layer concept to rearrange the data transmission order in each sensor node's buffer, saves energy consumption by allowing few nodes in data transmission, and prolongs the network lifetime.

Relationships of Musculoskeletal Disorder Symptoms and Perceived Workload among Hospital Workers

  • Objective: This study aims to survey the prevalence of musculoskeletal disorders(MSD) among Korean hospital workers and to analyze the relationship of MSD symptoms and workload perceived by workers. Background: Despite of high exposure to the MSD risk factors and high MSD symptom prevalence among health care workers, there were not enough studies of MSD prevalence among the hospital workers. Method: This study designed a survey based on Nordic questionnaire to obtain MSD symptoms and the degree of four perceived workloads: work repetition, urgency, physical exertion and satisfaction. In this survey, 1,846 workers in a hospital participated. The prevalence of MSD was analyzed for each body part, and MSD cases, which were predetermined in this study, were identified. The relationship between the MSD cases and each perceived workload was analyzed using chi-square test. Results: The pain in the shoulder was the most prevalent among the workers as 52%, and the low back(37%) and leg discomfort(36%) followed. The MSD cases, in which degree of pain was more than severe, were also the most prevalent in the shoulder(13%). Female workers had higher rate of MSD cases than the males. Among the four workload variables, the physical exertion was the statistically related to MSD cases for all the body parts. In addition, the others also had significant relation to MSD cases except one or two body parts. Conclusion: This study found that Korean hospital workers had MSD symptoms mainly in the shoulder, low back and legs in order, and the perceived workload surveyed in this study was highly correlated with MSD symptoms. Application: This study provides another evidence that subjective physical exertion perceived by workers is an important factor to explain MSD cases as same as the objective one.

TPC Algorithm for Fault Diagnosis of CAN-Based Multiple Sensor Network System (CAN 기반 다중센서 네트워크 시스템의 고장진단을 위한 TPC알고리즘)

  • This paper proposes a new TPC (Transmission Priority Change) algorithm which is used to diagnose failures of a CAN (Controller Area Network) based network system for the oil tank monitoring. The TPC algorithm is aimed to increase the total amount of data transmission and to minimize the latency for an urgent message by changing transmission priority. The urgency of the data transmission has been determined by the conditions of sensors. There are multiple sensors inside of the oil tank, such as temperature, valve, pressure and level sensors. When the sensors operate normally, the sensory data can be collected through the CAN network by the monitoring system. However when there is a dangerous situation or failure situation happened at a sensor, the data need to be handled quickly by the monitoring system, which is implemented by using the TPC algorithm. The effectiveness of the TPC algorithm has been verified by the real experiments. In addition, this paper introduces a method that people can figure out the condition of oil tanks and also can perform the fault diagnosis in real-time by using transmitted packet data. By applying this TPC algorithm to various industries, the convenience and reliability of multiple sensors network system can be improved.

A Study on Interim Measures of Arbitration - the Korea domestic perspective - (중재에서의 임시적처분에 대한 연구 - 국내 중재를 중심으로 -)

  • If the interim disposition of the Arbitration Tribunal is not immediately enforceable, it will only give pressure to the other party concerned and the arbitration could work against him if the other party fails to implement it. If enforcement is impossible, the disposition will have no practical effect or practical benefit. In addition, if a system is contrary to its unique characteristics or nature, it will not function as a system or it will become an unnecessary decoration. There is no room for argument that the above provisions are wrong or misinterpreted if the temporary disposition in arbitration cannot be characterized by its characteristics, such as its provisionality, urgency, incidentality, or invasibility. As attracting international arbitration cases can create enormous added value for the national economy, countries are scrambling to create a mediating-friendly legal environment in their countries, and Korea has been more active in arbitration than in the past. Despite various efforts, however, attracting international arbitration cases is still a long way off. Therefore, Korea should create a mediating-friendly, legal environment to attract arbitration cases. There are many reasons why arbitration is activated internationally, but the most important of them is that it is easier to approve and execute. The use of the approval and execution of heavy court is, in turn, the most important requirement of a mediating-friendly environment. It is natural that temporary dispositions made in arbitration should be as easy to approve and enforce as in the case of arbitration. In addition, it is natural for the parties to consider the use of approval and execution when deciding where to mediate or when applying for arbitration; thus, the degree of ease of execution, along with the procedural use of arbitration or provisional disposition, will be a measure of the likelihood of hosting international arbitration cases, as well as the activation of arbitration.
