Ideals, Institutions, and the Possibility of Confucian Democracy

  • In this paper, I tackle the question as to why the Confucian tradition in East Asia failed to generate democracy. In the first section, I discuss various forms of Confucianism and come up with a most suitable one before I define democracy. I then consider the view that, even though Confucianism, thus defined, had the democratic ideals, it could not generate democracy because it failed to secure democratic institutional structure. I call this view 'No Institutions' View. However, there are two versions of it. First, a thin version of the view holds that the theoretical resources are clearly found in Confucianism yet they failed to provide the democratic institutions. Second, there is the view (a thick version of 'No Institutions' View), according to which the theoretical resources do exist in the Confucian tradition, though only as potentiality and not as a historical reality, and this is why the tradition failed to produce democracy. Third, some hold the view (which I call 'No Ideals' View) that Confucianism simply lacks not only the practical institutions but also theoretical ideals of democracy. In the conclusion, I discuss the reason why I reject these views and offer my own view. In particular, I offer a hybrid view concerning the relationship between Confucianism and democracy.

Study on the Successful Aging of Baby-Boom Generation : Application of Rowe & Kahn's Theory (베이비붐 세대의 성공적 노화에 관한 연구 : Rowe & Kahn 이론을 적용하여)

  • Considering the reality that the baby boom generation which takes up 15% of the Korean population enters the old age, this study aimed to investigate level and factors affecting successful aging of the baby boom generation. The theory this study used is Rowe & Kahn, and the data it used are from 2,577 persons combining respondents of the fifth basic survey and the special survey of Korean Longitudinal Study of Ageing. This study utilized IBM SPSS Statistics ver. 20.0 for analysis, and the main results of this study were as follows. First, successful aging level of the baby boom generation was $6.36{\pm}1.39$(range: 0~9), proving that they consider their aging as successful. However, depending on sub-factors of successful aging, proportion that they viewed themselves as successfully aging were quite different. Second, examination of factors affecting successful aging of the generation found out that pocket money, educational level, and child-parents relationship satisfaction are important. By applying the theory of Rowe & Kahn which can be called the representative model of successful aging, this study examined successful aging and extracted some suggestions for future researches.

A Study on Inspection Status of Port State Control and Improvement Measures in Korea (우리나라 항만국통제 점검 실태와 문제점 개선에 관한 연구)

  • Based on the data of PSC information management system of MOF(Ministry of oceans and fisheries) and APCIS(Asia-Pacific Computerized Information System) of Tokyo-MOU information system, the result of the evaluation on the reality of PSC was done, and base on 2009, it showed a trend of decrease in every DFR(Deficiency Rate) and DTR(Detention Rate). But for vessels built for more than 30 years, flags of convenience vessels, RO-RO ferry and general cargo vessel, small size vessels with gross tonnage less than 1,000 ton showed a high DFR and DTR. Each harbours is classified by the total harbours' average DFR which was 82.5 % and the average DTR was 5.1 %, excluding the Jeju harbour, showing a hugh deviation for classification of each harbour. Classification of each harbour has to be inspected by PSC and it showed a great unbalance of the number of vessels for each territory for inspection. the biggest problem with our country's PSC, where it was pointed out by the PSCO was lack of workers and independent inspection by just one worker. To strength the substantiality of the inspection of our country is to have concentrated inspection on the high risk cautious vessels, forming a human network each classified by four different sectors of the area, recalculating the amount of assignment of inspection classified by each harbour and securing workforce the PSCO improvements are necessary.

Factors Influencing Social Media Use in Local Government (지방자치단체의 소셜미디어 활용과 영향요인에 관한 연구)

  • The use of social media in government has expanded steadily around the world on the basis of Web 2.0 technology. The government uses social media as a tool for enhancing transparency, participation, collaboration, and saving costs. However, the use of social media in the public sector has not only been positive. It has also been described as a double-edged sword. Most local governments in South Korea use social media for a variety of reasons but there has not been enough practical study of the effectiveness of social media use in the public sector. Local governments generally have positive views of their social media use but the real application of social media is not consistent in each local government. This study tried to determine the reality of social media use in local government and what factors influenced its use. The research analyzed the data from a survey conducted by the Korea Local Information Research & Development Institute (KLID) in 2015 and data from Facebook in each local government. The results show that most local governments were using Facebook for promotional purposes and local government officials similarly recognized that they were using Facebook well. However, local governments showed great differences in their use and practical effect. Meanwhile, the study found that population, financial independence, level of government, the entity operating social media, the median age, and whether social media are used for interaction or to gather opinions were the most influential factors that make a difference in utilization in local government.

A Study on Description about Archival Materials in Film Archives (영화 기록의 기술에 관한 연구)

  • Archival materials in film archives is a memories and archival documents of human which is generated from cultural activities of human being, and provided long-term relevant information. However, it is different general public audio-visual records because main purpose of representing culture to create the contents of private sector rather than evidence of the factual information of public service activities. Therefore, should determine the description principle and rule in order to reflect specific physical, intellectual characteristics. So as to control the description, that is need in the textual standards to base the specific purposes and rules thus analyzed the international description standards as Dublin Core, ISAD(G), FIAF Cataloguing Rules For Film Archives. As a result, more effectively to describe archival materials in film archives required significant modifications in the organizations of the areas and the elements. This study argues that first, to divide existence the concept and the reality (work/item) of archival materials in film archives. Second, to need understanding and indicating their content, context, structure. Third, to establish of the areas and the elements including a characteristic of it. The final suggestion organizes separately to 6th and 8th areas, 22th and 25th elements in two parts. This conclusion does not prepare to refer the status and/or policy of a particular film arhicve, can be set accordingly to a specific elements or sub-elements by the film archives.

  • In light of the fact that the effect of intellectual property rights like patent on enterprise competitiveness is growing, rational valuation of patent rights, which are own by enterprises, is required because accurate patent valuation can bring about the activation of the technology exchange market and enhancing the values of enterprises as well as the security of funds through technology security. However, in reality, interest in the value of patent rights is not great due to many variables, affecting patent rights, and diverse attributes, and non-generalized methods of valuation. Therefore, studies on patent valuation for patent management of Small and Medium Enterprises is required. This thesis examined patent valuation for the patent management of Small and Medium Enterprises based on literature studies, and attempted to find factors, affecting patent valuation by finding patent valuation factors through experts, organizing, and analyzing these factors. 10 essential factors, which are demonstrated in this research, are the commercialization possibilities of technology, market competitiveness, the possibility of technology commercialization, market size, the originality of acquired technology, the stability of the right(the possibility of invalidating), the level of technology, technology competitiveness, the ripple effect of technology, and the characteristics of technology(original technology/application technology).

A Mathematical Programming Method for Minimization of Carbon Debt of Bioenergy (바이오에너지의 탄소부채 최소화를 위한 수학적 계획법)

  • Bioenergy is generally considered to be one of the options for pursuing carbon neutrality. However, for a period of time, combustion of harvested plant biomass inevitably causes more carbon dioxide in the atmosphere than combustion of fossil fuels. This paper proposes a method that predicts and minimizes the total amount and payback period of this carbon debt. As a case study, a carbon cycle impact assessment was performed for immediate switching of the currently used fossil fuels to biomass. This work points out a fundamental vulnerability in the concept of carbon neutrality. As an action plan for the sustainability of bioenergy, formulas for afforestation proportional to the decrease in the forest area and surplus harvest proportional to the increase in the forest mass are proposed. The results of optimization indicate that the carbon debt payback period is about 70 years, and the carbon dioxide in the atmosphere increases by more than 50% at a maximum and 3% at a steady state. These are theoretically predicted best results, which are expected to be worse in reality. Therefore, biomass is not truly carbon neutral, and it is inappropriate as an energy source alternative to fossil fuels. The method proposed in this work is expected to be able to contribute to the approach to carbon neutrality by minimizing present and future carbon debt of the bioenergy that is already in use.

  • Ethical value of Confucianism seeks to realize the ideal of life to the reality, through ethical life. It is discussed based on myself, which is the main ethical agent, in relationship with the others. These traditional values include universality in the homogeneous aspect such as humanism that has been commonly sought by the human race, or awe toward the absolute one. 'Pursuit of universality in the Korean context' ultimately seeks 'Korean ethics', that prevailed in Korea, based on the Korean traditional culture. Therefore, we should comprehensively understand this universality and diversity, so called 'us'. Through the understanding, we should play an active role of culture creators as noble persons that realize fraternity, along with respect to each culture. Studies on traditional ethics will not only be an important opportunity to look at the history and current status of ethics, but also it will be a cornerstone to understand the Korean mind-set based on the Korean culture. Recently, establishing Korean identity and recovery of ethics damaged due to anomie of value are key social issues. Studies on traditional value are not separated from this issue. If our adolescents are able to correctly understand the traditional ethics and pursue a life recreating it, they will be able to enjoy healthier life, contributing to a healthier society.

Improvement of Permanent Disability Benefit System in Korean Worker's Compensation Insurance from the Perspective of Life Cycle (생애주기를 고려한 산재보험 장해연금 개선 방안 연구)

  • The permanent disability benefit(PDB) system whose purpose lies in helping affected workers with their self-realization through compensating them for their work-related injury or disease and facilitating their timely return to work is very important in terms of social welfare. Actually, the portions of PDB's in all WCI expenditures have been on the sharp increase. In spite of its positive aspects like this, however, an excessive amount of PDB's may have negative impacts on the affected workers' will to work or return to work, and increasing trends in the amount of PDB's payable in annuity will remain in an aging or aged society a potentially risky factor posing a threat to the soundness of WCI budgets. In this respect, the author attempted herein to identify the long-term reality of trends in the number of claimants entitled to PDB's and the amount of PDB's payable to them through making the long-term budget projections of PDB's; address problems with PDB's payable in annuity, which are or will potentially be one of the gravest burdens in securing the soundness of WCI budgets; and discuss how to optimize the amount of PDB's through studying & analyzing overseas cases and income replacement rates and what kinds of improvements are thinkable. It's recommended to reduce the absolute amount of benefits payable in annuity in a phased way considering claimants' life-cycle instead of sticking to the current system, which takes the form of lifelong pension plan.

A Study on Online Youth Worship in the Untact Era (언택트 시대 온라인 청소년 예배 연구)

  • With Covid-19, the era of Untact has arrived. Online is bound to develop because face-to-face has become difficult among the threats of the Corona virus. Even in this era, even worship services to God have been offered online. Teenagers, the generation most accustomed to online, seem to easily adapt to online worship. Online youth worship is expected to continue even in the post-corona era. If so, the theological reflection on whether online youth worship is possible is necessary. Through theological reflection, we need to secure theological justification for online youth worship, and strive to make it a better and more accurate online worship service. Online worship tailored to the eye level of youth and online worship that meets the spiritual needs of youth should be planned, prepared, and implemented. This paper presented the theological justification for online youth worship by looking at the definition of worship, elements of worship, places of worship, and history of worship. In addition, while examining the characteristics of adolescence, it suggested why online youth worship is important and necessary. Then, in order to plan online youth worship that is more advanced and more accurate than the online worship currently being conducted in each church, the reality of online youth worship was presented by examining the purposes, contents, and methods of online youth worship.
