Distribution of Anchovy , Engraulis Japonica ( Houttuyn ) , in the Coastal Waters of Kangwon Province in Korea (강원 연안 멸치의 분포 특성에 관하여)

  • Distribution of Anchovy was analyzed from the experimental operations by the small anchovy drag net fishery in the coastal area of Yang yang - gun and Myongju - gun of Kangwon Province from October to December, 1994. Temperature ranged from $11.4^{\circ}C.$to $17.4^{\circ}C.$throughout the experimental period. Fishes caught by experimental operation vessels were composed of anchovy, Clupanodon Punctatus, Pleuronectidae, Tetraodantidae, Acanthopagrus Schlegeli etc., and the anchovy occupied more than 99.6% of the total catch. Anchovy was characterized by the most abundance of the catch for the individual less than 6cm and the gradual increase after October for those larger than 6cm. CPUE(catch per tow) of anchovy was 684kg in October, 784kg in November, 1,590kg in December and mean CPUE of 3 months from October to December was 1,066kg. Fishing grounds of anchovy were formed in coastal area, from $37^{\circ}$45'N to $38^{\circ}$04'N, off Kangwon Province. Distribution density of anchovy in Chumunjin - up, Kyohang - ri Sachon - myon, and Sachonjin - ri coasts was higher than the other areas. Anchovy caught in this surveyed area was recruited from July to September at the length class between 2cm and 3cm, and grew to the sizes between 4cm and Bem in October, between 5cm and tcm in November, between tcm and Bem in December. Recruitment of anchovy increased from July to September and suddenly decreased after September. Individual number of the population was the largest during the period from August to October and gradually decreased after October. Biomass continuously increased after August, and was the largest in December.

  • The sailors on seagoing ships experience much difficulty in communicating with their families, friends or associates ashore due to communication cost or technical difficulties so that they are sometimes unable to adapt to the rapid social changes promptly. This is mainly the result of an insufficient Information and Communication Technology (ICT)-environment on their ships. To surmount such a problem, an electronic shipboard voting system that guarantees the publicness and absolute secrecy in voting process has been proposed in this paper. The system not only helps crews to catch up with up-to-date news and provides them a feeling that they are being connected to the everyday lives of the outside world, but also allows them to cast their votes based on the newly acquired information (e.g., current political or economic situations in their respective regions and etc.).

  • Currently national High Voltage Gas Insulated Switchgear (GIS) operating mechanism is made up of spring operating mechanism or hydraulic operating mechanism. On the contrary, advanced technology trend in foreign countries replace current mechanical mechanism with electrical motor-drive mechanism that leads to participate GIS bid and increase sales with the point of simplification of driving system and IT application. Therefor it is essential to develop high voltage GIS using the motor-drive system to develop national heavy electric machine industries and catch up the technology to the advanced level. This paper therefore presents design and analysis of permanent synchronous motor for high voltage GIS, verifies the performance by the experimental test.

Octopus fisheries in the coastal waters of Gangneung- II - Octopus drift-line fishery - (강릉시 연안 문어어업에 관한 연구- II - 문어흘림낚시어업 -)

  • A survey on the fishing gear for octopus drift-line fishing was done in Gangwon-do, Sacheon, Gyeongnam and Hokkaido, Japan, while a survey on the environments of fishing grounds used data from January to August from the Korea east coast farming forecast system of Donghae Fisheries Research and Development Institute. The present situation of fishing was examined with boats engaging in drift-line fishing from March to August in the coastal waters along Gangneung. The fishing tackle for octopus drift-line fishing was made manually, and the size, shape, and weight of the hook and number of shooting used vary according to the fishing time and region. Lead is used as the material for sinkers. As bait, pork fat with skin is mostly used in Gangwon-do. The temperature of the bottom water layer in the coastal fishing ground of Gangneung from April to June ranges from $3.2-12.4^{\circ}C$, which is the optimal temperature for octopuses. During July and August, the temperature ranges from $5.0-20.6^{\circ}C$. The maximum difference between day and night temperatures reached up to $9.2^{\circ}C$. Salinity is generally stable at $33.2-35.324.6%_{\circ}$, which does not affect the inhabitation of octopuses. The octopus catch reached its peak from May to July, while most octopuses weighed less than 1 kg (76.7%). The results show that it is effective to carry out octopus drift-line fishing up to a depth of 40 meters; and that the maximum number of octopuses per line is obtained with an operation time of six hours.

The Necessity and Future Challenges of Science, Technology, Society and Humanities Fusion Research in Korea

  • Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

  • There are many pros and cons for whether smart glasses and watch would be further going technology or not beyond smart phone. What have to do domestically is to find acting ways to catch up with technological gap in short term basis through analyses and investigations in technological issues, patents profile, market forecast. In this paper, firstly we investigate and review technological issues and form factors of smart glasses and HMD, and secondly analyze technological tendency and identify their core technology and intension from global key player's patents analyses connected with smart glasses, and conclusively suggest technological prospects and it's countermeasures.

A Study on Application of Systems Engineering Technical Process to FEED in Plant construction Industry - focused on a case of Environmental Plant (플랜트 FEED 설계를 위한 시스템엔지니어링 기술프로세스 적용방안 연구 - 환경플랜트 사례를 중심으로)

  • With rapid growth of the world plant market, an increasing attention is paid on the plant engineering. Up to present time, Korean plant engineering technology has been concerned with the down stream part of the plant engineering, so called EPC, considered as a lower value chain compared with the up stream, composed of FEED(Front End Engineering Design) and PMC(Project Management Consultancy). In other words, a key issue for Korean plant industry is how to catch up the FEED technology, currently occupied by the advanced countries. In this paper, we propose an SE(Systems Engineering) approach, conventionally applied for aerospace and defense industry, to the FEED for plant engineering. Specifically, we proposed a new SE process composed of: 1) SPA matrix for reverse systems engineering, and 2) PPA matrix for forward systems engineering. To illustrate the proposed method, a case study for an environmental plant is performed.

Institutional Determinants of Technical Innovation in ICT Industry : Based on An Empirical Analysis of OECD Countries (ICT 산업에서 기술 혁신에 영향을 미치는 제도적 요인 분석 연구 : OECD 국가의 실증분석을 중심으로)

  • The growth of information and communication technology (ICT) has led to a rapid of business paradigm shift incurred in the creation of new social/market value, changes of a value chain and elements producing a value creation, and enlargement of the scope of market competition. It leads to the change and evolution of industrial structure, requiring innovations of policy and institution. However, most studies that have focused on the effect of policy and institution on innovation are based on thick description and qualitative evidence, while paying little attention to these linkages in an empirical way. Hence this study has attempted to empirically analyze policy and institutional factors affecting innovation performance, particularly attention to ICT industry in OECD countries. The findings derived from the empirical analysis provide important implications for catch-up countries in relation to the innovations of policy and institution for effective innovation system and start-up ecosystem.

Technology Level Evaluation Based On Technology Growth Model and Its Implication - In Case of 'Biochip and Biosensor Technology' (기술성장모형에 기반을 둔 기술수준평가 결과 및 시사점 - 바이오칩.센서기술을 중심으로)

  • In this paper, we analyze the result of the Technology Level Evaluation of 'Biochip and biosensor (BB) Technology' consisted of 3 sub-categorized technologies; biochip sensing (BS), lab on a chip and high-efficient customized health care technology. As an analysis tool, authors used a delphi (a repeated survey) and dynamic methodology with technology growth model to overcome limits of previous evaluations. As a result, levels of BB were evaluated 51.5% (Korea) and 75.1% (US), and the technology gap between two countries was 6.1 yrs. In 2013, these levels were expected to change to 60.1% (Korea), 78.4% (US) and 4.3 yrs, respectively. In comparison with other biotechnology, the gap of BB was smaller and expected to catch up with US faster. In the case of sub-categorized technologies, they showed the smallest gap and would have faster catch-up speed than other sub-categorized technologies in the Biotechnology field. Based on the result of the survey, relative superiority of BB in Korea was originated from competent researchers and research fund, but weak basic science would be weak points. We think that BB's characteristic as an emerging technology and concentrated research activities on BB are additional strong points. This research proposes the supporting and supplemented points to promote the BB in Korea.

  • Basic research is becoming more important in knowledge-based economy. In Korea, government's research policy has been enforcing applied research and development for economic growth rather than basic research. But, in 21st century, Korea's catch-up policy in science and technology arrived its limit. Without creative knowledge, we cannot expect national competitiveness. Therefore, we have to reform our research policy for national competitiveness. The directions are as follows; first, strengthening basic research, especially use-inspired basic research. Second, enlarging individual research program rather than group research program. Third, encouraging universities' specification through research grant review criteria. Fourth, beginning a new program for supporting regional universities' competitiveness.
