  • Focusing on a product, this paper reconstructs the concept of technological systems first introduced by Carlsson and Stankiewicz (1991). Based on the model and our earlier works, we compare the salient features of technological systems for computer numerically controlled (CNC) machine tools in Korea, Sweden, and the United States.. We also try to measure the performance of the systems in an international comparison. Major findings are as follows: (1) The length of 'learning period' for local (national) technological system is substantial, even though it is a catching-up case. (2) The key success factor of the technological system appears to be the connectivity among various actors or infrastructures, rather than just the existence or formation of those. (3) In three countries' experience, the government played an important role in the formation of each own technological system. (4) The performance of Korea's technological system for CNC machine tools during the past two decades(1981-97) seems to be better than that of Sweden and the U.S. Lastly, many policy implication are presented.

  • The purpose of this study is to analyze whether SMEs' technological capabilities and international marketing capabilities affect the export performance of the SMEs and to empirically test the moderating effect of the CEO's risk propensity on such a relationship. We obtained data from 190 SMEs located in Gwangju and Jeonnam Province in Korea through survey and performed a regression analysis for hypothesis testing based on these data. As a result of the analysis, it was found that SMEs' technological capabilities and international marketing capabilities had a significantly positive (+) effect on export performance, respectively. Also, the CEO's risk propensity was found to reinforce the relationship between technical competence and export performance, and the relationship between marketing capabilities and export performance was also found to be strengthened in the positive (+) direction. These results suggest that it is necessary for SMEs to continuously develop technological capabilities and international marketing capabilities to achieve successful export performance in overseas markets. Also, the CEO's propensity to promote these relationships may be important.

  • The phenomenon of technological discontinuity which occurs during technological diffusion and substitution between incumbents and new technology is important to understand the behavior of technology diffusion and substitution of single and multiple technologies. Our research defined the concept of technological discontinuity and developed a model capable of measuring the region of technological discontinuity. Based on a literature review and a model development, we proposed a definition and a model regarding technological discontinuity. The accuracy of the model is verified by applying it on a semiconductor industry case. The technological discontinuity is defined as the region in which both the incumbent and new technology co-exist and the performance of the incumbent technology is better than that of the new technology. In addition, we can model the technological discontinuity using discontinuous time and discontinuous performance. This research will be very useful to understand not only technological discontinuity but also technology diffusion or substitution.

  • This study aims to identify the causal relationship among public technology transfer, technological performance, and research and development (R&D) productivity. Using the impulse-response function(IRF) of a panel vector autoregressive model (panel VAR), this study suggests the results of how long the factors such as technological performance (patent), public technology transfer, and R&D productivity takes and lasts if a one-unit shock of standard deviation occurs. As a result, first, the increase of public technology transfer activities has no power to increase the technology performance but improve the R&D productivity. If the public institute increases its technology transfer activities by one unit, the R&D productivity will increase within five years. Second, the impact of increasing technological performance on improvement of public technology transfer and R&D productivity is an insignificant. Third, the effect of R&D productivity on the public technology transfer creates a substantial reaction after a current time. Considering the structural relationships among public technology transfer, technological performance, and R&D productivity, if policy makers intend to construct the active R&D circumstance, technology suppliers should be motivated to run the active R&D mechanism because they achieve gains.
