The Policy Effects on Traditional Retail Markets Supported by the Korean Government (정부의 전통시장 지원 정책 효과에 대한 실증연구)

  • Purpose - A traditional retail market is a place that offers economic opportunity to employees and employers alike it also is a place where the community can meet. The Korean government has invested three trillion won to improve physical and non-physical aspects in traditional retail markets since 2004. However, little research on this has been conducted. We explore this research gap that could lead to theory extension. We analyze consumption behavior with respect to traditional retail markets through an empirical analysis, thus overcoming limits in previous research. We empirically analyze policy effects of traditional retail market projects supported by the Korean government. Research design, data, and methodology - We propose a traditional retail market improvement plan via the relation between cause and effect resulting from the analysis. More specifically, logit analysis was carried out with 1,754 consumers in 16 cities nationwide. In order to analyze consumer consumption behaviors nationwide, the probability was analyzed using a logit model. This research analyzes the link between support and non-support by the Korean government using binary values. The dependent variable is whether Korean government support is implemented; the binomial logistic regression is used as the statistical estimation technique. The object variables are:1 (support) or 0 (nonsupport), and the prediction value is between 1 and 0. As a result of the factor analysis of questions related to attributes of service quality, four factors were extracted: convenience, product, facilities, and service. Results - The results indicate that convenience, product, and facilities have a significant influence on consumer satisfaction in accordance with the government's traditional retail market support. Additionally, the results reveal that convenience, product, facilities, and service all have a significant influence on consumer satisfaction in a traditional retail market's service quality and consumer satisfaction. Finally, the analysis indicates that the highly satisfied traditional retail market customer has a significant influence on revisit intention. Moreover, the results reveal that the highly satisfied traditional retail market customer has a significant influence on recommendation intention. Conclusions - This research focused on consumers nationwide to measure policy effects of traditional retail markets compared to previous research that focused on one traditional retail market or a specific area. We verified the relationship of service quality and customer satisfaction and consumer behavior based on service quality theory. The results indicate that consumer satisfaction of traditional retail markets supported by service quality factors has a significant impact. In a concrete form, the results indicate that these effects are from facility modernization projects and marketing support projects of the Korean government. The results also imply that these facility and management support effects from the Korean government have been consistent. We realize that the Korean government has to selectively support traditional retail markets in major cities and small and medium-sized cities. To that end, the Korean government needs to select a concentration strategy for the revitalization of traditional retail markets.

A Study on Influence of Entrepreneur Behavior Characteristics on Business Performance According to the Entrepreneurial Support System (창업지원제도가 1인창업자의 행동특성에 따라 창업기업 경영성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to find out how the support system of the government and the local governments for enhancing the success rate of the startup firms affected the performance of the enterprises according to the behavior characteristics of the founders. It is divided entrepreneurial support system into entrepreneurial policy support such as entrepreneurial education, mentoring and consulting, and funding of startup support such as policy fund and R & D fund, distinguished the behavior of founder into behaviors for discovery of entrepreneurial opportunities and behaviors for exploiting entrepreneurial opportunities. In order to analyze whether it affects the corporate management performance, a research model was created based on the previous research and hypotheses were set up, and the hypotheses were verified based on this questionnaire. The results of this study are as follows: First, it is found that the support for entrepreneurial policy has a positive effect on the behavior characteristics of entrepreneur. Second, it is found that the startup support such as policy fund affects the behavioral characteristics for finding the opportunity of the founder, but it does not affect the behavioral characteristics for the opportunity exploit. Third, it was found that the behavior characteristics of entrepreneur founding opportunity and exploition of entrepreneurial opportunity influenced the performance of the company. According to the this study, the following conclusion were obtained, First, it is necessary to apply different policies according to the stage of growth of startup companies. Second, startup companies grow through the stages of development of new technologies and ideas, commercialization, and marketing, at each stage, entrepreneur must overcome the so-called Death Valley, which requires funding.

Problems and Improvements of Urban-to-rural Migration Policy in Gyeongbuk Province (경상북도 귀농·귀촌정책의 문제점과 개선방안)

  • This study explores the status, characteristics and problems of urban-to-rural migration policy in Gyeongbuk Province, and suggests some improvements based on this analysis. Gyeongbuk Province enacted local ordinances related to urban-to-rural migration for the first time in Korea, and has expanded the area of its own projects in addition to the central government's support projects. Consequently, the degree of satisfaction for the support projects in Gyeongbuk Province is higher than in other provinces. Problems of the support projects for urban-to-rural migration are the lack of role sharing between central and lower level local government, and the lack of connectivity among the relevant departments; the non-reflection of regional characteristics and attributes of urban-to-rural migrants (household); and the insufficient satisfaction of policy demands by non-agricultural urban-to-rural migrants. Improvements for these problems include establishing governance that involves urban-to-rural migrants in addition to the existing policy actors, and institutionalizing the project to properly embed this governance in the region. In addition to economic and physical support, diverse programs based on the adaptive cycle, 'non-agricultural rural jobs' for nonagricultural urban-to-rural migrants, and support programs for professional competency enhancement contributing to rural communities should be developed.

A Comparative Study of family gap in Welfare States :The Role of family policy and labor market structure (복지국가의 '자녀유무별 여성임금격차(Family gap)' 비교연구 : 가족정책과 노동시장구조의 영향을 중심으로)

  • This study examines the association between family policies and family gap using data for 14 OECD countries. As family policies have different assumptions about women's roles and include variant sub-policies, this study identify two distinct family policies: 'employment support policy' to support women as employed workers and 'caregiving support policy' to support women as caregivers. Meanwhile, women's wage cannot be determined by the effect of 'only' family policy. Therefore, analysis model includes variant macro structure supposed to affect women's labor status and wage, like labor market structure, wage structure(compression), women's social status and economic status, and examines interaction effects between family policies and these labor market and social structures using Fuzzy-Set Qualitative Comparative Analysis (FSQCA). The FSQCA result shows that relatively low family gap is associated with the conjunctual causation of developed 'employment support policy' and compressed wage structure.

Study of Startup Policy of Government Research Institute through Importance-Satisfaction Analysis of ETRI Pre-Startup Support Program (ETRI 예비창업지원 프로그램의 ISA 분석을 통한 출연연 기술창업 성과 제고 정책 연구)

  • According to attended about startup, there are many policy and program for activating of startup. Government's policy and program was scale up and arrangements for high quality. Nevertheless, policies and programs are concentrated on ante-startup stage. And experts have questioned that effect. So, there are needed a program focusing pre-startup and incubation stage. Accordingly, this study propose a kind of educative program named Pre-Startup Support Program. Through the program, pre-startup teams or entrepreneurs will inspect items, business skills and surroundings of market and competitors. And they have a time for complementation of deficiency. This study selects ETRI spin-off(research based spin-off born ETRI) by means of an object of study. ETRI's programs are started in 2011 with intent to incubate the entrepreneur through market research, mentoring, space of incubation and funds. This study analyze using the ISA(Important-Satisfaction Analyze) and the regression. We classify the pre-startup support program using the ISA. And then, we analyze the influence of satisfaction using the regression. On the basis of results, we identify the effectiveness of pre-startup support program and propose plans for reinforcement. In conclusion, adopting a pre-startup support program is expected to success of startup.

The Effect of Overseas Exhibition's Quality Characteristics on Re-Participation Intention: Focused on the Mediating Effect of Participation Performance and the Moderating Effect of Policy Support (해외전시회 품질특성이 재참가의도에 미치는 영향: 참가성과의 매개효과 및 정책지원의 조절효과를 중심으로)

  • This study aimed to confirm the quality of exhibitions and the effectiveness of government's policy support for small and medium-sized companies seeking to help companies expand overseas marketing and improve their performance through participation in overseas exhibitions. For the purpose of empirical analysis, the survey was conducted directly to exhibitors of companies participating in overseas exhibitions with the support of government for three years from 2016 to 2018. As a result, the quality characteristics of overseas exhibitions had a significant positive influence on re-participation intention, and the influence was the most important in organizer's capacity, followed by exhibition reputation and exhibition environment. In addition, quality characteristics had a significant effect on participation performance, and participation performance had a partial mediating effect on re-participation intention. The government's policy support had a significant moderating effect between participation performance and re-participation intention, and the conditional indirect effect (adjusted mediating effect) on the effect of quality characteristics on re-participation intention through participation performance. This study has an academic significance in confirming the mediating effect of participation performance and the moderating effect of government policy support.

  • The implication of this study is that the development and market participation of the next generation eco - friendly vehicles is accelerating, and consumers 'interest is increasing. Also, the product attributes of environment - friendly vehicles and the government's policy support for the next generation eco - friendly vehicles. The purpose of this study is to investigate the effect of purchasing behavior of eco-friendly vehicles on the product attributes of eco-friendly vehicles. Economic, image, functionality, and service convenience have positive effects on consumers' purchase intention. As a result of examining the moderating effect of the government support policy between the product attributes of environment - friendly vehicles and the purchase intentions of environment - friendly vehicles, the government or municipal government has no control effect such as vehicle price subsidy, vehicle tax subsidy, Carbon tax support to prevent emissions was found to have a moderating effect of supporting 10,000 won per ton, even if 5,000 won per ton was supported. This suggests that consumers who prefer to buy eco-friendly vehicles are more likely to have environmental factors.

  • Korea's spatial information companies have been supported by the government due to overcome the weak global competitiveness. This research examines possible causality between the request from the company and the policy support by the government. Structural equation model is used to analyze the recognized competitiveness and the supporting policy. The analysis result shows no statistically significant causality between the company's request and government's support. In other words, the current policies including subsidies, tax incentives, national certificates, and information channels do not impact the global competitiveness of a spatial information company. This research concludes that it is necessity to identify actual weaknesses of the company and to review the efficiency of the supporting policies to overcome those identified weaknesses.

  • The government enforced policies such as social distancing and limiting business hours to prevent the spread of COVID-19. However, the impact of the long-term COVID-19 pandemic is causing more serious difficulties for small business owners. The government intended to relieve the business management pressure for small business owners by drawing up the COVID-19 emergency disaster relief funds. The funds provided temporary support for the small business owners, but the prolonged pandemic worsened the business management difficulties. Therefore, this study will apply fixes that fail and shifting the burden archetypes from the system archetype of system thinking for the exploratory deduction of policy measures as the policy leverage to effectively enhance the recovery of small business owners. In response to the situation, emergency financial aid for small business owners and support that can enhance the self-sustaining powers are required to heighten the recovery of small business owners.

A Comparative Study on the Supporting Systems and Methods of Social Enterprises of Hong Kong, Japan, and Korea (일본, 홍콩, 한국의 사회적기업 지원체계 및 지원방법 비교연구)

  • The study conducts a comparative study of the supporting systems and methods of social enterprises in Korea, Japan, and Hong Kong to propose a policy on sustainable growth of social enterprises and their long-term activation. By investigating previous studies, this researcher drew the frame of a comparative analysis and conducted the comparative analysis. First, regarding the supporting system for social enterprises, it was found that Korea had better institutional foundation and system, whereas Japan had better activation, cooperation and network of intermediary support organizations. In Korea there is the law related to social enterprises, and the government takes control of all of the organization in charge of the policy, intermediary support organizations, cooperation and network, and authentication system. However, Hong Kong has yet to establish a basic institutional system to grow and activate social enterprises, and foreign intermediary supporting organizations increase the network and cooperation level to support social enterprises. Thirdly, for supporting methods for social enterprises, there were direct financial support, indirect business support and other kinds of support in Korea, whereas indirect support was activated in Japan. Although The Hong Kong government barely supports social enterprises, it comes up with a plan to support the firms serving as social enterprises under its the 12th 5-year development plan. For sustainable growth of Korean social enterprises, this study suggested the change of the government policy to the direction of creating social enterprise ecosystem through cooperation and network activation, indirect support in the middle of process, and activation of intermediary support organizations.
