Fisheries resources living in inland have continuously reduced due to over-fishing and development thoughtless for the environment. Inland fisheries that target the fisheries resources have been also confronted by several problems such as insufficiency of inland fisheries management systems, inconsistent fisheries management system, inferior infrastructure of inland fisheries, and decreasing fishermen's real income. These problems have demotivated fishermen who want to focus on fishing and farming activation. Therefore, this paper provides alternatives of reorganization for turning to sound and healthy inland fisheries industries by reviewing Korean inland fisheries management systems. The reorganization should be preferentially granted resource management by water system considering geographical conditions, seed release, and establishment of fisheries order for maintenance of sound and healthy inland fisheries. Also, the reorganization should be moved toward the competitive strengthening of "company unit" for inland fisheries, the nourishment of fisher-oriented fisheries management system, strong relationship among inland fishermen, the systematic management of inland fisheries, the strengthening of guidance service for inland fisheries, the extension of infrastructure related to fisheries production, the development of inland fisheries policy including public people, and the improvement of inland fisheries system and law reflecting various users of inland fisheries.

For the government of president Moon's AI SW HRD policy, he proclaimed AI democracy that anyone can utilize artificial intelligence technology to spread AI education for the people of the country. Through cognitive map analysis, this study presents expected policy outcomes due to the input of policy factors to overcome crisis factors and utilize opportunity factors. According to the cognitive guidance analysis, first, the opportunity factor is recognized as accelerating the digital transformation to Covid 19 if AI SW HRD is well nurtured. Second, the crisis factor refers to the rapid paradigm shift caused by the intelligence information society, resulting in job losses in the manufacturing sector and deepening imbalance in manpower supply and demand, especially in the artificial intelligence sector. Third, the comprehensive cognitive map shows a circular process for creating an AI SW ecosystem in response to threats caused by untact caused by Corona and a circular process for securing AI talent in response to threats caused by deepening imbalance in manpower supply and demand in the AI sector. Fourth, in order to accelerate the digital circulation that has been accelerated by Corona, we found a circular process to succeed in the Korean version of digital new deal by strengthening national and corporate competitiveness through AI-utilized capacity and industrial and regional AI education. Finally, the AI utilization empowerment strengthening rotation process is the most dominant of the four mechanisms, and we also found a relatively controllable feedback loop to obtain policy outputs.

Construction of metro transportation infra is a large-scale project requiring tremendous financial resources. This study suggests operation method to use for rapid transit line existing infra such as Gyeongbu line and spare line capacity following second phase KTX construction. Reviewing various constraints of metro rapid transit operation, we found that the conditions for metro rapid transit operation are already satisfied in Daegu area, just like the case of Gyeongbu line in Seoul Metro area. Also, the evaluation of the economic feasibility of metro rapid transit operation in Daegu area shows that B/C is about 2.4, which implies that there is sufficient economic feasibility. According to the result of sensitivity analysis, the project is economically feasible unless the passenger demand decreases 15% and construction costs increases more than 70%. B/C is evaluated large because the utilization of already exiting infra lowers the initial cost. As one of mass transportation system of large capacity, metro rapid transit can generate significant spillover effect: It will strengthen competitiveness of metro area by connecting cities within the area and by extending one-day life zone of the area, to say nothing of the benefit of improving traffic condition. The construction of metro rapid transit network is necessary for the mass transportation system of Yeongnam area as well as Daegu area, and it may work as a starting point for uniting Daegu and Gyeongbuk and strengthening regional competitiveness.

Greeting the globalization and information period of 21C, the improvement of the distributional system structure and modernization of publishing distribution are the seriously required periodic assignments for the publishing industry that is a national knowledge and culture industry to be equipped with the core competitiveness. First, it is to found a large distributional organization that is able to provide total logistics services in time that is essential to the publishing company and bookstore. Second, it is to have a logistics service to act up to the variable requirements of customers such as publishing companies and bookstores under the rapidly changing distribution environment. Third, it is to provide the standardized information of publishing distribution. It is needed to establish a total distributional center in collaboration to satisfy the requirements of publishing industry as above. By doing this work, structure of the publishing distribution system can be improved and its constitution can be strengthen, and it is possible not only to construct a stable supply system but also to realize an information-based system in the publishing industry with the construction of information system and its utilization. Furthermore, the application of RFID in the publishing distribution is essentially required to provide the symbolic model and logistics infrastructure into the 'Paju publishing culture information industrial complex'. It could be possible by growing the international recognition regarding distribution environment and strengthening the international competitiveness in the period of the ""Open door".

Financial service in economy is same with neural net or vein net of human body. Moreover, every economic entity which has experienced global financial crisis in 2008 is realizing more importance and power of financial service, and is recognizing financial service as a part of new engine of growth for economic development. As global linkages relating financial service in the industry are deepened, we can expect that the economic interests between countries are more conflicted. Because financial service is regarded as critical factors in order to ensure future competitive advantage, more active change of financial service paradigm in Korea is required. The purpose of this paper is to analyze the paradigm of financial service in global business aspect, to prepare the global governance strategies about financial service, and to bring up some ideas for Korea's economic development after global financial crisis by intensifying the competitiveness of financial services. It is suggested that Korea should prepare the "Master Law for Financial Service" (provisional name) in advance as governance strategy for financial service. And not only establishing the financial risks prevention system and consumer's protection agency, but financial competitiveness strengthening actions will have to be included in governance strategy of financial service in Korea.

Studies suggested an increase in the competitiveness and roles of mainline railways like speed and accessibility improvement, as a fundamental direction of the National Transport Network Plan. At this point, topics presented especially for strengthening the role of human and environment centered transportation: as to the greatly improved speed competitiveness, there are an operational speed above 180km/h ~ 200km/h and traveling within 2 ~ 3 hours among big cities. As to accessibility improvement, there are accessibility to main railway stations within 30 minutes, and the improvement of accessibility, safety, eco-friendliness, amenity etc. As a part of these suggestions, field specific plans were proposed for the establishment of expressed mainline railway network in Korea such as train's, civil structures, trolley lines etc. In this paper we analyzed the conventional lines and systems to figure out whether to change details in terms of H/W of signaling system. Additionally, we reviewed the compatibility or difference of signalling system depending on train's speed. With this result, we deduced the number of virtual blocks specific to the speed of 180km/h, 200km/h and 230km/h, which were showed for the speed improvement considering each variable like blocks, braking distance etc. In this way, we suggested the railway signal system establishment plan considering safety operation.

This paper proposes Korean national science and ICT policies in artificial intelligence (AI) field. After analyzing the AI trends in major countries as an initiative for global competitiveness, we suggest for new solutions for nutcracker threats and provide policy recommendations for strengthening competitiveness and commercialization in AI field of Korea. Korea's AI status was diagnosed in the order of governance, research and development (R&D), technology commercialization, law and legislation, and human resources strategy. In conclusion, it proposes improvement of governance, procession of long term future market initiative R&D, development of AI commercialization platforms, preparation of research friendly law and environment, and the nurturing of practical and converging human resources system.

As global competition has become more intense in recent years, collaborative cooperation and shared growth between large and small enterprises for enhancing competitiveness of enterprises have become an important social concern. In the long run, collaborative cooperation between large and small enterprises is becoming more important not only in terms of enhancing corporate competitiveness but also in terms of CSR and CSV. In fact, many large companies are strengthening collaborative cooperation. This study compares and analyzes collaborative cooperation cases of major Chaebol companies including Samsung Electronics, and derive implications for collaborative cooperation plan of large companies.

Single PPM Quality Innovation activity made a great contribution to strengthening the quality competitiveness and the international competitiveness for the domestic small and medium enterprises. But it doesn't work to companies that deal with the particular products for the difficulties during the promotion and the business management. Then, SQ-Mark, which is currently adopted to domestic automobile companies, was benchmarked and studied for its accessibility and solutions. Quality Innovation activity in the particular industry is requested to conduct the confirmation and the inspection in deeper level caused by the specialty of product itself, product engineering manufacturing processes. This study improved 6 steps of the Single PPM activity so that the Single PPM Quality Innovation activity is progressed well for the Mold industry especially among the particular industries. It shows the improvement to the management of the delivery schedule, which has been problematic, if adopted to the relating industries based on this study, it is anticipated to help the corporate operation much.
