As this study is the descriptive research study that tries to present the basic data aiming to establish a role of nurses for the Community Welfare Center, by surveying the role expectation and the degree of role performance towards nurses for the Community Welfare Center that nurses for the Community Welfare Center and social workers recognize, it carried out the Questionnaire research targeting nurses who are working for the Community Welfare Center located in Seoul and social workers of institutions where nurses are working, and then analyzed the results, and the study results are as follows. Both the group of nurses and the group of social workers were highly recognizing the necessity and the importance of nurses for the Community Welfare Center, and expected that more effective services will be possible to be offered by means of that nurses do work for the Community Welfare Center. However, compared to the degree that social workers recognize a nurses specialty, the nurses thought that their specialty is not acknowledged in the Community Welfare Center, and even in case of duty friction between groups being felt while social workers and nurses are working together, nurses were experiencing further friction of duties. While nurses are well recognizing their roles, they are statistically and significantly recognizing the degree of role performance lower than expected, thus the difference between the role expectation and the role performance could be seen. Also, the group of nurses showed the higher role expectation towards nurses than the group of social workers, and in relation to roles of a counselor, referral resource, an advocator, an educator, a case manager, a and a coordinator, the degree of role expectation by the group of nurses is statistically and significantly higher than the group of social workers, thus it could be seen that there is difference in the expectation degree between both groups, as to a role of nurses for the Community Welfare Center. In particular, as to a role of universally medical services, the expectations between nurses and social workers showed mutual agreement, but in relation to a role of nurses for community in the more expanded sphere, social workers did not show a receptive attitude, thus it was indicating that there exists an element of role conflict. In relation to the role performance of nurses for the Community Welfare Center, nurses were feeling the disorder degree more than social workers, in all items of disorder factors, and there was difference in recognition between nurses and social workers, as to the priority of disorder factors. Because of, through this study, having been found the difference in recognition of role expectation, the degree of role performance, and a disorder factor between nurses and social workers, as to the nurses for the Community Welfare Center, it is required a study with a more diversified method on a role of nurses for the Community Welfare Center.

The recent change of social environment has influence on the configuration of space for the community social welfare center. And so the relation of space and the service function required the change of spatial configuration. The social welfare center fills the role of family welfare, domiciliary care, community service etc. In such sense, this research explore the conditions of spatial configuration for the community welfare service unit of social welfare center in small city. For this study, it was investigated the space role and service function, the service program, the usage characteristics, the room satisfaction of social workers. In sum, the useful data were collected, analyzed, and colligated by case study. It could be used in the basic design criteria of community service unit for the social welfare center in small city.

It is true that the social welfare center influences on the community service. The recent change of social environment has influence on the configuration of space for the community social welfare center. The social welfare center fills the role of family welfare, domiciliary care, community welfare, education culture etc. Education culture magnified, and it is acting role as the community education culture center by various program including cultural desire according to the modern request to the whole local resident. In such sense, this study explore the conditions of spatial configuration for the education culture unit of social welfare center in small city. For this study, it was investigated the space role and service funtion, the service program, the usage characteristics, the service importance. In sum, the useful data were collected, analyzed, and colligated by case study. Case study and analysis contents about education culture unit of social welfare center present the basic design data for the space plan of suitable social welfare center in small city.

The essential role of social welfare center is family welfare, domiciliary and community care, community organization, social education etc. In this sence, this study explored the condition of space planning for the family welfare at the social welfare center. For this study, it was reviewed the role and function, the service program, the degree of unit activity importance, space satisfaction, the usage characteristics. In sum, the useful data were collected, analyzed, and synthesized through case study and could be used in the guidelines as reference information for the spatial organization of the family welfare unit at the social welfare centers in small town.

사회복지관은 지역사회 내에서 일정한 시설과 전문인력을 갖추고 지역사회의 인적 물적 자원을 동원하여 "지역사회복지"를 중심으로 한 종합적인 사회복지사업을 수행하는 사회복지시설을 말한다. 그러나 이러한 사회복지관은 정도의 차이는 있으나 대체로 만성적인 재원부족으로 자율적이고 특수한 프로그램의 개발과 시행에 어려움을 겪고 있으며, 재정부족과 관련되는 문제로 조직과 인력구성이 본래의 사업과 특수사업을 운영하기 어려운 구조로 되어있다는 점, 그리고 사업분야 가운데 지역사회복지가 활성화되지 못하고 있어 지역사회의 사회문제 해결이나 주민참여에 의한 조직체 형성, 타기관 협력 연계를 통한 사회제도적 변화가 유도되지 못하고 있다는 점 등의 문제점이 있다. 사회복지관 본연의 역할인 전문 상담 예방적 서비스제공 등의 활성화를 위해서 재정지원의 현실화가 최우선 과제이고 기초자치단체 단위로 각 복지시설별 양적 수요분석과 함께 주민욕구를 분석하여 소비자중심의 지역단위 복지종합계획이 수립, 실천되어야 하겠으며, 지역사회복지체계의 수립과 계획을 위하여 종합적인 "지역사회복지법"이 제정되어야 할 것이다. 또한, 분야별 전문인력 자원봉사자 확보가 가능하도록 제도적 법적 보완이 필요하고, 평가에 있어서도 운영평가와 프로그램평가로 구분하여 운영평가를 회계감사로 대신하고 프로그램평가는 질적 평가를 실시하며 평가제를 운영법인에도 실시하여 위탁운영 재계약 여부를 결정하는 자료로 활용하는 것이 바람직하다.

Background and Aim : As the aged society is coming, people pay attention to it and the government is also increasing subsidy into the welfare of the aged. As a branch of social welfare, community welfare is familiar and close to local residents. We could open up a new field in community welfare for oriental medicine and oriental medical doctor(OMD). Materials and Method : Analyzing the worts of community welfare center, we tried to find ways for OMDs to take part in there. We focused m community care and home care service of community welfare center and community health center. Result : Free oriental medical services are offered in many places, but a lot of them are temporary and hard to continue due to financial problem and lack of specialist. Local residents want to know about oriental medicine but few OMDs are willing to participate, thereforen, unqualified lectures of such as hand acupuncture, moxibustion, meridian massage prevail among them. This leads to illegal oriental medical services in the name of volunteer medical work. Conclusion The system is needed that local OMD association take part in community welfare of oriental medical service and care with community welfare center and community health center. Local volunteer medical services and researches of medical policy can help increase the chance for OMDs to go into social welfare system of the aged.

The purpose of this study is to suggest the possibility of complexity use these facilities for elderly welfare facility or public health facility and community center in rural. For this purpose this article researched into elderly welfare facilities, public health facilities and social welfare centers. And we studied of village community center, life pattern in old people in rural. With a rapidly increase in population of older people in rural, there is a great demand for the construction of complexes facilities. Particularly, there was highly demand for the public health facilities and the welfare programme of physiotherapy facilities on village community center in rural. However, there is not a intersection of space composition and specification function between elderly welfare facilities and public healthcare facilities and community welfare centers in this time. Accordingly, in the future plan for community center in rural, it is necessary to consider integration with public health facility. And it is necessary to compose the community center in consideration of the spatial organization of complexity as a possibility of community welfare activities.

본 연구는 급변하는 사회적 환경 속에서 지역사회 주민들의 종합적인 복지서비스 제공을 목적으로 설립운영되고 있는 지역사회복지관의 정체성 확립과 활성화를 위한 대응방안을 모색하고자 하였다. 사회복지 환경의 변화를 크게 제도적 측면과 실천적 측면으로 구분하여 지역사회복지관의 대응방안에 대하여 살펴보았다. 지역사회복지의 핵심기관으로서 지역 주민들의 삶의 질 향상을 위한 서비스 제공과 더불어 체계적인 관리를 위한 사례관리기관으로서 역할과 지역주민의 조직화를 통한 지역사회 문제의 공동대처를 위한 방향을 제시할 수 있는 역할이 요구된다. 또한 대상별 다양화되고 있는 단종복지 기관의 출현과 유관기관의 설립으로 과거의 종합적 복지서비스 제공에서 다양한 기관과의 차별화된 서비스 제공이 필요할 것이다. 마지막으로 시장화, 민영화로 이루어진 최근의 사회복지 환경변화에 따른 단순한 서비스 제공기관이 아닌 타기관과의 경쟁적 관계에서 생존할 수 있는 기관의 정책적 대응 전략이 필요할 것이다.

In the 1990s, with enacting of the laws on the family violence in Korea, agencies such as helpline 1366, counseling center and shelter for the female victims have been rapidly increasing in number. Also police and medical center have been viewed as having major responsibility for delivering services and social workers in community welfare center and public social worker have been expected play a role in community-based delivery systems for the female victims. The purpose of this study is to measure the level of the inter agency coordination and to find out the factors affecting the inter-agency coordination in family violence and to make policy implications for a better delivery system. The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.
