The government has been promoting suicide prevention policies, but the elderly suicide rate has still not improved. This study focused on the role of local governments in solving suicide problems and analyzed three-year data from 2015 to 2017 at local governments level to investigate the relationship between suicide prevention policies and elderly suicide rates. Multiple regression analysis and logistic regression analysis was conducted to control social capital factors, demographic factors, and medical use factors that can affect the elderly suicide rate. As a result of the analysis, it was confirmed that suicide prevention ordinances were enacted and suicide prevention centers were established in areas with high suicide rates. In areas with high suicide rates, the suicide rate decreases if the elapsed period is long after the establishment of the center. From the perspective of suicide rates, it was analyzed that the local welfare support system was more affected. Accordingly, it was confirmed that the suicide prevention policy should be established in connection with the reinforcement of welfare policies

The purpose of this study is to investigate what affect social welfare workers' want of career change. The structural equation modeling(AMOS 16.0) was used to examine if job characteristics and organizational characteristics have direct affect on turnover intention or the indirect affect of organizational commitment. A survey was conducted on the social welfare workers of private social agencies in the capital area and 256 of 297 questionnaires that showed clear intentions on turnover were scrutinized. According to the analysis, job autonomy(job characteristics) and fairness in promotion (organization characteristics) influences organizational commitment. Job demand, job instability, wage level, and organizational commitment have and effect on turnover intention. The results of this study suggest that in order to reduce the turnover intention among social welfare workers, empowerment, systematic organization of tasks and active communication should be reinforced.

Objectives: The objective of this study was to identify the effects of area-based health promotion initiatives with community participation and partnerships conducted in Sabong-Myeon, Jinju City for three years. Methods: We used data from the '2008 Sabong-Myeon Health Survey' and the '2011 Health Plus Happiness Plus Community Health Survey'. The study comprised 520 systematically sampled individuals, composed of 300 adults in 2008 and 200 adults in 2011. We compared some health behavior and mental health indicators as well as social capital levels between these two surveys. Results: The prevalences of smoking and walking exercise in 2011 were significantly higher than those in 2008. The prevalences of high risk alcohol consumption in men, stress perception, depressive symptoms experience, and suicide ideation were significantly lower than those in 2008. The proportion of people having a high level of social capital in 2011 was significantly higher than that in 2008, regardless of sex or marital status. However, the difference in the proportion was not statistically significant among people with a high educational background. Conclusions: This study suggested that the 3 years' implementation of area-based health promotion initiatives conducted in Sabong-Myeon might help to improve the mental health and social capital level of this community. The long-term health effects of area-based health promotion initiatives with community participation and partnerships need to be studied further, and lessons from these initiatives can be obtained by adapting proper evaluation methods.
Purpose - This study examines how employees' perception of HR department expertise affect their satisfaction of education and training. Moreover, this study explores that the HR department's communication activities moderate the main effects between satisfaction of education and training opportunities. Design/methodology/approach - This study predicts the positive relationship between employees' perceptions of HR department expertise and their satisfaction of education and training. Furthermore, the HR department's communication activities will strengthen this positive relationship. To test these hypotheses, this study used the Human Capital Corporate Panel (HCCP) datasets, especially individual-level 2017 data. The final number of samples is 1,947 for the analyses. In addition, this study utilized a hierarchical regression model with SPSS program. Finding - The results analyzed with the hierarchical regression model showed that the perceptions of HR department expertise had a positive relationship with satisfaction of provided educational and training. In addition, the HR department's communication activities moderated the relationship between perception of HR department expertise and satisfaction of education and training opportunities. Research implications or Originality - This study suggests academic and practical implications for future research in the human resource development filed by clarifying the critical factors to increase employees' satisfaction and transferability of education and training.
This study examines the hazard rate of reemployment by conducting the Cox regression analysis. In addition, two gender groups are subjected to comparative analysis to identify the effect of the factors related to the human capital and human capability perspective on reemployment. For this purpose, 1,871 cases are selected from the 5th year data from Korea Labor and Income Panel Study. The results of study are as follows. First, the factors of human capital, such as education, appropriateness of skill level, and job tenure hold negative impact on the probability of reemployment, while factors of human capability, such as basic learning ability, health insurance, social insurance, residential area(living in the Seoul metropolitan area) hold positive on the probability of reemployment. It is interesting note that there are different sets of factors that affect the probability of reemployment in the two gender groups. This trend is even more apparent in the case of factors that pertain to human capability. The results of this study imply that the factors of human capability, which stress the socio-institutional characteristics, should be considered as comparably significant compared to the factors that pertain to human capital when it comes to the estimation of reemployment. Also, results of this comparative study teach us that various perspectives, such as dual labor market theory and gender-segmented labor market theory, should be factored in for reemployment discussion as well. In conclusion, this research delivers several significant messages since it introduces the concept of human capability perspective, subjected to few empirical analyses in the past, and also heralds the way for comparative analysis on the impact of the factors pertaining to human capability on reemployment.
In the face of revolutionary changes in industry, the relationship between labor and income needs to be reconceptualized in the period of social revolution. The absolute decrease in labor due to the absence of labor is caused by automation, smartization, AI, robot labor, etc., which we must accept whether we want to or not. However, while gross social product and capital of the state or society increase, individual income is likely to decrease. During this transformation period, the state or politics must prepare for the problems caused by the decline in individual income. Until now, there have been various levels of discussion on social welfare or social security from the perspective of welfare or assistance. Attempts or studies at the experimental level have been conducted at the level of many countries or local governments and have found positive and negative effects. There is no basic income system that is widely implemented at the national level, and various discussions are taking place from a future-oriented perspective. Therefore, I propose to look at it from a new perspective based on the perspective so far. We explored that it is part of a positive approach to examine the importance and necessity of basic income in terms of working hours, quality of labor, income, quality of life, value of spare time, and work-life balance. The goal is to actively accept the absolute lack of working hours, replacement of mechanical labor, and polarization due to changes in the industry paradigm, and to look at the problems that come from a positive perspective. If we are going to accept it anyway, we should not look at these issues as short-sighted, but prepare them preemptively and establish a primitive plan from a long-term and overall perspective. Smartphones have changed the world over the past decade and have been lost, but wouldn't there be a lot of new discoveries? Shouldn't we think of it as a great opportunity to improve the quality of life through technological changes?

Modern methods of regulating migration processes in EU states include a wide variety of adapted, transformed under the sway of globalization tools in order to influence the movement of human capital within the European space. The main purpose of the regulatory policy on migration flows is the redistribution of professionally competent professionals between different spheres of life. Herewith, the determining factor in the effectiveness of such distribution is a rational combination of stimulating and disincentive levers of influence on the movement of citizens of different EU countries and taking into account the motives of such mobility. Modernization of migration management approaches can be a major economic, social, political and cultural progress of European countries. The purpose of the research is to conduct a detailed analysis of existing practices of migration flow management, in particular their stimulation or containment, and to outline key migration trends formed under the influence of multicomponent approaches to migration regulation, transformation of regulatory legislation and changing priorities of modern society. The research methods: statistical-analytical method; ARIS method; method of tabular, graphical and analytical modeling; comparative analysis; systematization, generalization. Results. Current pan-European methods of regulating migration processes are insufficiently adapted to the multinational socialeconomic space; consequently, there are some disparities in the distribution of migrants between EU countries, although the overall dynamics of migration is positive. Fluctuations in the population of European countries during 2000-2019 and trends in the transformation of social-economic space confirm the insufficient level of influence of current methods of regulating migration flows. Along with this, the presence of a characteristic asymmetry in the distribution of migrants requires a greater focus on the modernization of regulatory instruments, in particular, the regulatory mechanism for managing migration processes. As a result of the conducted study, further prospects for the implementation of alternative methods of regulating migration processes in EU states have been outlined; the current and projected limits for increasing the level of observance of migrants' rights at the European level have been clarified through the adoption of appropriate regulatory acts; effective solutions for intensifying the influx of high-quality labor resources from different countries to EU have been identified. The research results can be used to study methods of regulating migration processes in the countries in the global dimension.
The purpose of this study is to propose an effective informatization policy by categorizing consumer groups according to the level of digital divide and identifying the characteristics of each type. For this end, a total of 402 data were collected through an online and on-site surveys targeting consumers with internet experience, and the data were analyzed using the SPSS 26.0 program. As a result of conducting a K-means cluster analysis based on access to, capability, and utilization of digital devices, four consumer groups were categorized: 'device lover', 'proficient user', 'general user', and 'digital alienated'. By consumer type, significant differences were found in demographic characteristics, social capital, perception of the future information society, attitude toward technology as innovativeness, discomfort and familiarity, which are the antecedent variables of the digital divide. Significant differences in digital device satisfaction and intention to use, which are outcome variables of the digital divide, were also confirmed by consumer type. This study is academically and practically valuable in that it proposes customized informatization policies for each consumer group according to the level of digitization.
This research analyzes household financial structures and ratios to understand factors of household utility. Its main themes are as following: First, what kinds financial structures are found at each level of income? Second, how are they different by the level of income? Third, what factors contribute to appropriate financial ratios? The themes are supported by the texts on financial ratios from both inside and outside of Korea and proved by the Korean Labor and Income Panel Survey, the fifth annual edition. The households are exempted that do not support the household principle record in the principle and household economy record. Accordingly, this survey is from a financial structure analysis of 3,762 households. The analysis utilizes SPSS Window (Version 10.0) program. The following are the results: First, the income level 4 and above, in which the increasing number indicates a higher level of income, are highly ranked on the income-expense level and the asset-debt rate. Also, level 4 has a strong financial structure, whereas level 1 does not. Apparently, the management of the household is complicated by debt redemption and a lower level of assets. Second, Ratio 1, Ratio 2, Ratio 4, and Ratio 5 are different by the level of income. Third, the level of income contributes to the appropriate financial ratio. The financial safety and prospective financial structure at each income level is an important variable. Households with a high income, in particular, have to balance their finances and capital, reducing liabilities and increasing the total assets. In other words, the family must hold assets to enhance efficiency according to the character and income level of the household. This research is a useful resource for such a decision-making as to improve household financial structure stability. Also, it can be adopted to evaluate financial products for specific households and be used for economic and social welfare planning to predict how households influence the nationwide economy.
The purpose of the study is to examine a new paradigm of Korea labor movement so that Korea labor union may adapt itself to change of labor environment and raise its organizing rate. Examining assignments to have to practice for a new paradigm of a labor union in the 21st century. First, common industrial relations should be constructed. To achieve it, it is necessary that labor and management have a strong partnership as a group sharing common destiny on the basis of mutual confidence. Second, unionism in the side of social reform should be settled down. Labor and capital should grope coexistence and co-prosperity through conversation and negotiation, escaping from opposition and fighting. Third, service function of a labor union should be strengthened. A labor union should offer service as pursuit of diversity, self-management and autonomy in work for laborers. Fourth, labor and management should try to stabilize industrial relations followed by industrial-level negotiations. Fifth, labor and management should try to develop human resources in cooperation between the two. Labor and management should participate in developing human resources on the basis of cooperation. If a labor union has a positive practice for a new paradigm of labor movement as above and recognition about a labor union is changed, industrial relations will realize more developmental relation.
