  • Risk Assessment, a basis of health and safety management system, is an calamity prevention activity which regularly measure the level of a risk to passively improve potential hazard. A problem, the assessment not being improved to be applied to the construction work site where requires diversity and complexity, causes the assessment to be inefficient to bring quality results. A study on the investigates and compares the surveyed degree of recognitions of workers who works in companies executing the risk assessment By the investigation and comparison, it is expected to bring the better solution for early and efficient application for those companies which are not taking the risk assessment.

  • Recently, the importance of prevention has emerged for the management of construction safety accidents.. Accordingly, this study collects and quantifies various risk factors at the construction site to represent them as direct risks and to create a predictive process for prevention in advance. These risk figures can be used as comprehensive safety figures to reflect current site conditions and past accidentt cases. The prevention of industrial accidents is managed in advance through the development of applications thatt quantify and predict the risks of individuals working at construction sites. The purpose of the project is to reduce industrial accidents in the construction industry by supporting safety management of site managers and workers.

  • Tower cranes are essential equipments that play a key role in the overall process of large-scale construction projects, as well as high-rise apartments construction projects. Tower cranes hoist various loads near and over people, working in crowded environments, sometimes in overlapping work areas, and often under the constraints of time, budget, and labor. This work system further increases the safety risks of sites with inherently hazardous workplaces. The methodology of this research was based on a comprehensive inquiry of a team of experts, including safety managers and equipment managers of major construction companies and previous literature search. Due to the limited resources available to improve safety and prevent accidents, more attention should be paid to all parties involved in factors that have been evaluated to have a significant impact on site safety due to tower crane operations.

A Study on the Site-Specific Response Spectrum in Korea

  • Safe shutdown earthquakes (SSE) of four existing nuclear power plant sites were evaluated by using a probabilistic method. It turned out that the SSE's of the two sites are smaller than those of the rest. Site-specific response spectra were developed for two sites of which SSE's show a comparatively large difference. The result shows that the site-specific response spectrum of one site is higher by a factor of 1.5 than that of the other. The comparison of uniform hazard spectrum and site-specific response spectrum at one of the two sites shows that the both spectra are consistent with each other.

  • Recently, carelessness on safety management in construction sites has caused a sharper upward trend in accidents and disasters, compared to the past. Therefore, this study analyzes the causes of accidents that occurred on construction sites in the year of 2007, and proposes preventive measures. The construction industry had a heavy death rate with 279 out of 418 deaths from falls in all industrial sites, accounting for 66.7%. And the causation analysis found a particularly high incidence of temporary structure-related accidents, with falling off scaffolding as the most common cause of accidents. According to the causation analysis of fall-down accident cases, accidents induced by protrusion on construction sites are a big contributor resulting in the deaths of 312, accounting for 74.8%, which is deemed to be due to site disorderliness. And to remove floor protrusions and to secure workers' traffic line and safety, neat and thorough site arrangement is necessary. Against collision, efforts must be made to prevent equipment-pedestrian crashes on site, which necessarily requires emergency lamps, alarm bells, and safety poles and blocks to be installed, lighting systems to be improved, obstacles to be removed, site supervisors to be assigned to construction equipment works, and workers to be more intensely trained and supervised.

  • Larger and more sophisticated building construction requires more input resources such as worker, materials and devices. Growing resource volume brings risks at a construction site. The industry makes an effort to protect probable incidents at the site by organizing a safety management team. conducting a safety instruction and etc, but losses especially in the construction are higher than other industries. Major reason is that the safety management program is conducted only at the step of construction work and a root cause is not eliminated. Conventionally a concerned party shifts the blame to other parties such as constructor and site workers who are direct participants in the construction site. However, the whole causes of incidents go to the all subject of the construction not only the constructor but the client, designer and others related in the construction, and especially the clients are heavily involved in general concerns of the project. Therefore, this study is defined the role of the clients in nations and domestic condition of construction safety management is investigated. And it is analyzed surveys to prevent incidents at construction sites, and suggested the role of the clients which is classified pre and post construction, and in the middle of construction, and also categorized planning and design & construction schedule especially for the pre-construction level.

Safety Measure Developed Through Analysis of Firefighters' 『Investigation Report on Accidents to On-Site Workers』

  • The study has suggested a way to minimize safety accidents found in on-site firefighting activity by analyzing firefighters' [investigation report on accidents to on-sie workers]. The study result is described as follows. First, the result of [investigation report on on-site workers] shows that while accidents are found to most frequently have occurred to low-ranking firefighting officers such as Sobangsa and Sobanggyo and firefighting officers with career of less than 5 years, fire-extinguishing activity proved to be the most prone to accidents in the category of activity. Second, analysis performed to identify variance between injury extent and area based on cause of accident shows statistically significant variance. In addition, the result of verifying difference in cause of accident based on category of activity shows significant difference with 'falling over and sliding' being the highly likely cause of accident in fire containment and rescue activities and 'reckless move' being highly likely case of accident in emergency activities. Third, the result of verifying factors behind the extent of injury done to on-site workers shows that when accident is caused by 'incomplete behavior', it was found that the extent of injury is substantial. It was also found that rescue activity is accompanied by substantial extent of injury. As a solution to this, the study suggested ways to establish, extend and operate safety-specific curriculum for entrants, develop materials regarding risk prognosis training and explicate training-related regulations, set up safety management measure for a single squad team, upgrade performance of private protection equipment, institutionalize SOP by on-site activity stage, materialize and activate swift rescue team and increase objectivity and proficiency of safety accident investigation.

  • Reviews indicated that supervisory feedback provided to workers is the most effective intervention to change performance in organizational settings. However, supervisors themselves hardly receive feedback on their own behaviors. This study implemented self-management technique to improve supervisory behaviors at a construction site. Self-management in the current study consisted of goal setting, self-monitoring and providing reinforcers for two supervisory behaviors; (1) conducting safety observations and (2) interacting with workers for safety improvement. Two supervisors severed as participants. An AB within-group design was adopted. After baseline (A), self-management technique was implemented (B). Results suggested that self-management was effective in increasing the two supervisory behaviors. Moreover, the increased supervisory behaviors were associated with improvement in workers' safety performance.

A Study on the Achievement of Required Safety Integrity Level to Reduce Risk for SMR On-Site Hydrogen Refueling Stations (개질형 On-Site 수소충전소의 리스크 감소를 위해 요구되는 SIL 등급 달성 방안에 관한 연구)

  • In recent years, hydrogen has received much attention as an alternative energy source to fossil fuels. In order to ensure safety from the increasing number of hydrogen refueling stations, prevention methods have been required. In this regard, this study suggested an approach to reduce the risk of hydrogen refueling station by increasing Safety Integrity Level (SIL) for a Steam Methane Reformer (SMR) in On-Site Hydrogen Refueling Station. The worst scenario in the SMR was selected by HAZOP and the required SIL for the worst scenario was identified by LOPA. To verify the required SIL, the PFDavg.(1/RRF) of Safety Instrumented System (SIS) in SMR was calculated by using realistic failure rate data of SIS. Next, several conditions were tested by varying the sensor redundancy and proof test interval reduction and their effects on risk reduction factor were investigated. Consequently, an improved condition, which were the redundancy of two-out-of-three and the proof test interval of twelve months, achieved the tolerable risk resulting in the magnitude of risk reduction factor ten times greater than that of the baseline condition.
