Tertiarization and Changes in the Demand for Job-based Skills - Focusing on Cognitive Skills and Interactive Skills - (서비스화가 일자리 숙련구조에 미친 영향 - 인지적 숙련 및 상호적 숙련을 중심으로 -)

  • Since Korea experienced a 'jobless growth' in 2003, creating jobs in the service sector has been considered as a top priority employment agenda. However, despite high employment outcomes in services, labor productivity remains stagnant in the service sector in recent years. A great deal of concern has been raised regarding newly created service jobs. Critics say low productivity in the service sector will harm the engine of economic growth in our country. This paper investigates the side of the demand for quality of labor, namely, the demand for skills as one of the main source of low productivity in the service sector. To analyze the changes of skills demand, this paper suggests the concept of job-based skills instead of worker-based skills and presents the way of constructing measures of job-based skills. By means of common factor analysis using job information in the Korean Dictionary of Occupational Titles, I extract 4 direct measures of job-based skills, such as cognitive skills, physical skills, fine skills, interactive skills. These skill measures are used to explore and to test how the skill structure changed in the service sector during 2002-2006. Empirical Results show that whereas the goods sector makes progress toward upskilling being represented by increased cognitive elements and softenization of tasks, the service sector, although high-educated workers increased, exhibits trends of deskilling in the sense of job-based skills during 2002-2006 in Korea. The trend of deskilling however does not seem a general aspect in the overall service sector. Rather, it seems a compound process that high-skilled jobs are created, but, on the other hand low-skilled jobs requiring physical labor are produced at the same time.

  • Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.

  • A strategic model on quality management system was developed and applied for the public service sector. The public service sector includes a wide range of organizations such as local authorities responsible for education, social services and housing, government departments, military forces, and public enterprises like post office and Korean Railroad. Quality management requires strategic integration of management system for achieving customer satisfaction. Questionnaire was developed, and data was collected and analyzed for this study. Conclusively, leadership and organization culture are the important drivers among the quality management activities. Human resource development and process management are significantly related to employee satisfaction, which also significantly influences on customer satisfaction in the public sector.

An Assessment of Infrastructure Investment Policies in Korea (사회간접자본 정책의 성과와 문제)

  • This paper reviews the achievements of the infrastructure investment policies since around 1990 and identifies policy area in which further efforts should be made. Traditional definition of social overhead capital has implied that the government should be the main, if not sole, supplier of the service. However, many sectors or sub-sectors of infrastructure investment and service allow room for private sector involvement. Expanding the role of the private sector will supplement the resources of the public sector, but more importantly, introduce competition in infrastructure provision. Competition will enhance the efficiency even a particular service remains in the hand public supplier. Private sector involvement, however, raises special problems in Koran context. They are the concentration of the Capital region and regional imbalance; excessive economic powers of large business conglomerator, so-called land problems. We examine each problems in detail and suggests possible solutions.

Economic ripple effect and growth contribution of information security industry (정보보호 산업의 경제적 파급효과 및 기여도 분석)

  • This study examines the economic ripple effect on the domestic information security manufacturing and service sectors through input-output analysis. The production inducement coefficient of the manufacturing sector is bigger than the average of whole industry, but that of the service sector is smaller than the average. On the other hand, the service sector is superior to the manufacturing sector in the value added and employment inducement coefficients. Forward and backward linkage effects of manufacturing and service sectors are generally lower than those of the average of whole industry. The information security industry has insignificant contribution to national economy and employment growth overall. In particular, the manufacturing sector records minus contribution to employment growth, which means that a lot of effort for increasing employment must be given further on in the sector.

  • Purpose: This research was carried out to present an ideal cooperative model between the public and private health sectors for the management of community dementia patients. Method: In this study a public-private cooperative council was formed, basic data for dementia patients and their families were collected, and a dementia service program was carried out in cooperation between the two sectors. Results: The survey data shows the majority of the registered patients were undergoing a chronic diseases which would make the dementia health service inefficient. The cooperative public-private council adopted the reinforcement of medical service to the public enrolled dementia patients. The intensive medical service program showed effects on the health status of the dementia patients. Conclusion: The results of this study pointed out that change of the health insurance program supportive to the private sectors to be made; a referral system for the public health sector to the private sector should be established; and expanding the capacity of the visiting health program in the public health sector is needed.

The Impact of Robotics on Employment and Motivation of Employees in the Service Sector, with Special Reference to Health Care

  • Background: The economy is being lifted by the new concept of robotics, but we cannot be sure of all the possible benefits. At this early stage, it therefore becomes important to find out the possible benefits/limitations associated with robotics, so that the positives can be capitalized, established, and developed further for the employment and motivation of employees in the health care sector, for overall economic development. The negatives should also be further studied and mitigated. Methods: This study is an exploratory research, based on secondary data, such as books on topics related to robotics, websites, public websites of concerned departments for data and statistics, journals, newspapers and magazines, websites of health care providers, and different printed materials (brochures, etc). Results: The impact of robotics has both positive and negative impacts on the employment and motivation of employees in the retail sector. So far, there has been no substantial research done into robotics, especially in the health care sector. Conclusion: Replacing employees with robots is an inevitable choice for organizations in the service sector, more so in the health care sector because of the challenging and sometimes unhealthy working environments, but, at the same time, the researchers propose that it should be done in a manner that helps in improving the employment and motivation of employees in this sector.

  • Due to the development of information technology, Convergence and Creative Economy became hot issues. For example, products become more intelligent and services are likely to be connected and integrated around core services or provided as bundle solution. Meanwhile products and services are integrated in the context of mutual supplementation, which leads to Servitization of Products and Productization of Services in many industries. Previous studies have addressed Convergence with different terms and definitions such as Convergent, Multicategory Multifunctional Product, Clouding Service, Bundle and so on from one perspective such as consumers, suppliers or technology according to a wide range of academic approaches. Thus, this study attempted to suggest the most typical convergence products released in the convergence environment and categorize those products. Furthermore, this study has pointed out the problems in the New Product Development Framework discussed in the studies on marketing by taking the situation of the public sector into account and then suggested "New Service Development Framework in the Public Sector" that are different from traditional e-Gov. approach basically and will enable the government to create public information service and provide them to enterprises or citizens. It also emphasized the importance of Business Conceptualization Stage in the framework; argued that there is a necessity of an integrative study from the perspective of technology on the basis of the approach from the perspective of marketing and Policy such as a study of consumer behaviors, design and marketing channel and Policy Integration for the development and dissipation; and furthermore suggested the cases-the development/Diffusion of Transportation Card Service in Seoul and CFC (Call for Collaboration) in Singapore-in order to verify the framework. There is a need to supplement New Service Development Framework so it is able to reflect the distinct characteristics of the public sector from the academic perspective and be used as practical guidelines for SI (System Integration) business to shift into IT Service business. Last but not the least, this study has suggested the limitations and the directions for the future studies.

  • Korean economy has experienced rapid expansion of the service sector at the expense of the manufacturing sector since 1988, which was caused by the wage increase and the appreciation of Won. The government worried about the deindustrialization and the erosion of the international competitiveness, and various measures were taken to enduce labor force into the manufacturing sector. However, this article argues that the expansion of the service sector is inevitable phenomenon in the process of economic development, and the balanced industrial policies are desirable. In addition, the Uruguay Round Service Negotiations require liberalization of the service market and internationalization of the service industries.

Introducing Contract-out in the Policing Service : Focusing on Policing segregated System (치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로)

  • These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.
