Improvement of State Ownership of Excavated Cultural Heritage System and Establishment of Policy Direction (발굴매장문화재 국가귀속제도의 정책 개선방안 연구)

  • State Ownership of Excavated Cultural Heritage System was originated from the legislations concerning cultural objects during the Japanese colonial period (1910~1945) and was succeeded by the present Buried Cultural Properties Act enacted in 2011. Despite the importance of the system that completes the outcomes of excavations and determines the state-owned cultural properties, the foundation of national heritage, it has been limitedly regarded as administrative area and neglected by the academic scholars or policy researchers. Recently the traditional culture has drawn increasing domestic interest and awareness that the cultural heritage contributes to building cultural identity and vitalizing tourism has led to increasing the demand of a local government's role in management of the state-designated cultural heritage and even fighting for hegemony in securing the cultural objects between the central and local governments. Despite the continuing efforts for improving the selection process of cultural heritage and its management institution, establishment of an advanced objective system has been requested. This paper is intended to suggest the policy direction through demonstrating the problem and assignment caused in the process of implementing the Buried Cultural Properties Act and reviews the State Ownership of Excavated Cultural Heritage System from the legal point of view accordingly. First, I suggest improving the selection process of the state-owned cultural properties. Even though current law states that Administrator of Cultural Heritage Administration reviews the research reports and selects the possible candidates for the state-owned cultural properties almost all the cultural objects listed on the reports are practically selected. In this regard, two possible resolutions can be made; newly establishing a separate process for selecting the state-owned cultural properties after publishing the report or adding the selection process of the state-owned cultural properties during the heritage selection meeting. Either way should contribute to strengthening the impartiality and objectivity of the policy. My second suggestion is improving the operating system of the heritage selection meeting in which the cultural properties to be listed on the reports are determined. Given the present extensive assessment criteria, there is much room for certain experts' subjective opinions. Therefore, in order to enhance the fairness and credibility of the heritage selection meeting, specifying the assessment criteria and advance review of the expert list are necessary. Third, this paper suggests increasing the local government's role in management of the state-owned cultural heritage and diversifying the heritage management institution. Development of a local self-governing system has led to the increased demand for delegating the authority of the state-owned heritage management to the local governments. Along with this, the gradual improvements of public museum management raises the need for expanding the cultural benefits through increasing the local government's role in management of the state-owned heritage. Considering the fact that overall majority of the art collections housed at national or public museums is owned by the central government, developing a variety of heritage contents and vitalizing the heritage tourism are crucial. The true meaning and value of the state-owned cultural heritage hidden at the storage of a museum can be found when they are shared together with the public.

Genomic Selection for Adjacent Genetic Markers of Yorkshire Pigs Using Regularized Regression Approaches

  • This study considers a problem of genomic selection (GS) for adjacent genetic markers of Yorkshire pigs which are typically correlated. The GS has been widely used to efficiently estimate target variables such as molecular breeding values using markers across the entire genome. Recently, GS has been applied to animals as well as plants, especially to pigs. For efficient selection of variables with specific traits in pig breeding, it is required that any such variable selection retains some properties: i) it produces a simple model by identifying insignificant variables; ii) it improves the accuracy of the prediction of future data; and iii) it is feasible to handle high-dimensional data in which the number of variables is larger than the number of observations. In this paper, we applied several variable selection methods including least absolute shrinkage and selection operator (LASSO), fused LASSO and elastic net to data with 47K single nucleotide polymorphisms and litter size for 519 observed sows. Based on experiments, we observed that the fused LASSO outperforms other approaches.

Properties of chi-square statistic and information gain for feature selection of imbalanced text data (불균형 텍스트 데이터의 변수 선택에 있어서의 카이제곱통계량과 정보이득의 특징)

  • Since a large text corpus contains hundred-thousand unique words, text data is one of the typical large-dimensional data. Therefore, various feature selection methods have been proposed for dimension reduction. Feature selection methods can improve the prediction accuracy. In addition, with reduced data size, computational efficiency also can be achieved. The chi-square statistic and the information gain are two of the most popular measures for identifying interesting terms from text data. In this paper, we investigate the theoretical properties of the chi-square statistic and the information gain. We show that the two filtering metrics share theoretical properties such as non-negativity and convexity. However, they are different from each other in the sense that the information gain is prone to select more negative features than the chi-square statistic in imbalanced text data.

  • With the National Archives of Korea's establishment of the Selection Criteria for Preservation Format of Digital Records (v1.0) in 2022, criteria have been formed to facilitate the selection of appropriate preservation formats for various types of digital records. With the advancement of technology, diverse electronic file types are produced. However, no specific criteria exist for records other than document types, such as PDF/A-1b. Therefore, the purpose of this paper is to derive intrinsic criteria for selecting preservation formats for audiovisual records, particularly focusing on video-type digital records, to expand the scope of the preservation format selection criteria. Initially, significant properties of video-type digital records were determined, forming the basis for the intrinsic criteria. According to these properties, the video types were categorized into container type and codec type, and three and six evaluation criteria items were derived, respectively. By structuring evaluation criteria for each attribute, this paper proposes intrinsic criteria for selecting preservation formats for video-type electronic records.

  • We have described the optimal process route selection model for the PCB(printed circuit board) auto-insertion line. This PCB assembly line is known as a FFL(flexible flow line) which produces a range of products keeping the flow shop properties. Under FFL environments, we have emphasized the balancing of work-loads in order to maximize total productivity of PCB auto-insertion line. So we have developed a heuristic algorithm based on a work-order selection rule and min-max concept for the job route selection model.

  • In this paper, we establish a class of strong limit theorems, represented by inequalities, for the arbitrary random field with respect to the product binomial distributions indexed by the infinite tree on the generalized random selection system by constructing the consistent distri-bution and a nonnegative martingale with pure analytical methods. As corollaries, some limit properties for the Markov chain field with respect to the binomial distributions indexed by the infinite tree on the generalized random selection system are studied.

  • This paper considers the issue of seasonal cointegrating rank selection by information criteria as the extension of Cheng and Phillips (2009). The method does not require the specification of lag length in vector autoregression, is convenient in empirical work, and is in a semiparametric context because it allows for a general short memory error component in the model with only lags related to error correction terms. Some limit properties of usual information criteria are given for the rank selection and small Monte Carlo simulations are conducted to evaluate the performances of the criteria.

A Study on Web Services Selection and Conditional Branches (웹 서비스의 선택과 조건 분기에 관한 연구)

  • IT Services market is growing rapidly in the business industry and SOA-based Web Services have been introduced as an effective vehicle for the integration of enterprise-wide applications within organizations. The number of publicly available Web Services is ever increasing recently in a variety of areas, and as the number of public Web Services increases, there will be many Web Services with the same functionality. These services, however, will vary in their QoS properties, such as price, response time and availability, and it is very important to choose a right service while satisfying given QoS constraints. This paper addresses the issue of selecting composite Web Services which involves conditional branches in business processes. It is essential to have any conditional branches satisfy the global QoS constraints at service selection phase, since the branches are chosen to execute at run-time dynamically. We proposed service selection procedures for basic structure of conditional branches and explained them by examples. Experiments were conducted to analyze the impact of the number of candidate services and service types on the time of finding service solutions.
