본 연구의 목적은 건설안전문화수준에 대한 정량적 평가를 위한 평가지표를 개발하여 건설현장의 안전문화수준 및 각 안전문화 요소의 수준을 평가함으로써 사고 예방을 위해 중점적으로 개선하여야 하는 분야를 제시할 수 있도록 하기 위한 것이다. 이 논문에서는 안전문화에 대한 선행연구를 분석하여 기존 안전문화 연구에서 안전문화의 중요 요소로 도출된 항목들을 계층적으로 분류하고 분류된 안전문화 요소에 대해 건설현장 전문가들의 의견을 반영한 AHP 분석방법론을 이용하여 건설안전문화 평가지표를 제시하였다. 건설안전문화 평가지표는 리더십, 시스템, 개인적 특성의 세부 항목들을 구조화하고 쌍대비교하여 가중치를 도출함으로써 세부 중요 평가지표를 정량화하여 건설안전문화 수준을 평가할 수 있도록 하였다. 본 연구를 통해 개발한 건설 안전문화 평가지표를 활용하여 건설현장 안전문화 평가를 실시함으로써 각 건설현장 안전문화 정착을 위해 개선하여야 하는 방향을 도출하고 건설현장 안전사고 예방에 기여하고자 한다.

Construction site fatalities accounted for 51.9% of the total fatalities recorded in 2020. It is known that the safety leadership of site managers is important in reducing occupational accidents at construction sites. According to previous domestic and foreign studies, the safety leadership role of managers has significant effects on the safety behavior and safety culture of workers. Therefore, in this study, we identified the factors affecting organizational trust, which are known to be prerequisites for building a safety culture, and sought ways to enhance organizational trust. In this study, measurement data were collected using a self-report questionnaire. A total of 4,373 copies were distributed to workers and managers of business partners who are highly likely to be exposed to occupational injuries, and 3,873 copies were used as final data for analysis, excluding insincere responses and non-responses. As a result of the study, safety leadership was found to have a positive (+) effect on organizational trust, and communication and motivation moderated the relationship between safety leadership and organizational trust. Therefore, for safety leadership to have a positive effect on organizational trust at construction sites, it is imperative that leadership participation includes communication and motivational efforts.

Poor safety management in construction management may adversely affect cost, schedule and quality of a project. Heavy fines upon safety offence becomes a burden to the budget; losing working hours as a result of safety incident impacts on the schedule, and compromising quality is always an indirect consequence when workers perform duties in an unsafe site environment. Therefore, promotion of safety management becomes the top priority in any construction manager's agenda. Working safely will benefit construction project and lead to a "real" success. This paper is a case study, based upon "Geller's 10 principles for achieving a total safety culture", reviewing how a Hong Kong leading construction company fosters the safety culture and possesses a pleasant safety record over years. Its safety performance is not only well ahead the local industry, but also ranges top within the Asia Pacific region and comparable to those mature Western industries. The review concluded that safety culture is one of the major components in construction management and collaboration is the essence to realize this positive culture within an organization. Safety management is not merely a "top down" approach, but requires the positive "bottom up" actions from the other end. The successful story of this company can demonstrate the contribution of safety management in construction management.

Many researchers in South Korea have conducted regarding the safety climate and concluded that the safety climate effect on the safety performance. However, the survey tools that were used in domestic research were developed by individuals or designed by reconstituting, translating from previous studies. In addition, the safety climate as a low factor of organizational culture showed up in different types depending on business scale. In order to solve this issue, the objective of this study is to analyze the safety climate level of construction company depending on business scale in South Korea. first, the survey is conducted by NOSACQ-50 for construction workers. Second, it is analyzed how organizational culture affected the safety climate. Finally, the improvements are suggested on the level of safety climate. In the future, this study will be used as a baseline for the effects of the safety climate on the safety performance in construction site based on business scale.

이 연구는 소규모 건설현장 근로자의 화재안전관리 운영실태를 분석하고 문제점을 도출하여 개선방안을 제시함으로써, 향후 이들이 효율적으로 활용하기 위한 실무적 기초자료를 제시함을 목적으로 연구를 수행한 결과, 다음과 같은 결론을 얻었다. 첫째, 소규모 건설공사현장 근로자는 건설기능인력의 연령대가 고령자이고, 종사경력은 건설기능력이 짧았으며, 직종은 대다수가 건축공종에 작업을 하고 있으며, 고용형태는 비정규직 일당제로 근무를 하고 있는 것으로 분석 되었다. 둘째, 소규모 건설공사현장 근로자들의 화재안전관리 개선방안으로 화재 위험성 요인에 대한 허가와 관리를 체계화하고, 화재위험관리를 위해 소방안전관리자를 배치하여 관리감독하는 장치가 필요하겠으며, 화재시 다양한 피난통로 확보와 화재 발생을 건설공사 현장 내 모든 작업자들에게 알릴 수 있는 비상경보설비를 갖추고, 피난경로 접근과 시야 확보가 취약한 지하공간에 대해서는 간이피난유도선과 비상조명등을 임시소방시설로 설치를 강화하는 방안을 제시하였다. 또한, 현실적인 대피훈련, 화재VR훈련, 흥미있는 교육프로그램 개발을 통해 산업재해를 줄이는 방안이 필요하다.

건설현장에서 안전사고 발생을 최소화하기 위해서 많은 건설회사들은 최선을 다하고 있다. 또한 안전은 건설프로젝트의 성공을 결정짓는 중요한 요소 중의 하나다. 최근 많은 안전도구들이 건설현장에서 적용되고 있고, 또한 감성안전문화는 건설현장에서 안전의식을 증진시키는 중요한 요인이다. 그러므로 본 연구의 목적은 건설 현장에서 안전의식을 향상시키기 위한 감성안전센서의 효과를 고찰하는 것이다. 본 연구에서 많은 건설현장 작업자들은 센서를 사용한 감성안전에 대하여 만족하고 있는 것으로 나타났고, 또한 음성안내 시스템은 작업자들에게 긍정적인 자극을 줄 수 있을 것이다. 따라서 본 음성안내센서를 건설현장에 적용하면 건설회사들은 안전과 작업생산성의 향상을 가져올 수 있을 것이다.

정부 및 산하기관들은 건설업의 산업재해율을 감소시키기 위해 안전문화를 정착하고자 하였지만 한계에 도달하였다. 이에, 많은 연구자들은 안전분위기라는 개념을 도입하고 있으며 안전분위기가 안전성과에 영향을 미친다고 보고하였다. 하지만, 기업 규모에 따라 조직문화, 기업유형이 다름에도 불구하고 하나의 규모만으로 안전 분위기 수준을 일반화 하고 있다. 이에 본 연구에서는 건설 기업 규모별 안전 분위기 인식 수준을 분석하고자 한다. 또한, 개별문항 평가 분석과 조직이론, 기업유형, 한국 건설업의 실태를 고찰하여 문제점을 도출하였다. 본 연구의 결과는 향후 건설 기업 규모별 안전 분위기와 안전행동의 상관관계에 대한 연구의 기초자료로 활용될 것이다.

Industrial disaster caused the deaths of 2,114, construction workers among them was the highest of 621 deaths. In the construction industry, has established a number of safety alternatives to prevent accidents. But until now, the cause of the accident has stopped being superficial analysis, awareness on the root cause of the acciden did not reflect. In this study, we analyze the characteristics and causes in G contractors' safety accidents. And innovation strategy, organization-wide safety management system and detailed tasks to derive essentially was to prevent the occurrence of large construction companies. A lot of business for accident prevention effect was transient and formal, to reflect a management style and organizational culture, and try to prevent construction accidents. we will strive to prevent the disaster from the construction site through the improvement of these.

국내 건설현장은 아직까지 근로자를 위한 많은 편의 시설들이 부족한 형편이며, 이러한 것들은 궁극적으로 근로자들 스스로 안전의식이 결여되어 건설재해 발생에 악영향을 미치고, 이것은 건설현장에 대한 3D기피 현상을 확산시켜 인력난을 겪고 있는 현실이 더 가중될 것이다. 본 연구에서는 이러한 문제점의 해결방안을 인간본성의 원천에서 찾아 내어 해결하기 위해 근로자들의 감성을 일깨우는 감성안전문화시설들을 현장에 적용하였다. 그 결과, 감성안전문화시설들은 근로자들에게 작업 중 안전의식을 조성시키는 긍정적인 측면이 있었다. 또한 이러한 시설물들은 근로자들로 하여금 조직의 일원으로서 느끼게 했으며, 작업능률에 큰 도움이 되는 것으로 조사되었다.

최근에는 시각적으로 건설현장을 효율적으로 관리하기 위한 다양한 방법이 시도되고 있으며, 특별히 폭이 좁고 거리가 긴 건설현장의 육상보다는 공중에서 무인항공기(UAV)나 드론(Drone) 등에 의하여 실시간으로 현장의 상황을 시각적으로 촬영하여 기록하거나 분석할 수 있는 방법이 매우 유용하다. 본 연구에서는 현재 진행되고 있는 현장을 대상으로 무인항공사진촬영을 주기적으로 3회 이상 촬영하고 촬영시점에 주요 구조물에 대하여 USN 센서를 동시에 작동시켜서 건설현장에서의 공사 진행정도와 환경상태를 동시에 확인하고 매칭시킴으로서 건설현장의 영상정보와 환경정보를 효율적인 공사관리를 위하여 활용할 수 있도록 하는 것을 연구목표로 하였다. 그 결과, 건설 현장의 전문기술자뿐만 아니라 행정 관리자도 건설현장의 진행과정과 그 준공상황을 원하는 시점에 상세한 현장상황을 시각적으로 확인하고 적절한 예산투입과 적합한 자원의 지원에 있어서의 의사결정을 도울 수 있도록 함으로서 자연적인 환경요인에 의하여 수시로 변할 수 있는 건설현장의 안전관리와 재난예방, 다각적인 변화 요인의 검토를 각 분야의 전문가들이 함께 의논하여 최적의 해답을 도출하였다.
