A Study on the Influx of Population by Rural Tourism in Rural Village (농촌마을의 농촌관광 시행에 따른 인구유입효과에 관한 연구)

  • Settlement problems in rural area are gradually becoming more intense due to decreasing agricultural income led by market globalization. Rural tourism is considered as one of alternatives for complementing agricultural income. In this study, we analyzed the relation of rural development project and the influx of population on green tourism villages. Results show that the influx of population in rural area is related with project cost, tourism income, visiting numbers, and ratio of labor population. With these results, we modified rural population model for estimating future rural population. Adapted result to Buraemi village by modified model showed that estimation error can be decreased from 7.23% to 0.95%.

Assessing Community Resilience in Rural Regions Using the Analytic Hierarchy Process Method (AHP 기법을 이용한 농촌 커뮤니티 리질리언스 지표 도출 연구)

  • The purpose of this study is to introduce the concept of community resilience to rural society and build an index suitable for the reality of rural areas. Furthermore, by calculating the importance of evaluation factors, it was attempted to present priorities and alternatives for each evaluation factor. By stratifying the derived indicators, a survey was conducted targeting 20 researchers, practitioners, and public officials, three groups of experts working in rural areas who were well aware of the realities and problems of rural areas. In the survey, a pairwise comparison was performed to compare factors 1:1 to calculate the importance, and for rational and consistent decision-making, decisions were made in the 9-grade section. Using the collected data, consistency analysis that can evaluate reliability in the decision-making process and the relative weight of evaluation factors were calculated through AHP analysis. As a result of the analysis, as a result of examining the priority of final importance by summarizing the importance of all evaluation factors, 'Income creation using resources' > 'Population Characteristics' > 'Tolerance' > 'External Support' > 'Social Accessibility' > 'Physical Accessibility' > 'Community Competence' > 'Infrastructure' > 'Leader Competence' > 'Natural Environment' was derived in the order. In the study dealing with urban community resilience indicators, social aspects such as citizen participation, public-private cooperation, and governance were presented as the most important requirements, but this study differs in that the 'income creation' factor is derived as the most important factor. This can be seen through the change in the income difference between rural and urban areas. The income structure of rural areas has changed rapidly, and it is now reaching a very poor level, so it is necessary to prepare alternatives to 'income creation' in the case of rural areas. Unlike urban indicators, 'population characteristics' and 'tolerance' were also derived as important indicators of rural society. However, there are currently no alternatives to supplement the vulnerability by strengthening the resilience of rural communities. Based on the priority indicators derived from the study, we tried to suggest alternatives necessary for rural continuity in the future so that they can be supplemented step by step.

Activities of and Improvements in the“NONGCHON ILGAM GATGI”Project(An Income Generation Project for Rural Areas) (농촌일감갖기 사업의 과제와 발전방안)

  • The objectives of the study were to analyze the current conditions of the“NONGCHON ILGAM GATCI”project (an income generating project for rural areas) and to suggest possible improvements. Among the 567 business which have been supported by the project, implemented in 1990 by the Department of Rural-Home-Improvement of the Rural Development Administration, 361 (63.7%) can be categorized as being in the self-supporting stage. Another 126 (22.2%) can be said to be in the incubation stage. Data for the case study was collected from 20 project sites. The“NONGCHON ILGAM GATCI”project has been progressing successfully when compared with other rural development projects. However, there are still some problems. Among the problems are the lack of a business mindset and management abilities in individuals, and the fact that the businesses and their products are not well hewn on the market. To remedy these problems, education toward improving business and management skills, a unified public relations system, and institutional support from the government are greatly needed.

An Exploratory Study on a Relationship between Changes in Cultivated Area of Major Crops and Farm Income by regions - From Comparative Analysis to Optimal Portfolio Analysis -

  • This study is exploratory research on a relationship between changes in cultivated area of major crops and farm income by regions. We investigated level of income, volatility of income, and migration of suitable region by climate changes as factors influencing changes in cultivated area. Research processes are as follows. First, we classify the regions where cultivated areas are expanded or reduced through the trends of cultivated area by region and crop during recent 10 years. Second, we compare the changes in income related factors between groups during the same periods. Finally, the results from portfolio analysis show changes in stable income-based optimal crops. From these procedures, we found that the changes in cultivated area are not simply explained by income-related factors. In cases of vegetables, however, we also found that high volatility of income could contribute to reduce cultivated area of the crops. The results from portfolio analysis are not always consistent in all of cases. This means that crop selection can be decided by other factors than stable income.

The effect of the 6th industrialization in agriculture on farm and off-farm income (농업의 6차산업화가 농가 및 농업법인의 농업 및 농외소득에 미치는 영향)

  • This study aims to identify feasible policy direction of the 6th industrialization in agriculture based on the current agricultural and rural environment in Korea. To do so, this study employes a heckman selection model to correct a probable selection bias, utilizing the Korean agricultural census in 2010 and the agricultural statistics of farm enterprises in 2011. This study focuses on the differences of the farm and off-farm income determinants, according to conjoint types of the 6th industrialization such as Type 1 (primary+secondary+tertiary) vs. Type 2 (primary+secondary or primary+tertiary). The empirical results show Type 2 has much higher possibilities to earn farm and off-farm income in Korea, especially for farm enterprises. This study concludes with providing some policy implications reflecting rural and agricultural environment in Korea.

An Analysis of the Clothing Expenditure Patterns of Urban and Rural Households (도시와 농촌의 피복비 지출 행태 비교)

  • The purpose of this study was to analyze clothing expenditure patterns of urban, rural/farm, and rural/non-farm households. A sample of 23,994 households was selected from the 1996 National Survey of Household Income and Expenditure, and 1996 Farm Household Economy Survey. Frequency and regression analyses were used. Major findings were: 1) clothing expenditure of rural/farm households were significantly lower than that of urban and rural/non-farm households; 2) in terms of clothing expenditure by categories, urban and rural-non-farm households have similar expenditure pattern; 3) clothing expenditures relative to income were lower than 1 for all three groups; 4) clothing expenditures relative to total income for urban and rural/non-farm households were higher than 1, while that for rural/farm households was lower than 1; 5) a major factor explaining clothing expenditure differences between urban and rural consumers was the household head's occupation.

Contents Analysis on the Rural Village Development Projects: With Focus on Project Regions during 2004-2007 (농촌마을종합개발사업 내용분석과 시사점 -'04-'07년 사업대상지 사업을 중심으로 -)

  • The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. Particularly, Gyeongnam was found to have given low weight on income basis project.

Operational Management System and Characteristics Analysis on the Rural Experience Programs: the Case of Comprehensive Rural Village Development Projects (농촌체험프로그램 운영 유형 및 실태분석 : 농촌마을종합개발사업을 중심으로)

  • The comprehensive rural village development projects (CRVDP) have been carried out as the core one of the rural development schemes in Korea since 2004. CRVDP included the various rural experience programs to increase rural income and in order to promote rural community development in the project area. This study analyzed the operating management conditions, types and characteristics of the rural experience programs targeting the 168 CRVDPs have been completed so that the recommendations and lessons which were found the usefulness, challenges and improvements to the CRVDP can be provided to be better the same kinds of rural development projects. We identified the relationships between performances such as increasing village income and utilization of rural amenity resources to the CRVDP and operational management types of the rural experience programs as well. Employing principle component analysis and cluster analysis technique, this study found 5 clusters of rural experience programs among 168 CRVDPs. The results of analysis of variance indicated that there were significant the mean differences between clusters such as the utilization of rural amenity resources(0.01), income of rural experience programs(0.1). According to the result of the Chi-squire test, there was very significant differences between internet homepage operation and clusters(0.01). Finally, the analysis of covariance about the income of rural experience programs showed that there were significant the mean differences between clusters(0.05).

A Study on Determinants Factors of Urban-to-rural Migrants (도시민 귀농결정요인에 대한 연구)

  • The purpose of this study was to analyze affecting factors to consider and make decision on the urban-to-rural migrants using survey data. In the consideration model of urban-to-rural migrants, it was found that the more interest in "urban-to-rural migrants concern" was, the higher probability to consider about urban-to-rural migrants. The lower the age and income level, the higher probability to consider about the urban-to-rural migrants. In the decision making model of urban-to-rural migrants, the more interest in "urban-to-rural migrants concern" was, the higher probability to decision making of urban-to-rural migrants. The higher of stable pension income and the lower of the expected living cost, the higher probability of decision on urban-to-rural migrants. The results of this analysis show that it is necessary to continuous education to increase "interests and information about rural areas", and A number of safeguards are needed to ensure stable income after urban-to-rural migrants to increase the population of the urban-to-rural migrants.

Factors Effect on Income-Gap Between Urban and Rural Area in China (중국 도·농 간 소득격차에 영향을 미치는 요인)

  • The purpose of the study is to review the real situations of the income-gap between urban and rural areas which is focused on as one of the biggest issues revealed in the process of Chinese economic development and to find out which factors will alleviate or deteriorate such income-gap, also to find out such factors will effect differently on the regional characteristics. To analyze it, six factors such as industrialization-ratio, urbanization-ratio, tertiary industry-ratio, the level of both governmental educational support and agricultural support, and Chinese dual-economic structure are considered as explanatory variables, and OLS regression analysis was implemented to the factor data for the period of 1986-2007 about Chinese 31 districts(castles and cities). The results of the analysis show that both industrialization factors and urbanization factors affect significantly to alleviate income-gap between urban and rural areas, and as predicted, they also shows that dual-economic structure between urban and rural areas is the most biggest factors to enlarge the above mentioned income-gap. However, in accordance to the different level of economic development in eastern, central, and western districts the study shows that such factors will affect them differently respectively. The contents are as follows; In eastern district governmental educational support factor will affect the most great influence to alleviate the income-gap, in central district industrialization factor will affect the most great influence to alleviate the gap, and western district governmental agricultural support factor will affect the most great influence to alleviate the gap. Therefore, in solving the issue of income-gap between urban and rural areas in China we recommend that it is necessary for more differential policy in considering regional characteristics than unilateral policy to Chinese whole areas.
