  • 3-Monochloro-1,2-propanediol(3-MCPD) is currently being a matter of concern because of its toxicity. 3-MCPD produced during the acid hydrolysis of soybean products has been reported to be mutagenic, neurotoxic, nephrotoxic and spermatotoxic. Howerer, the carcinogenicity of 3-MCPD is a controversial issue over the past several decades. 3-MCPD characteristically showed a variety of toxicities in reproductive system such as, decrease in sperm number and sperm motility, infertility, loss of sperm function, and weight decrease in ovary. Due to the toxicity of 3-MCPD, exposure to 3-MCPD has been proposed to be reduced to as low a level as technologically feasible. 3-MCPD can be detected in soy sauce or non-soy sauce products. The legal limit for 3-MCPD this year has been suggested to be 20 ppb($\mu\textrm{g}$/kg)in the European Community. In Korea, the permissible level of 3-MCPD is expected to be 0.3 ppm. In this study, 3-MCPD was toxicologically evaluated in terms of risk assessment in humans.

  • In this paper, we propose a method for mitigating for mitigating the effect of voltage of voltage sag in radial power distribution systems using load transfer switching (LTS). The term of LTS is defined that the weakness load points for voltage sag transfer to the alternative source during the fault clearing practices. The sequenced of proposed LTS method is divided into the search of weakness points for voltage sag using the risk assessment model and transfer behavior of weakness points. The search of weakness point is carried out using the risk assessment model of voltage sag and Monte Carlo simulation method and the historical reliability data in Korea Electric Power Corporation (KEPCO) are also used. Through the case studies, we verify the effectiveness of proposed LTS method and present the searching method of effective application points of LTS method using the risk assessment model.

  • 본 연구에서는 지하가의 피난 안전성 평가 모델의 기반을 제시하고 그에 따른 프로그램을 개발하였다. 또한, 피난 안전성 평가에 필수적인 각종 자료들을 통합형 데이터베이스 기반으로 구축하여 적은 시간과 인력으로 효율적인 피난 안전성 평가를 수행할 수 있는 모델 제시 및 시스템을 구축하였고, 국내 지하가의 사례연구를 토대로 피난안전성평가시스템의 현장 적용성 및 신뢰성을 검증하였다.

한국 남해안 대형선망어업의 생태계 위험도 분석에 의한 자원평가 연구 (Stock assessment by ecosystem risk analysis of large purse seine fishery in the southern sea of Korea)

  • Changes in ecosystem risks were evaluated using the ecosystem-based fisheries assessment (EBFA) approach of Zhang et al. (2009, 2010) and the comprehensive ecosystem-based fisheries management (EBFM) plan was made for the southern sea of Korea in this study. The risk assessment of the southern sea ecosystem was conducted by establishing ecosystem management objectives and by estimating risk scores (RS) for indicators. To conduct this analysis a number of indicators and their reference points for assessing these risk scores were developed in this study. The number of indicators in the risk analysis was 28 for the quantitative tier 1 analysis and 30 for the qualitative tier 2 analysis. The objective risk index (ORI), species risk index (SRI) and fisheries risk index (FRI) were calculated from the risk scores. Comparing the past (1988) and the current (2008) status of fisheries resources, management implications were discussed. The fishery risk index (FRI) of large purse seine fishery in the southern sea of Korea decreased substantially from 0.972 in 1988 to 0.883 in 2008, and improvement in the management of fisheries operated in the southern sea of Korea.

일본과 유럽의 침입외래생물 생태계위해성평가 기법 (Risk Assessment Tools for Invasive Alien Species in Japan and Europe)

  • 외래생물은 생물다양성을 감소시키는 주요 요인들 중 하나로 인식되고 있다. 도입된 외래생물에 대한 지속적인 모니터링과 위해성평가를 통한 관리방안 수립은 외래생물 관리정책의 핵심을 이룬다. 본 연구에서는 일본, 독일-오스트리아, 벨기에 등의 생태계 위해성평가 기법 및 적용 사례를 제시하여 합리적인 외래생물 관리 도구를 소개하고자 하였다. 일본은 생태계 등에 외래생물이 미칠 수 있는 부정적인 영향을 방지하고자 특정외래생물을 지정하여 수입과 사육 등을 금지하고 있다. 지정 기준은 토착생물에 대한 포식, 경합 및 구축, 환경의 교란 및 유전적 교란 등의 생태계의 피해, 인간의 생명 또는 신체와 관련한 피해, 농림수산업에 대한 피해 정도이다. 독일-오스트리아 블랙 리스트 정보시스템은 외래생물의 생물다양성에 대한 위해성, 분포 정도와 박멸 방안을 평가하여 블랙 리스트, 화이트 리스트 및 그레이 리스트로 구분하고 있다. 주로 외래생물의 생물다양성과 생태계의 구조와 기능에 대한 영향을 중점적으로 고려하며 인체 건강에 대한 피해나 농림수산업 등에 대한 경제적인 피해는 고려하지 않는다. 벨기에의 하모니아 정보시스템에서는 외래생물의 환경에 대한 영향과 국내에서의 침입 단계를 평가하여 블랙 리스트, 감시 리스트, 경계 리스트로 구분한다. 생태계위해성 평가를 위한 주요 항목은 잠재적 분산능력 또는 침입성, 보존가치가 높은 서식지로의 침입, 토착종에 대한 부정적인 영향, 생태계 기능의 변화, 국내에서의 침입 단계 등이 있다. 이러한 방법들은 국내 외래생물의 관리우선순위를 부여하기 위한 생태계위해성 평가 프로토콜을 수립하는데 도움이 될 수 있을 것이다.

위험물질 수송 시 위험성 평가에 관한 연구 (A Study on Risk Assessment in Transporting Hazardous Material)

  • 본 연구에서는 지금까지의 고정설비에 대한 정량적 위험성 평가에서 벗어나 위험물질 수송 시 고려되는 여러 가지 요소들을 확인하여 발생할 수 있는 잠재위험성을 확인하였다. 수송 시 발생할 수 있는 잠재위험성을 확인하였다. 또한 수송 시 발생할 수 있는 최악의 사고 시나리오와 대안적인 사고 시나리오를 통하여 피해 영향 범위에 대한 개인적 위험성 및 사회적 위험성을 평가하였으며 최적의 경로를 선정하였다. 이러한 평가를 기반으로 수송 시 중대사고의 피해 영향 범위에 대한 효율적인 위험성 감소 대책과 지역사회, 공공기관, 산업체들과의 연계를 통한 사고에 따른 피해를 최소화 할 수 있는 체계적인 비상대응 시스템을 구축할 수 있을 것이다.

Cyber Threat and Vulnerability Analysis-based Risk Assessment for Smart Ship

  • The digitization of ship environments has increased the risk of cyberattacks on ships. The smartization and automation of ships are also likely to result in cyber threats. The International Maritime Organization (IMO) has discussed the establishment of regulations at the autonomous level and has revised existing agreements by dividing autonomous ships into four stages, where stages 1 and 2 are for sailors who are boarding ships while stages 3 and 4 are for those not boarding ships. In this study, the level of a smart ship was classified into LEVELs (LVs) 1 to 3 based on the autonomous levels specified by the IMO. Furthermore, a risk assessment for smart ships at various LVs in different risk scenarios was conducted The cyber threats and vulnerabilities of smart ships were analyzed by dividing them into administrative, physical, and technical security; and mitigation measures for each security area were derived. A total of 22 cyber threats were identified for the cyber asset (target system). We inferred that the higher the level of a smart ship, the greater the hyper connectivity and the remote access to operational technology systems; consequently, the greater the attack surface. Therefore, it is necessary to apply mitigation measures using technical security controls in environments with high-level smart ships.

원자력발전소의 안전성 및 신뢰도 평가 (Safety and Reliability Assessment for Nuclear Power Plants)

  • Probabilistic Safety Assessment(PSA) is an engineering analysis of the possible contributors to the risk from a nuclear power plant. It consist of three phases named as Level 1, 2 and 3. Level 1 PSA mainly focused in this paper is the phase of system analysis which includes the development of accident scenarios and the frequency estimation of each scenario. It covers also the system reliability analysis, component data analysis, and human reliability analysis. PSA have become a standard tool in safety evaluation of nuclear power plants. The main benefit of PSA is to provide insights into plant design, performance and environmental impacts, including the identification of dominant risk contributors and the comparison of options for reducing risk.

인증비행시험 안전관리 및 위험도 평가기법 연구 (A Study on the Safety Management and Risk Assessment of the Certification Flight Test)

  • Certification flight test is very risky and there are many hazards. Because the flight test is performed with the aircraft, that is safety and flight characteristics are not proven. And the test items and conditions are critical. If there is loss of aircraft during certification flight test, the certification program, development period can be delayed. Therefore, maintaining safety of the aircraft during flight test is very important. There are not much flight test experiences in Korea. However, developed nations has long history of flight test and experiences of flight test accidents. Based on these experiences, they has developed systematic management methods for the flight test safety. In this study, I would like to introduce safety management and risk assessment of the certification flight test.
