유류로 오염된 군사기지의 복원 우선순위 결정 모델 연구 (A Study on the Restoration Priority Decision Model of Oil Contaminated Military Sites)

  • 최근 군사기지에서의 환경복원활동은 미국과 독일 등의 일부 선진국을 중심으로 인간의 건강과 환경을 보호하기 위한 차원에서 연구가 진행되고 있다. 본 연구는 상대적 위해성평가 기법을 이용하여 군사기지 복원을 위한 우선순위 결정을 지원함으로서, 효율적인 자원배분이 가능하고 군에 적합한 타당한 모델이 개발될 수 있도록 하는 연구에 초점을 맞추었다. 평가 대상은 군사기지 내에서 유류로 오염된 지역의 전 범위를 대상으로 하였다. 본 연구모델은 유류오염물질 요소, 수용체 요소 및 이동경로 요소의 세가지 평가요소를 평가하여 총 27개의 메트릭스 칸에 각 평가요소의 위해등급을 상호 결합하여 판단함으로서, 종합적인 복원순위를 긴급·보통·유예로 나타냈다. 이는 최대한 간편한 평가체제를 유지하기 위하여 세가지의 등급으로 그룹화하여 평가한 것이다. 본 연구모델은 복원이 요구되는 지역에 대하여 자원의 배분을 위한 접근을 위해 군의 환경관리자는 누구나 쉽게 이해하고 적용 가능하다는 중요한 장점이 있다 따라서, 향후 발전적인 연구과제에서 본 연구모델을 시발점으로 지속적으로 보완된다면, 군의 위해성평가 체계의 정착이 이루어질 것으로 기대한다.

보호지역 경계조정을 위한 공간의사결정지원모델 연구 - 지리산 국립공원을 사례로 - (A Study on the Spatial Decision Making Support Model for Protected Areas Boundary (re)Design -A Case of Jirisan National Park-)

  • The purpose of this study are to develop a SDSS (Spatial Decision Support System) that can incorporate diverse opinions of stakeholders related the designation of protected areas (PA), and to employ the model for the readjustment of the boundary line of the Jirisan National Park of Korea. The SDSS would lead to more rational and less controversial decision-making during the expansion or removal of PA in Korea. Research methods are as follows. Firstly, to select evaluation criteria for SDSS for PA designation by using expert interview and literature survey. Secondly, to measure their preferences on the designation of additional PA or the removal of a part of PA based on the opinions of various stakeholders such as local residents, environmental groups, or public officials. Thirdly, to produce conservation priority maps based on a multi-criteria decision making technique. The SDSS would be used to rational decision making for the expansion of PA or the release of a certain part of PA by reflecting diverse preferences on biodiversity conservation and economic interest of residents. The visualization of conservation priority maps would also increase the efficiency of such decision making processes. The evaluation criteria for the expansion of PA for biodiversity conservation includes vegetation conservation value, wildlife conservation value, and the habitats of key species. The evaluation criteria for the removal of PA includes the proximity to roads and the boundary of PA, land use types, and conservation zoning of the PA. Preference weights are based on data collected from the Jirisan National Park. Both the conservation priority and removal priority maps are based on land parcels so that property rights of all parcels would be correctly represented.

감영 복원사업의 계획수립을 위한 의사결정 지원 모델 구축 (Decision Support Model for Establishing Plans of Gamyeong Restoration Project)

  • 본 연구에서는 감영 복구사업 계획 수립을 위한 의사결정지원 모델 개발을 통해 감영의 우선 복원대상 건물 선정 업무에 객관적이고 체계적인 검토기준을 마련하였다. 제안된 모델은 문헌고찰을 통한 평가항목 도출과 이를 정립하기 위해 델파이 방법을 적용하였으며, 평가항목 가중치 부여를 위한 AHP 설문을 수행하였다. 도출된 지원모델은 복원대상 건물들 간의 상대적인 우선순위를 평가 항목별로 점수화하여 표현함으로써 복원예산 편성 시 합리적인 의사결정을 가능하게 하였다. 사례연구를 통해 본 연구에서 제안한 모델의 적용성을 검증하였다. 전문가 자문결과 본 연구의 모델이 실제 복원사업의 계획수립시 유용하게 활용될 수 있을 것으로 나타났다.

생물서식지 환경평가모델 개발 및 적용에 관한 연구 - 서울시내 옥상녹화 우선 조성지역 도출을 위한 지역환경평가를 중심으로 - (The Development and Application of Habitats Environment Evaluation Model - Focused on local environmental assessment for determining priority areas for the implementation of green roof in Seoul -)

  • The objective of this study is the classification of priority areas for the implementation of green roof by evaluating environmental deterioration in Seoul. Non-permeable pavement, air pollution, habitual floods, energy use, heat island and green space are considered in this assessment indicators. The expert questionnaire survey was conducted in order to determine the most important indicators. These indicators were then, thoroughly evaluated. As a result, high priority areas for the implementation of green roof were deduced in the following order of the districts : Jung, Sungdong, Jungrang, Youngdungpo, Jongro and Kangnam. The highest priority areas were determined to be crowded business-commercial areas. Low priority areas are analyzed in the following order of the districts : Kwanak, Nowon, Seocho and Dobong. The result of this study can be utilized for environmental planning and decision of related policies. Additionally, it can be promoted that awareness of implementing green roof of citizens, policy makers and building owners and effect of green networking between inside and outside Seoul can be increased.

수변녹지 조성을 위한 토지매수 우선순위 산정 방안 연구 (A Study on Land Acquisition Priority for Establishing Riparian Buffer Zones in Korea)

  • The Korean government has purchased land properties alongside any significant water bodies before setting up the buffers to secure water qualities. Since the annual budgets are limited, however, there has always been the issue of which land parcels ought to be given the priority. Therefore, this study aims to develop efficient mechanism for land acquisition priorities in stream corridors that would ultimately be vegetated for riparian buffer zones. The criteria of land acquisition priority were driven through literary review along with experts' advice. The relative weights of their value and priorities for each criterion were computed using the Analytical Hierarchy Process(AHP) method. Major findings of the study are as follows: 1. The decision-making structural model for land acquisition priority focuses mainly on the reduction of non-point source pollutants(NSPs). This fact is highly associated with natural and physical conditions and land use types of surrounding areas. The criteria were classified into two categories-NSPs runoff areas and potential NSPs runoff areas. 2. Land acquisition priority weights derived for NSPs runoff areas and potential NSPs runoff areas were 0.862 and 0.138, respectively. This implicates that much higher priority should be given to the land parcels with NSPs runoff areas. 3. Weights and priorities of sub-criteria suggested from this study include: proximity to the streams(0.460), land cover(0.189), soil permeability(0.117), topographical slope(0.096), proximity to the roads(0.058), land-use types(0.036), visibility to the streams(0.032), and the land price(0.012). This order of importance suggests, as one can expect, that it is better to purchase land parcels that are adjacent to the streams. 4. A standard scoring system including the criteria and weights for land acquisition priority was developed which would likely to allow expedited decision making and easy quantification for priority evaluation due to the utilization of measurable spatial data. Further studies focusing on both point and non-point pollutants and GIS-based spatial analysis and mapping of land acquisition priority are needed.

영산강·섬진강수계 수변구역 토지매수 우선순위 산정에 관한 연구 -주암호 수변구역을 사례로 - (A Study on the Land Purchase Priority Measurement of the Riparian Areas in Yeongsan and Seomjin River Basin - Focusing on the Riparian Areas of the Juam Lake -)

  • Riparian areas are significant functional grounds for inhabiting ecological system on the river such as the self-regulation of the water quality and the foundation of important corridors. For such functional device to operate, consecutive land purchase scheme that prioritizes targeted areas with high pollutant load rate imposes sustainable development of the ecological riparian belt. The purpose of this study is focused on measuring the methodology for selecting land purchse order before establishing riparian belt in accordance with pollution loading estimation and the basin approach. The Yeongsan and Seomjin river which includes targeted areas of the land purchase have been classified into the large-medium-small(standard basin) influence areas based on their catchment rage, which than sub-divided the research area of Juam lake by 38 small basins and 223 units. Small basins with the high pollution load rates have been assessed as the first prioritized targets. For the second priority, the condition of the point pollutant sources, original area of the targets, original restored area were concerned. The final decision of the land purchase order targeted only those within 50 meter range from the basin. To validate the accumulated data, the on-site investigation went along the targeted zones, which the result shows that all prioritized areas included both point and non-point pollutant sources, and had not a small originally restored areas.

강원도 평창지역의 보호지역 확대를 위한 공간의사결정 지원방안 (Efficient Establishment of Protected Areas in Pyoungchang County, Kangwon Province to Support Spatial Decision Making)

  • As the second-largest 1st degree of ecological zone in Kangwon Province, Pyeongchang County is expected to play an important role in expanding the protected areas of the Republic of Korea. However, Pyoungchang County is expected to experience an increase in demand for development due to the 2018 Winter Olympics. Problems related to various stakeholders and limited budget will arise regarding the issue of expanding the protected areas. In this study, in order to effectively control these problems, we designed expansion plans for the 1st degree ecological zoning map areas and the observed data of threatened species I and II in Pyoungchang County by using the MARXAN Software. As for the methods, we first set the planning units(PUs) for the spatial analysis. The PUs include boundary length, land cost, land status, etc. Then, we made the input data by controlling the conservation features, BLM(Boundary Length Modifier) and iteration numbers. There are two measures for the establishment of the protected areas, one of which only concerns with the ecological priority, and the other with combining the land cost on forest. The one illustrated shows that the larger patches that include the conservation feature was selected as a candidate of the protected areas. The other one presented shows that inexpensive land cost areas were selected. As this study produces visual results and enables an efficient application of various values in selecting protected areas, we believe that it will be useful to various stakeholders in spatial decision-making process.

연결성 분석을 통한 성남시 미집행 공원의 조성 우선순위 선정 (Applying Connectivity Analysis for Prioritizing Unexecuted Urban Parks in Sungnam)

  • An urban ecosystem is a complex system that includes social, economic and ecosystems. Therefore, it is important to consider its environmental capacity while developing a city plan. Most of the plans, however, consider only the social aspects, which fragments the green spaces and disturbs the movement of species. Sungnam has approximately 100 parks with unexecuted development plans and with great potential to contribute towards urban ecosystem enhancement. Therefore, this study applied network analysis to prioritize the development of city parks and contribute towards improving the green network, with Parus spp. as the target species. To compensate for the drawbacks of binary and possibility-based network analysis, this study included two indices, namely $BC^{PC}_K$, $BC^{IIC}_K$, $dPCconnector_k$ and $dIICconnector_k$. These indices make it possible to find patches that could play an important role in green network enhancement. The urban park with greater value gets a higher priority to be transformed into a park. Thus, our methodology could prove to be very useful in prioritizing the undeveloped parks, thereby supporting decision-making.

복원대상습지 선정 사례 연구 - 2016년 전국내륙습지 모니터링 결과를 중심으로 - (A Case Study on Selecting Sites for Wetland Restoration - Focusing on the Research Survey of National Inland Wetlands Monitoring in 2016 -)

  • 본 연구는 습지를 대상으로 추진하는 복원사업 시, 사업대상지 선정에 필요한 의사결정 기초자료 제공을 목적으로 진행하였다. 2016년에 실시된 전국내륙습지 모니터링 결과를 바탕으로 훼손습지 현황을 파악하고, 복원 필요성 판단을 위해 소실 원인과 생태적 보전가치 및 법 제도적 보전가치를 평가하였다. 2016년 전국내륙습지 모니터링 결과, 훼손습지는 총 20개소로 확인되었고, 생태 및 법 제도적 가치와 현장 검증을 거쳐 복원 가치가 높다고 판단되는 1개소를 도출하였다. 본 연구의 과정은 다수의 훼손습지 중 우선적으로 복원해야 할 필요성이 습지를 선정하는 데 필요한 정책적 의사결정 기초자료로써 활용될 수 있을 것으로 판단된다. 한편 우리나라의 경우 보전가치가 높지만, 보호지역으로 지정되지 않은 습지의 경우 법 제도적으로 보호할 수 있는 수단이 없어 이를 보완할 수 있는 법 제도 마련이 필요하다.

도시녹지 미세먼지 조절 서비스 수요와 공급의 공간적 차이 분석 - 수원시를 대상으로 - (Spatial Analysis on Mismatch Between Particulate Matter Regulation Services Supply and Demand in Urban Area - A Case Study of Suwon -)

  • Urban green spaces supply ecosystem services (ESs), which are consumed by city residents and generate demand, to improve air quality. It is important to determine supply and demand for ESs and reduce the gap for efficient management. This study proposed a method to use the concept of supply and demand for ESs in the decision-making process for urban planning or management. PM10 concentrations were converted to weight for demand assessment on PM10 reduction, and PM10 absorption capacity of all green spaces including the forests, and that of urban green spaces excluding forests, was calculated for each supply assessment. The differences in the calculated supply and demand were analyzed to derive the mismatched regions in Suwon. As a result, regions with big forested areas showed sufficient supply, indicating that the degree of mismatch among administrative neighborhoods (dong) varied greatly depending on whether they had a forest. An analysis of only urban green spaces showed that all neighborhoods lacked supply. Forests with high PM10 absorption capacity had a great effect, but urban green spaces can be considered a key element in reducing PM10 in daily life. Considering the mismatch of supply and demand, spatial distribution, and population distribution, it is possible to prioritize the supply of urban green spaces to reduce PM10 and, furthermore, support decision making for priority zones subject to forest conservation and designation and cancellation of green spaces, which gives significance to this study.
