환경부의 체험환경교육 프로그램 지원 사업 개선 방안 연구 (Research on Improving the Supporting System for Experiential Environmental Education Programs Funded by Ministry of Environment)

  • The Ministry of Environment supports environmental education mainly in two ways ; one is by supporting schools engaged in environment conservation model school and the other is by extending grants for experiential environmental education programs. This research aims to evaluate the current status of grant for experiential environmental education programs while proposing possible improvement for constructive and continuing development of the support measures. Grant for experiential environmental education programs is divided into two areas of grant for schools and grant for community-based civil organizations. The diagnosis and evaluation were conducted in terms of 7 areas, such as time, facilities, programs, manpower (professional expertise), operation, administrative and financial support mechanism and others. Research process involved the review of previous studies in 2001 and 2003, comparison of the grant program with other grants in and out of Korea for environment education, and the following areas considered when identifying improvement options: i) Overall review of objectives and operations, ii) expansion supports programs oriented problem solving as well as those focused ecological sensitivity, iii) change from expendable, one-time program to productive, continuous program, iv) link to social changes and issues, v) principles for operation and evaluation, vi) criteria and methods for program selection and evaluation, and vii) improving operation system. Based on review and the overall evaluation on the experiential environmental education program grant, the recommendation for improving operation system were provided, which included stages of passive improvement, active improvement and building infrastructure for environment education, and building capacity of the members related in the initiatives.

인공지능 분야의 기술융합맵 생성 및 국가 프로파일 분석 (Technology Convergence Map Creation and Country Profile Analysis in the Field of Artificial Intelligence)

  • 알파고로 촉발된 인공지능에 대한 국민의 관심이 고조되고 있다. 아직 국내에는 인공지능 분야에 대한 기술융합 맵 및 국가 프로파일에 대한 연구가 미진한 실정이다. 본 연구는 특허와 논문을 통해 인공지능 분야의 기술융합 현상을 밝히고, 인공지능 분야의 국가 프로파일을 분석하고자 하였다. 특허와 논문에서 인공지능 분야 데이터를 추출한 후 기술융합 맵을 작성하였다. KISTI가 보유한 SCOPUS 데이터를 이용해 국가 프로파일 분석에 필요한 지표를 구했다. 기술적 측면에서 인공지능 분야의 기술은 금융가격결정, 이미지분석, 수술 등 분야와 기술융합이 활발하게 나타났다. 학문적 측면에서 보면 인공지능 분야는 컴퓨터 과학 하위 분야에서 주로 연구되고 있지만 전기전자공학, 바이오 공학, 의학 등 분야와 융합이 활발하게 나타났다. 우리나라는 인공지능 분야에 대한 연구 성장도가 세계 평균인 것으로 나타났으며, 국가집중도, 영향력 등 측면에서는 주요국과 격차가 큰 것으로 나타났다.

미국과 일본의 사례를 통해서 본 재난 분야 정부 R&D의 특징 (A Study on the Disaster Management R&D of the US and Japan)

  • Through two case studies on the United States and Japan, this research aims to identify the characteristics of disaster management research and thereby provides policy implications for Korea. This paper analyzed government-funded disaster management R&D for each country: the National Science Foundation awarded projects from 2005 to 2015 for the United States, and Grants-in-Aid for Scientific Research from 2011 to 2015 managed by the Japan Society for the Promotion of Science for Japan. As a result, four following implications were drawn. 1) pursuit of R&SD(Research & Solution Development) instead of R&D, 2) shift from prevention to life-cycle management, 3) necessity of multidisciplinary research, and 4) emphasis on post-disaster investigation.

우리나라 의학의 현실과 미래: 교육, 연구, 진료를 중심으로 (The Current and Future State of Academic Medicine in Korea: Education, Research, and Patient Care)

  • Academic medicine is built from a foundation of education, research, and patient care. Since good patient care results from the application of medical research and continuous education, these three components cannot be separated for medical development to occur. In Korea, many obstacles hinder the achievement of academic medicine, such as an inefficient medical delivery system, limitations of primary care, low insurance prices, and no long-term health care plan. Medical education has changed to outcome-based education, but presented temporal integration status. Governance of healthcare research is not centralized, and Korea is awarded relatively fewer grants than other countries. Medical professors have reached a burnout state due to patient care responsibilities in addition to research and education duties. Many medical systems, including the medical delivery system and insurance problems, may contribute to distrust between doctors and patients. The government is not involved in a long-term health care policy. The multitude of factors mentioned here are hindering the achievement of academic medicine in Korea.

산학협동(産學協同)에 영향(影響)을 주는 요인분석(要因分析) - 문헌(文獻) 분석(分析)을 중심(中心)으로 - (An Analysis of the Factors Affecting the Interaction between University and Industry)

  • This paper discussed non-physical factors, such as the level of use of organizational channels and the level of R&D investment of the firm. It also explored physical factors such as the distance between the university and industry, transportation conditions between the two, and the availability (surplus capacity) of professors' or firms' research facilities that would affect the interaction such as the contacts in connection with research grants and consultations by professors to high-tech firms. This paper pointed out that the use of organization channel, the level of R&D investment, the availability research facilities of the university and high-tech firm, transportation conditions between the two, subject matter compatibility between professors' areas of expertise and firms' industrial activities, professors' (or staff) research capabilities and professors' (or staff) research times affect the interaction between the university and industry. It also found that the distance between the university and industry affects the interaction between the two in the opposite direction.

Therapy of Diabetes Mellitus Using Experimental Animal Models

  • Diabetes mellitus is a worldwide epidemic with high mortality. As concern over this disease rises, the number and value of research grants awarded by the National Research Foundation of Korea (NRF) have increased. Diabetes mellitus is classified into two groups. Type 1 diabetes requires insulin treatment, whereas type 2 diabetes, which is characterized by insulin resistance, can be treated using a variety of therapeutic approaches. Hyperglycemia is thought to be a primary factor in the onset of diabetes, although hyperlipidemia also plays a role. The major organs active in the regulation of blood glucose are the pancreas, liver, skeletal muscle, adipose tissue, intestine, and kidney. Diabetic complications are generally classified as macrovascular (e.g., stroke and heart disease) or microvascular (i.e., diabetic neuropathy, nephropathy, and retinopathy). Several animal models of diabetes have been used to develop oral therapeutic agents, including sulfonylureas, biguanides, thiazolidinediones, acarbose, and miglitol, for both type 1 and type 2 diseases. This review provides an overview of diabetes mellitus, describes oral therapeutic agents for diabetes and their targets, and discusses new developments in diabetic drug research.

ATM-PON에서 MAC을 위한 승인분배 알고리즘의 FPGA 구현 (FPGA Implementation of a Grant Distribution Algorithm for the MAC in the ATM-PON)

  • ATM-PON(Passive Optical Network)에서 OLT(Optical Line Termination)가 ONU(Optical Network Unit)에게 동적으로 대역폭을 할당하기 위하여 MAC(Medium Access Control) 프로토콜이 필요하다. 이를 통하여 OLT는 ONU의 정보를 수집하고 각 ONU에게 효율적으로 승인을 제공한다. MAC 프로토콜의 두 가지 중요한 기능은 승인 요청 절차와 승인 분배 알고리즘이다. 후자는 TC(Transmission Convergence) 기능모듈에서 연산 량이 가장 많은 부분이며, 칩 면적에서 비교적 큰 부분을 차지하고, 전체 동작 속도를 제한하는 요소가 되기도 하며, 각 트래픽에 대한 서비스 품질을 보장할 수 있도록 설계되어야 한다. 본 논문에서는 MAC을 FPGA를 이용하여 구현하며, 이것은 활동중인 ONU의 수와 큐 길이 정보에 따라 동적으로 대역폭을 할당하며, 각 ONU의 셀 지연변이를 최소화하기 위하여 승인을 등 간격으로 배분한다. 동적인 대역할당을 위하여 MAC 스케쥴러의 구조는 프로그램 가능한 look-up 테이블을 가지고 있다. 또한 이 구조는 단순하면서도 적은 칩 면적과 적은 지연시간을 가지고 있다.

비영리 공연조직의 재정성과에 관한 연구 - 미국오케스트라를 중심으로 - (A Study on the Financial Performance for Nonprofit Performing Arts Organizations: Focusing on American Symphony Orchestras)

  • 본 연구는 비영리 공연조직의 재정성과를 살펴보고 조직의 생존 전략 방안을 제시하는 데 있다. 미국오케스트라의 상위 73개 단체의 IRS 990tax의 데이터를 최종분석에 사용하였다. 종속변수인 재정성과는 후원성과와 매출성과로 구분하였고, 독립 변수는 외부환경, 문화자본, 내부역량, 정부요인, 사회자본으로 하였다. 분석기법은 패널 GLS를 사용했다. 후원성과의 결정요인으로 주별 취업자 수, 오케스트라 연령, 규모, 지휘자의 미국국적, 정부지원금, 자원봉사자수가 정(+)의 관계로 나타났으며 주별 문화예술시장의 크기는 부(-)의 관계가 나타났다. 주별 1인당 총생산량과 학사 학위 이상 소지자 비율, 1인당 여가지출비용은 유의미한 관계가 나타나지 않았다. 매출성과의 경우 주별 취업자 수, 교육수준, 오케스트라 연령, 규모, 지휘자의 미국 국적, 정부지원금, 자원봉사자 수는 정(+)의 관계가 나타났고 문화예술시장의 규모는 부(-)의 관계가 나타났다. 이번 연구는 비영리 공연조직의 성과측정 방안을 제시하며, 특별히 사회자본이 조직의 성과를 내는데 영향을 끼치는 요인이란 것을 발견하는데 의미가 있다. 하지만 문화자본이 재정성과에 절대적인 영향을 주지 않는다는 점이 나타났고, 조직의 크기별로 다소 다른 결과가 나온 것은 추후 연구로 살펴봐야 할 것이다. 본 연구를 통해 앞으로 국내외 비영리 공연조직의 성과를 향상시키고 지속가능한 경영을 위한 전략을 세우는 데 도움을 줄 것으로 기대한다.

  • The purpose of this study was to examine volumes 1 through 51-8 of the Journal of the Korean Society of Costume in relation to past trends In content area of research reported, authorship, and funding source. Six subject matter areas were indentified: history of costume, apparel design and aesthetics, fashion marketing, social psychological aspects of clothing, clothing construction, textile science and etc. Of the 892 articles studies, history of costume research represented 40.1%(358). Studies which focused on apparel design and aesthetics increased in number as the journal matured. 51.8%(462) were authored by a sole individual. 48.2%(430) were authored by above two persons. Funding sources were indentified in 15.7%(140) of the 892 articles. College and university grants 72.9%(102) were acknowledged most frequently as a funding source.

연구비 관리제도의 혁신저항 (Innovation Resistance in Adoption Process of New R&D Grant Management System)

  • Since the concept of "innovation resistance" was introduced as a summary construct for customers not adopting a superior innovation, a lot of researchers have examined to identify the relationship between the innovation resistance and the various innovation and situation variables. This paper addresses the innovation resistance coming from the introduction of a new R&D grant management system(RGMS) in a university. The new RGMS is based on research grant management policies newly accredited by the government, where the central management of the research grants is indispensable. We have surveyed professors and researchers about the introduction of a new RGMS, and empirically analyzed the perceived innovation characteristics and the user characteristics affecting the innovation resistance. The result shows that perceived risk is the most important factor influencing on the innovation resistance.
