Has the Gap of Fiscal Self-sufficiency Rates of 16 Provincial Governments Been Narrowed? (우리나라 광역자치단체의 재정자립도 격차는 줄어들고 있는가)

  • The main purpose of this study is to investigate whether the gap of fiscal self-sufficiency rates of 16 provincial governments in Korea has been narrowed and to suggest some remedies based on the empirical results. The panel data set from 1998 to 2013 is used and pooled OLS and system GMM regression techniques are employed. The fiscal self-sufficiency rates show downward trend and ${\beta}-convergence$ exists in absolute and conditional convergence analysis. The speed of conditional convergence anlysis is proved to be faster than that of absolute analysis. Both metropolitan cities and prefectures show convergence of fiscal self-sufficiency rates. We have found out that in the case of metropolitan cities, the proportion of workers in the tertiary industry has positive effect on fiscal self-sufficiency rates and in the case of prefectures number of cars per capita has positive effect. And in both cases increase in old population has negative effect.

Income Inequality Decomposed by Age, Period and Cohort Effects: A Comparison of the Capital and Non-Capital Regions (연령, 시간, 코호트효과를 고려한 소득 불평등: 수도권과 비수도권 간 비교)

  • This paper attempts to compare and analyze the intensity, trend, and regional gap of income inequality, capitalizing upon the Age-Period-Cohort model which considers age, time and cohort effects, with the 1998-2018 Korea Labor Panel (KLIPS) survey data for respondents living in the Capital and Non-Capital Regions. The main analysis results are as follows. First, in the case of both cohort and age effects, those in their 50~60s, including the so-called baby boomers and '386 generation' living in the Capital Region, have relatively lower income inequality effect compared to that of other age groups and cohorts in the Non-Capital Region. Second, the micro-individual characteristics cannot be ignored to account for a regional gap in income inequality, but rather the effects of structural and institutional omitted variables and the social discrimination effects of individual characteristics variables are more significant in explaining it. Overall, intra-and inter-cohort income inequalities appear to overlap.

A Study on the Regional Difference of Obesity in the Social Vulnerabilities -Focused on the Suwon City (사회취약계층 비만의 지역 격차에 관한 연구 -수원시를 중심으로)

  • This study aims to spatialize the gap between obesity levels through the body mass index, an objective indicator of the level of health among vulnerable people. Thus, areas where the BMI showed cluster patterns with spatial high and low values were extracted and the characteristics of the region were analyzed. The analysis showed that the I statistics for the obesity rate were 0.07 and the z-score was 4.39, confirming spatial autocorrelation. For z-score, it was much larger than the maximum threshold of 2.57. This means that the rate of obesity among the socially vulnerable is regional, and this gap is spatially significant. The results of comparing and analyzing the local environment for these areas of obesity and health care were found to be areas with poor public transportation, less readily available parks, and a concentration of single and multi-generation housing. The analysis results of this study are meaningful in that they provide spatial implications for the health of the socially vulnerable class that previous studies have neglected.

Regional Gaps in Health Status Estimated by Amenable Mortality Rate in Korea (치료 가능한 사망으로 측정한 우리나라 지역 간 건강수준의 격차)

  • Background: This study aims to figure out the gaps in health status by estimating amenable mortality rate by region, reflecting the characteristics of Korea, and estimating the years of life lost (YLL) per capita by disease. Methods: People who died from amenable diseases between 2008 and 2018 were extracted from the cause of death statistics provided by Statistics Korea. The age-standardized amenable mortality rates were estimated to compare the health status of 229 regions. YLL per capita was calculated to compute the burden of diseases caused by treatable deaths by region. The YLL per capita by region was calculated to identify the burden of disease caused by amenable deaths. Results: First, while the annual amenable mortality rate in Korea is on a steady decline, but there is still a considerable gap between urban and rural areas when comparing the mortality rates of 229 areas. Second, YLL per capita due to the amenable deaths is approximately 14 person-years during the analysis period (2008-2018). Conclusion: Although the health status of Koreans has continuously improved, there is still a gap in health status region by region in terms of amenable mortality rates. Amenable death accounts for a loss of life equivalent to 14 person-years per year. Since the amenable mortality rate is an indicator that can measure the performance of the health care system, efforts at each local area are required to lower it.

Electron transport in core-shell type fullerene nanojunction

  • Within the framework of the density functional theory combined with the method of non-equilibrium Green's functions (DFT + NEGF), the features of electron transport in fullerene nanojunctions, which are «core-shell» nanoobjects made of a combination of fullerenes of different diameters C20, C80, C180, placed between gold electrodes (in a nanogap), are studied. Their transmission spectra, the density of state, current-voltage characteristics and differential conductivity are determined. It was shown that in the energy range of -0.45-0.45 eV in the transmission spectrum of the "Au-C180-Au" nanojunction appears a HOMO-LUMO gap with a width of 0.9 eV; when small-sized fullerenes C20, C80 are intercalation into the cavity C180 the gap disappears, and a series of resonant structures are observed on their spectra. It has been established that distinct Coulomb steps appear on the current-voltage characteristics of the "Au-C180-Au" nanojunction, but on the current-voltage characteristics "Au-C80@C180-Au", "Au-(C20@C80)@C180-Au" these step structures are blurred due to a decrease in Coulomb energy. An increase in the number of Coulomb features on the dI/dV spectra of core-shell fullerene nanojunctions was revealed in comparison with nanojunctions based on fullerene C60, which makes it possible to create high-speed single-electron devices on their basis. Models of single-electron transistors (SET) based on fullerene nanojunctions "Au-C180-Au", "Au-C80@C180-Au" and "Au-(C20@C80)@C180-Au" are considered. Their charge stability diagrams are analyzed and it is shown that SET based on C80@C180-, (C20@C80)@C180- nanojunctions is output from the Coulomb blockade mode with the lowest drain-to-source voltage.

A Study on the Dissemination Structure of Unfilled Positions in Universities Across the Country using Big Data: Using Panel and Tobit Regression Model (빅 데이터를 활용한 대학의 지역·권역별 학과의 미충원 파급구조 연구: 패널회귀모형과 토빗회귀모형의 응용을 중심으로)

  • This study observes the difference in the actual regional ripple effect of the decrease in admission resources due to the decrease in school age population, which has been weak in empirical studies, and how much the decrease in competition rate by department nationwide provides a significant shock to the decrease in enrollment rate in the population unit. An empirical quantitative analysis was attempted. As a result of applying the panel-tobit regression model, a clear gap was confirmed in the decrease in the registration rate due to the decrease in the competition rate both nationally and in the provinces, and in particular, a highly significant relationship was derived with the decrease in the recruitment rate. In particular, the sensitivity of the risk of unrecruitment due to a decrease in competition rate was the highest in the Jeolla region (0.499), followed by the Gangwon region (0.475) and the Gyeongsang region (0.471), and the metropolitan region (0.158) was confirmed to be the most stable. This suggests that the gap in insufficient funding has gradually widened by region over the past 10 years, and that the shock wave becomes more pronounced in the provinces farther away from the metropolitan area. Based on this study, if we deviate from the standardized application of university development policies for the metropolitan area and regional universities, and present a customized higher education strategy for each region, it will be an opportunity to prevent local extinction due to a decrease in the school-age population and achieve coexistence with higher education institutions and regions at the same time.

Analysis of Annual Changes in the Health Behavior of Obese People: Data from 2008 to 2019 Community Health Survey (비만인의 건강행태에 대한 연도별 변화 분석: 2008~2019년 지역사회건강조사 자료)

  • This study analyzed the annual changes in the health behavior of obese people and compared the differences according to region. The community health survey data from 2008 to 2019 was used, and statistical analysis was performed using SPSS ver. 25.0. An analysis of obesity for 12 years revealed a decreasing trend for underweight and overweight, while obesity showed an increasing trend and a high rate. From 2010 to 2019, the prevalence of diabetes and hypertension in obese people was 13.0% and 33.5%, respectively, both of which increased. The subjective health level perceived by obese people as very good to good decreased significantly from 40.2% in 2008 to 32.6% in 2019, and the percentage of people who said they were not anxious or depressed increased from 85.3% to 90.2%. The self-awareness of body type of obese people was slightly obese (60.4~65.3%) and very obese (12.2~16.1%), and the weight loss efforts showed an increasing trend from 50.0% in 2008 to 62.3% in 2019. The prevalence of diabetes and hypertension, subjective health status, and weight loss efforts of obese people were higher in the capital region and metropolitan cities, but depression and anxiety tended to be more negative in the capital region than in the non-capital regions. Therefore, it is necessary for the government and local governments to establish policies to reduce the regional gap in the health behavior of obese people.

Association between health financial capacity of local governments and health behaviors of local residents: a cross-sectional study (지방자치단체의 보건재정역량과 지역주민의 건강행태 간 관련성에 대한 단면조사연구)

  • Objectives: The budget gap in the health sector of local governments affects the supply of health services, which can cause the health gap. This study classified local governments according to their financial characteristics, such as local financial independence and health budget level. It analyzed the health behaviors and disease prevalence of local residents to examine the effect of local government financial investment on the health of local residents. Methods: To classify types according to the financial characteristics of local governments, financial independence and the health budget data for 17 local governments were collected from the local fiscal yearbook of the Ministry of Public Administration and Security. The prevalence of chronic diseases and healthy behavior was compared using the 16,333 data of adults between the ages of 30 and 65 years among the original data of the National Health and Nutrition Examination Survey (2016-2020). Results: Cluster analysis was used to classify local governments into five clusters according to the health financial capacity type. A comparison of the prevalence of local residents by cluster revealed a similar prevalence of hypertension, diabetes, and hypercholesterolemia. On the other hand, the obesity rate (P < 0.01), high-risk drinking rate (P < 0.01), aerobic physical activity rate (P < 0.001), and healthy eating practice rate (P < 0.001) were significantly different. In addition, an analysis of the odds ratio based on the Seoul area revealed a higher risk of health behavior of non-Seoul residents. Conclusions: It is necessary to review the universal health promotion project budget considering the degree of regional financial vulnerability from the viewpoint of health equity to narrow the health gap among regions.

Comparative Analysis of Regional Integrated Assessment Models of Climate and the Economy (사회후생함수를 중심으로 한 기후경제통합-지역평가모형 비교분석)

  • An integrated assessment model of climate and the economy (IAM) has been a standard tool for the economic analysis of climate change and policy recommendations. Since policy measures to address climate change take places at a national level, a regional integrated assessment model of climate and the economy (RIAM) is gaining more importance. A RIAM is a useful tool for the assessment of regional (or national) impacts of climate change. This paper investigates the main features of the currently available RIAMs. The focus is social welfare functions and the regional aspects of climate change. The comparative analysis shows that there is a huge gap between the economics of climate change and its applications to RIAMs. As an application, this paper examines the effect of social welfare functions on optimal solutions of the RICE (Regional Integrated model of Climate and the Economy) model. It is found that optimal climate policy such as carbon tax or emissions control rate is very sensitive to the assumptions on social welfare functions of RIAMs. It is better for each country to have their own RIAM as a basic tool for national climate policy-making and for international bargaining in greenhouse-gas mitigation. This is because a country's own preferences such as efficiency, equity, and sustainable development as well as national circumstances can be reflected in RIAM. The Republic of Korea has not developed its own RIAM yet. The comparative analysis and the numerical model in this paper can be a stepping stone for the development of such a national model.

Current Status and Agenda for Regional Central Library Social Minority Service (국내 지역대표도서관 소수자서비스의 현황과 과제)

  • The purpose of this study is to derive and propose agenda to improve the quality of minority services provided by regional cental libraries at the present time when information gap is deepening. First, text mining and topic modeling were conducted on 144 studies in the field of library and information science that dealt with minorities, and the discussions surrounding minorities in the domestic library world were examined in detail. Next, the current status of services for minorities in Regional central libraries were examined in detail, and tasks requiring discussion were sought in planning and operation of services for minorities in Regional central libraries. To this end, interviews were conducted with practitioners, in charge of services for minorities at Regional central libraries. Specifically, 1) awareness of minorities by practitioners, 2) current status of minority services, and 3) responsibility and role of Regional central libraries for planning and operating minority services and necessary support were analyzed. Based on the analysis results, the following tasks were derived. 1) Recategorization of minority groups, 2) Establishment of reference resource, 3) Reinforcement of education, and 4) Cooperation support between regional representative libraries and local public libraries were derived and suggested.
