Tideland Reclamation Projects and Establishment of Technology (해면 간척 사업과 기술의 정립)

  • Tideland Reclamation Projects, which have played a significant role in selfsuffficieny of food in Korea, are being greatly restricted nowadays in their implementation due to their demands of big amount of construction costs and their severe malfunctioning of contaminat-ing the marine environment. Under the situation, this paper was prepared not only to stimulate the Government to continue the imlementation of new tideland reclamation projects, but also to contribute to the development of tideland reclamation technology by which the construction costs and rnalfunctionings could be minimized. Eventhough, the functioning of filters is considered to be important for the safety of seadikes, their planning and design are being made unreasonably In view point of construc-tion cost and strutural safety. Therefore, a reliable planning and design method for filters is presented in this paper on the basis of filter theory. In this way, we professional engineers corncerned should endeavor to develop more ad-vanced technology, by which the Government would implement the tideland reclamation projects continuously to supply the land and water more steadily in time.

Multi-functional Benefits & Costs Analysis of Tide Land Reclamation Project and Development Guidelines in the Future (간척사업(干拓事業)의 다기능적(多機能的) 편익(便益)-비용분석(費用分析)과 발전방향(發展方向))

  • The most limited production resource in Korea is land. During the period from 1995 to 2002, annual farm land area of 17,600ha have been converted to urban and industrial land. The self-sufficiency rate of rice, Korean staple food, is expected to be decreased from 97.5% in 2003 to 60-70% in 2020. Under such conditions, this study is aimed at first identifying multi-functional benefits of the reclamation projects such as agricultural production, industrial water supply, urban land supply, transportation effects, sightseeing effects and environmental values with and without the projects. To carry out the objectives, three existing tideland reclamation projects such as Daeho, Kumgang and Yongsangang irrigation project stage II were evaluated and Saemangeum tideland reclamation project which was jointly revaluated by environmental NGO and Govn't appointed specialists in 2000 was reviewed. According to this study results, tide land reclamation projects were showed financially and economically feasible and environmentally sustainable. The joint cost like estuary dam should be allocated based on the multi-functional benefits of the projects. To allocate the joint cost, legal and institutional improvement should adapt the joint cost allocation method as the specific cost-remaining benefit method. Korea has more than 402,000 ha of tidal flat of which 76,396ha have been reclaimed in 2003. To meet food security and to cope with shortage of land, phil-environmental reclamation projects should be continuously implemented and necessary tidal flats for protecting environmental ecosystem should be remained according to the detail survey results of reclaimable resources.

The Ecological View of Robert Smithson's Reclamation Project (로버트 스미슨의 "개간 프로젝트"에 나타나는 생태학적 세계관)

  • This is a study on the ecological view of Robert Smithson's reclamation projects. Smithson was a pioneer of Earth art in the late 1960's. Robert Smithson believed that he could transform industrial wastelands, such as an abandoned oil rig and a no longer used quarry, into "Earth Art." In the early seventies, he conceived of land reclamation as a new art form and called this art "Reclamation Projects." His attention regarding industrial ruin started from the American political and social situations in the 1960's. In the late 1960's, American society was in chaos from the right of movement of African Americans, the women's rights movement and from the strike for renunciation of the Vietnam War. The intellectual class seemed to believe that it was the destiny of a closed system's society to run in the direction of entropy. Smithson, who was skeptical about the system of American society, also thought that entropy was the proper diagnosis to describe America's situation in the 1960's. The 1960's civic movements like the civil rights movement and antiwar movements expanded into the environmental movements based on ecological views of the 1970's. The government had also started to worry about environmental pollution. Thus, the reclamation act was also established in 1972. Smithson believed that the relation between art and social background are closely related and affect each other. He was concerned with how art can join society, and the result was reclamation projects. Such reclamation projects lie on man-made wastelands, like abandoned oil rigs and no longer used quarries, which was an allegory of entropy. He also thought that Frederick Law Olmsted was a pioneer of earth art. The aesthetic category of Olmsted's view of landscape is to be based on the picturesque of Uvedale Price and William Gilpin. So Smithson, who considered Olmsted as his touchstone, also accepted the picturesque. Such reclamation projects aim to change with nature by adapting the creative power of artists to the ruin which has the highest level of entropy in industrial society. Smithson wanted this to become the bridge between man and nature. His reclamation project's aim, which shows the system interacting between man and nature as a network, is not different from the ecological view of the 1970's environmental movement.

  • The purpose of this study was to analyze the spatial change of coastal area called Nampo-dong in Busan. And then the subject of research was chiefly concentrated upon the development of southern coast and the land-reclamation based on the commercial facilities after the opening port. There were various reclamation projects in the coastal area of Japanese settlement under the Rule of Japan. Busan Nambin Coast(Currently, Nampo-dong) was one of typical reclamation projects conducted in the southern seashore. Due to the characteristic of coastal area, fishery was developed well and the entertainment industry also grew rapidly with the characteristic of the short distance of urban centre. In this study, we investigated the process of reflecting the characteristic of spatial change that were pursued by communities at that time, particularly through the establishment and change of buildings.

Analysis of Problems and Improvement of Environmental Impact Assessment in Social-Economic Items Based on 19 Major Large Scale Development Projects (주요개발사업의 환경영향평가서 분석을 통한 사회경제항목평가의 문제점과 개선방안)

  • Assessment in Socio-economic items should be used to estimate social influence when policies and projects were introduced. To estimate current situation of socio-economic items 19 Environmental Impact Statement (EIS) of large scale projects were analyzed. The projects were selected based on magnitude of social impact when the projects were implemented. Environmental Impact Statement was categorized into line projects(road construction, railroad construction, stream development, etc), and surface projects(energy development, wetland reclamation, recreation and sport development, and housing and residential development, etc) thus being chosen for 19 projects in each categories. This report was based on the analysis of 7 items in socio-economic environmental items(i.e., population, residents, industry, public facilities, education, transport and historical monument). Most EIS did not follow the regulation suggested by Ministry of Environment, and only current circumstances were briefly described. Indifference of in-depth analysis of socioeconomic environmental items would influence the process of social and environment impact negatively in the midst of construction of National Projects such as Outer Circle Seoul Highways, Saemankeum Reclamation Projects, etc. This abrupt halt of construction was mostly based on a lack of public hearing or public participation. Socio-economic items are also very much lacking in quantitative method and strengthening socio-economic environmental items is needed via checklist or matrix that brings decision-makers better ideas objectively.

Investigation on Tideland Reclamation Projects in North Korea using Satellite Image Data (인공위성 화상자료를 이용한 북한의 간척자원 조사)

  • The purpose of this study is to investigate on tideland recalamation project as a part of situation on farm land improvement measures in North Korea. By using satelite image data beyond the national boundaries, it makes possbile to analyze tideland reclamation projects, and owing to the developed software and procedure we can analyze data regardless of difference in data acquistion date. Satellite image data LANDSAT JEARS-1 data are mainly used, and analyzing software ER Mapper, ERDAS , IDRISI are used . Reclamation survey result made by the ministry of unification in 1994 were examined by means of remote sensing using satellite image data. The results are ; Completed and/or partly completed project are 24, 596ha and planned are about 142, 223 ha, 166, 819 ha in total. However, they already reported about 300 thousand ha would be reclamined from the sea in early 1980.

Improvement of the EIA for Land Reclamation Projects in the Coastal Areas of Korea (해양매립사업 환경영향평가의 개선방안)

  • In Korean coastal areas, land reclamations are main development projects that should be based on environmental impact assessment(EIA), because those human interventions can change coastlines, damage tidal flats, and pollute adjacent areas to threat seafood safety and devaluate overall ecosystem service value. Existing procedures of the EIA for land reclamation projects were diagnosed and evaluated to enhance them. Problems were identified in the designation of survey areas, the consistency in survey sites and periods, the standardization of survey methods and reports, the confidence of survey results and the verification of predictions. Lack of integration was noticeable and could be improved by synthesizing different assessments from topography geography, marine physics, marine chemistry and marine biology. We suggest that successful precautionary marine environment management requires readjusting the cost of EIA, recruiting experts in marine environment, constructing database and establishing specialized assessment system.

  • This study was performed to analyze dealinization effects on gypsum treatments in reclaimed tidelands and to obtain the basci data for developing prediction techniques f desalinization to be applicable in the begining of tideland reclamation. In this study , the reclamation experiments with 4 treatments were conducted through the leachig method, using the samples of silt soil and silt loam soil collected in 5 units of tideland reclamation projects. The electrical conductivity , exchangeable sodium percentage and hydraulic conductivity were analyzed in order to investigate the effects of desalinizatino for reclaiming the tidelands with high salt concentration.

  • It is necessary to develop systematic mine reclamation technology according to mid- and long-term road maps to effectively promote mine reclamation projects. Evaluating the main achievements of the mine reclamation technology according to the first and second-stage roadmaps revealed the necessity of sharing the R&D achievements. In this study, by reviewing the key issues of the third-stage roadmap and considering the major technical needs of in-and-out customers, the strategic development direction of sustainable mine reclamation technology through expanded sharing of R&D achievement was examined.
