우리나라 어선감척사업 현황과 개선방향 (Present Status and Direction of Improvements in Fishing Vessels Buyback Program in Korea)

  • The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.

A Population Viability Analysis (PVA) for Re-introduction of the Oriental White Stork (Ciconia boyciana) in Korea

  • The Oriental White Stork (Ciconia boyciana) is a representative wetland species distributed across East Asia. The species has been declined to face the threat of species extinctions with estimation of at about 3000 individuals. In order to re-introduce the endangered storks in the field, we developed a baseline model using the program VORTEX, performed sensitivity test, and finally suggested an ideal model based on results of the sensitivity test. The baseline model predicted 12.5% extinction probability with mean time to first extinction of 82.0 year. Sensitivity test revealed that two demographic variables (first-year mortality and percent of adult female breeding) had the greatest impacts on population persistence. Thus, corrected model improved the population persistence, where the extinction probability decreased to 1.0% in 100 years by changing values of two variables within a range of applicable to the population. Our models for stork re-introduction suggest this population will be stable by improving first-year mortality and adult female fecundity.

직업교육과 경력단절여성의 창업의지, 재취업욕구의 관계 연구 (The Relationship of Among of Vocational Education, Entrepreneurial Intention,Re-employmment Need of Career Interrupted Woman)

  • 본 연구는 우리나라 경력단절 여성의 직업교육에 대한 연구로 최근의 정부정책에 있어서 이슈가 되고 있는 사항들을 연구한 결과물이다. 경력단절여성의 직업교육이 창업의지와 재취업욕구에 미치는 영향을 분석함으로써 경력단절여성의 직업교육의 성과를 분석하는데 목적이 있다. 이러한 목적을 위하여 A시에 소재한 취업관련기간에서 직업교육을 수강한 경력단절여성을 대상으로 직접 방문 및 인터넷을 통한 설문을 실시하였다. 회수된 자료는 spss 21.0을 활용하여 분석하였고, 사용된 통계기법은 빈도분석, 신뢰도분석, 상관분석, 회귀분석 등이다. 추후 A시 뿐만이 아닌 전국으로 확대하여 연구가 실시된다면 보다 구체적이고 객관적인 연구가 될 것으로 사료되어진다. 본 연구에서 나타난 주요 결과를 요약하여 제시하면 다음과 같다. 첫째, 직업교육은 경력단절여성들의 창업의지에 긍정적 영향을 미쳤다. 둘째, 직업교육은 경력단절여성들의 재취업욕구에 긍정적 영향을 미쳤다.

응급처치 및 심폐소생술 교육이 소외계층 청소년의 자아효능감과 사회공헌도에 미치는 효과 (Effect of first aid and cardiopulmonary resuscitation education on self-efficacy and social contribution of disadvantaged youth)

  • Purpose: This study aimed to evaluate the educational experience, re-demand, pre-post self-efficacy, subjective social contribution of disadvantaged youth after first-aid and cardiopulmonary resuscitation (CPR) education. Methods: The subjects in this study were 967 disadvantaged youth from the general population. Data analyzed were frequency, percentage, and results of the $x^2=test$, t = test, one-way analysis of variance, and Pearson correlation by using the SPSS 18.0 statistical program. Results: Of the subjects, 51.7% had educational experiences, mostly less than 1 year. First-aid and CPR education improved self-efficacy. In particular, a higher the self-efficacy resulted in a higher subjective social contribution. Conclusion: This study showed that first aid and CPR education positively affected the self-efficacy, and awareness of social contribution in disadvantaged youth. Therefore, appropriate first aid and CPR education program for disadvantaged youth is beneficial.

Q 방법을 활용한 대학생의 교양교육에 대한 인식 유형 연구 (A study on the Types of Perception for the Liberal arts Education of University Students Using Q Methodology)

  • 본 연구는 Q방법을 활용하여 대학생이 지각하는 교양교육에 대한 인식 유형을 알아보고 유형별 특성을 알아보기 위해 실시되었다. 문헌연구와 개방형 질문지, 심층 면접을 통해 수집한 Q 모집단에서 Q표본 33개를 추출하였다. Q분류는 B시에 소재한 A대학교 재학생 27명을 대상으로 실시하였으며, QUANL 프로그램을 사용하여 자료를 분석하였다. 연구 결과, 교양교육에 대한 인식 유형은 '다양한 경험 추구형', '실용학문 추구형', '사고확장 추구형', '사회변화 추구형' 등 4가지 유형으로 추출되었다. 본 연구 결과는 대학교육에서 교양교육의 의미를 재정립하고 다양한 교육 내용과 교수-학습 방법에 대한 고려가 필요함을 시사한다.

지방대학 혁신역량강화사업 효과분석 - NURI 항만물류사업단을 중심으로 - (The effect analysis of 「New University for Regional Innovation」 - Focusing on NURI Port Logistics education Project -)

  • 본 연구의 목적은 수요자 측면에서 지방대학 혁신역량강화사업의 효과성을 분석하는 것이었다. 2004년도부터 2008년까지 총 5년간 NURI 항만물류사업단의 자체보고서를 기초로 선정한 효과성 평가지표는 전반적 만족도와 세부적 만족도, 타 대학 출신인력 비교우위, 지속적 채용의사, 재교육의 필요성, 필요교육 우선순위 등이었다. 그리고 보다 객관적인 분석을 위해 2006년부터 2009년까지의 취업률을 지표로 선정하였다. 분석의 결과, 만족도는 대체적으로 꾸준히 증가하였고, 타 대학 비교우위는 높게 나타나면서 재교육의 필요성은 점점 낮아져 사업의 효과성은 매우 높은 것으로 나타났다. 특히 재학생의 외국어능력 수요를 충족시키고 있는 것으로 나타났지만, 산학연계는 보다 강화될 필요가 있는 것으로 분석되었다. 또한 누리사업단의 참여학부(과)는 비참여학부(과)에 비해 취업률이 지속적으로 증가한 것으로 나타나 사업의 효과가 객관적으로 있는 것으로 나타났다.

간호학생의 기본 심폐소생술에 대한 태도, 지식, 능숙도에 미치는 교육의 지속효과 (Retention Effect of Basic Life Support Education Program on Attitude, Knowledge, Skillfulness for Nursing Students)

  • Purpose: This study was done to identify the retention effects of a basic life support training program for nursing students on their attitude, knowledge, and skillfulness. Methods: A one-group repeated posttest design was employed for this study. The subjects included 44 junior nursing students from Gachon University in Incheon. Data were collected by a structured questionnaire test immediately after, 3 months after, 6 months after, and 9 months after the training respectively from May 2014 through March 2015. Results: The respective attitude, knowledge and skillfulness score on BLS of the nursing students had reduced significantly at 3 months after (p<.001), 6 months after (p<.001), and 9 months after (p<.001, p=.011 for Attitudes) the training compared to immediately after the training. Conclusion: Re-training on basic life support for nursing students should be implemented within 3 months for retention of educational effects. Thus, it is recommended that basic life support training programs, including a curriculum for nursing students, is developed to support re-training. And it is expected that the improved skills of nursing students on basic life support would contribute to the successive first aid nursing for patients at risk of cardiac arrest.

Promotion of Technology-based Start-ups: TIPS Policy of Korea

  • The key conditions for the promotion of innovative technology-based start-ups are expanding the market for innovative technology products and services, increasing equity-based funding opportunities, promoting the commercialization of technological innovation, and establishing a fair-trade system for start-ups to compete fairly in the market. Besides, there is a need for a support system that minimizes the cost of failure in case of business failure to facilitate re-challenge and provides education and training opportunities to enhance entrepreneurial capabilities. To activate technology-based start-ups, the Korean government introduced the TIPS policy in 2013. It is a program that creates technology start-up with private investment led by successful venture entrepreneurs, which has shown remarkable achievement and is regarded as the most successful policy in this field up to now. The most critical factor contributed to the success of this program is to invite private investors to select a technology entrepreneurship team and provide mentoring with the investment. The government provides R&D funding with matching investment, commercialization and marketing support to ensure that technology start-ups survive crossing the death-valley. Subsequent investments from domestic and abroad investors are actively made and it is becoming a representative technology-based start-up program in Korea.

산업체 위탁교육의 문제점과 개선을 위한 실증연구 (Analytical approach of many Site for a fixation of the Industrial Consignment Education in Junior College)

  • The results of a discussion among parties involved in the Industrial Educational Cooperation Program are as follows: 1. Ensure that students in the Continuing Education System have certain work experience as a prerequisite for admission. 2. Studies and evaluation methods should be diversified in order to give students better selection of lectures and credits. 3. Re-education system should be established, and a degree conferred through development of human resources and study terms. 4. Educate students by cooperating between the union of industries and that of the colleges. 5. Students are satisfied about the intensive study by $\ulcorner$2+2$\lrcorner$ joint education which connects junior college and university. 6. Put into practice creative technical education for technological development by learning their classroom studying just as actual practice in the industrial field. I offer strategies for settlement of the Industrial Trust Education mentioned above, and urge the Ministry of Education to comply.

과학문화콘텐츠 구성을 기반으로 한 융합형 교육 프로그램의 개발 방안 (The Development of the Convergence Education Program based on the Creation of Scientific and Cultural Content)

  • 최근 우리 사회 전반에서 융복합의 개념이 새로운 가치 창출의 가능성으로 주목받게 되면서, 지식 통합에 대한 요구도 점차 확장되고 있다. 지식과 학문 분야에서 시대적 요구가 변화함에 따라 인재가 갖추어야 할 역량은 물론, 새로운 인재를 양성하기 위한 교육의 패러다임도 바뀌고 있는 것이다. 특히 이공계 대학에서는 전공 지식의 습득을 넘어, 종합적 사고력과 협동 학습 능력을 갖춘 인재 양성을 목표로 '학제 간 융복합 교육'이 확대 실시되고 있는 추세이다. 전공 지식과 현장 실무 능력을 강조함으로써 취업률을 높이는 것만이 아니라, 학생들에게 발견적 창의적 융합적 사고의 바탕이 되는 인문학적 교양과 세계관에 대한 이해를 제공하기 위해서이다. 그러나 현재 전공 및 교양 교육 차원에서 개설된 융합 교과목의 대부분은 타 학문 분야의 지식이나 이론을 소재나 화제로 활용함으로써, 단편적인 지식 습득 차원에 머무르는 경향이 강하다. 이에 본고에서는 과학기술 분야와 인문학 분야의 지식을 균형적으로 통합하여 종합적으로 사고함으로써, 지식 습득에서 한 단계 더 나아가 지식을 응용 재창조 할 수 있는 '융합형 교육 프로그램'을 구안(具案)하였다. 이 프로그램은 문화콘텐츠의 창조를 전제했을 때 유용한 '과학기술'과 '문화 원형'에 대한 이해를 제공하고, 습득된 지식을 가치 있는 결과물로 도출하기 위한 방법으로 '스토리텔링' 학습을 제안한다. 이를 통해 학습자는 과학 기술과 인문 분야를 융합할 수 있는 매개인 '과학문화콘텐츠'를 구성하기 위한 교육을 제공받게 된다. 이로써 전공 지식에 대한 탐구와 응용을 시도하는 가운데, 논리적 창의적 사고를 진작하게 될 것이다. 더불어 그간 과학과 인문학이라는 두 영역을 대상으로 한 '다학제적 교육'이 갖는 한계를 극복할 수 있으리라 본다.
