Development of a monolithic apparatus for degasing aluminum continuous casting molten metal (알루미늄 연속주조 용탕의 탈 가스 일체화 장치 개발)

  • It is necessary for managing a perfect process for degasing aluminum molten metal according to the increase of a grade of aluminum and its alloy products. There are some methods that have been used to manage a degasing process in recent years, such as an injection method that uses aluminum molten metal powder and chemicals supplier and input method that supplies argon and nitrogen, or chlorine gas by using a gas blow-tube. However, these methods show some problems, and it shows that it is a difficult process to handle. pollution due to the producing a lot of toxic gases like chlorine and fluoride gas. irregular effects, and lowering work efficiency due to the excessive processing time. The problems that are the most fatal are the producing a lot of sludge due to the reaction of aluminum molten metal with chemicals. loss of metals, and decreasing the life of refractory materials. In order to solve these problems. this paper develops a technology that is related to aluminum continuous casting molten metal and monolithic degasing apparatus. A degasing apparatus developed in this study improved the exist ing methods and prevented environmental pollution wi th smokeless. odor less, and harmlessness by using a new method that applies argon and nitrogen gas in which the methods used in the West and Japan are eliminated. The developed method can significantly reduce product faults that are caused by the production of gas and oxidation because it uses a preprocessed molten metal with chemicals. In addition. the amount of the produced sludge can also be reduced by 60-80% maximum compared with the existing methods. Then. it makes it possible to minimize the loss of metals. Moreover. the molten metal processing and settling time is also shortened by comparing it with the existing methods that are applied by using chemicals. In addition, it does much to improve the workers' health, safety and environment because there is no pollution. The improvement of productivity and prevent ion effects of disaster from the results of the development can be summarized as follows. It will contribute to the process rationalization because it does not have any unnecessary processes that the molten metal will be moved to an agitator by using a ladle and returned to process for degasing like the existing process due to the monolithic configuration. There are no floating impurities due to the oxidation caused by the contact with the air as same as the existing process. In addition. it can protect the blending of precipitation impurities. Because it has a monolithic configuration. it can avoid the use of additional energy to compensate the temperature decreasing about 60t that is caused by the moving of molten metal. It is not necessary to invest an extra facilities in order to discharge the gas generated from a degasing process by using an agitator. The working environment can be improved by the hospitable air in the factory because the molten metal is almost not exposed in the interior of the area.

A Study On Irrigation Water Price Structure and Prescription (농업용수의 가격구조에 관한 연구)

  • This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.

The Analysis of Stakeholders' Conflict Surrounding Water use Charges: Targeting the Han River region (한강수계 물이용부담금을 둘러싼 이해당사자 간 갈등분석)

  • This research purposes to design a methodological framework to suggest the optimal method to resolve the conflicts of stakeholders surrounding the water use charge of the Han River region, and to use the analysis results to provide the direction of policy. For this, it was preceded that the process of understanding the mechanisms of the multifaceted conflict between decision makers taking different positions over water use charge of the Han River region, and an optimal method to resolve the conflict of water use charge of the Han River region was derived by using a graph model for conflict resolution(GMCR). According to the analysis results, the optimal state to find a solution to the water use charge of the Han River is that the Seoul-Incheon-Gyeonggi region pays the charge according to the original rate while Seoul-Incheon requesting discount the water use rate. In addition, the Han River management committee should establish policies desired by Seoul-Incheon-Gyeonggi region including rationalization of the decision-making structure to determine the rate of water use charge, making the basis to support the Han River management fund system for the Seoul-Incheon region, and transparent management of the Han River management fund system considering the characteristics of beneficiary regions and residents. This study is expected to provide objective decision-making information in establishing environmental policy directions related to conflict resolution in the water use charge of the Han River region and to offer a methodological basis for similar follow-up studies related to conflicts derived from sharing nature environment.

Improvement of estimating method for construction management service fee by case study (사례분석을 통한 건설사업관리 대가산정 방법 개선)

  • The objective of this paper is to suggest the improvement of estimating system for construction management (CM) service fee through the analysis of the previous literatures and criteria and case study. In order to do this, this paper considered the relevance of existing criteria to estimate the CM service fee, the condition of input ratio of engineering resources in the real cases, and current utilization strategy of nonresident technical engineers. Based on the analysis, the following problems were identified; a) the different estimating system for CM fee and construction supervision fee, b) impractical estimating system for the CM fee, and c) inappropriate allocation of human resources for CM. Consequently, this paper suggested the following 4 items for the improvement of the existing system; (1) modification of the current structure of CM fee calculation, (2) rationalization of current level of the CM fee which is required to be raised approximately 5.4 percent compared to design or supervision fee, (3) securement of elasticity of the input ratio of engineering resources from the inception phase, and (4) development of the utilization strategy of nonresident engineers based on the technical requirement of the jobsite. Thus, it is anticipated that this research would affect the compensation package of CM in order to make the estimation process of CM service fee more efficient and to revitalize CM as business.

Accountability Trend for Government Supported Research Institutes : Evidence from the Institute Evaluation 1991-2005 (출연연구기관 기관평가의 책임성 요소 변화 분석)

  • This paper examines accountability trend for government supported research institutes through the analysis of what aspects of accountability have been emphasized in the institute evaluation from 1991 to 2005. We divided research period into pre-research council period(1991-1998) and post-research council period(1999-2005). In pre-research council period, we find four kinds of accountability for government supported research institutes, that is, compliance accountability for regulation, managerial accountability, performance accountability and social accountability and great emphasis has been put on compliance accountability for regulation and managerial accountability. In post-research council period, financial accountability for soundness has been added to the above four kinds of accountability and great emphasis has been put on performance accountability and managerial accountability, especially performance accountability. The concrete contents of an accountability has been also changed between pre-research council period(1991-1998) and post-research council period(1999-2005). Regulation accountability in the pre-research council period are related to conforming to government rules for institute operation and regulation defining institute function for reformulation, but in post-research council period, it has been focused on rules for the rationalization of management. Managerial accountability has been changed from emphasizing on management efficiency approximately to focusing on more specific management efficiency like the appropriateness of personnel management, the efficiency of budget management and project management, reasonableness of evaluation and compensation. Performance accountability has been changed in methods for measuring performance, in the pre-research council period, it has been taken quantitative method for measuring productivity, but, in post-research council period, qualitative approach like objective management has been complemented. Finally, accountability for government supported research institutes has been changed towards being concrete in many sided accountabilities and focusing on performance accountability.

Phenomenological Study about Bodyguards' Ethical Dilemmas (신변보호요원의 윤리적 딜레마에 대한 현상학적 연구)

  • This study is about the phenomenological study of bodyguards' ethical dilemmas. Through this study, the meaning and essence of bodyguards' ethical dilemmas will be analyzed based on empirical facts. The purpose of this study is to provide basic information of the prevention and solutions for their ethical dilemmas and to understand and research the process and the essentials of them. To achieve this goal of the study, seven bodyguards who experienced ethical dilemmas working more than five years are selected as objects of the study. Colaizzi's six stage method are applied into this study so information gathered through interviews and questionnaire from 0ctober 1st, 2015 to November 20th, 2015 is analyzed. From the process of this research, these following conclusions are drawn considering validity of this study and ethical things. As a result, bodyguards' ethical dilemmas are divided into six centric meanings and 20 thematic statement. First, the centric meaning is conflict factors and the themes are discordance of pre-practice, regulatory or procedure problems, communication about sturcture and job and service disagreement. Second, the centric meaning is limited professional roles and the themes are institutional custom, decision making, priorities. Third, the centric meaning is difficulties of circumstantial judgement at work places and the themes are ambiguity of decision, conflict of knowledge, experience and opinion. Forth, the centric meaning is reasonable self-defense and the themes are lack of responsibility, rationalization, intentional negligence and sense of shame. Fifth, the centric meaning is difficulties of social network and the themes are the relationships between subordinates and superiors, the role of a moderator, uncooperative work and unpleasant sayings and doings. Sixth, the centric meaning is keeping secrets and the themes are burried for and illegal practice.

A Study on the Situation and Management Method of Rural Informationization Village(Invils,) (농촌 정보화 마을 실태와 효율적인 운영방안)

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. The establishment of the invil managers' job tenure d. The reformation of measuring the success or failure of an invil e. The integration of administrative offices centralized by invils f. The establishment of trust between administrative offices and invils g. the integration of experience villages and invil managing offices h. The revitalization of incentives to invils and experience villages i. The enforcement of cooperative offices among invils Policies to be implemented by the government: a. An Ethnography on Stigma of Families Having Old People Admitted to Nursing Home in Korea (요양원 입소노인 가족의 오명에 대한 문화기술지)

  • This study was conducted to explore and understand the meaning of stigma of families having old people admitted to nursing home within the Korean culture. Data collection was performed through in-depth interviews and participant observations which were recorded and transcribed verbatim with the consent of the participants. The key informants were 12 people having the aged family member in nursing home. The data was collected from October 2008 to February 2009 until completed. Data were analyzed utilizing the taxonomic analysis method developed by Spradley. As a result, 24 themes, 8 categories and 4 cultural domains are founded from the cases. The cultural domains resulted from the analysis are: 『Incompetence of Oneself: 'Adaptation to Inevitable Realities', 'Difficulty of Economic Independence', 'Difficulty of the Subjective Self-assertion'』, 『Contradictoriness of Decision Making: 'Decision Making Different from Own Mind', 'Conflicts between Neighboring'』, 『Self-rationalization of Decision Making: 'Self-comfort of Decision Making'』, 『Shifting Responsibility: 'Services Different from that of Family', 'Laking in Sincerity of Responsible Institution'』. Theoretical model about stigma of the family having old people admitted to nursing home by the research result in the above was able to be confirmed that it was expressed with the original form of thought of recursive system which continuously showing the inconsistency of decision making, rationalizing decision making, and shifting one's own responsibility in the process of accomplishing the duty of supporting old people. Based on the results, I discussed the meaning of stigma of families having old people admitted to nursing home and provided recommendations for future research.

Development of Korean Green Business/IT Strategies Based on Priority Analysis (한국의 그린 비즈니스/IT 실태분석을 통한 추진전략 우선순위 도출에 관한 연구)

  • Recently, the CO2 emission and energy consumption have become critical global issues to decide the future of nations. Especially, the spread of IT products and the increased use of internet and web applications result in the energy consumption and CO2 emission of IT industry though information technologies drive global economic growth. EU, the United States, Japan and other developed countries are using IT related environmental regulations such as WEEE(Waste Electrical and Electronic Equipment), RoHS(Restriction of the use of Certain Hazardous Substance), REACH(Registration, Evaluation, Authorization and Restriction of CHemicals) and EuP(Energy using Product), and have established systematic green business/IT strategies to enhance the competitiveness of IT industry. For example, the Japan government proposed the "Green IT initiative" for being compatible with economic growth and environmental protection. Not only energy saving technologies but energy saving systems have been developed for accomplishing sustainable development. Korea's CO2 emission and energy consumption continuously have grown at comparatively high rates. They are related to its industrial structure depending on high energy-consuming industries such as iron and steel Industry, automotive industry, shipbuilding industry, semiconductor industry, and so on. In particular, export proportion of IT manufacturing is quite high in Korea. For example, the global market share of the semiconductor such as DRAM was about 80% in 2008. Accordingly, Korea needs to establish a systematic strategy to respond to the global environmental regulations and to maintain competitiveness in the IT industry. However, green competitiveness of Korea ranked 11th among 15 major countries and R&D budget for green technology is not large enough to develop energy-saving technologies for infrastructure and value chain of low-carbon society though that grows at high rates. Moreover, there are no concrete action plans in Korea. This research aims to deduce the priorities of the Korean green business/IT strategies to use multi attribute weighted average method. We selected a panel of 19 experts who work at the green business related firms such as HP, IBM, Fujitsu and so on, and selected six assessment indices such as the urgency of the technology development, the technology gap between Korea and the developed countries, the effect of import substitution, the spillover effect of technology, the market growth, and the export potential of the package or stand-alone products by existing literature review. We submitted questionnaires at approximately weekly intervals to them for priorities of the green business/IT strategies. The strategies broadly classify as follows. The first strategy which consists of the green business/IT policy and standardization, process and performance management and IT industry and legislative alignment relates to government's role in the green economy. The second strategy relates to IT to support environment sustainability such as the travel and ways of working management, printer output and recycling, intelligent building, printer rationalization and collaboration and connectivity. The last strategy relates to green IT systems, services and usage such as the data center consolidation and energy management, hardware recycle decommission, server and storage virtualization, device power management, and service supplier management. All the questionnaires were assessed via a five-point Likert scale ranging from "very little" to "very large." Our findings show that the IT to support environment sustainability is prior to the other strategies. In detail, the green business /IT policy and standardization is the most important in the government's role. The strategies of intelligent building and the travel and ways of working management are prior to the others for supporting environment sustainability. Finally, the strategies for the data center consolidation and energy management and server and storage virtualization have the huge influence for green IT systems, services and usage This research results the following implications. The amount of energy consumption and CO2 emissions of IT equipment including electrical business equipment will need to be clearly indicated in order to manage the effect of green business/IT strategy. And it is necessary to develop tools that measure the performance of green business/IT by each step. Additionally, intelligent building could grow up in energy-saving, growth of low carbon and related industries together. It is necessary to expand the affect of virtualization though adjusting and controlling the relationship between the management teams.

A study on simple nursing activities for the registered nurses and nurse aides in the hospital (단순간호활동에 관한 간호사 및 간호조무사의 태도조사연구)

  • Every country in the world has been trying to expand the basic health right for the peoples as W.H.O has established the goal 'health for AU' by the year of 2000. Related to this goal, our government authority has establish the policy 'the insurance of health for all' into effect from July 198\). Recently hospitalshave been making a ceaseless effort for the plan for the rationalization of its management the academic World is making it a subject of discussion by doing the secure of manpower at a resonable level and the increase of productivity by the manpower. As a result of the efforts the study was established to secure the numbers of nursing manpower at a resonable level and use the unskilled persons at the utilizing field and seek the possible area of their activity for more efficient service through the investigation of ablity of simple nursing activities of regiestered nurses and nurse aides for rational function according to the educational levels and talents. The method of study was established by the registered nurses and nurse and nurse aides(R.N 229, N.A 226) who are working in 15 hospitals with over 200 beds. This surrey was conducted from Mar 29, 1989 to April 8, 1989. The method to test the degree of importance, difficulties, and the abillity of performance of a simple nursing activities was classified into 35 activities on the basis of references on this field. The degree of importance was composed from point l(Not so important) to 5(Very important). the degree of difficulties. was composed as follows; very easy - Point 1 very difficult and complicated - Point 5. and the ability of performance was composed from point 1 to 5. The materials gathered through the survey were analyzed with frequency, mean standard deviation, percentage. t-test, Anova, pearson's coefficient of correlation, stepwise multiple regression. factor analysis, discriminant analysis. The obtained results are summarized as follows: 1. The recognition values of the simple nursing activities of each group of registered nurse and nurse aides show; The degree of importance; 4.04 and 4.26 The degree of difficulties; 2.72 and 2.94 The ability of performance; 2.07 and 2.38 The brief summary shows there are little differences between who two groups the simple nursing activities turned out to be easy and simple work. 2. Regardless of the degree of importance, and difficulties, the ability of performance the important in fluencing of the degree of the simple nursing activities between the registered nurses and nurse aides was the order of educational level, hospital career, working career in wards and ages of the registered nurses and ages and hospital creer of nurse aides. The result was that the simple nursing activities could easily be familiar through the training of their working environment and period of experience. 3. Among the 35 simple nursing activities the items capable of resonable entrusting to the nurse aides are 5 that is helping bed-bathing, 8itz Bath, using bed pan, care while delivering patient, accompaying patient when visitor's check. There wasn't and differences between RN and nurse aides in performing the above 5 items. In anywhere. so we can say obviosuly that this nursing activities should be performed under the nursing system of which chief of nurse are supposed to supervise nurse aides as a possible function to be entrusted. In view of the above mentioned results, therefore, this partial functional job of the simple nursing activities can able be entrusted to the nurse aides through the regular training course. In case of these functional activities could be entrusted under, the responsibility of registered nurse, we can able suggest to for that there are the following advantages: 1.. In the nursing activities-affairs, the qualified guarantee of the nursing services can be kept and increased or promotoed with accommodation of the required nursing service and roles being expanded presently. 2. In the productivity of the hospital manpower, therefore, we have comt to view and consider in favourly that when an automational administration times would be come in the near future time to hospital affairs as a reality, to utilize the existing nures aides is better rather than investing so as to develop the other source manpowers or seek its for the efficient business management in the operational strategy or its policy.
