한국정부의 공공보건정책 투자사업이 경제성장에 미치는 영향 (An Empirical Study on the Effect of Public Health Investment on Economic Growth in Korea - focusing on the period of 2002 to 2006 -)

  • 공공보건정책사업에 대한 투자는 국민들의 건강수준을 향상시켜 미래의 의료비 절감효과가 나타날 것이며 질병부담 감소로 인한 생산성 손실이 감소할 것이며, 이러한 공공보건정책사업에 의한 건강증진효과는 경제성장을 촉발시키는 원동력이 될 것으로 사료된다. 본 논문에서는 공공보건정책사업의 투자효과를, 사업시행의 결과로 국민들의 질병으로 인한 사회경제적 비용이 감소했는지의 여부와 그 정도로 측정했으며, 특히 구축된 시계열 자료를 토대로 미시적 분석을 수행하기 위해, 질병으로 인한 사회경제적 비용규모가 가장 큰 5대 질환군 및 각 연령대별 인구집단을 대상으로 시행된 공공보건정책사업의 건강증진효과와 이들 효과가 경제성장에 미친 영향을 분석하였다. 분석결과를 요약하면, 질환별로는 호흡기계, 소화기계, 순환기계 및 감염성 질환 등에서 정책효과가 유의했고, 연령대별로는 0~9세, 10~19세, 40~49세, 50~59세, 60~69세 및 70세 이상 연령대에서 유의한 효과를 보였다. 아울러 이들 질병으로 인한 사회경제적 비용의 절감은 실질국내총생산의 증가에 통계적으로 유의하게 영향을 미쳤음을 알 수 있었다.

작업관련성 손상·질병 발생과 손실비용에 따른 예방정책 우선순위 연구 (An Analysis of Policy Priority for Work-Related Injury & illness and Investment Losses of Workplace Safety)

  • As workplace incidents has been being declining in Korea, there is criticism of the effectiveness of occupational safety policy implementation. It is unknown that which policy target group needs to be targeted to yield effective injuries prevention. The purpose of this paper is to analyze and reveal the policy intervention group with a high priority in terms of industrial incident prevention and the related investment cost. A Policy Priority Model(PPM) is composed of 6 indicators regarding influences of both the incident reduction and the cost reduction. Z-score analyses are used to confirm the high policy priority area or policy target group. Overall, workplace with worker below 50 persons, construction site with the sales of more than a hundred million won, workplace with relatively small percentage of female employees and relatively higher percentage of older worker should be prioritized to reduce workplace injuries. This paper provides an analytic way that can be used to decide the policy priority workplace in order not only to reduce work-related injuries&illnesses and the related investment cost but to further lessen the related societal costs.

중형항공기 설계검증·인프라구축과 인증기개발의 경제적 타당성 분석 (Cost-benefit analysis of public investment on aircraft design assurance infrastructure)

  • 항공기 설계검증 체계를 갖추기 위한 투자 및 인프라개발, 그리고 이 과정에 동반되는 항공기개발의 경제적인 타당성을 분석하였다. 투자와 항공기 양산판매만을 고려한 현금흐름분석에서는 음의 순현재가치가 산정되어 경제적 타당성이 부인되었으나, 수출효과, 수입대체효과 및 사고감소효과를 감안할 때에는 순편익이 투자액의 3-5배에 달하는 것으로 평가되었다. 편익의 전유성이 매우 낮다는 점을 감안할 때 이 투자는 정부가 주체가 되어 실행하여야 하며, 재정지출의 경제적 타당성이 충분한 것으로 확인되었다.

The Effects of Economic Freedom on Firm Investment in Vietnam

  • This paper investigates how economic freedom affected firm investment in Vietnam. In the globalization decade, economic freedom has been an important policy to support economic development in Vietnam. Improvements in economic freedom, such as capital freedom and domestic credit freedom, allow firms to access external finance more easily, so that the firm's investment depends less on internal cash flow. In a developing country, on the drawbacks, many small and medium firms likely have more challenges if the government would not give any subsidies. The higher level of freedom may exacerbate the financing constraints of less competitive firms. We analyze unique firm-level data from 2006 to 2016, which includes listed firms on two major stock exchanges and unlisted firms in the Unlisted Public Company Market. The article also considers how economic freedom affects small firms and large firms differently. Our results show that capital freedom and domestic credit freedom played an important role in investments for Vietnamese firms. However, we cannot find evidence that overall economic freedom relaxed the financial constraints on firms. Additionally, we suggest that small firms likely gain more advantage in access to external finance than do larger firms when the government removes restrictions from capital movement and the domestic credit market.

  • Advances in science and technology are driving us to the better life but also forcing us to make more investment at the same time. Therefore, the government has provided the investment to carry on the promising futuristic technology successfully. Indeed, a lot of resources from the government have supported into the science and technology R&D projects for several decades. However, the performance of the public investments remains unclear in many ways, so thus it is required that planning and evaluation about the new investment should be on data driven decision with fact based evidence. In this regard, the government wanted to know the trend and issue of the science and technology with evidences, and has accumulated an amount of database about the science and technology such as research papers, patents, project reports, and R&D information. Nowadays, the database is supporting to various activities such as planning policy, budget allocation, and investment evaluation for the science and technology but the information quality is not reached to the expectation because of limitations of text mining to drill out the information from the unstructured data like the reports and papers. To solve the problem, this study proposes a practical text mining methodology for the science and technology trend analysis, in case of aerospace technology, and conduct text mining methods such as ontology development, topic analysis, network analysis and their visualization.

i-fashion을 향한 제조업과 서비스업의 융합: 한국사례중심으로 (Tracking Convergence of Manufacturing and Service Sectors Toward i-fashion: A Case of Korea)

  • Purpose: One distinctive trend in the recent industrial and technological development has been the change in the structures of industries brought by information technology, boosting the productivity of different sectors. This relation has clearly opened a path for the fourth industrial revolution to reform numerous industrial sectors, including i-fashion sectors. Therefore, in this research, we would like to present the direction of the direction policy for the fusion of the manufacturing industry and the service industry of i-fashion. Methods: In this study, an empirical time series data analysis of machinery investment efficiency and capital investment efficiency of 43 industrial sectors in manufacturing and service was conducted to show their potential and ongoing convergence toward i-fashion. Results: Most impressive as a finding in this research was that those sectors previously underinvested due to a combination of technological and financial reasons found an exit for growth. In textile and apparel sectors, that could be the i-fashion. Conclusion: One strong implication of this study is that sectoral level convergence based on technology and industry is occurring, and i-fashion is one of the industrial convergence case to be observed.

On the Role of Projected FDI Inflows in Shaping Institutions: The Longer-Term Plan for Post-Pandemic Investment Reboot

  • Capital inflows have a strong presence that influences destination countries' development of institutions, which can in turn help resuscitate a stopped economy and re-attract capital that was lost during crises such as the recent public health crisis. While the previous literature emphasizes the mechanism that foreign investors press or even threaten the local government for change, this paper explores empirically whether institutional improvement can be achieved through the channel that host countries voluntarily reform institutions in anticipation of potential investments predicted by the exogenous geographical and cultural characteristics of the recipient countries. Given that countries with better institutional quality can accumulate larger FDI stocks, we still find that the need for more FDI, in contrast to FPI and debt, gives higher incentives to host countries to strategically improve their institutions before seeking capital overseas. Moreover, the predicted FDI exerts more prominent impacts on institutions on constraining elite than those involved in launching a business, enforcing contracts, and protecting properties. The results imply that a long-run plan for upgrading elite constraint institutions is crucial for a post-pandemic FDI reboot.

Revisiting the Nexus of Foreign Direct Investment, Financial Development, and Economic Growth: The Case of Emerging Economies

  • Foreign direct investment (FDI) has increased at an exponential rate during the last two decades. It is now a feature of emerging market economies as well. Foreign direct investment and financial development are important factors in an economy's growth. Various studies have examined the impact of foreign direct investment and financial development on economic growth in different countries and areas. However, the findings are currently inconclusive. Using updated data from 1970 to 2020, this study will examine the relationships between FDI, financial development, and economic growth in 30 rising economies.GDP is the dependent variable, while FDI, financial development, trade openness, infrastructure, exchange rate, and GDP growth are the independent factors. To estimate the panel data, we used the most recent econometric models. The study's major findings suggest that FDI and financial development are critical determinants in emerging economies' economic progress. Furthermore, multiple robustness checks supported the study's empirical findings. The results of this study include various practical recommendations for investors, governments, and policymakers, given the increased interest in global economic integration and member states' reliance on FDI as a critical aspect of sustaining prosperity.

임팩트 투자 결정요인에 관한 실증연구 (An Empirical Study on the Determinants of Impact Investment)

  • 임팩트 투자는 사회적 가치와 재무적 이익을 동시에 추구하는 소셜벤처에 대한 투자로, 재무적 수익을 창출하는 동시에 다양한 사회문제를 혁신적으로 해결하는 데 중점을 둔다. 국내 임팩트 투자 생태계는 정부 및 공공기관의 주도 하에 성장하였으며, 2021년 운용자산 기준 총 7,000억원으로 3년만에 3.5배 증가하였다. 이러한 양적 성장과 함께 질적 성장을 견인하기 위하여 벤처투자와 구분되는 임팩트 투자에 대한 연구가 필요한 시점이다. 이에 본 연구는 임팩트 투자만의 차별화되는 영향요인을 실증 분석하는 것을 목적으로 하였다. 먼저 선행연구 고찰을 통해 투자 결정에 영향을 미치는 요인을 확인하고 임팩트 투자사 대표 및 심사역 11명을 대상으로 델파이 조사를 수행하여 주요 요인을 도출하였다. 이후 임팩트 투자 심사역 10명을 대상으로 AHP 조사를 실시하여 중요도 우선순위를 확인하였다. 상위 요인의 중요도는 시장>창업가(팀)>제품·서비스>재무의 순서로 높게 나타났으며, 세부요인의 중요도는 '시장의 경쟁강도 및 진입장벽>신시장 창출 가능성>시장성장 및 확장 가능성>팀의 전문성 및 역량>제품·서비스의 차별성 및 경쟁력'의 순서로 나타났다. 연구 결과, 선행연구에서 밝힌 벤처투자 결정요인과 다르게 임팩트 투자는 시장 관련 요인을 중요하게 평가하고 특히 투자 결정 시점에서 소셜벤처의 사회적 가치 보다 비즈니스 모델의 지속가능성과 수익을 중요하게 고려한다는 점을 확인하였다.

서울시 소재 고등학교 위탁급식 운영현황 분석 (The Analysis of Operational Characteristics in Contract - managed Highschool Foodservice in Seoul)

  • The purpose of this study was to investigate the operational characteristics of the contract-managed highschool foodservice and to analyze the factors to effect the menu price. The data was collected from 249 highschools in Seoul. The results are as follows; Those surveyed highschools were established as 1 national, 74 public, and 174 private institution. Highschools were classified as 176 academic, 66 vocational, and 7 specific purposed institution. Students were organized as 70 boys', 23 girls', and 41 coeducational highschools. Most highschool started contract-managed highschool foodservice from 1999 and the period of foodservice contract was most 3 years and the operation styles in food distribution were 96 classrooms, 105 dining halls and 17 classrooms combined dining halls. The scale of contract foodservice management companies was 63.1% small and medium and 36.9% large enterprises. The surveyed highschools had the average meal price 2,141 won per meal and they had 1,518 pupils on the register. The participating rate to the foodservice was 68.5%. The facilities investment cost of the contract foodservice management company was 179,204,230 won for private institutions and was 138,119,010 won for national&public institutions. The period of the contract was 3.22 years in private institutions, which was significantly higher than national&public institutions which showed 2.85 years. The commissary foodservice schools had higher facilities investment cost than conventional foodservice schools. Classrooms foodservice had higher participating foodservice rate than Dining halls. The investment cost for facilities showed high in order of girls', boys', and coeducational high schools, and the number on the register and the number participating in the foodservice showed high in order of boys', girls', and coeducational high schools. The number on the register showed the highest in academic and vocational schools, specific purposed institutions in sequence, and the number participating in the foodservice showed high in order of academic schools, specific purposed institutions and vocational. However, the participating foodservice rate showed high in specific purposed institution, academic and vocational schools in order, and the meal price, the investment cost for facilities showed high in specific purposed institution, academic and vocational schools in sequence. Regionally, the district south of Han river had the average meal price 2,266.13 won, which showed higher in the eastern part which had 2,033.33 won. The western part had the average investment cost for facilities of 233,331,060 won, and the central district 126,137,140 won. The number on the register showed 1845.68 in the eastern part and 1308.00 in Dong-Jak area, that had clear differences among areas. When the period of the contract went longer, the investment cost for facilities had a tendency to increase. The significant differences were existed among meal price, the investment cost for facilities, the number on the register, the number participating in the foodservice, and the participating foodservice rate. The investment cost for facilities had increased according to the number participating in the foodservice and the participating foodservice rate. And the large enterprises showed higher participating foodservice rate than the small and medium enterprises.
