Environmental Impact Assessment for Development Projects Considering Carbon Sink and Sequestration(I) - Focused on a Solar Power Plant Development Project - (탄소흡수원을 고려한 개발사업 환경영향평가 방안(I) - 태양광발전소 건설사업 사례를 중심으로 -)

  • The objective of this work was to investigate how carbon sink and sequestration of vegetation and soil in the development project area can impact the land use plan, in addition to carbon emission capacity of the development project when we conduct environmental impact assessment. Especially, we did this work for a development project of solar power plant which would be constructed in forest area. Through this work, we found that 1) the amount of carbon sink and sequestration largely decreased due to reduction of the green area, 2) in terms of carbon sink and sequestration, conservation of natural green area is better than construction of newly vegetated area, 3) biochar application into soil can become an alternative for increase of carbon sink, and 4) even though a solar power production does hugely reduce carbon emissions and offset the carbon sink and sequestration capacity from the forest, it is necessary to consider the public value of the forest(reduction of heat island, habitat etc.) in siting for development area.

  • 작은 국토 면적에 비해 잦은 산불피해가 발생하는 우리나라에서 영농활동을 위한 소각은 산불의 중요한 원인이므로, 이를 방지하기 위해서는 발화원인자인 영농인들의 의식조사와 관리주체인 산불관련 담당공무원의 의식조사가 필요하다. 이를 위해 영농으로 인한 소각행위가 빈번한 지방자치단체를 대상으로 영농소각으로 인한 산불 금지와 관련된 제도에 대한 설문조사를 실시하였다. 조사결과 소각 금지법에 대해 영농종사자들은 대체로 긍정적으로 인식하고 있었으며, 공무원들도 산불예방에 효과가 있다고 인식하는 것으로 보아 소각 금지법은 산불예방을 위해 지속되어야 할 것으로 판단된다. 영농종사자와 공무원 모두 공동소각이 산불예방에 효과가 있다고 답변하였으며, 이에 대한 활성화 방안이 필요할 것으로 판단된다. 소각 금지 거리 100m에 대한 적정성은 영농종사자와 공무원 집단 모두 긍정적으로 인식하는 것으로 나타났으며, 소각신청 허가서의 산불예방효과에 대해서도 양 집단 모두 긍정적인 인식을 가지는 것으로 나타났다. 영농폐기물 소각 근절을 위해 영농종사자들은 '기간 내의 신고에 의한 합법적인 소각'을 가장 필요한 대책이라고 인식하고 있었다.

  • The purpose of this study is to provide a plan to promote the use of life SOC facilities by analyzing the factors affecting utilization of life SOC facilities established as part of the rural center revitalization project. To this end, we selected Seongjeon-myeon, Gangjin-gun where the rural center revitalization project was implemented, conducted a survey on residents while analyzing the project details, and analyzed the results. This study revealed that the residents with a cognitive level for the rural center revitalization project and life SOC tended to more actively use the life SOC facilities. Therefore, to boost residents' use of the life SOC facilities, it is necessary to promote their understanding of and interest in the rural center revitalization project in the project implementation phase and have them be sufficiently aware of the facilities by operating pilot programs for residents in each facility and holding local events and festivals. This study will lay a steppingstone for active resident use of life SOC facilities established in rural centers and provide basic data for further research.

Machine Learning for Flood Prediction in Indonesia: Providing Online Access for Disaster Management Control

  • As one of the most vulnerable countries to floods, there should be an increased necessity for accurate and reliable flood forecasting in Indonesia. Therefore, a new prediction model using a machine learning algorithm is proposed to provide daily flood prediction in Indonesia. Data crawling was conducted to obtain daily rainfall, streamflow, land cover, and flood data from 2008 to 2021. The model was built using a Random Forest (RF) algorithm for classification to predict future floods by inputting three days of rainfall rate, forest ratio, and stream flow. The accuracy, specificity, precision, recall, and F1-score on the test dataset using the RF algorithm are approximately 94.93%, 68.24%, 94.34%, 99.97%, and 97.08%, respectively. Moreover, the AUC (Area Under the Curve) of the ROC (Receiver Operating Characteristics) curve results in 71%. The objective of this research is providing a model that predicts flood events accurately in Indonesian regions 3 months prior the day of flood. As a trial, we used the month of June 2022 and the model predicted the flood events accurately. The result of prediction is then published to the website as a warning system as a form of flood mitigation.

An Analysis of Operating Characteristics and Management Satisfaction of Forest Museums in Korea (우리나라 산림박물관의 운영특성 및 관리 만족도 분석)

  • The present study grasped the operation characteristics and operation management of forest museums in Korea and analyzed satisfaction with the foregoing. In the results of a survey of forest museums' operation characteristics, with regard to groups to which exhibits were helpful, over half of respondents answered that the exhibits were helpful to students and many respondents had an opinion that all age groups should be equally considered as targets of exhibition. Among matters that were considered with regards to forest museums, accessibility showed the highest rate of answers followed by museum programs. The curator was needed for the majority of respondents were exhibits prior to the survey had the highest expectations for the medium. With regard to the operation management of forest museums, the expected value of periodic and extraordinary exhibitions was shown to be high and high and satisfaction was shown by the professionalism of staff. As for matters of forest museums that must be improved, attention should be paid to the development of programs in which users can participate, diverse exhibition media should be developed, and exhibition should be planned to fit the composition of exhibits. As for operation management, since exhibits were repeated every year, environments should be changed by exhibiting new exhibits or otherwise and active methods of improvement should be devised such as the utilization of broadcasting media for public relations.

A Study on the Status of Supply-Demand and Procurement of the Timber for Wooden Cultural Properties (문화재용(文化財用) 목재(木材)의 수급(需給) 및 유통(流通) 실태(實態))

  • The purpose of this study is to examine the status of supply-demand and procurement of the timber used for wooden cultural properties. Because people require the high quality pine timber with cultural assurance and public function for cultural properties, it is priced far higher than ordinary construction timber. The timber consumption was estimated at 18 thousand cubic meter in 1998, of which the large sized log(LSL) with the small end diameter over 30cm consisted of 35.5%, equivalent to 6,300 cubic meter. Majority of the timber was supplied from private forest located in Kangwon-do and national forest, accounting for 65.7% and 16.7%, respectively. Recently the supply more and more relied on timber logged in Kangwon-do. Owing to lack of domestic supply of LSL class timber, part of the volume has been substituted by import log. Most of carpenters working on cultural properties thought that supply of LSL timber would hardly meet the increasing demand for uses of wooden cultural properties. Finally, in order to uphold the tradition of wooden cultural properties, it is necessary to establish a forest management plan which aim at producing large size high quality pine timber.

Analyses of Forest Road Construction Policy Using LISREL Approach (리즈렐모형을 이용한 임도사업의 계량적 분석)

  • The objective of this study is to provide useful information for the establishment of efficient policy implementation strategies of forest road construction policy in South Korea. Data needed for the analysis was collected by a questionnaire survey. For the analysis, policy evaluation model was constructed based on theories of public policy. Evaluation model contains three independent variables (policy initiative factor, policy content, policy environment) and two dependent variables (policy result, policy impact). Since, these variables are unobservable latent variables, observable indicators are needed as proxy measures. LISREL (Linear Structural Relationships) was employed for the analysis since it is a useful measure for analysing linear structural model which consists of structural and measurement equations. It was confirmed that forest road construction is an effective policy mean for the development of rural region and activating forest resources management. The policy outcome, however, was not satisfactory. To improve the effectiveness of forest road construction policy some modification of policy contents are needed such as increased construction budget, allowing more flexibility and participation to the implementation personal and providing technical support.

Measuring Economic Value for Endangered Korean Goral

  • The purpose of this paper is to examine willingness to pay (WTP) for endangered species, the Korean goral, of Woraksan National Park in South Korea. The median of the WTP is adopted to estimate the value because it will not be affected by the extreme values. The estimated household median WTP using a logit model for Korean goral conservation in Woraksan National Park was 15,221 won. The estimated value of the WTP in relation to the Korean goral has some policy implications. especially in terms of implementing policy to protect the Korean goral. The result shows that the public conservation program does have a positive WTP for the conservation of the Korean goral. This implies that the Korean goral is an important species that needs to be maintained, the government has been expended a large sum of money in an attempt to protect it.

Predicting Gross Box Office Revenue for Domestic Films

  • This paper predicts gross box office revenue for domestic films using the Korean film data from 2008-2011. We use three regression methods, Linear Regression, Random Forest and Gradient Boosting to predict the gross box office revenue. We only consider domestic films with a revenue size of at least KRW 500 million; relevant explanatory variables are chosen by data visualization and variable selection techniques. The key idea of analyzing this data is to construct the meaningful explanatory variables from the data sources available to the public. Some variables must be categorized to conduct more effective analysis and clustering methods are applied to achieve this task. We choose the best model based on performance in the test set and important explanatory variables are discussed.

Genotoxicity of the Herbicide 2,4-Dichlorophenoxyacetic acid (2,4-D): Higher Plants as Monitoring Systems

  • Higher plants provide valuable genetic assay systems for screening and monitoring environmental pollutants. They are now recognized as excellent indicators of mutagenic effects of environmental chemicals and are applicable for the detection of environmental mutagens both indoor and outdoor. 2,4-dichlorophenoxyacetic acid (2,4-D) is a herbicide commonly used in agriculture. The residues of 2,4-D are present in air, water, soil and edible plants. It constitutes a real hazard to the public health because it's wide spread use in agriculture. Genotoxic effects of 2,4-D on plant cells and potential of higher plants as a biomonitoring system for detecting chemical mutagens are evaluated. It is recommended that higher plant systems have been accepted by regulatory authorities as an alternative biomonitoring system for the detection of possible genetic damage resulting from pollution and the use of environmental chemicals.
