Many small independent businessmen are also in danger of poverty for enterprises trend to move abroad by globalization. Poverty policy in our country was focused on the absolute poor class that has relation with old age, unemployment, disable, disease etc, so they were the object of welfare policy. The poverties, however, are increasing rapidly after the economic crisis, and they work so hard but are still poor, that is, participation in labor market doesn't become an element to escape poverty. • In this study, we wanted to analyze the factors at the national university level that affect college students ' elimination. In addition, national universities, private universities, universities in Seoul and universities outside of Seoul were divided into more college-specific characteristics. Except for leave of absence and departure from school, it was defined as a middle school dropout among changes of students. The data were used for analysis by receiving raw data from "University Alerts," which are operated by the Ministry of Education and the Korean Council for Educational Universities. At the university notification, 222 universities out of the schools classified as "Universities" were utilized for final analysis, and jobs, credits, scholarships, tuition fees, students, independent students, and full-time teachers were secured through multiple education. Overall, the higher the average graduate level and employee-rate the lower the rate of elimination from the middle of college students, the analysis showed. Second, the higher the average tuition fees at private universities, the more negatively affects the rate of elimination of university students. Third, higher tuition fees at universities outside the Seoul metropolitan area have a negative impact on the rate of elimination of students.

  • There is a growing movement of cartoon and animation circles to legislate the cartoon promotion act. It is anticipated that a wind of change will blow through the cartoon circle as private organizations are planned to established and a budget over 20 billion won is allocated. Although it is very encouraging for colleges who perform a substantial role in introducing new authors, a full internal discussion on the cartoon promotion act is still at a fledgling stage. Currently, the college restructuring craze is sweeping the country and cartoon animation education program can not be an exception. Especially, the irony of helping graduates who desire to be authors find jobs and expressing it as a statistical figure is too burdensome and worn out to regard it as an indiscretion of government. This study aims to examine the problems of cartoon animation college programs in South Korea by focusing on graduates' job-finding and career planning and to propose solutions through the legislation of cartoon promotion act.

  • The new Korean government sets its main policy direction as Creative Economy. The Creative Economy can be defined as a growth strategy that establishes new companies, enhances the competitiveness of established companies and creates new markets, industries and jobs in consequence of combining of creative imagination, science and technology and ICT. In this context, the concept of innovation cluster, which aims to foster technological innovations from an organic ecosystem perspective, can be a valid policy instrument for attaining Creative Economy. Innovation cluster can and must make a contribution to achieving the Creative Economy of Korea. In particular, the ICT Convergence Innovation Cluster will be a good strategy for this purpose. Based on this conceptual background, this paper analyzes a recently notable case of an ICT Convergence Cluster in Korea, Pangyo Technovalley (PTV). We argue that the Pangyo Technovalley is a representative cluster of converging ICT and science and technology. We identify the major factors for successful development of ICT cluster: regional government's flexible response to environmental change, careful pre-planning and balance between private and public involvement. In addition, we also found that additional factors, settlement condition for securing good workforce, agglomeration of various innovation actors for promoting convergence, and cluster network revitalization are also important for implementing the creative ICT convergence cluster.

  • Recently, as wired and wireless communication services have rapidly developed and multimodal mobile devices which have various characteristics have widely spread, the need for new convergence services increases. The growing population of VoIP technologies and the high communication expense yield that the market of IP based telephony such as WiFi phone and IP phone is substituted for one of the conventional PSTN telephony. With the help of this trend, the wireline network operators desire to find a market in mobile networks. Therefore, they focus on Fixed Mobile Convergence (FMC) service as one of the key factors to accomplish this goal. FMC services are able to provide the mobility of voice services between circuit switched and packet switched networks. IP Multimedia Subsystem (IMS) based Voice Call Continuity (VCC) is one of the schemes to embody FMC services. As Application Server (AS) which has this VCC function provides seamless handover of services between heterogeneous networks, FMC subscribers can communicate seamlessly with others m WiFi domain and COMA domain using WiFi-COMA dual phone. Most of enterprises have already introduced IP network infrastructure and IP-PBX (Private Branch eXchange) for telephony. However, the problems of high communication cost and work inefficiency due to frequent outside jobs or business trips have remained. In order to solve these problems, demands for enterprise FMC services increase. In this paper, we introduce a new IP-PBX based VCC model that can provide seamless handover of voice services between WiFi and COMA networks for enterprise users and we investigate some interworking and security issues between Soft Switch (SSW) and IMS, or between IMSs. In addition, we introduce a new service that can provide the continuity of voice sessions as well as video sessions using Multimedia Session Continuity (MMSC) technology which has evolved from VCC. This service is expected to be one of the next-generation personalized services based on user's context.
