This study estimated the impact of the shock of housing price increase on the total fertility rate and the contribution of each variable to changes in the TFR. This study is differentiated by estimating the contribution rate of each variable to the fertility rate through the Shapley decomposition and the panel VAR's forecast error variance decomposition, which previous studies have not attempted. The main results of this study are as follows. First, the decline in the TFR in Korea has been strongly influenced by the recent decline in the total fertility rate, and this influence is expected to continue in the future. In the case of housing costs, in the past, housing sales prices had a relatively small contribution to changes in the total fertility rate compared to the jeonse prices, but their influence is expected to increase in the long term in the future. It has been demonstrated that private education expenses other than housing sale price and Jeonse price also acted as a major cause of the decline in the total fertility rate.
The objective of this paper is to analyze expenditure structures and impact factors of household's transportation cost in order to provide policy-maker with quantitative and economic information for reducing household's transportation costs, using 1995-2007 household survey data. For this purpose, this study performed various economic analysis, including econometric regression analysis and income re-distributional effects. The four models were separately estimated with dependent variable (personal and public costs, public transit and private car costs) and independent variables (family, employ, age, education, cars, household income, region dummy variable). In addition, We analyzes impacts of transport policy instruments on the transportation expenditure. These instruments include changes of oil price and public transit fare, reform of public transport system, and extension of subway facilities. Finally, income re-distributional effects before and after transportation expenditure, using Pechman-Okner (PO) index and Wolfson index.
This study identified and evaluated conditions for continued participation of private forest owners in forest carbon offset programs. The probability of continuing forest carbon offset projects, which delays greenhouse gas emissions by extending harvesting periods, increases with increasing price of carbon offset credits, public recognition of forest value, and education level. Willingness to Accept (WTA) was estimated using a Multiple Bounded Dichotomous Choice Question, which was 17,039 KRW/tCO2 for extending age to 60 years, and 23,070 KRW/tCO2 for 100 years. The following findings aim to promote participation and supply of carbon offset programs in private forests according to the study outcomes. First, introducing policies supporting private forest owners bearing opportunity costs for avoiding greenhouse gas emissions by postponing timber harvest is needed. Second, educational programs for private forest owners whose awareness of and interests in the public value of forest is necessary. Third, although having participated from the beginning of the offset program, finding ways to lead continuous participation of forest owners who are less likely to accept WTA is also necessary.

In Korea, small-scale reclaimed areas have been suffering from many problems because of the lack of comprehensive developing strategy although considerable investments have been inputed by the public sector since 1970's. For 3 reclaimed sites in Chonnam Province chosen as case study areas, the analysis, the third attempt of widely-spanned studies on areal conditions, concentrated on their living conditions. Its results were as follows : 1. Although rural residents have increased their concern on health and medical services, the public sector can only serve basic and emergent level of them, and therefore, the private sector, which is mostly placed in urban areas and costed much higher than public one, has the dominant share of those services. So, because those costs are a great expense to rural residents, their supplying system should be planned with special reference to lightening the economic burden of them. 2. By the development of locally fitted programs and innovative systems, the rural education should be qualitatively improved to deal successfully with its small scale. That will result in increasing the schooling rate to schools in rural communities, lightening the economic burden of rural residents on education services and finally activating them to contribute the betterment of rural education. 3. Servicing level of water supply, sewerage and garbage disposal in the reclaimed areas has been remaining at the lower order even in other rural areas. In the design of rural water supply, average daily consumption per capita should be changed according to the composition rate of fishing households and variety of the source of water supply. 4. Most of rural residents in the reclaimed areas want to establish the welfare facilites for the infant, youth, aged and public bath However in the long-term basis, the cooperative production and processing facilities should be considered for modernized efficient farming.
Recently, in Korea, private education is being dramatically developed, and the number of small- and medium-sized academies is increasing exponentially. Therefore, academies are building their own management system to realize efficient management appropriate for their situations. Also, the academy management system is more needed in mobile environment nowadays on account of severe competition among academies and necessity for differentiated instruction and systematic and efficient management. In this study, a mobile academy management prototype app has been developed in order to reduce small-and medium-sized academies' temporal and economic costs by supporting their students' attendance management and communication among parents, students, academies, and instructors in mobile environment.

Due to the decrease in the school-age population and government regulations, universities have made great efforts to secure their own competitiveness. In particular, the selection of universities with financial support based on the recent evaluation of the Ministry of Education has become a major concern enough to affect the existence of the university itself. This paper extracts three-year data from 124 major private universities nationwide, and quantitatively analyzes the variables of major universities selected as self-improvement universities, competency reinforcement universities, and universities with limited financial support. As a result of estimating the selection of self-powered universities using the ordered logit model by hierarchically inputting 12 variables, student competitiveness in the metropolitan area (1.318**), Educational Restitution Rate (4.078***), University operation expenditure index rate (1.088***) values were found. Significant positive coefficient values were found in the admission enrollment rate (45.98***) and the enrollment rate (13.25***). As a result of analyzing the marginal effects, the increase in the rate of reduction of education costs has always been positive in the selection of self-powered universities, but it was observed that the rate of increase decreases in areas of increase of 150% or more. On the contrary, the probability of becoming a Em-powered university was negative in all sectors, but on the contrary, it was analyzed that marginal effects increased at the same time point. On the other hand, the employment rate of graduates was not able to find direct significance with the result of the selection of Self powered universities. Through this paper, it is expected that each university will analyze the possibility and shortcomings of the selection of Self powered universities in policy making, and in particular, the risk of dropout of selection for the vulnerable field can be predicted using marginal effects. It can be used as major research data for both university evaluators, university officials and students.
The prevention of life-style related diseases is an increasingly important issue in Japan, because not only have the number of patients with life-style related diseases increased but also medical care costs. This paper gives recent strategies for the prevention of cardiovascular diseases through life-style modification. Health objectives for the year 2010, called "Healthy Japan 21", were established in 2000 by the Ministry of Health, Labour and Welfare and the Health Promotion Act was enacted in 2002 to promote this health policy. However, the prevention efforts for life-style related diseases have not been effective in regard to the evaluation of the strategy objectives. The reform of the medical care system which included a new nationwide prevention strategy for life-style related diseases was presented in 2006. The new strategy starting from April 2008 included a "specific health checkup" and "specific health education" for those with metabolic syndrome. The specific health checkup is used to screen people according to criteria of the metabolic syndrome and divide them into 3 groups. These groups will receive specific health education. The purpose of this strategy is the early detection of those who have cardiovascular risk factors, and the early management of the clustering of cardiovascular risk factors of obese people aged 40-74 years old. It is mandatory for every insurer to conduct a specific health checkup and specific health education under the new Act. The implementation rate of the specific health checkup and the specific health education, and a reduction rate of individuals with metabolic syndrome among insured people will be evaluated every year. The national objective is to increase the rate of those undergoing the specific health checkup to 80% and the rate of those receiving the specific health education to 60% by the year 2015. The national objective also targeted a reduction rate of 25% for those with metabolic syndrome. This new strategy will be the biggest intervention trial in the world, and it will produce a big health care market in Japan. Not only public administrative institutions but also private institutions are now preparing to take part in this new strategy. However, various tasks remain, such as training more professionals in health education, developing more evidence based practices, and encouraging cooperation with various sectors, to enforce this new strategy.
This Study focuses on the university students' job attitude and cost of employment preparation. Nowadays, many university and college students spend a big money improving their employment preparation such as studying on foreign language, getting various kinds of certificates and tooth correction, clothing etc. for employment interview. This study investigated the cost of employment preparation and Job attitude of the 484 students of universities and colleges, the analysis of the collected data was conducted with SPSS 12.0 program by using frequency analysis, factor analysis, reliability assessment, correlation test, t-test, one way ANOVA. The university students paid more costs of employment preparation such as a language training abroad, a private training, and clothing than the college students. Also, Allied social science students paid more costs of the language training abroad, and clothing than allied computer science and allied design students. The female students paid more money than male students for tooth correction. The costs of language training abroad, private training and clothing are affected the students' socioeconomic background of a home. Regarding the job attitude of students, the university students are feeling more positive than the college students of the employment efficacy and cognition of the education environment. As result, the differences in the cost of employment preparation by the university type, faculty major course, their sex, and socioeconomic background of a home. The student's employment-efficacy and cognition of the education environment are also differences between the university and the college students. So, to improve the job attitude, developing their ability for employment preparation, educational programs should be arranged in school and continuous researches are needed.
The unabated influx of micro businesses has turned the Korean retailing market to a rat race, which causes severe financial distress for micro business owners due to heavy competition. The woes of these micro business owner's are exacerbated by the presence of large scale distributors such as Super Supermarket(SSM) and large discount stores. In summary, the Korean retail market is overburdened an uneconomically viable. Retailing has low barriers to entry which attracts unskilled labor or those with little capital. These start-ups have low opportunity costs since they would make low wages elsewhere in the economy. Thus, these owners are content with relatively low returns on their investment. These 'subsistence ventures' are maintained for economical viability rather than economic growth. These 'subsistence ventures' intensifies competition among small-scale businesses. The presence of large retail corporations also aggravates the situation. The recent stagnation of the economy has worsened the retail market in Korea. The overwhelming competition solidifies the coarse structural system and the prolonged economic sluggishness has increased the risk of insolvency for micro business owners. As the economy continues to stagnate, the imminent risk in retailing market will rise up to surface threatening economic stability. More systematic inflows and outflows of retailers are required in order to redress this structural problem. It has been empirically shown that the self-employment rate is high in Korea compared to other OECD countries. To draw the comparison of self-employment rate by industry, Korea shows high rates among transportation, whole sale, retail, education, lodging, and restaurants. In the case of the transportation and education service sectors, this high rate can be explained by the idiosyncratic nature of Korean culture. In the transportation sector, political policies favor private cap service and private freight carriers. In the education service sector, Koreans put particular emphasis on education that leads to many private institutions that outnumber other OECD countries. For these singular reasons, Korea maintains high micro business, self-employed rates particularly in retailing. A comparable nation is Japan, with its similar social, economic, cultural environment among OECD countries. Unlike Korea, Japan has much lower rates of micro business which continues to decrease. Also Korean retailers are much more destitute than Japanese. The fundamental problem of Korean retailing is the involuntary exit of these 'subsistence ventures,' micro businesses with low margins, in which a small drop in demand can lead to financial difficulties for the owner. This problem will be exacerbated when Korean babyboomers retire and join the micro business ventures. The first priority in order to cope with the severity of oversupply in retailing is to provide better opportunities for the potential self-employers. There should be viable alternatives to subsistent ventures. Strengthening the retirement program, scrutiny of exit process, reconfiguration of policy funds are the recommendations.
Recently, "Cadastral Confirmation Surveying" has been established to promote efficiently and systematically its work. To do so, it is necessary that cadastral control point should be set up and transverse grid coordinates should be determined for high accuracy and boundary restoration based on the cadastral control point. This study expects the potentially institutional problem of detail surveying and the limitation of Network-Real Time Kinematic, introduced to measure the cadastral control point first in the issued regulation, and thus presents the improvement and the management of the block boundary of larger parcel as solutions. This can be applied promptly, when the location difference of ground and border, registered in cadastral record for quake and others, occurs. Thus, the public confidence of cadastral record may become higher and relevant social costs get reduced by the advanced prevention effect of boundary dispute, which represents much to the management of cadastral institution. Provided cadastral confirmation surveying is implemented with the management of the block boundary of larger parcel, proposed in this study.
