Standards suitable for local conditions on deciding one-way road are desperately required to solve traffic congestions at the backside roads in the old downtown areas which were not designated as a road by urban planning. Therefore, this study intends to re-establish a standard to decide one-way road which is regarded to be of the greatest effect among traffic system control methods in order to control one-way road system more efficiently. Also, this paper suggests a standard for such decision to improve efficiency of using backside roads and expand designation of one-way road. AHP (analytic hierarchy process) was carried out among the traffic experts to find out the factors to decide one-way road system. Its result reveals that importance of causing accident to walking quantity and traffic was high. 10,000 cases out of all the possible scenarios of accident by combining detailed evaluation items and scales were extracted to draw the outcomes of analyzing the scenarios, which were schematized in a graph. As a result, division by three sections of point of inflection was verified into $1{\leq}$ section A<1.91, 1.9$1{\leq}$ section B<2.08, and $2.08{\leq}$ section C<3. In other words, priority of deciding one-way road should be given to section C, the highest total point, while posterior to section A, where relatively low points are distributed. The standard on deciding one-way road suggested in this paper may be used for designating one-way road and basic data to re-establish the relevant system in the future.

The purpose of this study is to find out how middle school students evaluate scientific information in terms of hypothetico-deductive reasoning. A total of 66 middle school students completed a paper-and-pencil test on scientific information evaluation and 14 of them were individually interviewed for triangulation. The test includes six topics related to scientific or pseudoscientific information, and questions about each topic were sequenced based on a hypothetico-deductive reasoning. The hypothetico-deductive process consists of three steps: identifying predictions made by explanations in the information, identifying data actually obtained, and determining the fit between predictions and data to judge the validity of the explanations. Data analyses have focused on students' response types at each step, whether students used hypoethetico-deductive reasoning, and students' preference to evidence types in making decisions. The middle school students in this study answered the questions in various ways based on how they used the information given or personal knowledge and beliefs. A small portion of students evaluated information based on hypothetico-deductive reasoning. These students tended to give priority to scientific data in determining the validity of the information. On the other hand, students who did not use hypoethetico-deductive reasoning tended to prefer first-hand experience in the decision. The results provide implications for science lessons and the curriculum for scientific literacy. Further research should include student evaluation of the validity of data and other types of reasoning.
For the prevention of marine casualties, international bodies have mainly focused on strengthening ship's stability and design, maritime education and training, and improving maritime traffic environment. Statistics analysis on marine casualties showed that most of casualties occurred in coastal waters, especially by human elements. In order to review the conformity of existing prevention measures with the result of the statistics analysis, the IMO's SHELL model was applied to the established measures. As a result, ergonomic approaches were needed for the prevention of human errors in coastal waters, so that the priority should be given to the interface between ship's operator and navigational environment. For this study, Rasmussen's SRK pyramid, which showed decision making mechanism of human, and the US Coast Guard's investigation manual on marine casualties concerning the collapse of safe maritime transportation system were reviewed, and the merits and demerits within the risk assessment tools such as IWRAP, PAWSA, ES model, PARK model, and NURI model were also studied. Although the effectiveness of the existing risk assessment models was proved in ports and approaching channels, it is concluded that the need of new models for converting Korean seafarers' qualitative risk to quantitative risk was proposed so as to print hazard maps which make seafarers instinctively recognize comparative hazard levels of coastal waters.
The purpose of this research was to figure out what impacts technology and market orientation have on technological cooperation and management performance by analyzing the factors of technological cooperation aimed at firm's product development. In addition, the research was purported to help CEO and policy makers make better decision about technological cooperation by means of the systematic examination on the impacts that different factors of technological cooperation have on the management performance. For this purpose, it was analyzed first what kind of technology or factors of market orientation might affect manufacturer's technological cooperation. From the analysis, it was found that technological cooperation is affected by the factors of market orientation, which means that a firm needs strategic technological cooperation by taking into account multi-dimensional factors of technology and market when the firm aims at developing technology and market orientation. Second, it was analyzed whether a firm's technological cooperation has an impact on its performance. The results indicated that the impact differs in the degree of process of technological cooperation, implying that managing firm's technological cooperation is important in order to improve the quality of management performance. Third, it was analyzed through what structural relations technology and market orientation could exercise impacts on management performance. It was discovered from the 1analysis that technology and market orientation have an impact on management performance. To improve management performance, it seems essential to determine the order of priority among technology and factors of market orientation.
This study was conducted to select the location of the logistics center for environment-friendly agricultural products in the Gwangyang Bay Area. AHP(Analytic Hierarchy Process) technique was used to examine location selection factors and factor hierarchy was made through a questionnaire survey and an expert interview for objective and quantitative decision. The hierarchy process of location factors of logistics center for environment-friendly agricultural products in the Gwangyang Bay Area were categorized into five factors such as natural factors, economic factors, social factors, distribution efficiency, and land use plan. Then, those factors were sub-categorized into three factors each. As a result of pair-wise comparison analysis of five categories, the weight of economic factors was the highest, and easy cargo transportation, fitness to higher-order plan, climate, land price, and limitation regulations of sub-categorized factors appeared as comparative evaluation criteria. The priority of the final candidate was decided through this process. While the weight of the Yulchon II Industrial Complex was the highest in natural and economic factors were the highest, the weight of the Gwangyang Hwanggeum Industrial Complex was the highest in social factors, distribution efficiency, and land use plan. The result of the final analysis showed that the Gwangyang Hwanggeum Industrial Complex was the most optimal location candidate for the logistics center for environment-friendly agricultural products.
At its thirty-second session(Vienna, 17 May-4 June 1999), the UNCITRAL decided that the priority items for the Working Group(Arbitration and Conciliation) should include enforceability of interim measures and the requirement of written (on for the arbitration agreement. The Working Group, at its forty-third session(Vienna, 3-7 October 2005), it had undertaken a detailed review of the text of the revised article 17 of UNCTTRAL Model Law on International Commercial Arbitration, and it had resumed discussions on a draft model legislative provision revising article 7, paragraph (2) of UNCITRAL Model Law. The purpose of this paper is to make research on the contents and issues of the draft legislative provisions on interim measures and preliminary orders, and on the form of arbitration agreement which the Working Group discussed and adopted at its forth-fourth session(New York, 23-27 January 2006). The draft legislative provisions on interim measures and preliminary orders are composed of the following provisions : Article 17-power of arbitral tribunal to order interim measures; article 17 bis-conditions for granting interim measures; article 17 ter-applications for preliminary orders and conditions for granting preliminary orders; article 17 quater-specific regime for preliminary orders; article 17 quinquies- modification, suspension, termination; article 17 sexies-provision of security; article 17 septies-disclosure; article 17 octies-costs and damages; article 17 novies recognition and enforcements; article 17 decies-grounds for refusing recognition or enforcement; article 17 undecies-court-ordered interim measures. There are the following issues in the draft legislative provisions on interim measures and preliminary orders : form of issuance of an interim measures in article 17(2); conditions for granting interim measures in article 17 bis; purpose, function and legal regime of preliminary orders in article 17 ter; obligation of arbitral tribunal to give notice, and non-enforceability of preliminary orders in article 17 quater; burden of proof, interplay between article 17 decies and article 34, and decision on the recognition and enforcement of the interim measures in article 17 decies; placement of article 17 undecies; amendment of scope exception of application in article 1(2). The draft legislative provisions on the form of arbitration agreement are composed of the following provisions : article 7(1) definition of arbitration agreement; article 7(2) arbitration agreement in writing; article 7(3) arbitration agreement if its terms(content) are (is) recorded in any form; article 7(4) arbitration agreement by an electronic communication; article 7(5) arbitration agreement in an exchange of statements of claim and defence; article 7(6) reference to any document containing an arbitration clause. There are the following issues in the draft legislative provisions on the form of arbitration agreement : arbitration agreement in writing in article 7(2); terms or contents of arbitration agreement in article 7(3); arbitration agreement by electronic communication in article 7(4); existence of arbitration agreement in article 7(5); reference to any document containing an arbitration clause in article 7(6); the alternative proposal on article 7; amendment to article 35(2).

The goal of this study is to apply the IPCC(Intergovernmental Panel on Climate Change) concept of vulnerability to climate change and verify the use of a combination of vulnerability index and fuzzy logic to flood vulnerability analysis and mapping in Seoul using GIS. In order to achieve this goal, this study identified indicators influencing floods based on literature review. We include indicators of exposure to climate(daily max rainfall, days of 80mm over), sensitivity(slope, geological, average DEM, impermeability layer, topography and drainage), and adaptive capacity(retarding basin and green-infra). Also, this research used fuzzy model for aggregating indicators, and utilized frequency ratio to decide fuzzy membership values. Results show that the number of days of precipitation above 80mm, the distance from river and impervious surface have comparatively strong influence on flood damage. Furthermore, when precipitation is over 269mm, areas with scare flood mitigation capacities, industrial land use, elevation of 16~20m, within 50m distance from rivers are quite vulnerable to floods. Yeongdeungpo-gu, Yongsan-gu, Mapo-gu include comparatively large vulnerable areas. This study improved previous flood vulnerability assessment methodology by adopting fuzzy model. Also, vulnerability map provides meaningful information for decision makers regarding priority areas for implementing flood mitigation policies.

A selection of viewpoint is a first priority for landscape evaluation. However, it has been artificially carried out by a subjective method without of criterion. Therefore, this study proposed the objective and quantitative viewpoint selection methods using space syntax and GIS. For this, the study area on samduk3 residential improvement district located at Daegu city was divided into 24 sectors of visibility zone by distance and direction. After that, the preliminary viewpoints equally distributed in space were selected by axial map analysis of space syntax and viewshed-frequency analysis of GIS. According to the result of selection of the final viewpoints using the VEI(Viewpoint Evaluation Index), all the final viewpoints were placed in the National Debt Repayment Movement; VEI value of VP-2 was 112.63 in the foreground, VP-10 was 18.31 in the middleground and VP-18 was 5.55 in the background. Selected viewpoints were verified as a big changing of landscape variation and high chance of view such as the public area, the park and the high-density residential area. Thus, VEI will be used as a quantitative method of selecting viewpoints and it is expected to be able to use as the objective indicator.

The construction industry has been recognized as lagging behind other industries in the area of research and development (R&D) due primarily to the lack of R&D funds. To overcome this situation, the Korea Ministry of Construction and Transportation has a plan to expand its investments on the construction R&D up to 1.72 billion US dollars over the next 3 years. Despite this effort, it is still challenging to conduct the quantitative measurement on the efficiency of construction R&D projects, which can be utilized as the objective basis in the reasonable selection of a promising R&D team or in the consequential evaluation of a R&D performance. This study aims to conduct the efficiency analysis on the construction R&D projects to provide the basis for evaluating the performance of research and development. Toward this end, this study performs an efficiency analysis, which reflects all of the input and output data into/from the construction R&D by utilizing the Data Envelopment Analysis (DEA). The proposed methodology can be utilized to make a better decision on the priority of the R&D investments and present a sound basis to suggest the areas to be improved so as to reduce the inefficiency of R&D projects.

This study was conducted to comprehend the current status of regional self-sufficiency of Hospital injury inpatients and, based on this, to prepare some measures for improving the self-sufficiency. For this purpose, 2005 & 2008 Patient Survey data, regional medical utilization data of National Health Insurance Corporation, yearbook of Central Emergency Medical Center and evaluation results of emergency medical institutions were obtained. Frequency analysis, cross-tabulation, decision tree and logistic regression techniques were used in the analysis of data. Self-sufficiency in 'metropolitan city/Do' area was lowest for Chungcheongnam-do for the year 2005 and 2008, followed by Gyeongsangbuk-do, Gyeonggi-do and Jeollanam-do. As for the self-sufficiency in 'Si/Gun/Gu' area with regard to local medical supply, for both 2005 and 2008, It was higher when general hospital, district emergency medical center, regional emergency medical center and regional emergency medical institution existed in the residential area. It was also found that, the higher the quality level of local emergency medical institution, the higher the self-sufficiency. It was confirmed that, when promoting the national policy for injury patients, priority should be placed on 'Do' area where the level of emergency medical supply was low, and that enhancing the quality level of emergency medical institutions was helpful for the improvement of self-sufficiency.
