  • The purpose of this study is to provide the newly developing ideas to compose an appropriate question and to point out the present problems in the utilization of survey result. It is very vital for the presidential preference not only to be a political achievement of the President himself, but also to be a influential base of people-related policy and its implementation. At first, it turned out to be inappropriate to make a question for the evaluation of presidential working performance in the perspective of questionnaire planning. As the respondents were not informed of what the President did, so they were more likely not to know whether the President did well or not. Secondly, the correlation analysis has been made between the evaluation question of the presidential working performance and policy-related questions including the direct one for the presidential preference in the aspect of statistical analysis. Through this process, the evaluation of the presidential working performance is not accountable and the direct question for the presidential preference is at best explainable. In conclusion, it seems more persuasive to compare the statistical outcome of the presidential preference which has been derived of to the high rating what the respondents think comprehensively not depending on a subjective decision by mass media.

  • Quantitative rise and This study carried out qualitative research by utilizing NVivo 10 focusing on the contents of mass media such as newspaper or internet on the presidential security service up to the Park Geun-hye government from the 3rd Republic of Korea, which was established the presidential security service. The aim is to present opinion so that the presidential security organization can strengthen capability and function within the governmental organization down the road based on the contents of categories, which were elicited through this. First, there is a need of solidifying the internal stability with the expansion in the activity sphere of organization and of externally approaching the public with removing sense of difference caused by offering personal protection only to some of the privileged class in the meantime. Second, it is the foundation of a reason related to crime in a cause for Discharge by Authority pertinent to "law on security for president and others" in Article 10 in order to prevent a criminal act of having abused the task characteristic and the position superiority or an external pressure act related to intervention in rights. Third, there is a need of making it recognized as very important organization with putting differentiation from other organizations of the government by providing the disciplinary level more strictly than "disciplinary order on public officials" based on particularity and importance dubbed presidential security service along with correspondingly applying "disciplinary order on public officials" in Article 31 in accordance with "enforcement ordinance of law on security for president and others" in terms of service negligence and false-information report in relation to task performance.

  • The purpose of this paper is to review a variety of challenges facing the Human Performance Technology (HPT) in supporting knowledge workers' performance, and to explore possible HPT models for knowledge workers. The first section of this paper investigates the core attributes and major models of HPT as a foundation. While HPT has a lot of strengths in terms of systemic, systematic, methodologically eclectic, evidence based, and results oriented approaches, some pitfalls - which could be detected if these principles were mindlessly applied to problem areas - are explored. The second section presents some considerations such as analysis, intervention design, and leadership that HP technologists need to take in order to make HPT a better field of practice for knowledge workers. The author also suggests a tentative diagnostic model and a process model for knowledge workers, core principles of which are based on systems thinking, in particular Senge's the fifth discipline and Checkland's soft systems methodology. The importance of formative evaluations to improve these models is noted as a conclusion.

  • Local governments within the boundaries of a state need increasing flexibility to satisfy diverse economic, social, and environmental goals in their particular geographical setting. However, many candidates in the local election in South Korea tend to see local politics as an extension of national-level politics. In particular, this paper mainly deals with how the voters' evaluation of a president's performance has influenced subnational elections in South Korea. Our analysis suggests that the fate of candidates in subnational elections is shaped by the performance of the incumbent president in both economic development and foreign affairs.

  • There are three focuses in the paper. Firstly, the study identified what channels were most viewed by YouTube users to watch the 'Daejang-dong scandal,' which was the most powerful agenda to influence the candidate preference among voters during the 20th presidential election. Secondly, the study analyzed whether the political tone of the first videos was in line with that of the subsequent videos. Finally, we compared the sentiment of comments on the first and subsequent videos. The results showed that TBS 'News Factory' and 'TV Chosun News' represented liberal and conservative factions, respectively. Secondly, the political tone of channels that were viewed subsequently was neutral, but the conservative channel users left more negative comments and that was significant statistically. In addition, about 80% of the conservative and liberal channel users shared the same political tendency with the channel they watched first, and more than 90% of the comments left at the subsequent videos in line with that of at the first news. Based on these results, the study concluded that the voters tended to seek political news that was similar with their political ideology, and it was considered a sort of echo chamber phenomenon on the YouTube. The study suggests that the performance of high-quality journalism by traditional news outlet might contribute to decrease the negative influence of political contents on YouTube users.

  • Opinion polls have become a powerful means for election campaigns and one of the most important subjects in the media in that they predict the actual election results and influence people's voting behavior. However, the more active the polls, the more often they fail to properly reflect the voters' minds in measuring the effectiveness of election campaigns, such as repeatedly conducting polls on the likelihood of winning or support rather than verifying the pledges and policies of candidates. Even if the poor predictions of the election results of the polls have undermined the authority of the press, people cannot easily let go of their interest in polls because there is no clear alternative to answer the instinctive question of which candidate will ultimately win. In this regard, we attempt to retrospectively grasp public opinion on the 20th presidential election by applying the 'YouTube Analysis' function of Sometrend, which provides an environment for discovering insights through online big data. Through this study, it is confirmed that a result close to the actual public opinion (or opinion poll results) can be easily derived with simple YouTube data results, and a high-performance public opinion prediction model can be built.

  • The purpose of this study is to analyse the impact of macroeconomic and non-macroeconomic forces on the management performance of the air transport firms and offer the useful information to the managers. To conduct the regression analysis, eight macroeconomic and non-macroeconomic variables were selected individually as an independent variable. Macroeconomic variables were the return of corporate bond, West Texas Intermediate, the unemployment rate, the money supply, the trade balance, the won to USD exchange rate, the consumer price index and the index of industrial production. And non-macroeconomic variables were Taiwan earthquake, the Asian economic crisis, the 911 terrorist attacks in the US, the Iraq war, Beijing Olympic, the outbreak of a swine flu epidemic, the 1st presidential election and the 2nd presidential election. And ROA was selected as a dependent variable. As the result of analysis, it was found that the changing rates of won to USD exchange rate and consumer price index affected the changing rate of ROA significantly. And also as the result of analysing the impact of two significant macroeconomic variables and eight non-macroeconomic variables on the changing rate of ROA, it was found that the Asian economic crisis and the outbreak of a swine flu epidemic had a negative impact on it. Therefore managers should take note of a change in macroeconomic and non-macroeconomic variables carefully to improve the management performance.

  • Effective nonpoint source (NPS) pollution management requires frequent water quality monitoring, which is, however, often costly to be implemented in practice. Statistical techniques and machine learning methods allow us to identify and focus on fundamental environmental variables that have close relationships with NPS pollutants of interest. This study developed surrogate models to predict the concentrations of suspended sediment (SS) and total phosphorus (T-P) from turbidity and runoff discharge rates using multiple linear regression (MLR) and random forest (RF) methods. The RF models provided acceptable performance in predicting SS and T-P, especially when runoff discharge rates were high. The RF models outperformed the MLR models in all the cases. Such finding highlights the potential of RF techniques and models as a tool to identify fundamental environmental variables that are measured in relatively inexpensive ways or freely available but still able to provide information required to quantify the concentrations of NP S pollutants. The analysis of relative importance rates showed that the temporal variations of SS and T-P concentrations could be more effectively explained by that of turbidity than runoff discharge rate. This study demonstrated that the advanced statistical techniques such as machine learning could help to improve the efficiency of NPS pollutants monitoring.
