Strategies for Facilitating Post-Construction Evaluation and Management System (건설공사 사후평가 제도 활성화 방안 수립)

  • The Post-Construction Evaluation and Management System has been operated over the past 20 years not only to analyze the performance of large-scale construction projects, and but also to provide useful reference data for future similar projects. Although the Post-Construction Evaluation and Management Center has been legally designated and operated since 2020, various problems have been occurring in the operation of the system. Accordingly, this study proposes strategies for facilitating Post-Construction Evaluation and Management System in terms of the following three aspects: (1) improving the implementation rate of post-construction evaluation; (2) improving the information management system related to post-construction evaluation; (3) improving the utilization of post-construction evaluation outcomes. Based on the results of this study, a specific action plan will be prepared, which is expected to contribute to the efficiency of construction project performance management in the future.

  • The Korea Post has become the first government management entity to introduce Six Sigma Management Innovation Movement, a private-sector management technique in August 2003, and has since then successfully improved the quality of postal services including efficiency through enhanced business processes and public services. In 2006, The Korea Post expanded the Six Sigma down to six subordinate organizations including the KOVIX, pursuing the innovation of the entire organization from the regional off ice to each post offices.

A Study on the Impact of Service Quality on the Customer Satisfaction in the Korea Post Office (우체국 서비스품질이 고객만족에 미치는 영향에 관한 연구)

  • The CRM is the process of integrated customer management to increase the profitability of firm as a maximizing the consumer's value and supplying the high quality product or service. The Post Information Service Headquarter was recognizing the importance of CRM and constructed the customer relationship management system that based on CRM, steadily has made an endeavor for operating to improve the job operation such as posting, banking and insurance. This research analysed the impact of service quality on the customer satisfaction in the Korea Post Office. First of all, we review the existing literature on measurement of service quality and management. As a result of this review and survey of the employer in post office, nineteen factors emerged as important to the service management of The Korea Post Office; Postal Services, Banking Services, Insurance Services. The regression analysis was utilized for analyzing the influence of service quality factors upon the customer satisfaction. Results show that service quality factors have a statistically significant impact on the customer satisfaction of the Korea Post Office.

A Study on the Post-management and Improvement of Ecosystem Conservation Fund Return Projects (생태계보전협력금 반환사업 사후관리 실태와 개선 방안)

  • This study reviews the current conditions of the completed 'Ecosystem Conservation Fund Return Project' sites to suggest management methods for their conservation and sustainability. For the scope of the study, five microsites of completed return projects in Seoul were selected and their project planning documents were reviewed to help with site surveying and analysis. To increase the accuracy of the site surveying and analysis, and to evaluate the management problems from different perspectives, the site managers were interviewed in-depth. The experts were surveyed as well to develop a realistic and practical improvement method. The survey results helped to categorize the post-management problems, and separate improvement methods were suggested for each category. First, the post-management guidelines are proposed for the ecosystem-based environment/ecosystem environment, user management, and monitoring. These guidelines will increase the expertise and practicality of the management principles. Second, the regulations for the participation of expert management enterprises and the development of separate monitoring or maintenance management team are suggested. These regulations will improve the participation of experts and consistency of management systems. Third, the post monitoring or maintenance management during the year after the project completion should be set as a separate project to secure budget. Furthermore, policies and/or institutions should be established to set a portion of ecosystem conservation return fund or a grant for post monitoring and maintenance management. Forth, as a way of adaptive management, at least more than three years of post-management should be evaluated under detailed categories and vigorous standard to improve the institutional operation for 'Ecosystem Conservation Fund Return Projects'.

Improvement of Post-earthquake Risk Assesment System for Damaged Buildings by Case Study on '11.15 Earthquake' (11.15 지진 사례를 통한 지진피해 시설물 위험도 평가 체계 개선)

  • Post-earthquake risk assessment technique in Korea is developed in 2013 by National Disaster Management Research Institute, at the same time, related manual and standard regulation is distributed to every local government by National Emergency Management Agency. The objectives of this research are to investigate and evaluate the post-earthquake risk assessment of 9.12 Earthquake (M5.8, Gyeongju City, 2016) and 11.15 Earthquake (M5.4, Pohang City, 2017). To suggest and improve the assessment process of post-earthquake risk, first post-earthquake risk assessment method of advanced foreign countries including US, New Zealand and Japan are compared, and post-earthquake evaluation activities in 9.12 Earthquake and 11.15 Earthquake are analyzed. From the results, it is needed to expand the adapted building and structure types and strengthen the earthquake disaster response capacity of local government.

Importance of biomass management acts and policies after phytoremediation

  • Background: Although phytoremediation is a promising method for pollution control, biomass produced by the remediation process must be managed; otherwise, it will eventually return to the environment and cause secondary pollution. Therefore, research and policy development for the post-remediation management of biomass are both required. Results: While there are many published studies of phytoremediation, research into post-remediation management is very limited. Therefore, a new study using biomass as a co-composting material was conducted and showed positive effects on soil characteristics and plant performance. However, despite its potential, research and policies to promote this form of management are still lacking. Conclusions: We suggest public engagement in support of "Post-phytoremediation management" legislation that stipulates management of biomass after phytoremediation, promotes recycling of biomass with known environmental risks, and includes specific policies developed for managers. Further research to support and inform such policies and laws is also required.

  • The purpose of this study is to analyze the post management impact of consulting service for small and medium enterprise in Korea using hierarchical multiple regression analysis. The results show that first, consulting activities have an effect on the consulting performance. Second, this research found that post management is an important moderate variable between consulting activities and performance. This study have an important meaning that we confirm a part of the knowledge management service for the consulting service, which is considered temporary task, to practice sustainability business.

Challenges in Korea Hospital Accreditation: Focused on Post-Accreditation Management System (국내 의료기관 인증제의 과제: 사후관리 중심으로)

  • Objectives: The post-accreditation management system should be systematic in order to ensure that the accredited hospital continues to strive for patient safety and quality improvement during the accreditation period. In this study, we compare the post-accreditation management system in four countries (the U.S., Australia, Japan, and Korea) and provide suggestions for improving the post-accreditation management system in Korea. Results: All four countries had the post-accreditation management system, and the basic structure of the system in Korea was similar to that of others. However, there were differences in the practical operation processes and the use of the results. In the operation process, Korea's monitoring relies on voluntary reporting by accredited hospitals. In terms of results utilization, analytical feedback to data submitted by the acrredited hospital is not provided in Korea. Conclusions: It is necessary to establish a continuous monitoring system for post-accreditation changes and provide feedback to accredited hospitals. It is also necessary to perform a survey without advance notice and establish a firm legal basis for monitoring.

  • In the post-catchup era, the probability of technology risk are growing according to technology innovation activities with high uncertainty are increasing. Risk acceptance and management are appearing as a more important policy issue. This paper examines the technology risk as a political and social sight and the character of technological risk in the post-catchup era. In the post-catchup, new technology and policy are more undergone trial and err. In particular, we need new approach and policy countermeasures to cope with risky environment and overcome catchup legacy. Accordingly, Korea risk management is needed reshaping of risk management system, increment of risk communication, risk management according to technology type, precautionary approach, bounded trial and err strategy, knowledge accumulation and learning reinforcement.

  • There are about 160 post office buildings of medium and/or large scale in Korea Energy saving and efficient manpower management for the buildings are important. In this paper, patterns of the operation and energy consumption of the post office buildings are analyzed. The authors suggest an integrated and grouped management of the dispersed post office buildings using internet, through which more improved efficiency can be expected.
