The Korea-Canada FTA and the EVTA have adopted cross-cumulation clauses in their rules of origin, aiming at the enhancement of the value chains among the FTA parties. In fact, intricate rules of origin are often considered as the major cause that discourages the utilization of the agreement for the exporting firms. From this perspective, the correct understanding of cross-cumulation clauses in FTAs is an urgent mission for the Korean exporters as well, and the EVTA, which has recently introduced the cross-cumulation method in a linkage with the Korea-EU FTA provides the timely motivation. This paper first analyzes the Korea-Canada FTA of 2015 as for the case study, because this is a unique trade agreement for Korea that has already adopted the cross-cumulation clauses. It is concluded that the clause is rather vague, particularly in certifying the origins of the intermediate goods from the territory of an authorized third party. From this perspective, the recently-ratified EVTA is particularly important and meaningful with its clearer explanations for the utilization of the privileged rules of origin. The paper finalizes the study by making policy suggestions to the stakeholders, expecting more future FTAs to come equipped with similar cumulative rules of origin, and implies the possibility of the modification of the current clauses in the FTA with Canada.

In the post-corona era after COVID-19, it is necessary to review the latest Green Shipping management strategies of shipping companies emerging as a new normal for the shipping and logistics industries. This study aims to explore trends in the latest Green Shipping management strategies of global shipping companies pursuing environmental load suppression in the shipping and logistics fields. Among the previous studies, some studies analyzed the green shipping policies of major shipping countries, but they did not deal with the latest policies over time, and few previous study has conducted a fact-finding analysis on the latest Green Shipping management strategies of major shipping companies at the corporate level. This study attempted to analyze securities reports by major domestic and international shipping companies and to present the latest Green Shipping management strategies by shipping companies.

In this study, we conducted a survival analysis on battalion-level commanders(leaders), focusing on infantry battalion defensive operations using the big data of brigade-level KCTC(Korea Combat Training Center) training results. Unlike previous studies, we utilized the brigade-level KCTC training results data for the first time to conduct a survival analysis, and the research subjects were battalion-level commanders(leaders), which can affect the battle. At this time, the battle results were defined, and through cluster analysis, infantry battalions were divided into excellent, average, and insufficient units, and the difference in the survival rate of the commanders was analyzed through the Kaplan-Meier survival analysis. This provided an opportunity to objectively compare the differences between excellent and insufficient units. Subsequently, factors affecting the survival of commanders were derived using the Cox proportional hazard model, and it was possible to confirm the influencing factors from various angles by also using the survival tree model. Significance and limitations confirmed in the research process were presented as policy suggestions and future research directions.
What is the aim of mathematics education? Current aims of mathematics education often lack the multidimensionality needed to account for a successful experience in mathematics. In this short paper, we argue for a multidimensional aim of mathematics education via the construct of flourishing. Flourishing is derived from the notion of eudaimonia, which broadly refers to achieving the "highest good," or living a well-lived life. Building on prior research, we operationalize flourishing as an aggregate of several positive affective, behavioral, cognitive, and social traits, all of which contribute to students' propensities to achieve the "highest good" in mathematics. In particular, we propose five traits which contribute to students' propensities to achieve the "highest good" (i.e., flourish) in mathematics: (1) positive emotions toward mathematics; (2) engagement in mathematics; (3) community in mathematics; (4) meaning in mathematics; (5) perceived competence in mathematics. Thus, we argue that one productive aim of mathematics education is to support students in fulfilling each of these traits, which ultimately leads to flourishing in mathematics. To supplement our theoretical stance, we offer suggestions for measuring flourishing as an aim. We close this short paper by describing the implications that such an aim might suggest for pedagogy, policy, and research.
This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.
Land Remote Sensing' is defined as the science (and to some extent, art) of acquiring information about the Earth's surface without actually being in contact with it. Narrowly speaking, this is done by sensing and recording reflected or emitted energy and processing, analyzing, and applying that information. Remote sensing technology was initially developed with certain purposes in mind ie. military and environmental observation. However, after 1970s, as these high-technologies were taught to private industries, remote sensing began to be more commercialized. Recently, we are witnessing a 0.61-meter high-resolution satellite image on a free market. While privatization of land remote sensing has enabled one to use this information for disaster prevention, map creation, resource exploration and more, it can also create serious threat to a sensed nation's national security, if such high resolution images fall into a hostile group ie. terrorists. The United States, a leading nation for land remote sensing technology, has been preparing and developing legislative control measures against the remote sensing industry, and has successfully created various policies to do so. Through the National Oceanic and Atmospheric Administration's authority under the Land Remote Sensing Policy Act, the US can restrict sensing and recording of resolution of 0.5 meter or better, and prohibit distributing/circulating any images for the first 24 hours. In 1994, Presidential Decision Directive 23 ordered a 'Shutter Control' policy that details heightened level of restriction from sensing to commercializing such sensitive data. The Directive 23 was even more strengthened in 2003 when the Congress passed US Commercial Remote Sensing Policy. These policies allow Secretary of Defense and Secretary of State to set up guidelines in authorizing land remote sensing, and to limit sensing and distributing satellite images in the name of the national security - US government can use the civilian remote sensing systems when needed for the national security purpose. The fact that the world's leading aerospace technology country acknowledged the magnitude of land remote sensing in the context of national security, and it has made and is making much effort to create necessary legislative measures to control the powerful technology gives much suggestions to our divided Korean peninsula. We, too, must continue working on the Korea National Space Development Act and laws to develop the necessary policies to ensure not only the development of space industry, but also to ensure the national security.
Fair Competition policy in aviation field has been discussed since open skies policy began in 1970s. This issue has been also the main topic in the ICAO's Worldwide Air Transport Conference, the Air Transport Symposium, etc. ICAO defines competition as the existent or potential rivalry between two or more operators, carriers or groups, striving for advantages in the same market based on different prices, qualities and services. In a broader sense, the definition includes more various meanings; reasonable, fair, effective, and unrestricted competitions. Nowadays, competition laws and regulations to air transportation have been applied more frequently and the issues varies from antitrust immunity, mergers and alliances, abuse of dominant positions, capacity dumping and predatory pricing, sales and marketing, to airport charges and fees, state aid and loan guarantees. Now, the competition among the airlines or nations in aviation industry is changing to cooperation level. A lot of airlines try to survive by various cooperation methods. Therefore the policy of Korean aviation industry should be developed, taking so-called "the viewpoint of national aviation industry ecosystem" into consideration and Korean government should prepare a policy of fair competition to cope with it. First, in the process of open skies policy with neighboring countries such as China, Japan and the Middle East, it is necessary to apply the fair competition act and prepare laws and regulations to implement it. Second, the standards of effective ownership and control of air transportation business should be reviewed. Third, in preparation for aviation agreements and liberalization, the Korean aviation industry needs to study and review competition and cooperation issues through the analysis of strict aviation market structure for airlines and airport operations. Fourth, it is necessary to create a fair air transportation environment for the development of air transportation and competitiveness through preemptive policies such as the approval of mergers, acquisitions, JV and the ripple effects analysis.
Purpose: This study is aimed at understanding the volunteers' experiences and interactions with their corresponding teams during their participation in hospice care. More specifically, the study is to contribute policy-wise to development of hospice care in Korea by helping policy-makers and organizers and managers of hospice care provides better understand the importance of the meaning and roles of volunteers in hospice care. Methods: In-depth interviews and participant observation were performed with study participants who were selected from four different types of hospice agencies. Study analysis was conducted using "case study" as one of the rigorous qualitative research methods to develop "inter-" and "intra-" comparisons among the study participants. Results: Volunteers in hospice care were initially motivated by religion and faith, and the motivation grew stronger through the volunteer experiences. They emphasized that the essence of the hospice volunteering was motivation from religion and faith and something they do for themselves. They characterized their experience as a true service that is offered for free and a job that requires expertise. In addition, they achieved personal (internal) growth by reflecting on the meaning of "good death" and better understood the importance of respecting spiritual diversity. Conclusions: This study could help hospice officials offers better understand hospice volunteers' role and their importance. The study also provide practical implications and policy suggestions.
This study was intended to investigate the effect of life stress of university students on the suicidal ideation and to verify the mediating effect of personal mental health on a relationship between life stress and suicidal ideation. Therefore, this study collected data from 491 university students who are enrolled in 4 universities located in Daejeon Metropolitan City, Chungnam, and Chungbuk. According to the main findings of this research, life stress, suicidal ideation, and mental health had statistically significant correlation. Secondly, life stress not only makes direct effect on the suicidal ideation, but makes indirect effect through a mediating variable, the mental health, as well that mental health is verified to mediate a relationship between life stress and suicidal ideation. The research results suggest that mental health of university students is impoverished when life stress is higher, and can make effect on the suicidal ideation due to continual phenomenon of losing general function of life. This study investigated how counselors can intervene convergence policy approach with mental health of clients that affects the relationship between life stress and suicidal ideation of university students, and suggested implication and limitation of this study and suggestions for a follow-up study.
Various innovation theories, such as innovation system, innovation cluster, triple helix model, are different in their focus. However they all emphasize the interaction between innovation actors in order to generate, diffuse, and appropriate technological innovations successfully. This study analyzes how the interaction of innovation actors in Daedeok Innopolis has been changed since the introduction of innovation cluster policy like the designation of Daedeok Innopolis. Based on the analysis of survey data, Innopolis statistics, and patent joint-application data, we come to the conclusions that the Daedeok Innopolis has characteristics of multi-level governance structure, in which innovation cluster, i.e. Daedeok Innopolis, regional innovation system, and national innovation system directly overlap under the framework of innovation system. In addition, from the perspectives of triple helix model, we are able to verify that the inter-domain interactions between innovation actors, such as tri-lateral network, have been constantly increased in the Daedeok Innopolis. Based on our analysis, we identify some policy suggestions in order to strengthen the competitiveness of the Daedeok Innopolis as well as other innovation clusters in Korea. First, the network activities between innovation actors within innovation cluster should be strengthened based on the geographical accessibility. Second, private intermediate organizations should be established and their roles should be extended. Third, the entrepreneurial activities of universities within innovation cluster should be strengthened. In other words, the roles of universities within the Innopolis should be activated. Finally, the government should provide relevant policy supports to activate the interactions between innovation actors within innovation cluster.
