위험인식의 특성과 의미: 한국인의 기술위험 인지도에 대한 Psychometric 분석 (A Study on Risk Perception and Policy Implication : A Psychometric Analysis of Korean Perception for Technological Risks)

  • A survey of risk perception in South Korea was conducted in 2007 to evaluate relative riskiness of typical industrial and technological risks. This article summarizes the characteristics of risk perception using psychometric analyses. The survey with a sample size of 1,194 reviews the perceived level of 25 risk items in the areas of transportation, chemicals, environment, industry, nuclear power generation, and newly-introduced risks. Six categories of risk identified by a factor analysis show that the level of perceived risk does not correspond to the statistical level. Psychometric analyses including voluntariness, severity, effect manifestation, exposure pattern, controllability, familiarity, benefit and necessity demonstrate that voluntary, familiar and immediate risks are perceived as less risky than involuntary, unfamiliar and delayed ones. Risk communication is critical in reducing the discrepance between objective and subjective level of risk. However, the amount of risk information does not always justify a successful risk communication. A safety policy, risk communication strategy in particular, should take into account diverse dimensions of risk reviewed by psychometric analyses in the study. Social policy toward safety can be improved by integrating policy, human, and social factors as well as technological advances.

  • The purpose of this study is to dimensionally examine the factors of policy changes by applying the ACMS model to KEPCO's structural reorganization privatization policies and study its implications. As a result of the analysis, among the external variables that affect as a financial source or restriction to advocates, all areas except for the difference in opinion of the people as well as policy decision and effects of other subordinate systems were shown to be in an advantageous condition acting as a financial source to advocates of structural reorganization privatization. On the other hand, advocates affected by the external variables share a certain belief system in which the advocates of privatization share the justification of profitability while the advocates of collectivization share the justification of publicness. In these flows, the announcement of the privatization plan of public enterprises of the committee of planning and budgeting acts as a matter of contact which opens the windows for policy changes, and this window goes through ignition, explosion, and fixation which causes fierce interactions among advocates of both sides. Eventually, in accordance with the contents of excluding electricity(KEPCO) from the list for privatization the window for policy changes has closed and things have changed to a transitional KEPCO privatization policy. Based on this, the first implication is that non-official participants such as the people, social organizations, labor unions, etc. influence policy changes more than they did before. Secondly, in the process of policy changes, there is an order of boundary even in the fierce interactions between each advocate. Thirdly, specific variables can play various roles in complex policy phenomenon. Fourthly, a logical analysis using the ACMS model is possible in Korea as well. Fifthly, as a result of analyzing the change process of the KEPCO structural reorganization privatization policy through the ACMS model, not all matched with the main research results implied by the ACMS model.

산림정책융합에 관한 연구 : 산림이용·개발 및 보전의 융합패러다임으로의 변화 (A Study on the Policy Convergence of Forest Policy : A Paradigm Sift to Convergence between Forest Development and Preservation)

  • 산림의 경제적 가치의 중요성에 따라 산림이용과 개발의 패러다임이 산림정책의 지배적 패러다임으로 등장하였다. 산림이 웰니스의 중요한 수단으로 인식되면서 이용과 보전의 융합이 모색되었고 산림정책의 패러다임도 산림을 이용한 휴양, 복지 및 웰니스(wellness) 등 새로운 정책가치들을 지향하게 되었다. 따라서 본 연구는 산림정책에 새로운 가치들이 어떻게 융합되었는지를 컨텐츠 분석과 네트워크 분석이 결합된 텍스트 네트워크 분석을 통해 분석하고자 하였다. 분석결과에 따르면, 제4차 산림기본계획에 비해 제5차 산림기본계획에서는 임산물 생산에서 벗어나 산림이용과 산림휴양기능이 강화된 것으로 분석되었다. 산림을 통한 치유, 건강, 산림의 복지적인 기능 등에 대한 정책과 산림이용과 보전이 융합된 경영기반 마련에는 미흡한 것으로 나타났으며 한국의 산림정책에서 지속가능한 융합패러다임이 보이고 있다. 정책적 함의로서 국가산림기본계획 수립에 있어 산림이용과 보전을 융합할 수 있는 정책역량의 강화가 필요하다는 점을 제시할 수 있다.

  • This work identifies the key factors influencing the success of multidisciplinary, interdisciplinary, and trans-disciplinary R&D projects in transition economies by integrating knowledge management, organizational, inter/intra-collaboration (open-innovation), and leadership perspectives, while also addressing the perspective of the science of team science, which is an integrative approach to R&D. This is followed by providing the major sub-constructs of team science and policy implications to better facilitate multidisciplinary, interdisciplinary, and transdisciplinary R&D projects in knowledge-based transition economies.

  • 수소연료전지차(fuel cell electric vehicle)는 가솔린 내연기관 대신 수소와 공기 중의 산소 결합으로 전기를 자체 생산하는 연료전지를 동력원으로 하는 자동차이다. 엔진이 없기 때문에 배기가스 및 오염물질을 배출하지 않아 세계적으로 점점 강화되고 있는 환경규제에 대응하기 위한 친환경 자동차로 부각되고 있다. 미국, 유럽, 일본 등 주요 선진국들은 수소연료전지차 보급을 앞당기기 위해 기술 개발을 지원하고 있고 수소연료전지차 실증 사업 및 프로젝트를 추진하고 있으며, 수소충전소 인프라 확충 및 관련 제도의 정비에 박차를 가하고 있다.

  • 현재 정보통신시장의 추세는 유선의 무선화 현상과 데이터서비스의 급성장이라는 양축으로 압축하여 설명할 수 있다. 인터넷의 등장과 이의 급격한 파급은 전세계를 하나로 묶고 있고, 정보화 구축의 정도가 국가의 경쟁력을 좌우하는 중요한 잣대가 되고 있다. 이러한 시점에서 통신 및 타산업의 경쟁력 및 국가 기반의 체질적 강화를 위해서는 차세대 인터넷의 조기구축과 정착이 요구되고 있다. 따라서 본 논문에서는 현재 인터넷의 현주소를 짚어보고, 차세대 인터넷(광인터넷)의 개념을 바탕으로 시장의 특성과 진화방향을 규명한 후, 정책적 시사점을 제시하고자 한다.

  • The purposes of this study were firstly to explore the practical implications that of 'low carbon and green growth' policy, which is at the top of the Government's agenda provides to family, and secondly to propose some visions for a future based on those implications. The results of this study were as follows: Firstly, in terms of a global perspective, there is now a worldwide trend towards the adoption of 'low carbon and green growth' policies. Secondly, the Government-driven 'green growth policy' demands a total transformation, that is, revolution, not only in terms of our industries, but also in terms of our mentality and ordinary life. Thirdly, the driving force for this life revolution lies in having green life style, and the family is the primary agent for making the green life style a practical reality.

영국 농업환경정책의 도입 및 정착과정 분석 (An Analysis on the Launch and Settlement of Agri-Environmental Policy of the UK)

  • This study aims at analysing the process of introduction and the development of the agri-environment policy of the UK and identifying the implication for the Korean government. The UK introduced the AES policy in order to reduce the negative impact of the farming practice on biodiversity and habitats. The initial process was only possible for the enormous research results on the relationship between the farming and environment. Since the UK launched the ESA scheme in 1987, it has extended the designated areas for four stages. Based on the success of the ESA scheme, it started CSS and other schemes. However, these had a modest success and were integrated into the CSS scheme, which from then on became the main measures of the AES in the UK. The whole process of the UK case tells us that the most important work for the start of the AES in Korea would be the necessity and feasibility of the environment protection measures in Korea which could be identified from academic and scientific research on the impact of agricultural practice on the rural environment in Korea.
