  • The goal of community health nursing courses is to prepare student nurses so that they become able to perform a variety of nursing roles in community. To achieve this goal, programs for community health nursing must develop students' abilities to function independently as community health nurses. This study evaluated the effectiveness of Problem-based Learning(PBL) as a teaching method in programs for community health nursing at four-year colleges of nursing. The subjects of this study were senior students at Y University. The study was designed as a descriptive & comparative survey. To determine the effectiveness of PBL, the author analyzed the process and results of teaching. The PBL teaching method was found to be significantly effective in building critical thinking abilities and increasing knowledge. The results also showed that the 43 students who were taught by both PBL and lecture teaching methods got a significantly higher' knowledge score than the other 28 students who were taught only by lectures. As for the future direction of community health nursing courses, a teaching strategy involving both PBL and lectures is recommended.

  • Due to the recent advances in Phage-Change Memory (PCM) technologies, a new memory hierarchy of computer systems with PCM is expected to appear. In this paper, we present a new page replacement policy that adopts PCM as a high speed swap device. As PCM has limited write endurance, our goal is to minimize the amount of data written to PCM. To do so, we defer the eviction of dirty pages in proportion to their dirtiness. However, excessive preservation of dirty pages in memory may deteriorate the page fault rate, especially when the memory capacity is not enough to accommodate full working-set pages. Thus, our policy monitors the current working-set size of the system, and controls the deferring level of dirty pages not to degrade the system performances. Simulation experiments show that the proposed policy reduces the write traffic to PCM by 160% without performance degradations.

  • Since the red grouper was declared overfished, the Gulf of Mexico Fishery Management Council must prepare a rebuilding plan considering the following alternative management policies: a Total Allowable Catch (TAC), 5-month season closure, 1800-pound trip limit, and a 50-fathom longline boundary. This study was aimed at evaluating the effects of proposed policies for rebuilding the red grouper stock in a 10-year period by developing a bioeconomic model. Under the assumption that the recreation sector was held to its share of TAC (24% of the total quota), the target stock biomass goal was attained in all policies. The NPV was the largest in the 5-month season closure policy if the output price did not fall. There were distributional effects on the different components of the fleets in the 1800-pound trip limit and the 50-fathom longline boundary policy.

  • This study is about establishing the policy direction according to the perception change of the welfare service of the aged. To achieve this goal, this study analyzed the reprocessed result of the survey related to the welfare of the aged among the second and third community social welfare plans of D county, Southern Jeolla Province. The result shows the recipients of the welfare service of the aged have higher perception about spreading the hardware side such as the welfare facility of the aged than about practicing the software policy such as elder care services. It suggests significant implication in deciding the priority of the welfare policy of the aged from now on. But this result is confined in D county, so getting the generalized conclusion needs the comprehensive review toward more broad regions hereafter.

  • Enhancing labor market flexibility is currently posted as one of the major economic policy objectives in Korea. However, the labor market effects of specific policies to achieve it have not been sufficiently investigated. This paper takes up the issue of employment protection deregulation and surveys and empirically analyzes its policy effects. Academic researches generally confirm that deregulation tends to promote labor turnover and employment of the disadvantaged groups such as the youth and female by raising the overall efficiency of the economy, but its effects on unemployment is not clear. In the Korean labor market, both job creation and destruction, and labor mobility have increased after the economic crisis of 1998, but they can not be seen as deregulation effects as the changes are confined to the temporary and daily employment whose labor markets are least regulated whereas the regular employment market remains virtally unchanged. Such results suggest that labor market deregulation need to be pursued consistently as a policy goal since the labor demand condition shift and the need for expanding regular employment necessitates it, for which detailed policy agenda for removing market inefficiencies should be carefully arranged.

  • Inventory, cost, and the level of service are three interrelated key metrics that most supply chain organizations are striving to optimize. One way to achieve this goal is to create a simulation model to conduct sensitivity analysis and optimization on several different supply chain policies that can be implemented in actual operation. In this paper, a case of Xerox global supply chain modeling and analysis to assess several "what if" scenarios for the consumable policy safety stock is presented. The simulation model, combined with analytical cost model and optimization module, is used to optimize the policy safety stock level to achieve the lowest total value chain cost. It was shown quantitatively that the policy safety stock can be reduced, but it is offset by the inbound premium transportation cost to expedite supplies in shortage, and the outbound premium transportation cost to send supplies to customers via express shipment, requiring fine balance.

  • Although providing universal coverage for health care through the National Health Insurance(NHI) is a remarkable achievement, the issue of limited benefit coverage of the NHI has been at the core of national debate over how to improve its coverage. This study aims to evaluate benefit extension strategies and implemented policies with regard to the NHI since 1989 using 'policy window theory' proposed by John W. Kingdon. Understanding problem stream, policy stream, political stream, and coupling streams regarding the NHI, in particular benefit extension, would contribute to broaden policy debates and to develop more effective strategies for the future. Historically, political stream had opened policy window in the past two decades and policy streams can be characterized by three waves. Three streams have been coupled since 2003 and the government had a strong will to fulfill better performance of NHI coverage. Study findings indicate that identification of problem structure regarding NHI benefit was not connected with policy stream tightly. In addition, there has been limited discussion on policy goal and principles for extension coverage of the NHI. Policy strategies to improve coverage of the NHI should be linked to characteristics of problem and sought solutions under the principle which is expected to be sustainable through consensus in the society.

  • This paper attempts to explain the energy policy to respond to climate change that is debated in recent years. Especially by the case of Germany among the developed countries, the study investigates the direction, strategy and measure of energy policy which are implemented at the national level. The Energy policy of Germany revealed through this study will provide implications for the establishment and propulsion of the energy policy trying to overcome the crisis of energy resources and reduce greenhouse gas emissions in Korea. Firstly, this study reviews the major goal of German government's recent energy policy, and secondly discusses the various strategies and means of policy to achieve the main directions of Germany's energy policy.

  • The goal of this study is to identify factors that influence on the persistent information security compliance intention of employees. Antecedents suggested in research model are security awareness training and perceived effectiveness of information security policy. Research results show that security awareness training has a positive effect on persistent information security compliance intention as well as effectiveness of information security policy. While policy breadth, which is one of the effectiveness of information security policy, influences on persistent information security compliance attitude and intention, policy brevity does not effect on persistent information security compliance intention. Conclusions and implications are discussed.
