  • This study aims to investigate the research equipment establishing relationship by looking at research equipment information transfer that follows the network's structural and positional characteristics and the research institute's responsibilities to increase the possibility of research equipment usage by using the SNA(Social Network Analysis) method. Consequently, with the given structural characteristics of research institute, it can be concluded that because of its low density, it appears to be difficult to transfer research equipment information within the network. Government-funded research institutes that can effectively deliver research equipment information within the network system through comparison positional characteristics are ETRI, KITECH, KRICT, Sungkyungwan University, and Kyungbook National University. In addition, a virtualization node not only invigorates the network system but also acts as an intermediary factor to effectively deliver research equipment information. As results, there can be three conceivable alternatives to increase the possibility of research equipment usage. Those includes: 1. policy to encourage relationship building among research institutes 2. utilizing suitable institutes for effective delivery of research equipment information and lastly, 3. establishing a virtual intermediary institute for information sharing and utilization of isolated institutes' research equipments.

  • The purpose of this study is to examine the effects of extracurricular activities such as creative experiential activities, life guidance, and counseling activities on school satisfaction of students and parents who are educational demanders, and to suggest practical and policy alternatives to improve school satisfaction. For this purpose, 1,242 elementary, middle and high school students in Seoul and 1,023 parents were tested through analysis of t-test, and regression. Three main results were derived. First, extracurricular activities had a statistically significant effect on school satisfaction. Second, in general, parents in Korea are expected to emphasize the entrance examination-oriented curriculum with a high degree of education, but the higher the extracurricular activities of students and parents, the higher the school satisfaction. Third, there was a difference in school satisfaction by education class, but the higher the education level, the lower the school satisfaction was. It can be seen that extracurricular activities are needed to increase the educational satisfaction of students and parents who are educational demanders. In addition, it is necessary to reinforce the extracurricular activities to the high school which is the upper grade school now.

  • This study intends to find efficient support methods for small and medium-sized businesses (SMBs) especially in the increasingly important mobile sector. We investigated regarding perceptions of mobile sector-specific support programs and their current state of usage, and perceptions of the new mobile market and the present conditions of each stage of production based on analysis of a survey that included 204 respondents in each SMB to achieve this goal. Concretely, detections through this research were the reasons for non-selection of support businesses, the future prospective mobile business area, the company's own first-preference item and the reason for the preference, plus new mobile areas of willingness to apply the company's own product and its own first-preference item, and the reason for the preference. In addition, we found out covering costs and revenue size of the maximum-revenue product for each stage (from the first to the fourth stage), the kind of a product's execution method connected to the product (e.g. self-production, outsourcing to another company to produce a product), and the execution method for pre-products. We can suggest a policy regarding efficient support alternatives for SMBs related to the mobile sector thanks to these findings.

  • Recently environment-friendly pellet boilers have interests as emissions of greenhouse gases are regulated internationally and energy security becomes more important to oil addicted countries including Republic of Korea. But the Korean market for pellet boilers is on the initial stage due to the high production costs relative to other conventional boilers. Hence the Korean government has supported financially and promoted the pellet boiler business. In this sense, it would contribute market stratergy and effective promotion policy for both of the government and private companies if we can forecast market shares of pellet boilers appropriately. For this purpose, this study surveyed potential consumers' preferences on pellet boilers among various alternatives using a choice experiment reflecting intangible costs. As the market share of new technology increases, intangible costs decline. According to different intangible cost scenarios, we experimented people's preferences on oil, gas, electric, and pellet boilers. A multinomial logit model was employed to estimate coefficient parameters of common attributes for various alternative boilers. Based on the estimates, we forecasted market shares of individual boilers. We found that as intangible costs decline, the market share of pellet boiler increase substantically while market shares of electric and gas boilers decrease dramatically. The market share of oil boiler did not change significantly. Meanwhile, as people are more rich, more educated, and exposed to advertisement on pellet boilers, the likelihood of choosing the pellet boiler increases.

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.

  • This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period and evaluation criteria.

  • This study presents aspects of the financing of terrorism using virtual-currencies. Fisrt of all, this introduces the conventional threat of the financing of terrorism and the analysis of current legal system regarding virtual-currency in South Korea. Next, the financing of terrorism cases are analyzed. With given analysis, the paper deals with its response and future extensions by technical and institutional aspects. The threats of the financing of terrorism are going higher after the appearance of virtual-currencies such as Bitcoin. There are two typical ways to use virtual-currencies by terrorist groups. One is to conduct public fund-raising in the social network system and the dark web. The other is to hack into virtual-currency exchange network in order to steal virtual currencies for developing the weapon of mass destruction. Specifically South Korea is top three country of trading virtual currencies and has been subject to virtual-currency hacking more than 10 cases. However, many countries including South Korea deal with virtual currencies as only innovative technology and means of investment, not the threats of the financing of terrorism. Under these circumstances, there a the legal contradiction. This article points this limit and absurdity. Also, it shows reasonable alternatives. All in all, given these aspects, the article proposes detailed policy directions.
