Purpose: The purpose of this study was to analyze the factors influencing the housing satisfaction of the new middle-aged who returned to farming to derive the implications of real estate policies to resolve regional imbalances. Research design, data and methodology: As a result, this study used secondary data, housing survey data, and identified factors influencing housing satisfaction through multiple regression analysis as well as basic analysis such as exploratory factor analysis, reliability analysis, technical statistics analysis, and correlation analysis. Previous studies, in particular, mainly focused on aging, retirement, economic activity, and retirement preparation, but this study was able to derive predictive factors that can increase the persistence of living after returning to farming by analyzing housing satisfaction for the new middle-aged, and as a result, suggest implications for resolving regional imbalances. Results: As a result of the analysis, it was found that housing structure status had the greatest influence among the three factors of housing-related predictors: housing structure status, facility accessibility, and surrounding environment, suggesting that policy alternatives that can improve the quality of the housing structure itself should be prepared rather than facility accessibility and the surrounding environment. Conclusions: Based on these results, we discussed implications for improving the housing structure to increase the continuity of living for the new middle-aged after returning to farming, and presented follow-up research directions on the need for complementary research in addition to individual analysis of influencing factors, limitations of secondary data, and the lighting of research on the new middle-aged and other generations who did not return to farming.
The recent trend of declining consciousness regarding the necessity of unification among South Korean citizens is evident. Does a cohort effect exist in this downward trend in the perception of the necessity of unification? The purpose of this study is to analyze whether birth cohorts statistically significantly influence the consciousness of the necessity of unification. To this end, the hierarchical age-period-cohort (HAPC) model was employed as the analytical model, and data from the Unification Consciousness Survey conducted by Seoul National University's Institute for Peace and Unification Studies from 2007 to 2021 was used. The analysis results showed evidence that the progress of economic inequality at the birth cohort level affected the decline in the perception of the necessity of unification. The 1980s birth cohort, which faced socioeconomic difficulties during their social advancement due to income and wealth polarization, is observed to have a distinctly negative perception of unification requiring massive financial resources, compared to the 1960s and 1970s birth cohorts.
The purpose of this study is to understand the general structure of independent living of adolescents after their termination from the foster care system by using Giorgi research method in order to comprehensively understand how their independent living experiences were. The independent living experiences of foster adolescents was examined from the stage of living in the foster home to the stage of independence from the foster home, taking into consideration the context and time. The results of this study were as follows. Their experiences were divided into six categories such as 'living in a foster home during adolescence', 'life without biological parent's deficiency', 'being forced to leave early without enough preparation', 'struggling alone in the rough world', 'living in desolation without support and guidance', and 'setting the direction and principles correctly'. These results provided a contextual understanding of how preparations were made in the process of independent living and how independent living life was after the termination. This study suggested specific alternatives that can be applied to the independent living support policy and practice field within foster care system.
This study analyzed how elderly people's perception of social welfare affects social welfare service and social welfare policy satisfaction by paying attention to the use of social welfare services and satisfaction with social welfare policies. In order to achieve this research goal, 465 people aged 60 or older who completed responses to the additional survey were collected and analyzed as research targets based on data from the Korea Welfare Panel, which is accumulated by the Korea Institute for Health and Social Affairs and Seoul National University's Social Welfare Research Institute. The results of this study are as follows. First, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "use of social services." Second, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "satisfaction with social welfare policies." Third, the impact of the recognition of welfare for the elderly on the use of social services was found to be different according to the demographic characteristics (education level, income level, educational background, gender). Fourth, according to the "population statistical characteristics (education level, income level, educational background, gender)" the impact of the recognition of welfare for the elderly on the satisfaction of social welfare policy was shown to be different. The implications of this study are that we looked at multi-dimensional welfare awareness and social service use experience together as factors affecting social welfare policy satisfaction. In other words, it is meaningful that the government focused on welfare awareness based on individual values and subjective perceptions as an influence on social welfare policy satisfaction, and sought practical alternatives to welfare policies and welfare sites by examining whether the experience of using social services in relation to welfare awareness and social welfare policy satisfaction among the elderly.
It is expected that interests and supports for 'the creative economy' will increase considerably since the establishment of the Park Geun Hye Administration. According to a report with respect to its cultural policy handed in by the Minister of Culture to the president on March 28, 2013, the administration will set up a basic plan of establishing regional fusion-typed laboratories including such genres as story telling, animations, games, cartoons, performances, etc. in May this year, and opening contents Korea laboratories across the country by the first quarter in 2014 as part of its core task. Furthermore, it will focus on implementing such policies for training professional manpower as creative mentoring programs, expansion of education for field employees and expansion of a creative education for young students, including a plan to train 1,000 creative contents talents by 2017 as described in the report. Since the Comics Promotional Law took effect in August 2012, the Korea Culture and Content Agency and the Comics Industry have been establishing the third plan for medium and long term development of the comics industry together. One of the most important policy is about training professional manpower. "Joint Business with Creative Talents," in which the amount of 4.5 billion won was invested, has already been implemented, and "Support Business for Field Employees of Comics Creating Enterprises," in which the amount of 0.6 billion won was invested, has been performed so far through the Korea Comics Contents Agency upon the request of the Comics Industry. The government's plan to train professional manpower is interlocked with its foundation and employment policies, and thus, this will be a good opportunity for colleges and universities that have comics related majors, especially for those that need proper measures for bring their graduates a chance to get a job. Accordingly, it seems that if the government develops more aggressive policies, reflects this on the third medium and long term development plan of the comics industry, and then organizes policy and study meetings led by the learned societies to implement this, it will be able to generate a significant synergy effect. This Article will concentrate on first examining the flow and patterns of the policy to train special manpower by the comics industry, the Ministry of Culture and related institutions since the establishment of the Comics Promotional Law, analyzing some problems in the first and second medium and long term development plan of the comics industry to be implemented from 2003 through 2013 and the third medium and long term development plan to be announced in June 2013 to train professional manpower, and then suggesting an effective direction and some alternatives to train professional manpower in universities in a medium and long term way.

Serious depopulation has occurred since the rapid economic growth after $1965{\sim}1995$. As a result, nowadays most of mountain villages face difficulty in maintaining and managing their settlement, because of the elderly population and the extremely small size of the settlement. Population change is understood as the origin of depopulation problems and the criterion for the depopulation. This study aims to identify the problems of over-depopulation in rural Korea and to classify the patterns and process of follow and to provide policy alternatives. It consists with the three parts : identifying the problems of over- depopulation, classifying the socio-economic factors of fallow land, analyzing a detailed case study of follow land in over-depopulation rural area-Sangju Gun and to provide policy alternatives. The results are summarizes as follows: 1) In the study area, the amount of fallow and abandoned cultivated land has increased since 1975. With the increased urbanization, the cause of the increase in fallow and abandoned cultivated-land is the labor shortage of quantity and quality. The underlying reasons for the abandonment of farmland are poor field conditions and the lack of rented farmland. 2) The secondary cause is a relative labor shortage through specialization into intensive horticulture. In the study area, specialization into pear requires intensive labor input. It has caused a relative labor shortage. 3) The third causes are landowner and the lack of rented farmland due to labor shortage. The declining of agriculture and forestry have caused out-migration and increased non-residents' landowner. 4) The fallow patterns are devided into two types the less favored farmland fallow type, non-residents' landowner(out-migrator) fallow type. The significant causes of the increase in fallow and abandoned cultivated land are the labor shortage, intensive farming, less favored farmland conditions, non-residents' landowner. The factors which caused the follow processes in Korea are socio-economic factors (labor shortage, intensive farming, less favored farmland conditions) and cultural factor(non-residents' landowner, psychological ties between rural areas and urban areas).
The results of researching on duties of physical therapist, understanding of elderly diseases and policies related with elderly welfare came out from the survey before beginning of education to physical therapists who attended National Elderly Welfare Physical Therapist Workshop during Sep. 11th to 14th, 2007. They have already understood about long-term elderly care insurance from the policy, and responded that those policies will bring more advantage to elders. On contrary, negative response had reason of low service quality. About elderly care system, there were positive answer of appropriate alternatives to support them, but also other critics had opinion of inevitable choice for living conservation. About understanding of elderly diseases, there were more comprehension of diseases as age gets higher, but most did not understand dementia and paralysis. Past experience and process of medical treatment for their disease were such arthritis, paralysis, broken bone, and dislocation of joint. Prognosis of technical training was mostly answered positively, but linking with other related disease programs were not welcomed. Most respondents thought that professional training were needed. The results of understanding diseases during senescent had high percentage of understanding as age and education was high, and it had eye upon statistics of the survey (p < 0.05) Most of those questioned responded that it is appropriate to have six working days per week and eight hours of daily work, however, present wage is not reasonable. Most of those questioned had negative response of work independence, and had an-swered that there should be certificates needed in related fields. For difficulties during work period, they had hardship instituting direction of treatment by lack of program, level of wage, and physical difficulties. Physical therapists averagely wished to have fewer than thirty patients per therapist. After the research, physical therapists who work in those facilities of elderly care systems agreed on policies, though it should not lower service quality. In addition, they were pros to have elderly care system, yet they are still inevitable option to maintain living. For work environment, the period of work was appropriate, but had different opinions for work independence and regular number of patients. Therefore, there should be more organized treatment program that also should be linked to other practical programs at this beginning point of the policy enforcement and the time that many therapists hope to work in elderly care system.
With the request for the advent of new engine toward economic growth, the issue regarding public-owned data disclosure has been increasing. The Korean governments are forced to open public-owned data and to utilize them in solving the various social problems and in promoting the welfare for the people. In contrast, due to the distrust of the effectiveness for the policy, many public owned organizations hesitate to open the public-owned data. However, in spite of communication gap between the government and public organizations, Ministry of Government Administration and National Information Society Agency recently planned to accelerate the information disclosure. The study aims to analyze the perception of the public organization for public data utilization and to provide proper recommendations. This research identified mutual weights that the organization recognize in opening and sharing the public data, based on benefit, opportunity, cost, and risk. ANP decision making tool and BOCR model were applied to the analyses. The results show that there are significant differences in perceiving risk and opportunity elements between the government and public organizations. Finally, the study proposed the ideal alternatives based on four elements. The study will hopefully provide the guideline to the public organizations, and assist the related authorities with the information disclosure policy in coming up with the relevant regulations.
Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and former low-developed countries such as India and Brazil have received foreign investments from major industrial companies. Thus, there are no other alternatives remained for Korea and OECD countries other than moving the industrial economies to the knowledge based innovation systems. In the knowledge based innovation systems, economic developments and employments of regions and nations depend solely on companies situated in their territories. In this article, after reviewing the current state of technological based innovation small firms in korea, we provide a theoretical framework to promote the level of technology based innovation and entrepreneurship. The theoretical framework for analysis and policy suggestions is based on the Schumpeter's value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D and innovation activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

This paper aims to analyze how the Venture Business Tendency of North Korean refugees affects social adaptation and family health, and to provide proposals for policy making on the issue. For the purpose, we specifically suggest analysis of activation plan that 48 Venture Business North Korean managed Enterprise types, Entrepreneur type, Business type, Gender, Profit etc. As a result of analysis of actual proof, First, The Venture Business North Korean refugees managed need to consult to be technology business professionally because they features to be self-employment than expertise and knowledge basis type. Second, the rate of success of North Korean refugees is researched that female is higher than male. Third, to support Venture Business of North Korean refugees, they need one on one incubating support syspen why they are inexperienced in network, technical skills. Fourth, Venture Business Tendency of North Korean refugees affects social adaptation and family health. Since mid 1990's, North Korean refugees have come to South Korea through China or third countries due to collapsing economy of North Korea. In an effort to help those escaping from North Korea, the Seoul government provided them with a 3-month settlement program. But they have had experienced difficulties in communication, cultural assimilation, and confusion in their value system and identity. For the purpose, one-on-one interview was carried out on 45 North Korean refugees living in Seoul and neighboring cities, and the interviewed group was classified into three categories: single households, single-parent families and families with parents. The study findings demonstrated four policy alternatives to help improve quality of life of North Korean refugees and to help their successful settlemen.
