  • Recently due to the increasing uncertainty of the disaster environment caused by climate change the effects of disasters have become larger due to the confluence and solidification diversification into disaster type and secondary damage. In this paper, we apply ICBMS through intelligent information technology and big data analysis to all processes of disaster safety management to minimize human, social, economic and environment damage from accidents or disasters, and prevention by control technology preparation by education and training expansion to remember by body, response by advanced technology of disaster response unmanned technology restoration by creation of local community environment ecosystem, investigation and analysis by intelligent information technology learn about disaster safety management 4.0. In addition, technical limitation and problems in the $4^{th}$ industrial revolution and the application of big data were analyzed and suggested alternatives and strategies to overcome.

A Study on the Improvement of Industrial Safety and Health Management Cost Using the Survey of Construction Safety Experts (건설안전전문가 설문조사를 활용한 현장중심의 안전관리비 제도 개선 연구)

  • Purpose: This study concerns the cost of safety management in order to prevent accidents and disabilities in the construction industry. The purpose of the Chapter is to draw up problems and improvement measures for these safety management costs. Method: A detailed questionnaire was developed for 20 construction safety managers for the research. This questionnaire was analyzed and implemented by the Expert Group Interview (FGI) analysis method. Results: In order to understand the safety management cost system, alternatives such as preparing a standard manual, implementing regular on-site training, and establishing a monitoring system for the safety management cost were derived. In addition, there is a need to ensure autonomy in the execution of flexible costs so that they can be deployed immediately in case of emergency to improve the 'efficiency and necessity of the safety negligence system'. And it was analyzed as items that should be improved due to excessive demand for documentation. Conclusion: Through this study, problems should be recognized for the improvement of the construction safety management cost system. And it will have to come up with policy-based and institutional-improvement measures for experts.

A Research on Improving the National Qualification System for Software Industry (소프트웨어 관련 국가기술자격제도 개선방안에 대한 연구)

  • In order to promote software industry, it is essential to train and utilize specialized software human resources in the industry. It is required to establish an appropriate qualification system for the industry in order to train and utilize the qualified human resources. The current national qualification system in the IT area cannot cope with the development of software industry and does not provide various qualifications required to the software workers. We analyze the problems of the current national qualification system for the software industry and propose a framework for improving the qualification system. Based on the review of the software skill standard and a range of technology levels, we suggest a new integrated qualification system that provides a variety of qualifications for various software skills at various levels. Also we propose policy alternatives for institutionalizing the new qualification system.

New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

A Study of the Cooperative System Models for the Regional Central Library (지역대표도서관 중심의 도서관 협력체계 연구)

  • The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.

An effective management on the new math curriculum according to 'General Guidelines of Curriculum Revised in 2009' (2009 개정 교육과정 총론 변화에 따른 수학과 초등학교와 중학교 교육과정의 적용 방안)

  • In December of 2009, General Guidelines of Curriculum Revised in 2009 was announced and research on corresponding mathematics curriculum revision has been initiated from that period. Finally, in August 2011, Mathematics Curriculum Revised in 2009 was announced. Based on the examination the backgrounds and the basic directions of revision newly reformed mathematics curriculum should be applied in math class effectively and efficiently. According to this purpose, this paper first of all finds out what are the major points or difficulties to be caused by managing 'Mathematics Curriculum Revised in 2009' according to the change of 'General Guidelines of Curriculum Revised in 2009'. They are i) the implementation of grade band system, ii) management of differentiated class, and iii) increasing or decreasing of 20% in math class hour. According to those three points to be changed and reinforced newly in new curriculum, this paper investigates the alternatives and policy of dealing with smoothly and efficiently those issues while solving the difficulties.

Large-Scale Multi-Reservoirs System Analysis for Water Budget Evaluation (물수지 분석을 위한 대규모 저수지 시스템 해석)

  • Many reservoirs have been constructed and operated for utilizing and controlling water in main rivers of Korea since 1960's. New reservoirs are planned to satisfy increasing water demands according to the National Long-Term Water Resources Development Plan, that will make the entire water resources system more complex. That means reasonable approach is necessary to review many alternatives for future policy decision making of water resources management. As an attempting to simplify the water problem of the large-scale reservoirs system with more than 10 reservoirs, two stages approach such as simulation approach(HEC-5) is first applied to medium and small reservoirs and the results are used as inputs to final optimization approach (IDP) including large reservoirs is used in the water budget analysis of Han river water resources. In addition, existing multi-purpose reservoirs and planned reservoirs in Han river are formulated into one system and DPSA is applied to solve the basin-wide water resources assessment problem.

A Study on the impact of the Adolescent Resilience on Suicidal Ideation, and the Suicide Prevention -Based on External Protective Factors (청소년 탄력성이 자살충동에 미치는 영향과 자살예방에 관한 연구-외적보호요인을 중심으로)

  • This study clearly identify the correlation between adolescents resiliency and suicidal ideation and more effective to strengthen the external protective factors for adolescents suicide prevention alternatives presented. Research subjects were 243 boy and girl first year students in a high school located in Kyunggi Province; Questionnaires were distributed for one week from March 5, 2013. Frequency analysis, correlation analysis, multiple regression analysis, t-test, one-way ANOVA, etc. were executed. All empirical tests were verified with 5% of significance level. From the result of analysis, suicidal ideation has a negative correlation with the adolescent resilience, and especially, when interaction in family dimension and the care, expectation level of school and peer dimension become higher, suicidal ideation was reduced. The implications of this study suggest that the material prepared for suicide prevention policy based on the results of a study on the impact of adolescents resiliency to suicidal ideation.

  • This study is concerned with theoretical aspects of urban logistics with the aim of revealing limitations of the literature, suggesting directions for further studies and developing a conceptual model for evaluating policy alternatives. Several limitations have been revealed and, based on these, the directions for further studies were suggested as more effort needs to be put on microscopic aspects of urban logistics ; and integrated conceptual evaluation models need to be developed. For the models it defined microscopic evaluation factors by the subject of urban logistics activities, and with these factors it established a conceptual model. Especially it introduced the simulation models developed recently to predict the route of freight vehicles and suggested how both microscopic and macroscopic aspects of urban logistics could be evaluated.

Thoracic and Cardiovascular Surgeons' Perception of the Concentration of Cardiovascular Operations in Seoul Metropolitan Area's Hospitals

  • Background: The purpose of this study is to evaluate the concentration of cardiovascular surgical procedures in a metropolitan area and investigate the perception of specialists regarding governmental policies to resolve this imbalance. Methods: From March to May 2015, surveys were distributed to members of the Thoracic and Cardiovascular Surgery Association. The final pool of research subjects consisted of 75 respondents. Subjects were queried regarding the concentration of cardiovascular operations in metropolitan areas, alternatives to the imbalance, and governmental policies to resolve the inequalities. Results: Survey participants responded that South Korea needs governmental policies to alleviate the concentration of cardiovascular surgery patients in large metropolitan hospitals. Participants agreed that the freedom to choose medical institutions and improved accessibility to metropolitan hospitals due to advanced transportation systems were some of the causes for the concentration. A majority (98.7%) of respondents thought establishing thoracic and cardiovascular surgery centers in provinces was an appropriate solution to alleviate the concentration. Thoracic and cardiovascular surgery specialists were ranked as the number one group on which to focus development. Conclusion: Developing and carrying out policies to establish thoracic and cardiovascular surgery centers in provinces will alleviate the regional imbalance in available heart surgery services and an overall improvement in cardiovascular disease treatment in South Korea.
