PROJECT COMPLEXITY AS A MODERATOR OF PERFORMANCE BIAS TOWARDS OVERRUN

  • Studies have shown that infrastructure projects have continued to experience significant delays and cost overrun over an extended period of time and no evidence of learning ever have happened [1] [2]. Various causes contribute to the bias towards overrun [3]. This study contributes to literature by developing and subsequently validating a set of hypothesized relationships between project complexity and project performance. The results show that project complexity is associated with both the magnitude and variance of overrun. Further, the extent and magnitude of the positive bias towards overrun are moderated by project complexity.

Cause Analysis of Cost Overruns in International Infrastructure Project Conducted by Korean Contractors (해외토목 원도급사업의 원가상승 원인에 관한 연구)

  • In recent years, large Korean construction companies have suffered serious losses in their overseas business. Many practitioners and researchers have analyzed causes of cost overrun in these projects. However, these arguments have not been empirically verified based on acutal project cases. This study investigated cost overrun rate, contingency, allowance, predicted risk before bidding, and actual and residual risk after award in the 67 international infrastructure projects conducted by 13 large construction companies. The causes of cost overruns are derived as follows. First, they identified the possibility of cost overrun to some extent before the bidding, but did not reflect the enough risk money to bid price. In particular, this behavior was more severe in badly cost-overrun projects. Second, the causes of cost overrun were more influenced by external environmental risk than internal capability risk. However, the internal risk in badly cost-overrun projects was relatively high compared to cost-underrun projects. Third, badly cost-overrun projects failed to mitigate risk. However, cost underrun projects were affected more by low exterior risk conditions than by well mitigated risk. This study provides more informed knowledge in controlling project costs in international infrastructure projects.

A Study on General Contractors' Control Measures for Construction Cost Overrun (종합건설사 현장의 원가초과 억제 방안 분석에 관한 연구)

  • The effective control of cost overrun is a crucial issue for construction companies to secure profitability. Especially in situations where cost pressures are significant due to factors such as rising raw material prices and increased financial costs due to high-interest rate policies, cost overruns resulting from project failures have a highly detrimental impact on the profitability of construction firms. The objective of this study is to analyze the current status of cost overrun control measures adopted by construction companies using the IPA technique and provide key characteristics and implications. The IPA analysis results showed that practitioners in general contractors exhibit a high level of interest and effort regarding cost overrun while the performance level is relatively low. Nevertheless, the measures considered important to control cost overruns generally show a high tendency for execution as well. Cost overrun control measures that show high importance but low execution are primarily related to collaboration and communication sectors. To effectively control cost overruns, enhancing collaboration and communication with construction supervisors/CM, headquarters, and regulatory authorities emerged as the most urgent need. Through this study, the current status and areas for improvement regarding cost overrun control measures in general contractors can be identified. This can be valuable for deriving directions and enhancements for future cost overrun control strategy development.

Refinement for Loops in Buffer-Overrun Abstract Interpretation (요약해석을 이용한 버퍼오버런 분석에서 루프 분석결과의 정교화)

  • We present a simple and effective method to reduce loop-related false alarms raised by buffer-overrun static program analyzer. Interval domain buffer-overrun analyzer raise many false alarms in analyzing programs that frequently use loops and arrays. Firstly, we classified patterns of loop-related false alarms for loop-intensive programs, such as embedded programs or mathematical libraries. After that we designed a simple and effective false alarm refiner, specialized for the loop-related false alarms we classified. After the normal analysis of program in which alarms considered as false. We implemented this method on our buffer-overrun analyzer with the result that our refinement method decreased the number of false alarms by 32% of total amount the analyzer reported.

Risk Ranking for Tunnelling Construction Projects in Malaysia

  • Tunnelling has become a preferred method of construction for road and highway projects in countries with a lot of hilly slope geological conditions such as found in Malaysia. However the construction works of a tunnelling project are usually complicated and costly, which consequently impose great risks to the parties involved. This paper identifies the key significant risks and sub-risks for tunnelling construction projects in Malaysia through a case study. Interview has been used as the solitary means to determine the significant risks from contractor's eleven key project personnel who were directly involved in the tunnelling construction such as consultant, construction manager and tunnel engineers. The importance of the risks identified is then prioritised and ranked via the Analytic Hierarchy Process (AHP)'s pairwise comparison approach to determine their criticality towards a successful delivery of project. As a result, three key risks have been identified as significant for the tunnelling case study project, namely health and safety, cost overrun in construction and time overrun in construction. Two sub-risks each of the latter categories, which are cost underestimation and unforeseen events (cost overrun in construction) as well as plant and machinery failure and delay in material delivery (time overrun in construction), have occupied the top five overall risk ranking.

Effect of Fatty Acid Compositions by Monoglyceride on Rheological Properties of Ice Cream (Monoglyceride의 지방산(脂肪酸) 조성(組成)이 Ice Cream 물성(物性)에 미치는 영향)

  • The characteristics of ice cream, such as type-keeping viscosity, turbidity and stability of emulsion, were studied with the different composition of fatty acid of monoglyceride. The effect of saturated fatty acid of monoglycerides such as monolaurin, monomyristin, monopalmitin and monostearin on the characteristics of ice cream did not show any difference. The unsaturated fatty acid of monoglycerides, however, such as monocaprin and monoolein, was drastically enhanced the viscosity and easily happened the overrun of ice cream mixture which were resulted in the condensation of the fat droplet. Also the condensed fat droplet had the sterical network-structure. When the ratio of monostearin and monoolein becomed about 30:70, especially, it was confirmed the curdling of fat sphere increase to a maximun so that type-keeping and heat stability of ice cream were improved.

Development of Algorithms for Accuracy Improvement in Transfer-Type Variable Lamination Manufacturing Process using Expandable Polystrene Foam (VLM-ST공정의 정밀도 향상을 위한 알고리즘 개발)

  • In order to reduce the lead-time and cost, the technology of rapid prototyping (RP) has been widely used. A new rapid prototyping process, transfer-type variable lamination manufacturing process by using expandable polystyrene foam (VLM-ST), has been developed to reduce building time, apparatus cost and additional post-processing. At the same time, VLM Slicer, the CAD/CAM software for VLM-ST has been developed. In this study, algorithms for accuracy improvement of VLM-ST, which include offset and overrun of a cutting path and generation of a reference shape are developed. Offset algorithm improves cutting accuracy, overrun algorithm enables the VLM-ST process to make a shape of sharp edge and reference shape generation algorithm adds additional shape which makes off-line lamination easier. In addition, proposed algorithms are applied to practical CAD models for verification.

SIMPLIFIED SIMULATION APPROACH TO MANAGING SCHEDULE-OVERRUN RISKS IN CONSTRUCTION OPERATIONS

  • The complex and dynamic job nature and the ever-changing working environment of construction projects inevitably present uncertainties to construction operations. Identification, evaluation and control of uncertainties constitute main elements of risk management and critical tasks of project management in construction. This paper is focused on application of a simplified discrete-event simulation approach in management of schedule-overrun risks, each being the combination of the occurrence probability of an uncertain interruptive factor and its potential consequence in terms of time delay. A case study observed from a concreting operation in Hong Kong is converted into a simulation model and analyzed with an in-house-developed simulation package for demonstrating how the proposed approach can be implemented to manage multiple schedule-overrun risks on construction projects.

Design and Implementation of Static Program Analyzer Finding All Buffer Overrun Errors in C Programs (C 프로그램의 버퍼 오버런(buffer overrun) 오류를 찾아 주는 정적 분석기의 설계와 구현)

  • We present our experience of combining, in a realistic setting, a static analyzer with a statistical analysis. This combination is in order to reduce the inevitable false alarms from a domain-unaware static analyzer. Our analyzer named Airac(Array Index Range Analyzer for C) collects all the true buffer-overrun points in ANSI C programs. The soundness is maintained, and the analysis' cost-accuracy improvement is achieved by techniques that static analysis community has long accumulated. For still inevitable false alarms (e.g. Airac raised 970 buffer-overrun alarms in commercial C programs of 5.3 million lines and 737 among the 970 alarms were false), which are always apt for particular C programs, we use a statistical post analysis. The statistical analysis, given the analysis results (alarms), sifts out probable false alarms and prioritizes true alarms. It estimates the probability of each alarm being true. The probabilities are used in two ways: 1) only the alarms that have true-alarm probabilities higher than a threshold are reported to the user; 2) the alarms are sorted by the probability before reporting, so that the user can check highly probable errors first. In our experiments with Linux kernel sources, if we set the risk of missing true error is about 3 times greater than false alarming, 74.83% of false alarms could be filtered; only 15.17% of false alarms were mixed up until the user observes 50% of the true alarms.

An Overrun Control Method and its Synthesis Method for Real-Time Systems with Probabilistic Timing Constraints (확률적인 시간 제약 조건을 갖는 실시간 시스템을 위한 과실행 제어 및 합성 기법)

  • Soft real-time applications such as multimedia feature highly variable processor requirements and probabilistic guarantees on deadline misses, meaning that each task in the application meets its deadline with a given probability. Thus, for such soft real-time applications, a system designer may want to improve the system utilization by allocating to each task a processor time less than its worst-case requirement, as long as the imposed probabilistic timing constraint is met. In this case, however, we have to address how to schedule jobs of a task that require more than (or, overrun) the allocated processor time to the task. In this paper, to address the overrun problem, we propose an overrun control method, which probabilistically controls the execution of overrunning jobs. The proposed overrun control method probabilistically allows overrunning jobs to complete for better system utilization, and also probabilistically prevents the overrunning jobs from completing so that the required probabilistic timing constraint for each task can be met. In the paper, we show that the proposed method outperforms previous methods proposed in the literature in terms of the overall deadline miss ratio, and that it is possible to synthesize the scheduling parameters of our method so that all tasks can meet the given probabilistic timing constraints.
