한국과 일본병원의 미션선언문 비교연구 - 한국의 상급종합병원과 일본의 특정기능병원을 중심으로- (A study of Mission statements for strategic management - Focusing on the tertiary care hospitals in korea and special functioning hospitals in Japan-)

  • This study investigated contents of mission statements for Strategic Management of hospitals in Korea and Japan. For the study, 44 tertiary care hospitals in korea, which were accredited by the Ministry of Health and Welfare, were selected. And 83 special functioning hospitals in Japan, which were approved by the Minister of Health, Labour and Welfare, were included. Both quantitative and qualitative analyses were conducted by classifying 5 components of the mission statement; market, service, philosophy, image, contribution. Findings from this study are as follow. First, hospitals in Korea emphasized image(93.2%) and philosophy(81.8%) components in their mission statements, whereas hospitals in Japan highlighted components of service(89.2%) and market(72.3%). In detail, mission statements of Korean tertiary care hospitals describe the components of hospital's image (93.2%), philosophy(81.8%), contribution(56.8%), market(22.7%) and service (18.2%) in order. On the other hand, mission statements of Japanese special functioning hospitals describe hospital's service(89.2%), market(72.3%), contribution(61.4%), image (49.4%) and philosophy(34.9%), respectively. Second, as results of Content analysis, there were some differences in mission statements of hospitals between two countries, and it is mainly from the divergences of standards for recognition of medical institutions, environmental factors, and different ways of mission statement description. For strategic hospital management, carrying out innovative restructuring organization or promoting of research and training for medical development is considered as a desirable approach. However, clear description of mission statement is more important and it is required for effective control and managing organization. And then the mission should be communicated within an organization so all internal members understand it and put their efforts to achieve the mission of organization. In conclusion, it is recommended that a leader and senior managers should re-evaluate its mission statement whether it reflects characteristics of an organization. In addition, a mission statement should be created or improved based on critical decision, as well as it should be clearly shared within an organization in order to become a future oriented organizations.

사회복지관의 조직 사명문 분석 (Analysis of Mission Statement of Social Welfare Centers)

  • 전국 사회복지관의 조직 사명문을 분석함으로써 조직의 정체성과 가치에 대해 실제적 이해를 도모하고자 하였다. 조직 사명문에 나타난 사회복지관의 표적성, 방향 및 전략, 이미지에 대해서 분석하기 위해서 전국 385곳의 사회복지관의 조직 사명문을 수집하였다. 분석은 NVivo 10 프로그램을 활용하였다. 전체 수집된 단어수는 1,401개였으며, 조직의 표적성에 해당되는 대상 448개(32.0%)의 단어, 문제 51개(3.6%)의 단어, 방향성에 해당되는 단어 118개(8.4%), 전략에 해당되는 단어 545개(38.9%), 이미지에 해당되는 단어 239개(17.1%)였다. 구체적으로 표적성에 해당되는 대상은 지역주민, 지역사회, 공동체가 높게 나타났고, 문제는 지역문제, 빈곤, 소외였다. 전략성에 해당되는 방향성은 복지공동체/마을, 사회복지, 역량강화가 높게 나타났고, 전략은 형성/구축, 나눔/섬김, 개선(발)/발전/향상이었다. 조직사명문에 나타난 이미지는 복지관, 우리, 전문기관, 이웃 순이었다. 이번 사회복지관의 조직 사명문을 분석함으로써 사회복지관은 '지역성'을 기반으로 설립된 기관으로서의 정체성을 명확히 보여주었다. 표적으로 삼은 문제와 대상, 방향성 모두 지역사회와 관련한 단어들의 분포가 단연 높게 나타났다. 본 연구에서 사회복지관의 조직사명문의 구성요소 및 특성만을 분석하였는데, 조직 사명문이 조직의 성과와 실제 어떠한 관련성을 가지고 있는지에 대한 분석은 실시하지 못한 한계를 가지고 있으며, 이에 대한 보완은 추후 연구에서 발전되기를 제안한다.

우리나라 약학대학의 홈페이지를 통해 고찰한 교육이념 (Educational Goals Extracted from Homepages of Pharmacy Schools in Korea)

  • Background: The current educational goals and missions of pharmacy schools in Korea were analyzed to examine the current orientation and future direction of pharmaceutical education. Methods: Educational mission statements were obtained from the homepages of 35 pharmacy schools and subjected to convert into codes. Themes and categories were induced using qualitative content-analysis from the codes and compared according to location of school (capital area versus province), public versus private, and date of initial enrollment (before versus in 2011). The themes and categories were compared with "the eight-star pharmacist" suggested by World Health Organization (WHO) and International Pharmaceutical Federation (FIP). Results: Twelve themes, 44 categories, and 496 codes were identified. Themes included pharmaceutical expertise, professionalism, contribution to society, basic educational ideology, sphere of activity, leadership, research, dealing with future change, problem-solving ability, self-management and development, cooperation, and respect for life. Mission statements of schools that initially enrolled in 2011 cited humankind level contribution (p=0.011), patient-centered care (p=0.026), and globalization (p=0.018) more frequently than those enrolled before 2011. Most schools mentioned about care-giver, researcher, and decision-maker which were stated in "the eight-star pharmacist". Conclusion: To meet the growing social requirements of a pharmacist's roles, wide-ranging active discussion on establishing educational goals should be made.

  • Should the Korea Maritime Police Agency (KMPA) be a comprehensive, multi-functional organization for a unique on-scene service at sea, as in the case of the U.S. Coast Guard, or should it be simply a water police agency, confining its mission only to law enforcement? The argument about enlarging or limiting KMPA's function has been and will be repeated. In this paper, Lee Sangjib highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support for it. In this regard, he urges KMPA to practise a scientific management system for maximizing cost-effectiveness of its administrative resources and for maintaining its identity and characteristics as a lead maritime agency. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organization structure to meet the future competition in the changing political and legal environment. He further recommends the proactive, non-regulatory 'Prevention Through People' program, pioneered by the U.S. Coast Guard, as a way of changing KMPA's existing lopsidedly legalistic culture. He concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

If is also thought of as strategic asset for effective business operations, yet there is no proved statement on the interoperability and system integration which causes serious problem in terms of requirement engineering among current systems. The National Defense Enterprise Architecture Framework is a strategic information asset base, which define the military operation activities for the mission, the information necessary for military operations, the technologies necessary for implementing new technology in response to changing operational needs. It is an integrated model or representation. Information Systems will be evolved by the National Defense Enterprise Architecture framework. The purpose of this framework is to present overall picture of national defense information system domain so that information systems are interoperated, integrated and information sharing is increased among affiliated organization of Defense Military.

  • Recently, the Ministry of Education is striving to move education and school libraries toward the information age and to create an atmosphere open education. School libraries need to be furnished with lots of useful materials for the curriculum of open education. The results of this study can be summarized as follows. 1. 경호수행을 위한 태권도정신 활용의 질적 접근 (The Approach of Qualitative on Application of Taekwondo Spirit in Security Attendance)

  • 본 연구는 경호수행에서의 태권도 정신의 중요성과 의미를 규명하는데 있다. 이러한 목적을 달성하기 위하여 우선 연구대상자를 2년 이상 태권도를 지속적으로 수련해온 경호원으로 경호 수행 중의 경험을 충실히 답변할 수 있도록 평직원에서 관리자직급까지로 설정하고 유목적표집법을 이용 9명의 대상자를 표집 하였다. 이러한 연구의 과정을 통하여 도출되어진 결론은 다음과 같다. 첫째, 태권도 수련을 통하여 체득된 예의, 염치, 인내, 극기, 백절불굴의 다섯 가지 태권도정신은 경호원의 경호임무 수행에 있어서 긍정적인 영향을 미치고 있다. 경호원들은 평상시 태권도 수련 중에 요구되는 예의, 염치, 인내, 극기, 백절불굴의 정신을 태권도수련을 통하여 수양함으로써 몸과 마음으로써 태권도정신을 획득하게 된다고 진술하였다. 이렇게 체득된 태권도정신은 경호임무 수행 중에 얻게 되는 각종 스트레스와 위해상황의 발생, 조직 내의 갈등과 같은 부정적 상황을 지혜롭게 극복할 수 있는 중요기재가 되어주었다. 둘째, 일상에서 요구되는 바른 마음가짐, 정신적 건강, 유연한 사회적 태도를 함양할 수 있는 바탕을 태권도정신이 제공해준다는 신념을 가지고 있었다. 따라서 경호대상과 경호원간, 또는 상급자 경호원과 하급자 경호원간의 위계질서가 반드시 요구되는 경호경비 조직 내에서 필요로 하는 자세를 배울 수 있는 기회를 얻을 수 있었다.
