Recently climate change and increase of surface runoff caused the urban flooding. Traditional way of dealing with urban flooding has been to increase the sewer capacity or construction of pumping stations, however, it is practically almost impossible because of time, money and traffic problems. Multipurpose DRMS (Decentralized Rainwater Management System) is a new paradigm proposed and recommended by NEMA (National Emergency Management Agency) for both flood control and water conservation. Suwon City has already enacted the ordinance on sound water cycle management by DRMS. In this study, a flood prone area in Suwon is selected and analysis of DRMS has been made using XP-SWMM for different scenarios of RT installation with same total rainwater tank volume and location. Installing one rainwater tank of 3,000$m^3$ can reduce the peak flow rate by 15.5%. Installing six rainwater tanks of 500$m^3$ volume in the area can reduce the peak flow rate by 28%. Three tanks which is concentrated in the middle region can reduce peak rate more than evenly distributed tanks. The method and results found from this study can be used for the design and performance prediction of DRMS at a flood prone area by supplementing the existing sewer system without increase of the sewer capacity.

Third, there is a need of making it recognized as very important organization with putting differentiation from other organizations of the government by providing the disciplinary level more strictly than "disciplinary order on public officials" based on particularity and importance dubbed presidential security service along with correspondingly applying "disciplinary order on public officials" in Article 31 in accordance with "enforcement ordinance of law on security for president and others" in terms of service negligence and false-information report in relation to task performance.

This research analyzed the overall issues pertaining to the questions that appear in the professional landscape architect screening system to assess 1he recognition of test-takers when it comes to the test questions in terms of the question objectivity, appropriateness, difficulty level and so forth The purpose of this is to present a set of recommendations so that the screening system can he improved and the professional landscape architect screening system consolidate its position. This in turn can help the professional landscape architect qualification process consolidate its position and improve the status of the landscape area in the industrial field. The research of this study was conducted for the all-round development of Landscape Architecture. The research method was divided into two stages, and a group of experts was leveraged to study subjects that are tested and subjects allocated. A survey was conducted of candidates and certification holders to assess the questions that appear in the test in terms of their level, objectivity, difficulty level, tendency of questions and so forth. Firstly, the study demonstrated that the subjects tested in the professional landscape architect test are different from the testing subjects that are suggested in the enforcement ordinance of the National Technical Professional Law. In addition, o1her problems include the overvaluation of a subject for testing, a lack of objectivity in testing, and difficulty level adjustment of questions. One main reason for many of these kinds of problems is that the questions appeared without thorough review and there is a lack of management concerning the members of the commtittee that develops the question. Accordingly, to make up for these problems, a viable screening system such as the reorganization of subjects that are tested, assigning suitable subjects, securing of question objectivity, and difficulty level of developed questions are necessary.

This study was conducted for the purpose of pursuing the development of Korean scenic spots1) by comparing policies of preserving and maintaining scenic spots in Northeast Asia, especially in South Korea, Japan, Taiwan, China. The objects to be compared for this study were the concepts and designation criteria of scenic spots, the types and present conditions of designated scenic spots and the preservation policies and budgets for scenic spots and so on. As for the research methods, analyses of literary documents, domestic and oversea on-site surveys and mutually-comparative analyses of translated data from China, Taiwan and Japan, etc. were used for this study, and the main results obtained by those research methods can be summarized as blow. As for the present conditions of designated scenic spots, it was found that there were more natural scenic spots than natural ones in Korea, Taiwan and China, while there were more cultural heritages designated as scenic spots than natural heritages in Japan. With Tourism Development Ordinance additionally enacted, which involves the contents related to the permission of tourism development and investment for scenic spots, the Taiwanese government tries to activate tourist attractions by attracting private enterprises' investments. What is unique about Japan is that some places can be pre-designated as scenic spots through an education committee called 'Scenic Spot Designation Committee'. The study of the book was investigation analysis with the designated present situation and the actual situation of the northeastern Asian national natural beauty spot. In this paper, soil erosion and soil loss management system (SMS) of the City of Calgary in Albert, Canada was reviewed. Regulatory basis supporting this soil management system, permit process and conditions, guidelines and principles for the SMS, and monitoring and repair duties, inspection were discussed. Permit process in the City of Calgary is handled mainly by Urban Development Division, in which special task force called CPAG (Coorporative Planning Application Group) (if necessary circulated through related subdivisions). Inspects all the permit conditions and decides permit or refusal, and LUM (Land Use and Mobility) advertises the approval, if there is no appeals, permit is released to developers. If permit is rejected, applicant can appeals Development Appeal Board, it can approve or reject. In addition to permit, the city has manual for soil management plan, which includes BMP selection, design, monitoring, maintenance, and inspection activities. Perfect SMS policy does not necessarily guarantee relieving the soil-particle related pollution problem, but in Korea, we have to recognize that construction works during development is potentially the most destructive stage of environmental pollution. The central and local governments must make preparations for the effective and tight regulations and ordinance which is appropriate for regional social-economic conditions.
Domestic intercomparison study of the neutron personnel dosemeters was performed for the first time in Korea. Thirteen types of neutron dosemeters from twelve institutions took part in this intercomparison study and the $D_2O$ moderated Cf-252 source of KAERI was used for irradiation. Eight of the fifteen dosemeters submitted by each participant were divided into two groups and each group was irradiated with different doses of the simulated mixed fields of neutron and gamma. The participants assessed their dosemeter reading in terms of the personal dose equivalent, Hp(10), for both neutron and gamma dose. The ratio of the reported dose equivalent to the delivered dose equivalent for comparison between participants ranged from 0.55 to 1.34 for neutron, from 0.54 to 1.32 for gamma and from 0.75 to 1.20 for total dose. This intercomparison results show that all dosemeter processors, especially for neutron category, are able to pass the personnel dosemeter performance test which shall be enforced according to the ordinance of the MOST, No. 96-6.

As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.
The Public Records and Archives Management Law was enacted on June 24, 2009 and was in effect in April 1, 2011. This Act is different from existing Public Archives Law and National Archives Law. Before enacting Public Records and Archives Management Law, Public Archives Law and Information Disclosure Law was the backbone of Japanese Public Records management system. Public Archives Law is composed of management and access for non-active records in Public Archives. Information Disclosure Law is prescribed management of active-records in administrative agency. Public Records and Archives Management Law is the first comprehensive law of managing administrative records including historical records (nonactive-records). The law is prescribed that the public records and archives are intellectual resources shared by citizens and allows people to have more access to them. The law states that public records is basis of democracy and accountability for current and future generation. This article analyzed the relationship of law and its implementing ordinance and Guideline of administrative public records management, and analyzed the law and record-schedule. Furthermore, this article examined significance of the law and democracy, administration's transparency. In accordance with enacting the law, Japanese Public Records Management System will develop. and we must pay close attention to that situation.
Purpose: The purpose of this study is to promote the disaster safety village establishment project that fits the characteristics of rural areas by investigating and analyzing the operation cases of contents with regard to disaster safety villages in Korea and Japan. Method: The contents of project related to disaster safety villages in Korea and Japan were classified into resident participation contents, structured contents and unstructured contents, for examining the characteristics of such contents through investigation and analysis, and the contents (draft) of disaster safety village that fitted the characteristics of rural areas were presented. Result: The contents of resident participation include basic safety education, CPR education, life experience training of evacuation shelter, evacuation training, concurrent training of farming activity and disaster activity and creating a village safety map in connection with competent authorities. The enactment of an act and an ordinance for the establishment of disaster safety village, expert dispatch system, storm and flood insurance system and funding system to raise the fund for establishing a village were presented as unstructured contents. In addition, the production of self supporting evacuation shelter, wireless evacuation announcement system, disaster prevention system for a river, emergency evacuation sign, village safety map sign and the establishment of disaster prevention park were presented as structured contents. Conclusion: The unstructured contents are the establishment of foundation for preparing laws and institutions and the structured contents should be installed by utilizing eco-friendly methods in consideration of the environments of rural areas along with securing the safety. Moreover, resident participation should utilize the contents by considering various items such as age, characteristics and environments of residents in rural villages.
The purpose of this study is to summarise the educational meanings of Official Foreign Language Schools(hereafter, OFLS) in Korea, 1895-1906. Especially, I try to find out the foreign language policy of the Joseon Dynasty and the comparative superiority between six foreign language schools - Japanese School, English School, French School, Russian School, Chinese School, and German School - through the traits of teachers and the change of students numbers at the Regulation Period. As a part of Kabo Reforms, the government had abolished the of Civil Service Examination System and status system, and foreign languages worked as a cultural capital to acquire modern civilization and to escalate one's social status. The results were as follows: Firstly, the OFLS have to be regarded as one of the highest educational institute during the Regulation Period. The eligibility of the OFLS was over 15 years old, but most of the incoming students were over 20 years old. Secondly, many of the OFLS's teachers were specialists of military, diplomat and mechanics. Especially, Martel, the teacher of French school played an important role for the neutral diplomacy policy of the Great Korean(Dae-Han) Empire during the Regulation Period. Thirdly, the recruit of new members of the OFLS was affected by the political and social circumstances at that time. Fourthly, the statistics of incoming students during the Regulation Period was concentrated on Chinese school, French school, and English school in due order. Thus, it differed from the commonly accepted ideas of students' statistics which was concentrated on English School and Japanese School. Fifthly, the OFLS were not only for the training of official interpreters(譯官通事), but also the cultivation of civil servants who could become statesman.
