Factors Influencing Medical Care Utilization according to Decline of Region: Urban Decline Index and Medical Vulnerability Index as Indicators (지역쇠퇴 유형별 의료이용행태 영향요인: 도시쇠퇴 지표와 의료취약지 지표를 활용하여)

  • Background: The purpose of this study is to identify the factors infecting the medical care utilization from a new perspective by newly classifying the categories of administrative districts using the urban decline index and medical vulnerability index as indicators. Methods: This study targeted 150,940 people who used medical services using the 2015 cohort database (DB), 2010-2015 urban regeneration analysis index DB, and 2014-2015 public health and medical statistics DB. The decline of the region was classified using the urban decline index typed using k-means clustering and the medical vulnerability index typed using the quantile score calculation. Regression analysis was performed 3 times with medical expenditure, length of stay, and the number of outpatient visits as dependent variables. Results: There were 37 stable region (47.4%), 29 health vulnerable region (37.2%), and 12 decline region (15.4%). The health vulnerable region had lower medical expenditure, fewer outpatient visits, and a higher length of stay than the stable region. The decline region was all higher than the stable region but had no significant effect. Conclusion: The factors that cause the health disparity between regions are not only factors related to individual health behavior but also environmental factors of the local community. Therefore, there is a need for a systematic alternative that properly considers the resources within the community and reflects the characteristics of the population.

Time-dependent seismic risk analysis of high-speed railway bridges considering material durability effects

  • Based on the crucial role of high-speed railway bridges (HSRBs) in the safety of high-speed railway operations, it is an important approach to mitigate earthquake hazards by proceeding with seismic risk assessments in their whole life. Bridge seismic risk assessment, which usually evaluates the seismic performance of bridges from a probabilistic perspective, provides technical support for bridge risk management. The seismic performance of bridges is greatly affected by the degradation of material properties, therefore, material damage plays a nonnegligible role in the seismic risk assessment of the bridge. The effect of material damage is not considered in most current studies on seismic risk analysis of bridges, nevertheless. To fill the gap in this area, in this paper, a nonlinear dynamic time-history analysis has been carried out by establishing OpenSees finite element model, and a seismic vulnerability analysis is carried out based on the incremental dynamic analysis (IDA) method. On this basis, combined with the site risk analysis, the time-dependent seismic risk analysis of an offshore three-span HSRB in the whole life cycle has been conducted. The results showed that the seismic risk probabilities of both components and system of the bridge increase with the service time, and their seismic risk probabilities increase significantly in the last service period due to the degradation of the material strength, which demonstrates that the impact of durability damage should be considered when evaluating the seismic performance of bridges in the design and service period.

  • To perform the engagement level simulation between the underwater vehicle model and the surface model those are constituted with various systems/ sub-systems, we implemented four different federates as a federation according to the IEEE 1516 HLA (High Level Architecture) protocol that is the international standard in the distributed simulation. Those are CFCS (Command and Fire Control System) federate, motion federate, external entities (torpedos, countermeasure and surfaceship) federate, and visualization federate that interacts with OSG (Open Scene Graph)-based visualization rendering module. In this paper, we present the detailed method about the model constitution for discrete event simulation in the distributed environment. For the sake of this purpose, we introduce the DEVS (Discrete Event System Specification)-HLA-based modeling method of the CFCS federate that reflects not only the interations between models, but also commands from user and tactics manager that is separated from the model. The CFCS federate makes decisions in various missions such as the normal diving, the barrier misision, the target motion analysis, the torpedo launch, and the torpedo evasion. In the perspective of DEVS modeling, the CFCS federate is the coupled model that has the tactical data process model, command model and fire control model as an atomic model. The message passing and time synchronization with other three federates are settled by the $m\ddot{a}k$ RTI (Runtime Infrastructure) that supports IEEE 1516. In this paper, we provides the detailed modeling method of the complicated model that has hierarchical relationship such as the CFCS system in the submarine and that satisfies both of DEVS modeling method for the discrete event simulation and HLA modeling method for the distributed simulation.

A Study on the Current Status of Research Data Management by Researchers in Each Academic Field: Focusing on Library and Information Science, Statistics, Ecology, and Korean Musicology (학문분야별 연구자들의 연구데이터 관리 현황에 관한 연구 - 문헌정보학, 통계학, 생태학 및 한국음악학을 중심으로 -)

  • As part of open science, the government adopts a national research data sharing and utilization strategy, forms a governance system at the national level, and promotes policies for research institutes to implement. Although the policy for managing research data is carried out centering on the academic world, it is insufficient compared to developed countries, and even this is a reality in which researchers do not have enough awareness to introduce it to the field. The purpose of this study is to understand the research data management status of researchers in each academic field. Academic fields consisted of four fields including Library and Information Science, Statistics, Ecology, and Korean Musicology, and the current status of data management was identified through a survey. The current status of research data management was analyzed from the perspective of research data production, sharing and management, saving, preservation and reuse. As a result of the study, it was found that there were differences by discipline in terms of data production, data sharing and management, data preservation, and data reuse, except for data savings.

  • North Korean leader Kim Jong Un decided to open 19 Economic Development Zones which are located in all over the country, as a new economic development strategy. The strategy is estimated for accepting change from socialistic planning economic system into socialistic market economic system gradually. South Korean government is busy preparing for reunification between South and North Korea. Recently, many forums and seminars for the issue, 'reunification' are held by public side as well as private sector. This study is focused on making practical strategy for developing 13 Economic Development Zones which were established in 2013 in concurrence with South and North Korea. The study assessed investment potential of the 13 zones in terms of locational, economic and legal competency from the investor's perspective of south koreans. 5 E.D.Zs, Songrim, Hyungdong, Heungnam, Chungjin, Waudo were chosen to be developed on the preferential basis. Development cooperation between South and North Korea on the 13 E.D.Zs will increase the income of north koreans in rural areas by creating jobs, contribute to boost North Korea's economic growth, and bring forward economic integration between South and North Korea.

Stakeholder Awareness of Rural Spatial Planning Data Utilization Based on Survey (농촌공간계획 데이터 수급에 대한 이해당사자 인식조사)

  • According to the 「Rural Spatial Reconstruction and Regeneration Support Act」, enacted on March 29, 2024, all local governments are required to establish a 'Rural Spatial Reconstruction and Regeneration Plan' (hereinafter referred to as the 'Rural Spatial Plan'). In order for the 'Rural Spatial Plan' to be appropriately established, this study analyzed the supply and demand of spatial data from the perspective of user stakeholders and derived implications for improving rural spatial planning data utilization. In conclusion, three key recommendations come from this result. Firstly, it is necessary to establish an integrated DB for rural spatial planning data. This can solve the problem of low awareness of scattered data-providing websites, reduce the processing time of non-GIS data, and reduce the time required to acquire data by securing the availability of data search and download. In particular, research should be conducted on the establishment of a spatial analysis simulation system to support stakeholders' decision-making, considering that many stakeholders have difficulty in spatial analysis because spatial analysis techniques were not actively used in rural projects before the implementation of the rural agreement system in 2020. Secondly, research on how to improve data acquisition should be conducted in each data sector. The data sector group with the lowest ease of receiving are 'Local Community Domain', 'Changes in Domestic and International Conditions', and 'Provision and Utilization of Daily Life Services'. Lastly, in-depth research is needed on how to raise each rural spatial planning data supply stakeholder to the position of player. Stakeholders of 'University Institutions' and 'Public Enterprises and Research Institutes' should give those who participate in the formulation of rural spatial plans access to the raw data collected for public work. Stakeholders of 'Private company' need to come up with realistic measures to build a data pool centered on consultative bodies between existing private companies and then prepare a step-by-step strategy to fully open it by participating various stakeholders. In order to induce 'Village Residents and Associations' stakeholders to play a leading role as owners and producers of data, personnel should be trained to collect and record data related to the village. In addition, support measures should be prepared to continue these activities.

A Study on Environmental Traits and Significance of Eouidongji Pond(於義洞池) Area in Dongchon(東村), Hanseong-bu(漢城府) (한성부 동촌(東村) 어의동지(於義洞池) 일대의 환경 특성과 장소적 의미)

  • The purpose of this study is to understand the environmental traits and significance of the pond place that appears in historic maps in 'Dongchon(東村)', which is the eastern section within the fortress wall of Hanyang. We reviewed various documents and maps to identify the name of the pond, and of those materials we followed the name provided by official national records and geographical titles to designate it 'Eouidongji Pond(於義洞池).' The results of the research showed, first, that from the standpoint of location and environmental characteristics, that the area of the Eouidongji Pond was an area that contained a pastoral atmosphere within the city. It was located in an area where the waters flowing from the mountains gathered, and the boundaries of the pond would change based on water levels within a plot of land about 2,000pyeong(app. $6,600m^2$) in size. Second, when seen from the perspective of its creation background, the Eouidongji Pond seems to have been a naturally occurring pond which was modified when the water system was managed in the city at the beginning of the dynasty. In addition to its role as a reservoir, it was operated as a lotus pond(蓮池) to offer lotus(蓮) related by-products. With the nearby detached palace being actively used, it seems the pond was managed at the same time. The pond had already been filled in by the early 20th century, and although there were efforts to reconstruct the pond, it was eventually destroyed as the area was included in the site of a school during the colonial period. Third, the Eouidongji Pond was appreciated in many cases by individuals or admired as part of the natural landscape by viewing it from afar. In addition, it provided entry landscape near the road entering Dongchon, and was a location that was easily visited in connection with other nearby pleasure grounds. Through studying the location and environmental characteristics, the background of its creation and destruction, operation and management by time period, usage at the time, and characteristics of scenery appreciation of Eouidongji Pond, the Eouidongji Pond was a pond of high practical value to the nation, as it supplemented the water system in the city and was able to provide lotus harvests for the nation. In addition, from a urban environment perspective, it was a lateral landmark with a large area, as well as an effective boundary. It was an open area that the people of the Hanseong-bu could freely use, and it had a high public value due to its ease of accessibility.

A Study on Problems and Improvement of Home-help Services of Long-term Care Insurance (노인장기요양보험 재가서비스의 문제점과 개선방안)

  • The purpose of this research is to analyze the overall problems at the moment of October 2008, and then to find the improvements of home-help services of the Long-Term Care Insurance(LTCI), which has been revealed many problems since it was released in July 2008. The research uses the literature survey which analyzes 2nd-hand materials studied by other people already, and survey research was executed from active social workers in the area of LTCI. Based on the policy analysis framework of Gilbert and Specht, all the data are analyzed in the scopes of client·benefit(service)·finance·transferring system. This research has found the problems in each scope of home-help services of the LTCI. Firstly, the client system has some problems in mismatching between registered and service clients, estimating client number, and judging service levels. Secondly, the service system reveals deficiency in professionality of social workers, service quality lowering by loose qualification criteria on workers, non-reasonable limitation of service time available, and the same fare system applied to visiting-help service in spite of different levels. Thirdly, in financing system, clients need to pay additional money to get extra services such as meal, hair cutting, bathing etc., due to government financial support stopped, some organizations have to reduce services and replace full-time workers to part-time ones, which makes the service quality worse. Lastly, in the transferring system, the management system for service quality is not well prepared. There are too much competion because of allowing too many home-help service organizations and care worker academies. The suggestions that this research has found to improve the policy are as follows. ① It is desirable to make the registered clients the service ones as many as possible in the long term perspective. ② The LTCI organization requires more workers and higher professionality. ③ Many elderly people who are not eligible now require connection system to be more served. ④ Management system and service manual for care worker are to be developed. ⑤ Laws related to the service contents and process should be modified, the proportion of client charge needs to adjust. ⑥ Home-help service organization licensed by the LTCI needs to be financially supported publicly. ⑦ Monitoring system to home-help service organization needs to be strengthened. ⑧ Evaluation tools to home-help service organization and workers is required. ⑨ Specification to open the home-help service organization needs to be more strict.

Job Preference Analysis and Job Matching System Development for the Middle Aged Class (중장년층 일자리 요구사항 분석 및 인력 고용 매칭 시스템 개발)

  • With the rapid acceleration of low-birth rate and population aging, the employment of the neglected groups of people including the middle aged class is a crucial issue in South Korea. In particular, in the 2010s, the number of the middle aged who want to find a new job after retirement age is significantly increasing with the arrival of the retirement time of the baby boom generation (born 1955-1963). Despite the importance of matching jobs to this emerging middle aged class, private job portals as well as the Korean government do not provide any online job service tailored for them. A gigantic amount of job information is available online; however, the current recruiting systems do not meet the demand of the middle aged class as their primary targets are young workers. We are in dire need of a specially designed recruiting system for the middle aged. Meanwhile, when users are searching the desired occupations on the Worknet website, provided by the Korean Ministry of Employment and Labor, users are experiencing discomfort to search for similar jobs because Worknet is providing filtered search results on the basis of exact matches of a preferred job code. Besides, according to our Worknet data analysis, only about 24% of job seekers had landed on a job position consistent with their initial preferred job code while the rest had landed on a position different from their initial preference. To improve the situation, particularly for the middle aged class, we investigate a soft job matching technique by performing the following: 1) we review a user behavior logs of Worknet, which is a public job recruiting system set up by the Korean government and point out key system design implications for the middle aged. Specifically, we analyze the job postings that include preferential tags for the middle aged in order to disclose what types of jobs are in favor of the middle aged; 2) we develope a new occupation classification scheme for the middle aged, Korea Occupation Classification for the Middle-aged (KOCM), based on the similarity between jobs by reorganizing and modifying a general occupation classification scheme. When viewed from the perspective of job placement, an occupation classification scheme is a way to connect the enterprises and job seekers and a basic mechanism for job placement. The key features of KOCM include establishing the Simple Labor category, which is the most requested category by enterprises; and 3) we design MOMA (Middle-aged Occupation Matching Algorithm), which is a hybrid job matching algorithm comprising constraint-based reasoning and case-based reasoning. MOMA incorporates KOCM to expand query to search similar jobs in the database. MOMA utilizes cosine similarity between user requirement and job posting to rank a set of postings in terms of preferred job code, salary, distance, and job type. The developed system using MOMA demonstrates about 20 times of improvement over the hard matching performance. In implementing the algorithm for a web-based application of recruiting system for the middle aged, we also considered the usability issue of making the system easier to use, which is especially important for this particular class of users. That is, we wanted to improve the usability of the system during the job search process for the middle aged users by asking to enter only a few simple and core pieces of information such as preferred job (job code), salary, and (allowable) distance to the working place, enabling the middle aged to find a job suitable to their needs efficiently. The Web site implemented with MOMA should be able to contribute to improving job search of the middle aged class. We also expect the overall approach to be applicable to other groups of people for the improvement of job matching results.

A Survey on the Public Awareness of the Bioinformation Utilization (바이오정보 활용에 대한 시민 인식 조사 연구)

  • In Korea, currently, only the growth possibility of bioinformation industry has received the public attention, and social discussion on bioinformation management is meager. Based on this critical perspective, this study investigates the current status of public awareness of the bioinformation which can be a basis for the social discussion for bioinformation management. The most significant characteristics identified in the survey is that many citizens, while expressing their agreement on the use of biometric technology by purpose and taking an open stance on national fingerprint information collection, have considerable concern for the identity authentication system using the current biometric technology. In particular, the survey pointed out that it is hard to trust the institutions that collect the bioinformation. Also, the public expressed the particular concern for the health data including the body information and showed overwhelming consent for the necessity of more stringent regulation compared with other personal information. In regards to the medical information gathered from medical institutions, nearly 80% of the survey respondents did not agree on providing the information to commercial enterprises, and even 60% of them disagreed on using it for academic and statistical research. This result well demonstrates that thorough management of the bioinformation is required for its utilization.
