This study focuses on a scheme for accepting migrant workers at Japanese construction sites and its impact on the industry. Recently, a severe shortage in the construction workforce has made the industry accept migrant workers through "Technical Intern Training (TIT)" program and "Specified Skilled Worker (SSW)" system in Japan. A new status of residence, SSW has been created to accept foreign nationals who work in jobs that require considerable knowledge of or experience in specified industry fields, and construction is one of them. However, many SSWs had already been working in Japan as TIT trainees, implying that the TIT program was the practical pathway to becoming a SSW. Therefore, this study aims to comprehensively understand the operational realities of the Japanese TIT program in construction companies. Data were collected using a literature survey and semi-structured interviews. The literature survey was a macro perspective, mainly about analyzing the statistical data on the Japanese government, with the status of residence, profession, and nationality, to ensure the transition and full picture of migrant workers in Japan. By contrast, interview surveys focused on micro situations such as the challenges faced by companies that accept migrant workers. This study showed that workforce shortages had lasted for more than 30 years and were still a chronic issue and that migrant workers were indispensable in the construction industry.
The current research intends to analyse the construction process of gender in the biographies of migrant women. Ten autobiographical-narrative interviews with Korean female migrant workers in Germany were conducted and the following conclusions were ascertained through the analysis of Schutze's autobiographical-narrative interview: The genders in their biographies were constructed similar before their marriage, but different after their marriage according to the work-family balanced type and the family centered type. Before their migration the 'process of life' as female high school students and female workers showed that both types had partially deconstructed a sex-segregated gender. The process of life as female migrant workers after their migration showed that both types had partially constructed a sex-neutral gender. The process of life after their marriage exhibited that the former strengthened and strengthens a sex-neutral gender in a double position as female migrant workers and female marriage migrants, but the latter reconstructed a sex-segregated gender again and intensifies this in a process of time. Based on these results, some implications for the social work practice were addressed, which emerged from the understanding on the gender in the biographies of migrant women.
The purpose of this study was to explore ethnic socialization enacted by Japanese marriage migrant women currently raising 7- to 18-year-old children in Korea. To accomplish this goal, we examined the following research questions: (1) What is the level of ethnic socialization enacted by Japanese marriage migrant mothers? (2) Does the level of ethnic socialization vary by demographic and ethnocultural factors? (3) To what extent do demographic and ethnocultural factors influence the enactment of ethnic socialization by Japanese marriage migrant mothers? The sample consisted of 243 Japanese marriage migrant women currently raising 7- to 18-year-old children in Korea. For data analysis, T-test, correlation, ANOVA, and hierarchical regression analyses were used. Also, we performed separate analyses for two subtypes of ethnic socialization in particular, namely cultural socialization and preparation for bias. Ethnocultural factors examined in this study were the level of discrimination experience, Japanese ethnic identity, and husbands' ethnic orientation in childrearing. The main results of this study were as follows. First, results showed that Japanese marriage migrant women enacted moderate levels of cultural socialization and preparation for bias. Second, Japanese marriage migrant women's cultural socialization and preparation for bias were both positively related to the levels of women's discrimination experience and Japanese ethnic identity. Also, the younger the age of the firstborn child, the more preparation for bias these women performed. In addition, women whose Korean husbands wanted to raise their children more biculturally performed more cultural socialization compared to those with Korean husbands who wanted to raise their children as Korean. Third, hierarchical regression analyses revealed that women's discrimination experience and ethnic identity positively predicted both types of ethnic socialization. Also, Korean husband's bicultural orientation towards childrearing predicted a higher level of cultural socialization by Japanese marriage migrant women. Results of this study provide basic information about ethnic socialization among multicultural families in Korea, which can be useful for promoting positive self-identity among multicultural children. Furthermore, the results suggest that husbands' support and cooperation in ethnic socialization can be crucial for marriage migrant women to socialize their children utilizing their cultural and experiential resources.
Due to the change in the demographic structure, the problem of low birth rate and aging population leads to a serious decrease in human resources, and the necessity of introducing foreign workers is increasing. This study believes that the introduction of foreign workforce is the most effective to expand the working-age population in the era of low birthrate and aging, when demographic changes begin in earnest, and to this end, it sought to devise measures to improve the legal system for migrant workers. As a result of this study, first, the legal system for migrant workers should be unified and improved. It is necessary to establish or unify management agencies so that the 「Immigration Control Act」 and the 「Labor Act」 can establish a cooperative relationship. Second, the 「Immigration Control Act」 should be revised to make it easier for migrant workers to find employment. It is necessary to positively review the employment permit system and acquisition of nationality. Third, there should be no equity or discrimination against migrant workers. Under the principle of mutual benefit, employers and migrant workers should not be equally discriminated against. Fourth, the social insurance system must be added to the legal system of migrant workers. Therefore, the legal system should be reorganized so that migrant workers are not discriminated against in various insurance systems including the four major social insurance systems. In conclusion, the problem of low birthrate and aging population has become a serious social problem due to changes in the demographic structure, and the decrease in the possible generation population has reached a level of concern. The importance of migrant workers' employment and work environment is increasing. Nevertheless, related legal and institutional problems still exist, and measures to improve the legal system for migrant workers are needed.
Background: E-learning-based programs have recently been introduced to the occupational safety and health (OSH) education for migrant workers in Korea. The purpose of this study was to investigate how the factors related to migrant workers' backgrounds and the instructional design affect the migrant workers' satisfaction with e-learning-based OSH education. Methods: The data were collected from the surveys of 300 migrant workers who had participated in an OSH education program. Independent sample t test and one-way analysis of variance were conducted to examine differences in the degree of learning satisfaction using background variables. In addition, correlation analysis and multiple regression analysis were conducted to examine relationships between the instructional design variables and the degree of learning satisfaction. Results: There was no significant difference in the degree of learning satisfaction by gender, age, level of education, number of employees, or type of occupation, except for nationality. Among the instructional design variables, "learning content" (${\beta}=0.344$, p < 0.001) affected the degree of learning satisfaction most significantly, followed by "motivation to learn" (${\beta}=0.293$, p < 0.001), "interactions with learners and instructors" (${\beta}=0.149$, p < 0.01), and "previous experience related to e-learning" (${\beta}=0.095$, p < 0.05). "Learning environment" had no significant influence on the degree of learning satisfaction. Conclusion: E-learning-based OSH education for migrant workers may be an effective way to increase their safety knowledge and behavior if the accuracy, credibility, and novelty of learning content; strategies to promote learners' motivation to learn; and interactions with learners and instructors are systematically applied during the development and implementation of e-learning programs.
Purpose: To provide concretely for support system to occupational health management grasped the present condition about the private support organizations for the migrant workers. Method: The subjects were 30 organizations to support migrant workers with the healthy and medical problem. The organizations were investigated by the internet search, and the visiting and telephone interview. Then a expert advisory conference and researchers' regular meeting were held. Result: The support organizations for the migrant workers played multiple activities, but the medical treatment and education regarding the occupational safety & health were scarcely accomplished. The government constructs a network between the organizations. A health problem of a worker should be requested to the medical centers which cooperated with the private support organizations, it makes business expand to the existing organizations which take charge of the health business of a small-scale workplace rather than it constitutes new organizations. The organizations which can manage which build the online network which can grasp all the information concerning the migrant worker from whom the government became a principal axis. Conclusion: Support system on the occupational safety and health for migrant workers that it will be help to the occupational disease prevention and occupational safety and health management, is needed.
The changing Agenda of the family policy is to be influenced by many factors. The structural change of population and aging problem in modern society are generally included in main factors which produce political needs. Therefore, migrant family is recognized as a alternative which is to resolve the socioeconomic problems of aging industrial societies. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the third way("neue Mitte") which the social economic structure intends to neo-liberalistic trend. The concern on the welfare policy for the migrant families has grown recently in neo-liberalistic age, but research on german welfare policy for migrant families is very limited in quantity and Depth. The main purpose of this study is to examine how the welfare policy for the migrant families of Schroeder-government has been developed in Germany. And this paper evaluates the results of transforming policy. Based on this evaluation, this paper attempts to be manifest the problem of korean family policy for the migrant population and to find out implications of german model.

This study examined the predictors of life satisfaction of marriage migrant wives with school-aged children in South Korea. For this purpose, we draw data from the 2015 National Survey on Multi-cultural Families (NSMF). The target group was marriage migrant wives who were in a first marriage and had school-aged children (N=3,004). We used OLS regression to examine the predictors of the target group's life satisfaction with the SPSS 18.0 program. The results are as follows. First, marriage migrant wives with school-aged children had maintained their marriage for at least 14 years. They were satisfied with their relationships with both their spouses and their children. Also, they were satisfied with their spouse's child care roles. They did not support the multi-cultural policy of assimilation. Their Korean proficiency was slightly higher than the middle level. More than half had jobs and had not attended a parent meeting. Second, although they were satisfied with their everyday lives, their levels of life satisfaction were less than that of migrant wives with children below 5 years of age. Third, all variables explained 38.8% of the life satisfaction experienced by marriage migrant wives with school-aged children. Satisfaction with their spouses, subjective health, satisfaction of spouse's child care role, monthly family income, satisfaction with their children, experience attending a parents meeting, and Korean proficiency were positively associated with the life satisfaction of this target group. The findings of this study are significant because they can provide certain implications for family life education and policy within a multi-cultural society.
The purpose of this study was to examine the effects of an integrative art therapy program for marriage migrant women to improve self-efficacy, learn conflict resolution strategies, and establish close family relationship. The participants of the program were limited to marriage migrant women residing in A City who lived in Korea for more than two years. 30 women for the experimental group and 31 women for the control group were randomly sampled. Eight sessions were offered. A pre-test was conducted in the first session and a post-test was done one month after the program was finished. The results of the program suggested that the experimental group had a higher effect on self-efficacy and conflict resolution strategies than the control group. The integrative art therapy program for marriage migrant women conducted in this study aims for marriage migrant women to recover confidence and actively establish happy marital and family relationship by providing an opportunity to make success experience. Moreover, the program is intended to be applied to the field to build up the foundation of family and social adjustment in marriage migrant women.
Drawing on third to fifth wave data from the Longitudinal Study of North Korean Migrant Youths' Education, we examined the longitudinal relationship between social capital of North Korean Migrant Youths and school adjustment using latent growth modeling(LGM). Specifically, we sought to answer the following research questions: Do social capital and school adjustment among North Korean Migrant Youths change over time? Is there a relationship between the changes in social capital and school adjustment among these students? Our LGM results showed that trends in social capital and school adjustment among these students were not fixed but changed over time. While the social capital developed by these students was found to influence school adjustment at the time of its development, it did not continue to influence changes in school adjustment over time. Changes in school adjustment of North Korean migrant youths were affected by changes in social capital. These results suggest that there is room for gradual improvement of school adjustment level by strengthening social capital of North Korean migrant youths.
